Information strategy planning(ISP) is an analysis of the organization's work, information flow, and current information systems, and planning information structures to achieve organizational strategies and objectives. In addition to the systematic promotion of the information sector in the public sector, the government is required to establish an information strategy plan in order to enhance the efficiency of the information sector. However, there are many cases in which the IT project budget is reflected without establishing the information strategy planning. The purpose of this study is to clarify the criteria for establishing the information strategy planning in order to enhance the effectiveness of the information strategy planning. For this purpose, we set up a judgment model for Information strategy planning through expert group review (FGI) and conducted questionnaires on public sector experts. In addition, we proposed a project to establish an information strategy planning and an exceptional project based on the size of iinformatization project and characteristics of informatization project.

첨단(尖端) 정보(情報) 통신기술(通信技術)의 혁신(革新)이 초래하는 정보화(情報化)는 산업(産業)의 정보화(情報化)와 정보(情報)의 산업화(産業化)를 촉진하면서 기업(企業)의 생산(生産), 경영체제(經營體制)의 유동화(流動化), 산업간(産業間) 접면(接面)의 증대와 기술(技術)의 융합(融合), 기업간(企業間) 정보연결조직(情報連結組織)의 확충, 정보(情報)의 확산(擴散)과 집중(集中)에 수반되는 새로운 경쟁구조(競爭構造), 기업간(企業間)의 정보화격차(情報化隔差)에 따른 시장구조(市場構造)의 변화, 기업간(企業間)의 수직적(垂直的) 정보계열화(情報系列化)의 형성, 유통체계(流通體系)의 개편 등을 통하여 산업구조(産業構造)와 산업조직(産業組織)에 커다란 변혁(變革)을 초래함과 아울러 정보화(情報化)는 정보재(情報財)의 내재적(內在的) 특성(特性)에 비추어 일반적으로 시장(市場)의 개방성(開放性)과 폐쇄성(閉鎖性)을 높이는 효과(效果)를 함께 갖고 있다. 그러므로 우리나라에서도 금후 정보화(情報化)를 추진하면서 각 시장(市場)에서 경쟁(競爭)의 활력(活力)을 고양하고 일부 경제선진국(經濟先進國)과의 정보화격차(情報化隔差)를 좁혀 새로운 국제경쟁력(國際競爭力)을 배양할 수 있도록 공공정책(公共政策)을 전개하는 것이 필요하게 된다. 본고(本稿)는 이러한 문제의식(問題意識)에서 정보화(情報化)의 의미(意味)와 효과(效果)를 산업조직론(産業組織論)의 시각(視角)에서 정리하고 금후 정보화(情報化)에 대응하는 정책(政策)의 기본방향(基本方向)을 개괄적(槪括的)으로 제시하는 것을 목적(目的)으로 한다.

This study examines the impact of national economic restructuring on regional development patterns. Korea's development over the last decade has been characterized by a rapid economic restructuring towards the information economy. This economic restructuring has had significant impacts on regional development patterns. The most remarkable feature is a clear coreperiphery disparity in terms of levels of informatization. Seoul showed an extraordinarily high level of informatization. The process of regional development in the information era is marked by an intensified spatial division of labor, which articulates with the pre-existing pattern of regional disparity. Information infrastructrue improvements for regional development do not necessarily result in reductions in regional unevenness. There is an urgent need to develop the integrated regional informatization strategy.

Lee Myung-bak Administration declared the National Infomatization Strategy(NIS) in a timely manner from its inauguration. The NIS is a new program which innovates old-fashioned Infomatization policy of the past administration. NIS aims to upgrade Information-society(NIS defines its goal as 'The Creative and Trustful Knowledge-Information-society') This study examines both the Legislative Implication and the Legislation Principles for fulfilling Lee Myung-bak Administration's National Infomatization Strategy(NIS) by deducting legislative way concerning concrete plan for NIS. We expect this study to contribute to the IT Legislative policy of Lee Myung-bak Administration.

The purpose of this paper is to propose the vision for information policy of construction technical information in the era of Knowledge Revolution Society and to contribute global economy as well as domestic in the cooperation with the Ministry of Science and Technology, and the Ministry of Information and Communication. For these we consider the scope of construction technical information, and the concept of the policy on it, and propose information classifications briefly. Also, we examine the currency of information policy in domestic and abroad. It is also examined domestic present condition of government, public corporation, construction industries. In recent years, activities have become more important in political activities and participation in policies. Therefore, the level of digital informatization can affect the participation in policy in the online environment. In this study, we examined how the policy activities of the disabled have a relationship with the informatization level. To this end, we analyzed the relationship between the level of digital informatization and the level of satisfaction with policy activities based on the results of the digital divide survey of 2017. The results of this study are as follows: First, it shows that the disabled people have a positive relationship with the digital access and policy activity satisfaction levels such as the possession of wired / wireless information devices and Internet accessibility. Second, it is found that digital information capacity level and income level such as PC utilization ability and mobile digital device utilization ability have a positive (+) relationship. Third, as the level of digital information utilization such as wired and mobile Internet usage increased, the level of satisfaction with policy activities also increased positively. This suggests that the government needs various information policy to increase the level of digital informatization of the disabled.

RFID 기술은 물품 등 관리할 사물에 아주 작은 전자태그를 부착하고 전파를 이용하여 사물의 정보(Identification) 및 주변 환경정보를 자동으로 추출하여 관리하는 것으로 지금까지 사람 중심(anyone) 정보화에서 사물을 중심(anything)으로 정보화의 지평을 확대시킬 수 있는 신정보화의 출현을 의미하며 향후 IT 시장을 선도할 유망기술이다. 정보통신부는 RFID 기술을 기반으로 하는 정보화를 u-센서 네트워크(USN : Ubiquitous - Sensor Network)라는 개념으로 정립하였으며, RFID 서비스를 활성화하고 u-센서 네트워크 인프라를 구축하여 국민소득 2만달러달성을 위한 IT 산업육성 정책을 적극적으로 추진하고 있다. RFID/USN 구축을 위한 정책 추진전략의 일환으로 정보통신부 장관을 포함하여 민.관 최고 의사결정권자가 참여하는 전략협의회가 구성되었으며 USN 구축 기본계획을 기반으로 국가 차원의 RFID/USN 구축 실행을 위한 마스터플랜을 수립하여 기술개발, 표준화, 정보보호, 산업 적용 및 시범 서비스 등의 정책을 실행할 예정이다.

본 연구는 결혼이민자들의 성공적인 정착을 위해서는 그 수단 중의 하나로서 정보격차 수준의 완화를 통하여 정보불평등에 따른 사회불평등을 해소시켜 주기 위한 정보화교육 활성화의 정책적 시사점을 제시하고자 하였다. 결혼이민자의 정보격차해소를 위한 정책적 시사점은 첫째, 결혼이민자를 위한 공공기관과 그들이 자주 이용하는 기관의 정보화 교육프로그램의 다양화에 따른 정보 접근권의 확대, 둘째, 인터넷을 통한 사회참여 활동 기회제공을 위한 시스템 구축마련, 셋째, 디지털기기를 이용한 이체, 송금, 계좌조회, 공인인증서, 세금납부, 각종 민원서류발급, 공과금, 고지서 확인, 각종 복지 및 보조금 신청, 공공서비스 관련 정보검색 등의 업무 능력 향상을 위한 '찾아가는 맞춤형 서비스 프로그램' 확대, 넷째, 인터넷 비이용자들을 위한 교재개발과 체계적인 커리큘럼 개발을 위한 교육기관 지원정책 확대, 다섯째, 결혼이민자를 위한 컴퓨터 자격증반의 운영을 활성화를 통한 취업 및 창업의 기반을 지원해주어야 함을 제시하였다.

컴퓨터 게임은 정보화의 진전, IT기술의 발전과 더불어 그 파급 속도와 사회적 영향력이 가중되고 있으며, 그 특성으로 인한 프라이버시 침해, 해킹 등 정보화의 역기능이 심각해지고 있다. 이 같은 다양한 정보화의 역기능은 u-society에 대한 새로운 도전으로 작용하고 있어 새로운 위협이 상존하는 유비쿼터스 환경 하에서 안심하고 u-IT 혜택을 누릴 수 있도록 하기 위해 보다 심층적인 정보보호 정책마련이 필요하다. 본 연구는 전문가들의 의견을 수렴하여 정보보호 정책이 정보지수에 미치는 영향을 분석, 도출된 결과를 바탕으로 기업이나 국가에서 정보보호 관련 정책 수립 시 적용할 수 있게 함으로써 국내 정보보호에 대한 수준을 보다 향상시키고자 한다.
