  • Lately innovation is perceived as a systemic, horizontal phenomenon and requires a new governance for innovation. Subsequently, broader societal questions enter the domain of innovation policy and coordination and integration between innovation policy and various other policy domains, such as economic, educational, social, regional and environmental policies become crucial. Definitions of policy integration include terms such as coherence, cooperation, coordination and put great emphasis on joint working to promote synergies among policies and reduce duplication and the use of the same goals to formulate policy. As innovation capabilities of the private sector have improved and it has become unclear who to catch up with, the Korean government, a leading player in the process of "catch-up," is likely to have more difficulties in maintaining the old way of planning and executing policies. The Korean government is now under the pressure of planning technologies and policies that do not allow any easy imitation or copy of other advanced countries longer, which in turn reveals various limits of the existing policy framework. Policy integration involves a continual process demanding changes in political, organizational and procedural activities. To ensure long term and cross sectoral innovation policy, overall change and improvement in policy and its implementation needed in terms of political commitments, governance systems, policy instruments and monitoring, and evaluation systems.

  • World water industry market is about 400~500 billion dollar, and to be expected to most promising industry in 21 century. Israel and Singapore, in spite of water shortage nation, have global competency in water industry through active formation policy of central government and public enterprise. Israel government made various policies for development of water industry including water cluster policy, and the water public enterprise, Mekorot, executed them. There are more than 200 venture companies in water cluster, and it created 8000 jobs, accomplished export of 1billion dollar. Singapore government recognized potentials of water industry early, propelled water industry formation policy with the help of related departments of government, and Singapore public water enterprise, PUB, played key roles to carry out specific policies. Singapore established grand plan to become Global Hydrohub in 2015, drives it progressively. Korean government should behold potentials of water industry, and develop various policies to enforce water industry competency, integrate related affairs in a department, and invest to make global water cluster with the help of K-water and local government.

  • This paper introduces a relative comparative advantage index and a composite concentration index of university research activity in science and technology. Three hypotheses were tested regarding differences of degree of concentration based on the size of government R&D fund, location of university, and source of foundation, respectively. T-test results imply that there are significant differences of concentration based on the size of R&D fund and source of foundation, while location of university does not show a significant difference. The paper generally suggests that the lesser size of government R&D fund would lead higher level of concentration, and public funded universities tend to maintain far higher concentration ratio. The paper contributes by introducing relevant indexes for analyzing university research competence, concentration and competitiveness, and hence by proposing policy direction and implication for university competitiveness policy.

  • Since the Labour Party became in power in 1997, the national government of UK has undertaken the devolution in regional development policy (e.g.,establishment of Regional Development Agencies and regional assemblies across England) significantly and consistently. Given this situation, this work examines one important institutional cornerstone for the devolution in regional development policy which has been unfolded at the level of a Region of UK. Particularly, we discuss the budget programme of Single Pot (or Single Programme) through which the UK national government has financed RDAs across England since 2002, each RDA's pursuit of regional development targets on which it is required to agree with the national government in return for the Single Pot, and the national government's monitoring of each RDA's performance against the targets. Additionally, our work briefly deals with the implications as well as the challenges which the devolution in regional development policy of UK can present to the Korean context where the devolved approach to regional development policy is increasingly needed.
