화관법의 전면 개정으로 화학사고 예방 대비 대응을 위한 제도적 정비는 일단락되었으나 제도의 집행과 실천이 중요하다. 이에 정부는 제도의 집행역량을 강화하기 위해 전문성을 확보하고 현장적용성을 꼼꼼하게 검토할 것이며, 중소기업에 대한 안전진단 컨설팅 등 정부가 할 수 있는 지원을 지속할 것이며, 현장의 애로사항도 계속 발굴하여 제도가 안착될 수 있도록 노력할 것이다. 사업장도 스스로 안전관리를 강화하고 안전의식을 높이기 위해 노력해주기를 바란다.

본 논문에서는 국내 제조업 기업을 대상으로 한 $\ulcorner$기술혁신조사$\lrcorner$ 통계를 바탕으로 기업의 혁신 활동과 이를 지원하고 있는 각종 정부지원제도에 대한 실효성을 다루었다. 분석대상 기업의 수는 2,591개였고, 기술혁신지원 프로그램은 11개로 조세지원제도가 7개 기술지원제도가 6개였다. 기술혁신지원 프로그램의 실효성을 분석하는 실증모형에는 선택변수모형이 이용되었으며, 실증결과는 현재 시행중인 분석대상 기술혁신지원제도의 실효성이 실망스러운 것으로 나타났다. 이들 프로그램의 효과는 대체로 10% 미만이었고, 대기업과 중소기업에 대한 적절한 차등효과를 가져오지 못하는 것으로 판단되었다. 이에 따라 기술혁신지원제도에 대한 개선이 보다 현실성 있게 개선되어야 할 것으로 보인다.

본 연구의 목적은 대학에서 직·간접적으로 수행하고 있는 창업교육, 창업지원제도, 창업멘토링의 매개를 통하여 창업의지에 어떻게 영향을 미치는가를 살펴보고 대학생의 창업 가능성을 높일 수 있는 프로그램 개발과 방향성을 제시하기 위함이다. 본 연구는 대학생의 대학 창업교육 만족도, 창업지원제도인식, 창업멘토링이 창업의지에 미치는 영향에서 창업효능감에 따라 창업의지에 어떻게 영향을 미치는지에 대해 분석하였다. 본 연구를 진행하기 위해 채택한 변수는 다음과 같다. 첫째, 대학 창업교육 만족도, 창업지원제도인식, 창업멘토링을 독립변수로 지정하였고, 둘째, 창업의지를 종속변수로 지정하였으며, 셋째, 대학 창업교육 만족도, 창업지원제도인식, 창업멘토링과 창업의지 사이에서 창업효능감을 조절변수로 지정하였다. 넷째, 창업지원제도인식은 정부창업지원정책과 대학창업지원사업으로 창업멘토링은 멘토링 기능(문제해결 기능, 네트워킹 기능, 의사소통 기능, 동기부여 기능)과 멘토 신뢰(인지적 신뢰, 정서적 신뢰)로 구분하였다.

기업 자금의 조달은 주식 발행 자금으로부터 은행의 융자자금 및 사채에 이르기까지 매우 다양하다. 본 기고는 항공우주산업으로서 지원가능한 정부의 기술개발 등 특수한 목적을 위해 지원하고 있는 재정자금에 대해 알아보고자 한다. 특히 관련 부처의 출연자금(융자자금 제외) 위주로 설명하였으며 과학기술처의 특정연구개발사업은 정부출현연구소 및 대학의 연구활동을 지원하기 위한 자금이므로 생략하였다.

현재 방산업체 위주의 방산물자 수출 수주활동은 한계에 직면하고 있으며 우리가 향후 수출하려는 장갑차, 전차, 초등/고등 훈련기, 신형 자주포, 함정 등과 같은 고가의 시스템 장비는 방산업체의 노력만으로는 수주성공이 어려워 정부의 적극적인 지원이 요구된다고 할 수 있다. 그 동안 우리 정부에서도 방산물자 수출의 중요성과 정부의 역할을 인식하고 상당한 노력을 기울여 왔음에도 불구하고 아직까지도 정부차원의 방산물자 수출전담 지원기구가 없으며, 방산물자 수출을 위한 금융지원제도의 미약, 국제 방산 협력의 미흡, 독자적인 수출전략 품목의 부족, 그리고 해외시장에 대한 정보획득 제한 등의 문제점으로 인해 정부.군.업체가 공동으로 수출 마케팅을 수행하기 어려운 상황이다.

This article empirically explore the effects of a training subsidies of corporate training investment and productivity improvement using enterprise data. I find that large sized enterprises don't have clear positive effects, but small&medium sized enterprises have, And the more enterprises have corporate training investment, the more positive effects of training subsidies decrease. So large sized enterprises with a relatively high level of corporate training investment have the restricted effect of training subsidies compare to small&medium sized enterprises.

In recent decades, unpredictable earthquakes around the world have caused massive damage. The incidence of earthquakes in Korea that are larger than M5.0 has increased the social demand for earthquake policies. As the seismic performance of buildings has been proven to be the most effective damage mitigation responsibility from past earthquake damage cases, the US and Japan are implementing a seismic retrofitting support system. In Korea, this is being implemented through tax benefits, but it is being neglected by the owners of private buildings. As a solution to this problem, this paper reviews, compares, and analyzes the domestic and overseas seismic retrofitting support systems, and suggests ways to improve the policy and support system for revitalizing the seismic retrofitting of private buildings based on the results.

가업승계와 상속세는 아는 만큼 혜택을 더 누릴 수 있다. 정부에서는 국내 기업의 대다수를 차지하는 중소기업을 안정적으로 성장시키고, 고용 유지, 경쟁력 강화 등에 도움을 주기 위해 중소기업의 가업승계에 세제지원혜택을 주고 있다. 이에 이번호에서는 본 제도에 대해 자세히 설명하고자 한다.

정부는 2018.2.8일 국정현안점검조정회의를 통해 국무조정실, 금융위원회, 기획재정부, 고용노동부, 중소벤처기업부 등 관계부처 합동으로 "사회적금융 활성화 방안"을 최종 확정하였다. 한국의 사회적금융은 보조 기부행위가 아닌 투자 융자 보증 등 회수를 전제로 사회적기업, 협동조합, 자활기업, 마을기업 등 사회적경제기업에게 다양한 자금을 지원하는 금융활동 전반을 말한다. 현재 민간의 자발적인 금융지원활동도 일부 있으나, 정부 공공재원 중심으로 기존의 서민금융진흥원의 사회적기업 신용대출, 중진공의 정책자금 대출, 신보 지신보 특례보증, 사회적기업 모태펀드 등 중기 서민 정책금융체계내의 사업이 대다수를 차지하고 있는 실정이다. 한국의 사회적금융은 미국과 일본, 영국 등의 선진국에 비하면 이제 태동기로서, 사회적경제기업은 자금 공급부족, 제도 금융권에서의 소외 등 자금조달에 큰 애로를 겪고 있다. 따라서, 공공부문 주도로 자금공급을 확대하고 있으나, 사회적경제기업의 자금수요에는 아직도 크게 미치지 못하는 상황이다. 특히, 지원방식이 짧은 만기, 대출 보증에 편중되는 등 사회적경제의 특수성에 대한 고려가 미흡하여 수요-공급 간 미스매치도 큰 상황과 자금수요자와 투자자를 이어주는 사회적금융 중개기관, 사회적성과 평가 등 시장 인프라도 전반적으로 크게 미비 되어 있어 민간의 참여를 제약하는 것도 그 이유이다. 본 연구에서는 한국의 시회적금융지원제도의 전반적인 현장의 실태를 중심으로 실무적인 측면에서 분석 및 향후과제를 도출하여 관계기관 등에 정책적인 시사점을 제공하고자 한다.

This paper analyzes the effects of government support systems, regulation, and innovation promotion policy on technological innovation performance of companies in the service industry using 4,000 Korean service industry companies. Multiple and hierarchical multiple regression analysis were used to analyze the correlation between the individual factors and process innovation and product innovation. Government support, regulation and technology innovation in the service industry were tested. In addition, government innovation promotion policy includes government support and regulation and the technological innovation performance of service firms. As a result, the government support system affects both the process innovation and the product innovation performance in the service industry, but affects only the process innovation performance in the case of regulation. Innovation promotion policy was found to regulate the relationship between government support systems and regulation and innovation performance of the service industry. Therefore, these findings provide strategic implications for the management of enterprises in relation to government support systems and innovation policy. It is necessary to reorganize regulations that are outdated to improve the effect of innovation policies on innovation performance.
