21세기 정보화 시대에 정보소양함양은 범국가적인 정보화사업추진의 이슈로 떠오르고 있으며 이에 학교는 그 선봉의 역할에 서 있다. 본 논문에서는 학교 교육정보화의 중심인 초등학교 담임교사의 정보소양함양 시스템을 제안하였다. 본 논문의 구성은 다음과 같다. 먼저, 교원 정보소양 개념에 대한 분석에서 시작하여 국내의 정보소양 인증 실태를 조사하였으며, 담임교사로서 학급운영과 학교행정업무에 필요한 구성요소를 분야별로 추출하였다. 이렇게 추출한 구성요소로 작성한 평가 문항을 통해 교사는 자신의 정보소양을 자가 진단할 수 있고 부족한 부분의 영역에 대하여 처방 받을 수 있도록 하였다. 본 초등학교 담임교사 정보소양함양 시스템의 특징은 첫째, 각종 연수 및 정보통신기술 학습에 대한 기초자료를 제공한다. 둘째, 통합형 평가를 개발하고 평가 항목을 다변화한다. 셋째, 수준별/업무별 평가 과정을 개발ㆍ제공한다. 넷째, 자기 주도적 학습력을 항상시킬 수 있다.

정보화가 급격히 확산되면서 정보화로 인한 파급효과와 더불어 정보화의 위험과 역기능 방지와 정보시스템의 품질을 제고하기 위한 최적의 방법중 하나로서 정보시스템 감리에 대한 중요성과 그 수요가 증가하고 있다. 더불어 감리내실화와 신뢰성제고를 위한 기술연구와 제도연구도 지속적으로 수행되어왔다. 많은 감리의뢰기관이 감리자체를 시업성공을 위한 품질보증 및 생산성 향상을 도모하기 위해 실시하는 중간평가로 보지 않고 있고, 감리인의 학력.경력.자격수준 및 신기술에 대한 이해도, 숙련도 부족과 감리대상업무파악 미흡으로 현장감각이 부족하여 실제보다 형식에 치우쳐 있다. 따라서, 정보시스템 감리의 서비스품질이 상대적으로 취약하여 감리의뢰기관이나 피감리 기관으로부터 신뢰를 얻지 못하고 있다. 본 연구에서는 마케팅분야의 서비스품질평가모형을 일부 도입하여 감리서비스 품질요인과 감리품질 또는 감리충실도간의 관계를 규명하고, 나아가서 감리충실도에 영향을 끼치는 요소는 외적서비스요인과 내적서비스요인으로 구분하였으며, 이요인들이 감리충실도에 미치는 영향을 규명코자 하였다, 더불어 감리충실도가 감리효과 및 만족도와 프로젝트성과에 미치는 영향을 규명코자 하였다.

Information Technology represents substantial financial investment for government organization. However, it seems that the real goal of IT investment, which is to make government more efficient, effective, and responsible through IT systems, has not been seriously aware of in the government organizations. As a result, despite of large investment in IT over many years, substantial benefits accrued to the work, such as process innovation and work efficiency, have not actually occurred. In this paper, it is argued that, since IT benefits will not be realized without any effective benefits realization efforts, it is needed in IT evaluation to put more emphasis on the efforts. Therefore, it is suggested that appropriate IT evaluation can possibly work as a guideline for deriving the desired benefits through the IT investment. In this study, some of the well known approaches were reviewed about what IT evaluation and IT benefits realization efforts should be. Current evaluation method was analyzed from the perspective of benefits realization. On the basis of the analysis, this study leads to suggestions that improve the current ways of evaluating IT performance, helping government focus on realizing practical IT benefits at work.

최근 정보화 시대에 맞추어 교육부에서 제시한 새학교 문화 창조의 일환으로 교육 현장에서는 학습자의 전인적인 특성을 고려해서 평가할 수 있는 수행평가를 실시하고 있다. 하지만, 기존의 학습 평가는 학습자의 학습 수준에 따른 개별화 학습을 하기가 어려워 학습자의 학업 성취도에 따른 학습방향을 제시하기 곤란하고 교사와 학습자의 수업의 질 개선에 어려움이 많다. 따라서, 본 논문에서는 이러한 문제점들을 해결하기 위해서, 학습자가 작성하거나 만든 작품집이나 서류철 등을 이용하여 평가를 실시하는 포트폴리오 평가를 시간과 공간의 제약을 받지 않는 웹기반에서 가능하게 하는 웹 기반 수행평가 시스템을 설계하고 구현한다.

In the information systems literature from Korea, there has not been much research on formative constructs. It is crucial to establish a proper relationship between constructs and indicators. In other words, it is fundamental to specify reflective or formative constructs in evaluating performance as closely as possible to reality, and in testing the appropriateness of a proper causal model. One purpose of this study is that, through a comprehensive literature review, reflective and formative indicators are accurately understood, and a proper specification and development methodology is applied to the information system evaluation field. In addition, this study provides a useful guideline for developing formative indicators for performance evaluation of informatization programs. The following activities were undertaken to achieve the aforementioned purposes. First, the basic theories and preceding study models on successful factors of informatization programs and performance evaluations were reviewed, and a comprehensive interdisciplinary literature review was conducted to better understand the formative constructs. Lastly, we provide a construct for performance evaluation of informatization programs and evaluation indicators, as well as guidelines for specifying them. Therefore, by systematically specifying proper constructs, future domestic researchers can develop better constructs for performance evaluation of informatization programs.

Ministry of Land, Transportation and Marine Affairs has implemented Construction CALS project for improving informatization level of construction industry and for making construction production system efficient. Construction CALS project has been implemented since 1998, however, there has been no attempt to measure how high the informatization level of Construction CALS is. This study measured the informatization level of Construction CALS by using the evaluation index proposed in the former studies. For measuring the level, this study made questions and selected samples, did survey, and analyzed the survey results. According to the results, Construction CALS is excellent for the fast rehabilitation of system errors, the web-base environment of system, the application of standard classification system, and the development of information strategic plan. This study will contribute to find out the informatization level of Construction CALS precisely.

The aim of this study is to analyze informatization competencies of the international ship supply companies at Busan port. This study comprehensively suggests certain issues attributed to the successful implementation of total information management system for ship supply. To achieve this objective, evaluation was undertaken based on the model of the National Competency Standards (NCS). This model consisted of three evaluation areas, including 20 items. Analysis of information competencies of ship supply companies was undertaken using the Importance-Performance Analysis (IPA) method. Survey data was collected from ship supply companies located in the ship supply center at Busan port. Results found that there were significant differences between importance and performance. In addition, overall informatization competency was very low. Thus, in order to ensure successful implementation of total information management system, re-education programs for ICT usage and dedicated support organization are necessary.

국방 정보의 실시간 공유와 변화관리를 위해 자원관리분야 정보화사업 초기에 선행 사업으로 모든 국방정보화사업의 모체가 되었어야할 조직 및 정원관리체계를 이제야 그 중대함을 인식하여 소요제기 전력화 단계에서 분석과 설계, 시험 및 평가를 통해 전략적 변화관리와 SO 및 e-Business에 맞는 시스템 구현 결과를 토대로 게발시험과 운영시험평가 결과를 통해 실시간 변화관리와 비즈니스 통제의 가능성을 증명해 보기로 한다.

In the process of presenting the additional criteria, ISST, developed to evaluate teachers' capacity of applying information, suggests the criteria without considering teacher's own task. Information Ethics and Security Model is made up of two parts. In one part, it deals with four areas concerning with Information Ethics evaluation to measure the sensibility of Information Ethics of Information Teacher In another part, it is divided Information Security Evaluation into three areas which estimate technical method to secure the information system tying in the environment of information-oriented education.
