For the visualization of outcome is relatively limited in informatization filed especially, systematic and quantifiable performance management of IT projects and policies is needed. Thus, the government developed its informatization evaluation system and has reinforced it. And Ministry of National Defense (MND) continues to strive for the settlement of the informatization performance evaluation system as well. According to Defense Informatization Law which was legislated in 2011, informatization policies should be assessed annually through informatization policy evaluation system in terms of their enforcement and outcome. However, informatization policy evaluation has not carried out since its pilot enforcement just after the legislation of the law. Hence, we conducted informatization policy evaluation aimed at performance investigation of 31 policies in '14~'18 Defense Informatization Master Plan. We sophisticated the current informatization policy system and we provide guidelines and tools to support the development of performance goal and indicators for each of the policies. Then, the policies were assessed by the evaluation committee we organized for our study, and we analyzed the problems we tackled in the whole process of evaluation and provided proposals for effectiveness enhancement of defense informatization evaluation system. The proposals will be meaningful for performance management in defense informatization sector and in public informatization sector as well.

Informatization in Korea has undergone significant changes. So far, most studies on informatization policies have been carried out just on the basis of their structural or functional backgrounds. However, actually, informatization policies have changed dynamically as a lot number of people and organizations have participated in their formulation and implementation. So, this study approaches them with an actor-network view that is distinct from but contains a chronological perspective, which other studies have overlooked so far. This approach allows us to have a clear picture of the changes in and to look into the characteristic of informatization policies from the Chun Doo Hwan government to the Lee Myung-bak government. Consequently, on the basis of the actor-network view, it is found that information and communication technologies, knowledge, and professionalism have dominated the characteristics and streams of informatization policies and brought about changes.

The Government Informatization Policy Plan represents the government's technology policy vision and a set of ICT policy agenda and initiatives for the tenure of the government. The Policy Plan, however, normally produces an excess of disconcerted and superfluous ICT policy proposals from various policy units in the government. To cope with the superficiality of the ICT policy set in the Policy Plan, this paper proposes an analysis of the epistemology of the policy set. A policy is constructed as an argument and the structure of the policy argument is analysed using a model of argumentation. The findings show that the present informatization policy is driven by three epistemological motives - the production, consumption, and performance of the ICT Technology. The various assumptions and premises that underlie and direct the generation of ICT policy arguments with different motives are idenfied and then are exposed to strong rebuttal arguments to evaluate their epistemological tenability. The policy implications of the epistemological analysis are discussed in the end.

This study is conducted to find out problems in the implementation system of regional informatization policies in Korea and solutions to enhance the effectiveness in policy execution. The study uses research methodologies such as participant observation, interview and AHP for experts and employees of public organizations for regional informatization policies. Many implications were found in the analysis, including that policy relations, structure of the policy implementation system, and environment and contents of regional informatization policiesin Korea have to be innovated and re-organized. Especially, this paper emphasizes the horizontal and cooperative relationship between the central and local governments and redesigning of the legal system on the regional informatization. This paper also shows expectations on reshaping of the regional informatization policies with the paradigm shift of the government power toward decentralization. This paper also finds diverse views on the problems and solutions for the regional informatization policy implementation system based on different characteristics and interests of policy participants. This paper finds the possibility of applying the policy network model to regional informatization policy implementation, which can be supported by Rhodes & Marsh(1992)'s theory. Therefore, this paper shows the change of regional informatization policies can be expected through application of the policy network. Although the paper draws many academic and policy implications, they are limited to the implementation system of regional informatization policies only.

국가 지식정보화는 선진국과 후진국을 구분하는 중요한 기준이 될 정도로 국가발전의 핵심 수단으로 부상하고 있다. 21세기 미래사회에서 세계 속의 국가경쟁력을 확보하고 국민의 삶의 질을 제고하기 위해서는 국가가 적극적으로 국가산업구조와 사회구조를 정보화 시대에 맞게 재편해야 한다. 우리나라도 21세기 정부혁신의 모델로 전자정부(Electronic Government)를 제시하고 부처별로 정보화정책에 많은 노력을 기울이고 있다. 국가 발전의 핵심전략인 국가정보화정책이 성공하기 위해서는 우선 정보화계획 등에서의 정책발표가 명확하고 체계화되어야 한다. 즉 정보화 정책기획과정이 합리적이고 효과적으로 설계되어야 한다. 본 연구에서는 우리나라의 과학기술분야 정보화 현황을 조사 분석하고, 향후 나아가야 할 방향을 제시함으로써 보다 효율적인 과학기술 정보화정책 연구에 기반을 제공하고자 한다.

국가정보화추진에 있어서 정보화 투자관리의 중요성이 증대되고 있다. 과거 정보화 패러다임인 촉진과 진흥 일변도의 정책기조가 바뀌고 있는 것이다. 이에 따라 정책 환경변화에 의한 신규투자 필요성과 기술발전에 따른 효율적인 관리가 요구되고 있다. 하지만 '10년 국가정보화 예산구조에서처럼 66%에 달하는 고정비용은 미래 정보화 발전에 걸림돌이 되고 있는 상황이다. 이런 현실에도 불구하고 국가정보화 투자 관리에 필요한 제대로 된 현황자료나 체계화를 위한 정보는 물론 대안과 전략도 부족한 형편이다. 본 연구에서는 이러한 상황을 고려해 장기적인 관점에서 정보화 투자관리 체계를 분류하고 투자방향을 설정할 수 있는 기본적인 고려사항과 접근방안을 제안하고자 한다. 연구범위 및 방법은 정보화 투자분류와 중장기 투자방향설정을 위해 현황 등의 자료를 기초로 탐색적인 접근을 하고자 한다. 연구절차는 공공부문 정보화 투자관리에 대한 개관을 하고 현황분석을 통해 향후 방안에 대해 시사점을 제시한다. 이 결과는 정보화 예산을 보다 효과적으로 활용하기 위한 정책적인 아이디어 제공과 국가정보화의 체계화를 도모하고 정책목표를 성공적으로 달성하기 위한 공공 거버넌스 체계 개편에도 필요한 참조자료로 활용될 수 있기를 기대한다.

1970 년대 오일쇼크 이후 산업정책의 주안점을 '고도 성장기의 산업육성 정책'에서 '저성장기의 산업구조 조정정책'으로 변환한 일본은 산업구조 조정을 위하여는 산업분야뿐만 아니라 사회 분야 및 가정 분야를 포함하는 광범위한 정보화가 필요하며, 이러한 정보화를 뒷받침하기 위하여는 정보통신산업의 발전이 필수적이라는 전제하에 정보통신산업의 발전을 위한 각종 시책을 추진하고 있다. 일본에서 실시되는 정보화 정책은 (1)네트워크화 정책, (2)경쟁추진 정책, (3)지역정보화 정책으로 대별되며, 이러한 정보화 정책의 추진을 위하여 시행되고 있는 자금과 관련된 지원제도로는 (1)NTT 무이자 융자제도, (2)공공 금융기관에 의한 지원제도, (3)기반기술촉진센타에 의한 지원, (4) 특정통신. 방송개발사업 등이 있다.

In the present study, we analyzed plans and outcomes on the information society and Information technology in education in the European Union to provide implications for national policy in Korea. For this, we examined a political program of the European Union, called the eEurope initiative, as well as programs of the eLearning Initiative. Particularly, we analyzed European Union e-learning policy and discussed its implications for national convergence in Korea. In addition, we offer four suggestions for Korean policy on the information technology in education after analyzing outcomes, issues, and directions related to the European Union's policy.
