This study analyzed the contents of changes in educational policy from the perspective of policy learning, based on the awareness of the lack of academic efforts to identify such phenomena despite repeated policy failures in educational policy. To this end, it has been more than 20 years since the policy was established, but it was analyzed using the policy analysis case of the teacher incentive policy, which still had severe conflicts between the government and teacher unions. As a result of the analysis, first, there were 11 changes in the policy content from the Kim Dae-jung administration to the Moon Jae-in administration. Whenever the government was newly launched, not only the contents of the policy for teacher incentives changed, but also the policy changes continued during the same government period. Second, when analyzing what kind of policy learning took place at the stage of change in each government's policy content, most of them were 'political policy learning' or 'instrumental policy learning'. Rather than a fundamental discussion about the goal of the policy, it has only repeated policy learning that adjusts only the ratio of differential payments to defend the teacher incentive policy. In order to recover from this current situation, this study suggests that it is necessary to present an alternative policy that can change the rigid society of teachers through 'social policy learning', which examines the basic values and strategies of teacher incentive policies.

정부는 LP가스 산업분야에 있어 "자율 안전관리 기반" 이 정착될 수 있도록 불필요하고 과다한 규제는 풀어 나가되, 필요 불가결한 규제에 대하여는 강화하는 등 안전규제에 대한 합리화를 추진해 나가고 있다. '10년도 중점 추진과제는 관련 업계 건의의 타당성 및 정부 정책방향과의 부합성 검토, 필요 과제에 대한 연구용역 수행, LP 가스안전포럼 및 정책 조정회의 등의 전문가 그룹의 자문을 거쳐 도출되었으며, 향후 관련법령 개정 등 후속조치를 마련하는 과정에서 공청회 또는 각종 간담회 등을 통해 다양한 의견을 수렴하고, 이견을 조정하여 정부정책이 성공적으로 실현되도록 만전을 기하여 나가겠다.

범정부통합전산환경 구축사업은 정부의 주요 전산장비와 담당인력을 물리적으로 집중 관리함으로써 전산환경의 수준을 제고하고 유지운영 비용을 줄이려는 사업으로써 2006년 대전에 제1센터를 구축하여 운영중에 있으며, 광주 제2센터로의 이관을 본격 추진 중에 있다. 본 연구에서는 범정부 통합전산환경 구축에 대한 성과측정의 사전연구로써 조직간 시스템 통합이론을 검토하여 범정부 통합전산환경에 적합한 성과측정모형을 제시하였다.

본 논문에서는 성공적인 전자정부 구축에 필요한 정보보안 대응체계의 구축 방향을 제시하고자 한다. 이를 위해 현 전자정부 정보보안 대응체계의 현황과 문제점을 분석 한 후 효과적인 정보보안 대응체계 구축을 위한 정책대안을 제시하고자 한다. 즉, 전자정부 정보보안 대응체계의 기본방향을 제시하고, 이를 토대로 전자정부 정보보안 추진체계의 정비와 전자정부 정보보호 추진기반 구축이라는 두 차원에서 관리 및 제도적 정책대안을 제시하고자 한다.

This study discusses the paradigm shifts in the regional policies of national governments which many countries have witnessed since the 1990s. Particularly, the study examines the historical trajectory which the regional policy of the UK national government has experienced until the 2000s since 1928 when the regional policy was implemented for the first time in the world, focusing on the recent trends after the mid-1990s. In the recent decade, the UK national government has shifted the focus of its regional policy towards the regional competitiveness and the devolved approach to regional development, from the interventionist top-down transformation of the spatial distribution of businesses and population via regulations and incentives for reducing regional disparities. Even in the midst of such a shift, the government has constantly sought to lessen the regional disparities in UK. Additionally, our work presents the policy implications for the future direction of regional policy which the national government of Korea should set in the face of the changing context.

정부가 국정 하반기 정책기조를 대기업 중심에서 중소기업 중심으로 변경하면서 원칙을 강조하는 수준을 넘어 실질적인 상생 규제 정책을 내놓고 있어 주목되고 있다. 정부는 지난 9월 29일 정부와 대 중소기업계가 모인 '대 중소기업 동반성장 전략회의'(제72차 국민경제대책회의)에서 지속가능한 성장동력과 경쟁력을 확보하기 위한 '대 중소기업 동반성장 추진대책'을 수립, 발표했다. 사회 윤리적인 수준을 넘어 각종 규제와 혜택으로써 기업문화의 풍토를 바꾸려는 시도를 하고 있는 것이다. 최근들어 정부는 각종 상생관련 정책을 내놓으면서'상생'이라는 말 대신 '동반성장'이라는 표현을 쓰고 있다. 일방적 시혜 혹은 분배에 초점을 맞춘 것이 아니라 거시적인 의미의 '성장'에 초점을 맞춰 기업 생태계의 변화를 촉구하고 있는 것이다. 즉, 생태계가 커질수록 일부 요소의 투입보다는 각종 요소들이 다양하게 공존함으로써 발생되는 시너지 효과에 미래의 성장동력이 있다고 판단하고 있다. 본지는 정부의 동반성장 정책과 업계의 반응, 설비업계를 대변하여 대한설비건설협회가 건의한 '건설산업 상생을 위한 제도 개선', 그리고 대기업의 동반성장 추진 현황에 대해 알아본다.

최근 세계적으로 공공기관의 혁신과 성과평가에 대한 관심이 집중되고 있고, 우리나라에서도 참여정부가 출범한 이래 공공분야의 고객경영 및 성과 향상을 위한 정부혁신이 대대적으로 추진되고 있다. 특히 지방자치 단체의 경우 자율성을 근간으로 하는 혁신을 추진해야 하는 바, 이에 대한 성과평가가 어려운 과제로 등장하고 있다. 따라서 본 연구에서는 지방자치단체의 자생력을 확보 및 강화하여 독자적인 지역발전과 주민서비스를 제고하고, 중앙정부정책과의 연계성을 강화하며, 중앙정부의 지방자치단체에 대한 통합적인 정책 및 성과 평가에 따른 지원 수준을 결정하는 주요 수단이 될 수 있는 통합평가시스템의 개발 및 발전방향을 모색해 보고자 한다.

이 글은 1990년 10월 29일부터 11월 1일까지 서울 아카데미 하우스에서 열린 제11차 국제문헌정보연맹 아시아$\cdot$태평양위원회 학술회의에서 행한 기조연설의 내용이다. 이 학술회의의 주제인 국가정보정책의 현황과 주요 문제를 정리하여 제시하는 것이 기조연설자가 맡은 과제라 보고 첫째, 최근 수년간 한국정부가 입안 실행한 산업정보정책을 살펴보고 둘째, 일반적으로 개발도상국에서 국가산업정보정책은 누가 입안하고, 입안된 정책은 누가 실행하며, 한국의 경우는 어떤지를 살펴보았다. 산업정보정책은 한 나라의 산업정보봉사활동이 이루고자하는 여러 목표들을 열거한 것이며, 다른 분야의 경우와 마찬가지로 정부에 의하여 결정된다. 산업정보정책을 심의 결정하여 공포하는 것도, 지정된 기관에 재정지원을 제공하거나 법적 의무를 지워 공포된 정책을 실행하는 것도 정부의 책임이다. 제6차 경제사회발전 5개년 계획(1987-91) 속에 표시된 한국정부의 전반적 산업정보정책은 $\ulcorner$산업기술정보 유통지원을 강화하여 현행 산업연구원내 기술정보유통센터의 운영을 대폭 강화하고 전국적 온라인 전산망을 구축하여 산업연구원을 명실 상부한 국가의 중추적 기술정보유통기관으로 육성해나가는 한편 이를 토대로 기술정보 거래시장(테크노 마켓트)을 설치 운영$\lrcorner$하는 것이다. 산업정보정책은 산업발달을 위한 정책 속에 통합되고, 그것은 다시 경제발전 및 기타 부문의 국가발전 정책 속에 포함되는 것이 바람직하다. 한국에서 일반경제정책은 경제기획원이, 산업정책은 상공부 가, 기술정책은 과학기술처가, 재정정책은 재무부와 한국은행이, 통신정책은 체신부가 심의 입안한다. 산업정보정책의 일부를 이루는 산업정책 입안의 주요 책임은 상공부의 산업정책국에 있다. 모든 개발도상국에 꼭 같이 적용할 수 있는 국가산업정보정책 입안 및 실행 지침 같은 것을 마련하기는 어렵다. 그것은 이 분야에 개발된 일반모형이 없고 또 개발도상국이라고 하는 것이 동질집단이 아니기 때문이다. 개발도상국 사이에는 그 경제 발전면에서 뿐만 아니라 정보활동 면에서도 큰 수준 차가 있다. 각 개발도상국은 그 나라 고유의 전통과 형편에 맞는 산업정보정책을 마련하여야 한다. 그렇지만 발전 수준이 비슷한 다른 나라의 산업정보정책을 검토하여 자국의 가능성과 제한점을 바르게 이해하는 일은 적절한 정책 입안에 있어서 도움이 될 것이다. 본 기조연설은 아시아와 대양주의 다른 개발도상국 정책 입안자들에게 그러한 검토자료를 제공할 목적으로 행해진 것이다.

In the 21st century, Internet information has a huge impact on citizens' participation in public policy process and trust in government. If the quality of Internet information is more positively perceived, the impact will be greater. In order to identify that causal relation, we construct the elements which make up the quality of Internet information and then analyze the impact of that quality on citizens' participation in public policy process and trust in government. First, positive perception about the quality of Internet information increases online participation and decreases offline participation in public policy process. Second, online participation activates offline participation significantly. Third, offline participation has a negative impact on trust in government. In sum, the quality of Internet information activates online participation, which, in turn, contributes a lot to an increase in offline participation and eventually weakens trust in government. On the other hand, the improved quality of Internet information weakens offline participation in public policy process and could contribute to the improvement of trust in government.

One feature of the multicultural policy practiced in Japan is that the central government stresses the importance of local administrations in executing the policy, providing a systematic framework through which local administrations can actively promote and execute multicultural policy intended to foster social tolerance. In other words, the multicultural policy practiced in Japan seeks to overcome some of the limits and issues inherent to such policy by encouraging the delivery of opinions from below that reflect differences among different localities, while the central government proposes the policy aims and recommendations from above down to local administrations. The multicultural policy of Japan, which allows local administrations to administer such networks by actively carrying out the roles of arbitration and integration within communities where multiculturalism is found, presents meaningful points of comparison and learning to the multicultural policy in Korea that has only recently begun to seek for the aims and ways of multicultural policy from the perspective of social integration.
