Analyzing the Current Situation and Issues of Urban Renewal Projects in Korea: Focused on Housing Redevelopment Projects and Housing Reconstruction Projects (전국 도시재정비사업 추진실태 분석을 통한 개선방안 고찰: 주택재개발사업 및 주택재건축사업을 중심으로)

  • The detailed current situation of urban renewal projects which have implemented in all over the country is sorted by regional and divisional groups, researching press reports. Problems in the progress of promoting urban renewal projects made the paper are analyzed in this research. This research examined the actual condition about urban renewal projects synthetically and then, deduced the following improvement plan. First, formulating long-term renewal plan is needed. Secondly, It should be changed into the gradual urban renewal project on a small scale according to various conditions of each local area. Finally, support of the central government in consideration of local conditions should be carried out.

  • With the increased demand on housing quality and effective urban redevelopment, a new paradigm in reconstruction project is in need. Especially, the Urban and Residential Environment Improvement Law which initiated on July 1, 2003 has become a significant turning point. This code is expected to function as a consistent and systematic measure. This study will examine the code's major concepts and methods to progress reconstruction projects effectively. The application of construction management is examined carefully since the new code requires renewal project consulting firms to function as a professional complement rather than simply perform administration work, as in the past. Also, construction managing methods that can be related to renewal project consulting are examined and speculated. Lastly, methods to improve efficiency in reconstruction projects are introduced through case study and analysis on applicability and expected results.

Improvement of Small-size Multi-housing Area Reconstruction Project Using AHP Analysis (AHP분석을 통한 가로주택정비사업의 개선방안)

  • The policy introduced recently in order to promote small-size reconstruction housing projects for rehabilitating downtown area consists of aged multi houses has been little practiced, as preferential provisions for such projects are more likely applicable for large projects. Several expert interviews and surveys were conducted to find efficient clauses to overcome the problems and their relative weights. As the results, it is revealed that 'relation of floor area ratio' and 'relaxation of building height limit criteria' are the most effective whereas 'purchasing and operating of residents' common facilities with public fund' is little. The study results would be a great interests for public institutions to rebuild aged housing area without destroying local communities and to provide socially disadvantaged class with rental housing at the same time.

  • 유역 내 효율적 수자원관리 및 이 치수 계획수립을 위해 수계별 혹은 지역별로 다양한 형태의 하천정비 사업이 시행되고 있으며, 사업의 대부분은 통수능 확보를 위한 확폭 및 홍수피해방지를 위한 제방의 보강이 주를 이루고 있다. 그러나 이러한 하천정비사업 계획의 검토를 위하여 횡방향 흐름을 고려할 수 없는 1차원 HEC-RAS 모형이 주로 이용되고 있으며, 이는 만곡부와 같은 복잡한 흐름특성이 발생하는 구간에서의 정비 사업 후 흐름특성 변화 및 하상의 안정성에 대한 평가를 위해 1차원 수치모형의 적용이 제약적임을 의미한다. 본 연구에서는 용담댐 하류부 대유리에 위치한 만곡부를 대상으로 2차원 수치모형인 CCHE2D를 이용하여 정비사업 전 후의 흐름특성 변화에 대한 분석을 수행하였다. 분석결과, 만곡부 정점부의 단면축소로 흐름의 통제가 발생하던 구간에서 정비사업 후 유속과 소류력이 감소되었으며, 상류측으로 수위가 크게 저하하였다. 또한, 정비사업 후 상류측에서 유속과 소류력의 증가가 관측되었으며, 만곡부 내측으로 유속과 소류력의 중심이 이동함에 따라 제방의 안정성에 영향을 줄 수 있음을 확인할 수 있었다. CCHE2D모형은 자연하천의 만곡부와 같은 복잡한 흐름이 발생하는 구간의 분석을 위하여 효율적으로 이용될 수 있으며, 모형 내 하상변동 모듈과의 연계모의를 통해 제방의 안정성 및 하상의 안정성 평가를 위한 수리학적 기초자료를 제공할 수 있을 것으로 판단된다.

  • This study aims to introduce "Street-Housing" Redevelopment Projects adopted by the revision of regulations in 2012 and promote them by surveying residents' needs. The objectives of the street-housing redevelopment projects are to maintain existing street systems and redevelop housing by small units, as an alternative to the large-scale housing redevelopment by the expropriation. Residents, however, do not seem to support the new projects since they are satisfied with their current housing, have difficulty in raising funds, and are uncertain about proceeding with the pre-arranged. Despite these barriers, residents may support the projects if project charges can be lowered by the reduction in each resident's share and the increase in supporting funds. This study proposes new practical methods for realizing the projects: choice of an appropriate site, engaging for resident's participation in projects, reduction in project charges, and removal of barriers to co-operative development. etc.

  • 본 논문에서는 하천정비에 있어 구상, 계획, 설계, 사업, 운용 유지관리의 각 단계에 따른 대응에서 의사 합의 형성의 목적과 논의의 대상을 정하고, 객관적이며 합리적인 합의 형성 방법을 선택하는 모델로서 "안전", "이용", "환경" 이라고 하는 3요소 모델을 제안하고자 한다. 종래의 제도로써 계획의 절차, 환경평가, 행정소송, 의회제도에 새로운 대응으로써 공공사업의 구상 단계에 있어서 주민 참가 절차 등을 고려하고, 다양한 이해관계자의 의향을 조정하고, 원할한 합의 형성을 추진하면서, 대상 사업 등을 사회적으로 바람직하게 끌어가기 위한 합의 형성에 관한 종합적인 producer의 필요성을 논한다. 끝으로 이 모델에 의거한 4대강 정비사업에 대한 예비 전문가 그룹의 의사결정의 관점을 합의 형성 이론과 테크닉으로써 분석결과, 4대강 정비사업에 대하여는 3요소간의 우선순위가 "안전", "환경", "이용" 의 순으로 나타나고 있어, "이용" 에 우선순위를 둔 경부대운하 사업에 대한 시민들의 우려를 뒷받침하고 있다. 또, 전통적인 유역하천에 대하여는 "환경" 이 큰 비중을 차지하고 있어 시민의 환경에 대한 높은 관심을 표현하고 있다. 끝으로 이러한 새로운 패러다임을 파악하기 위한 3요소 모델의 의사합의 형성내용을 하천정비사업이나 관리에 적용하여 실현시키기 위하여 하천정비사업에도 "유니버설디자인" 수법의 도입을 제언한다.

  • Recently, various problems have been occurred in Apartment reconstruction process. Such as, delaying schedule, additional cost increasing, etc. Those were caused by decision making which is lack of professionality in early phase of reconstruction process. Therefore, in this study proposed improvement plan by application of project management and construction management process in Apartment reconstruction project.

  • 본 연구는 대전시 도시 및 주거환경정비기본계획이 수립된 지 2년여가 경과하였고 목표연도(2010년)가 다다른 시점에서 도시재생 취지에 맞게 도시 및 주거환경정비예정구역을 평가 분석하고, 도시 및 주거환경정비사업의 한계를 해결하기 위해 도시재생을 위한 도시 및 주거환경정비사업으로 유형화의 필요성에서 출발한다. 이를 위해 첫째, 도시재생 관련 선행연구와 도시재생 사례 분석을 통해 도시재생의 유형을 도출하였다. 둘째, 대전시 도시 및 주거환경정비사업에 대해 분석한 후, 기존의 물리적 환경에 의해 구분되는 도시 및 주거환경정비사업의 문제점을 도출하였다. 끝으로 도시재생의 취지에 맞도록 물리적 환경뿐만 아니라 사회, 경제, 문화적 환경의 특성을 고려하는 도시 및 주거환경정비사업의 유형화 방안을 제시하였다.

Analysis of the Implementation of the Residential Improvement Project Considering Land and Building Characteristics - The Case of Busan Metropolitan City (토지 및 건축물특성에 따른 정비사업 추진 분석 - 부산광역시 사례를 중심으로 -)

  • The government has been operating residential improvement projects through the "Act on the Maintenance and Improvement of Urban Areas and Dwelling Conditions for Residents" as a type of a remedial measure for deteriorated residential areas. However, in recent years, the residential improvement projects have experienced difficulties due to the effects of various factors including the slowdown in economic growth. After observing the depression in a number of projects, various studies have been carried out to investigate the causality and improve the promotion of the residential improvement projects. In the trend of research, this study aims to analyze the effects of land and building characteristics on the improvement projects of Busan Metropolitan City. The dependent variables of the study represent different phases of improvement project as specified in the "Act on the Maintenance and Improvement of Urban Areas and Dwelling Conditions for Residents". The independent variables represent land and building characteristics which refer to the criteria used in the designation process of maintenance area according to the act. The empirical analysis uses the ordered logit model. The results from the analysis suggest that geographical condition, factors related to the number of union members, factors related to the parcel price and condition of a location have impact on the promotion of the improvement project. The results of the analysis show that majority of the factors are related to the economic feasibility of the projects. Residential improvement project is a part of urban planning projects that rehabilitates deteriorated residential environment, and it is closely associated with the quality of life of public. Accordingly, we hope that such projects are reasonable and take effective approach to those with urgent needs rather than to focus on profitability. Also, potential administrative and economical loss should be avoided by taking necessary planning measures in advance.
