ESCO란 에너지 절약회사(Energy Saving Company) 또는 에너지 서비스 회사(Energy Service Company)를 뜻하는 용어로 지난 1992년 정부에서 에너지 절약을 촉진하기 위해 정책자금을 도입하면서 등장했다. 이들 기업은 정부에서 정책자금을 빌려 공장이나 아파트 등 에너지 사용자에게 에너지 절약시설을 지어주고 에너지를 줄인양만큼 투자비를 회수해 간다. 고유가가 계속되면서 에너지절약 전문기업인 ESCO 단위 사업규모가 점차 대형화되고 있다. ESCO 투자실적은 1998년 이후 에너지절약 시설 개체 사업의 급속한 증가에 힘입어 매년 급격히 성장하고 있다. 최근에는 2천억원대의 시장규모를 가지고 2005년에는 건당 평균 9.1억원이 지원된 것으로 나타났다. 에너지관리공단 자금지원팀의 자료에 의하면 ESCO투자사업 자금지원은 1993~1998년 197건에 480억원이 지원됐으나 2005년에는 202건에 1,829억원이 지원된 것으로 나타났다. 지난 2006년 9월 말 현재 ESCO투자사업 자금지원은 106건에 1,020억원이 대출 은행에 추천된 것으로 알려졌다. 또한 에스코 사업분야가 조명기기·보일러 등 단순설비 교체에서 열병합발전소·냉난방설비, 공정개선 및 폐열회수 등 복합설비 쪽으로 확대되고 있는 것으로 나타났다. 따라서 에너지 소비가 큰 화학 철강 제지 등 산업체, 대형병원, 산업단지 등이 새 에너지 절감 시스템을 도입하면 에너지 효율성 개선에 효과적인 사업이다. 본지는 지난호에 ESCO사업 현황과 투자사례를 게재하고, 이번호에는 ESCO사업 지원시책과 외국의 ESCO활동 현황 및 국내의 ESCO 투자사례를 게재할 계획이다.

일반적으로 거버넌스는 사회가 스스로를 이끌어나가는 과정을 의미하며, 전자거버넌스시스템(electronic governance system)은 이러한 거버넌스 지원을 위한 차세대 전자정부시스템을 의미한다. 전자거버넌스시스템은 주로 정부기관의 기능 강화에 초점을 두고 있는 전자정부시스템과 달리 능동적인 시민참여에 중점을 두고 있으므로 이에 부수되는 정보공유, 보안, 프라이버시, 구성원 사이의 상호 신뢰형성 등의 문제를 해결하여야 한다. 현재 거버넌스 관점에서 행정에 대한 시민참여가 활발하게 논의되고 거버넌스에 대한 이론 및 실증적 연구는 활발히 연구되고 있으나, 전자거버넌스시스템의 개발에 대한 연구는 매우 미약한 실정이다. USN(Ubiquitous Sensor Network)은 유비쿼터스 컴퓨팅 환경의 중요한 한 축으로써 많은 응용 잠재성을 내포하고 있으며, IT839 전략에 따라 국내 USN 인프라스트럭쳐에 대한 활발한 연구${\cdot}$개발 및 시험사업이 진헹되고 있다. 본 논문은 이러한 USN 인프라스트럭쳐를 활용하여 구성원 사이의 신뢰형성을 도울 수 있는 전자거버넌스시스템의 구조에 대하여 논한다.

This paper aims to investigate the moderating effects of relationship quality between support services of food service franchisor and performance(re-contract intention) in food service franchise. For analyzing the relationship of them, the support services of food service franchisor categorized with initial service and continuous service. Also, the factors of relationship quality(satisfaction, trust, commitment) classified into detailed subfactor by confirmatory factor analysis. As a result, we found some statistically significant effects between the support services of food service franchisor and factors of relationship quality, and they sequentially affects to re-contract intention. Also, it's analyzed that factors of relationship quality have a role as a moderating variables by research model. That is, as a presented with previous research, there is verified that relationship quality is caused by support services of food service franchisor. Also, relationship quality factors significantly affect to performance(re-contract intention). Some guidelines for practicing potential food service franchise as a result of this would include; first of all, it is important to support the potential food service franchise consulting approach for some competitive advantage; secondly, effective governmental support programs for food service franchise should be developed for positive impacts of according to these results.

Mobile Money is a key factor of financial inclusion that can revolutionize the financial service delivery and hence enhance access to finance in emerging economies, especially the East African countries. This study therefore aims to study the determinants of individual's behavioral intention and usage of Mobile Money services in Ethiopia by usiing the UTAUT2 model. The research model was tested by sampling 200 respondents from different areas of Ethiopia. The analysis results found that Government Support, Facilitating Conditions, Performance Expectancy, Trust and Effort Expectancy are the key factors that affect the usage of Mobile Money service, while Lower Transaction Cost factors and Social Influence were not statistically significant. The findings provide useful information that only government's active efforts and support to promote mobile money services, through appropriate policies and regulations rather than lower transaction cost, can facilitate the adoption and dissemination of such services in Ethiopia.

Despite huge significance of public policy information to a country and its people, it seems that Korean government lacks a nationwide service that specializes in managing those information. Nowadays the organization of the central government is very complicated and the amount of information and data they are producing is massively growing. Naturally, without any advanced knowledge, it is not easy to find the information you want from the government information service. Besides, government publications are scattered and not under control of unified collection. This study suggests an efficient policy information service model that can i) provide stepping stones for a competent knowledge-based government by providing necessary information for policy-making process in government ministries and public organizations, ii) build national policy information infrastructure by incorporating policy-related information dispersed over different ministries, and iii) identify new approaches to improve policy information services.

In this paper we analyzed the management performance as the result of the korean government's support policy for the small and medium sized business (SMB). The governmental support policy was carried out for the companies classified in 3 criterion. The first is the upbringing of dynamic SMB group, which are driven by creativity and innovation. The second is the enforcement of technology-innovation and cooperation for SMB. The last is the establishment of the growth basis for SMB like funds, human resources and distribution channels. After categorization of above 3 classes, the affect of support policy on the management performance is analyzed, in terms of 3 aspects, management performance, technical performance and policy satisfaction. This study shows that the governmental support policy has the remarkable effects on the financial support sector of SMB. The 5 major sectors, 1) the upbinging of venture-innobiz innovation company, 2) rearing funds of knowledge-based service company, 3) R&D support, 4) support of management stability fund, 5) expansion of distribution channel to the public sector, are designed from 24 variables. The 3 sectors of these 5 are have the main influences from governmental support policy.

클라우드 컴퓨팅 서비스의 많은 장점에도 불구하고 아직 기업들이 서비스의 가용성 및 데이터 보안, 자사 데이터에 대한 통제권 확보, 종속성 등의 문제로 클라우드 컴퓨팅 서비스의 이용을 꺼리고 있다. 이 같은 문제들은 기술개발, 표준화, 표준약관, 서비스수준협약(SLA) 등으로 어느 정도 해결이 가능하다 그러나 데이터가 여러 국가에 복제되어 분산 저장될 경우 데이터의 국외이전 금지 문제, 데이터의 보관 및 파기 의무, IT 컴플라이언스 수탁자의 불법행위에 대한 위탁자의 책임, 자신의 데이터센터에 저장된 불법정보에 대한 클라우드 서비스제공자의 책임범위, 클라우드 서비스제공자의 책임제한 등 현행법상의 법적 규제와 충돌되는 부분에 대해서는 법. 제도적 접근과 검토가 필요하다. 클라우드 컴퓨팅 산업의 촉진 및 이용 활성화를 위해서는 구체적으로 다음과 같은 사항이 법 제도적으로 검토되어야 한다. (1) 클라우드 서비스나 솔루션을 시험할 수 있는 테스트베드 구축 등 시범사업 근거 마련, (2) 분야별 특화된 클라우드 서비스 모델 개발 및 사업화를 위한정부시책 추진 및 지원 근거 마련, (3) 민 관의 포괄적 협력 기반조성 및 정부의 기술 개발연구 지원체계 마련, (4) 사전 인증 및 사후 보증체계 구축을 통한 클라우드 서비스의 신뢰성 및 안정성 제고, (5) 클라우드 서비스의 상호운용성 확보를 위한 표준화, (6) 클라우드 컴퓨팅의 정보보안, 개인정보보호 등 각종 법률 이슈와 예상되는 다양한 이해관계 충돌 문제에 대응할 수 있도록 서비스제공자와 이용자 대상의 지침 근거 마련, (7) 클라우드 속에 있는 기업의 정보지산에 대한 접근권 보장, (8) 정보자산의 실제 위치와 선택권 보장, (9) 정보자산의 부적절한 접근 방지와 오남용 방지, (10) 클라우드 서비스 제공기업 또는 서비스 자체의 영속성 보장, (11) 서비스 장애 책임범위와 분담, (12) 소프트웨어 라이선스 등에 대한 규정이 고려되어야 한다.

협회는 7월5일 IPTV 서비스의 조속한 도입과 아울러 합리적인 제도 마련을 촉구하는 관련업체의 의견을 담은 건의서를 국회 방송통신특별위원회에 전달했다. 또한 국무조정실 방송통신 융합지원단과 정보통신부 융합전략팀에도 전달했다. 협회는 건의서에서, 이해 관계자들의 소모적인 논쟁이 결과적으로 IPTV 서비스 도입정책 지연과 더불어 관련 산업 활성화를 가로막아 산업계의 첨단기술 및 제품들이 사장될 위기에 있으며 국가적으로도 막대한 손실로 이어질 수 있다며 IPTV 서비스의 조속한 도입을 촉구했다. 특히, 협회는 국가 100년 대계를 생각해 더 이상 소모적인 논쟁을 종식하고 국가 신성장 동력인 IPTV 상용화를 통해 IT강국의 위상을 제고해야 하며, 이를 위해 정부의 신속한 제도마련과 뉴미디어에 걸맞은 규제제도 완화가 병행돼야 한다고 주장했다.

정보시스템을 효율적으로 관리 및 운영을 통화여 선진화 함으로써 이를 국민 및 이용자들에게 서비스로 제공하기 위하여 많은 재원과 방법으로 이를 실현하기 위해서 노력중에 있다. 그러한 활동의 일련으로 IT Architecture를 도입하여 정보시스템의 계획 단계에서 운영에 이르는 단계를 선진화를 진행중에 있다. 이에 현재 주관기관에서 중추적으로 추진중인 IT Architecture와 관련한 지원도구 등에 대해서 현 실태를 파악하고 향후 나아갈 방향에 대해서 제언하였다.
