This study aims to investigate the factors influencing the life satisfaction of North Korean defectors in the ongoing situation of difficulties. Specifically, it examines the impact of the digital informatization level, and social capital on their life satisfaction and aims to verify the mediating effect of social capital in the relationship between the digital informatization level and life satisfaction. To achieve this, a structural equation model was utilized to validate the research model using data from 679 North Korean defectors who participated in the 2021 Report on the digital Divide. The research results confirm the direct influence of the digital informatization level and social capital of North Korean defectors on life satisfaction. Additionally, the study identifies the mediating effect of social capital in the relationship between the digital informatization level and life satisfaction. Based on these research findings, recommendations are proposed for enhancing the life satisfaction of North Korean defectors.

기존의 정밀시스템 구축방법은 시스템 개발 위주에만 치우쳐 있어 정보화에 대한 평가를 포함하지 않거나, 시스템 운영의 범위 내에서 정보화의 실효성 평가만을 강조하여 정밀시스템의 일부분에만 한정되어 있다. 이러한 기존 연구의 대부분인 개념수준의 연구로 실용화를 위란 'how'를 제시하지 못하고 있으며, 특히 조직의 목표와 정보화수준간의 연관관계를 정 립하지 못함에 따라 정밀화에 따른 실질적인 효과를 나타내지 못하는 단점이 있다. 아울러 평가결과 활용에 대한 체계적인 모형을 제시하지 못함에 따라 평가결과가 정보화 구현단계로 다시 회귀되지 못하고 잇다 따라서 급변하는 정보화 추세에 부응하고 기존연구의 문제점을 극복할 수 있는 체계적인고 과학적인 통합 정밀시스템의 개발이 필요시 되고 있다. 이를 위하여 본 연구에서는 정밀화를 통한 진취적 성능향상을 목표로 정보화 한국도로공사 도로교통기술원의 도로기술 정밀화 모형을 설계하고 구현하고자 한다.

For the development and better use of information and communication technology(ICT) for promoting health and quality of life in older people, it is important to understand personal factors associated with ICT use. The aims of this study were to describe the pattern of ICT use according to health characteristics of elderly and to investigate significant factors related to ICT use among three age groups. The data of 2017 National Survey of Older Koreans was used for analysis and 10,058 of older adults aged 65 and over were included for study participants. As results, first, the young old(65~74) used more functions of ICT than the middle-old(75~84) and the old-old(85 and over). Second, ICT was more used among older people with good conditions in chronic disease, subjective health, cognition, depression, vision, hearing, walking and IADL. Third, higher prevalence of ICT use was significantly associated with age, education, household income, subjective health, depression, cognitive function, vision limitation and walking limitation. Fourth, factors influencing the use of ICT were a little different among three age groups. For the young-old(65~74), subjective health, depression, cognitive decline, walking limitation, and IADL disability were significant factors affecting on ICT use. For the middle-old(75-84), subjective health, depression, cognitive decline, vision, hearing, and walking limitation were related with their ICT use. For the old-old(85 and over), only cognitive function and depression were associated with their ICT use. Based on these results, this study suggested the need to consider multiple health conditions for developing and using ICT for older adults.

의료기관의 정보화 수준이 높아짐에 따라 권한 없는 자의 정보 접근 및 유출, 진료정보 및 개인정보의 손실이나 파손, 환자 안전에 대한 위협 등 여러 가지 정보보호 리스크 요인이 대두되고 있다. 의료기관이 취급하고 있는 의료정보는 환자 개인을 식별할 수 있는 개인정보뿐만 아니라 개인의 사생활보호 차원에서 신중하게 취급해야 하는 매우 민감한 진료 정보를 포함하고 있으므로 정보보호의 중요성이 매우 크다고 볼 수 있다. 따라서 개인의료정보를 컴퓨터와 네트워크를 통해 처리하는 의료기관의 정보보호 수준 제고가 매우 중요하고 시급한 과제로 인식되고 있다. 본 연구에서는 의료기관 정보화의 진전과 원격의료/재택의료의 발전, 국가보건의료정보 인프라 구축, e-Health 및 유비쿼터스 건강관리 시대의 도래 등과 같은 중대한 의료정보 패러다임의 변화 속에서 정보보호의 이슈와 해결방안을 모색해 보았으며, 의료정보보호 수준제고를 위한 정책방향을 제시하였다. 개별 의료기관뿐만 아니라 국가 차원의 의료정보 인프라 구축 사업 추진 시에도 본 연구에서 제안한 의료정보 보호 수준제고 방안이 적용되어 정보화의 효율성과 정보보호가 균형을 이룰 수 있을 것으로 기대된다.

Enhancing Information Utilization Capability of the elderly is discussed in the level of nation due to the advent of information society and aging. Information divide of the elderly is wider compared with other age groups. It is necessary for the elderly to enhance information ability. Government was implementing the policy for narrowing information divide continually. Dual information divide is brought about by the character of the elderly such as status, economic factor, the level of education. Therefore not only continuous nation's policy but road map is needed for enhancing information utilization capability to computer and internet. Information divide of the elderly would be narrowed out of education, economy, earning, age through those ways.

In recent years, activities have become more important in political activities and participation in policies. Therefore, the level of digital informatization can affect the participation in policy in the online environment. In this study, we examined how the policy activities of the disabled have a relationship with the informatization level. To this end, we analyzed the relationship between the level of digital informatization and the level of satisfaction with policy activities based on the results of the digital divide survey of 2017. The results of this study are as follows: First, it shows that the disabled people have a positive relationship with the digital access and policy activity satisfaction levels such as the possession of wired / wireless information devices and Internet accessibility. Second, it is found that digital information capacity level and income level such as PC utilization ability and mobile digital device utilization ability have a positive (+) relationship. Third, as the level of digital information utilization such as wired and mobile Internet usage increased, the level of satisfaction with policy activities also increased positively. This suggests that the government needs various information policy to increase the level of digital informatization of the disabled.

지난 10월 14일 오전 청와대에서 열린 "정보화추진 확대회의"에서 국가경쟁력 강화를 위한 김 영삼 대통령의 "정보화 전략"이 발표되었다. 이 자리에서는 다가오는 21세기 정보화의 수준의 곧 그 나라의 국가 경쟁력의 원천이 됨으로 산업, 정부, 환경, 교육 등 다방면에 걸친 범국가적 정보화를 통한 국가경쟁력 강화 실천의지가 발표되었다. 또한 국민, 기업, 정부 모두가 정보화의 진정한 주체임을 강조하고, 정보화 추진을 위한 모든 시책에 대해서 각계 각층이 진취적이고도 적극적인 자세를 가져야 한다고 강조되었다. 이날 보고회의에는 이수성 국무총리를 비롯한 각 부 장관과 정계.재계 주요인사 120여명이 참석했다.

Today, overall industry has been operated on the basis of information technology and has increased the investment on it. In the logistics industry, the integrated material handling information network has become important more and more and the investment on the informatization has been increased to operate efficiently. In the previous literature, most of the measures for the efficiency of container terminals were the variables such as fixed assets of equipments. There has not been any research effort toward examining the effect of informatization level on the efficiency. This work describes the importance on the efficiency evaluation considering the informatization level to in a container terminal and the relative efficiency level is measured using data envelopment analysis and bootstrap.

We investigate and analyze the effect of population density on digital divide in Africa by applying the panel data analysis therein. From the estimation results based on the panel data analysis, it has been found that population density as well as both levels of income and education has a significant effect on the digital divide in African region. In particular, the fact that the variable of population density makes a significantly influential role implies that the construction cost of information infrastructure in Africa behaves such a considerable obstacle to Africa wishing to enter into information society. In conclusion, throughout the integration of the estimation results in the paper, the following implications for economic cooperation with Africa can be drawn. The estimation results mentioned above strongly imply that the variable referred to as population density should be considered in selecting which countries to assist for construction of information infrastructure.

The purpose of this study was to examine the relationship between the access level of digital information service and life satisfaction level of the middle and high-aged people and to analyze the Sequential Mediation Effects on online social engagement and online network activities. To this end, we analyzed the effects of multiple mediations on 1,491 seniors who responded to the 2018 digital information gap survey. The results of the study are as follows: First, this study confirmed that there is a statistically significant relationship between the access levels of digital information service and the life satisfaction. Second, the results showed that impact of digital information access level on life satisfaction among high-aged people was higher when they were engaged in both online social activities and online networking, rather than only involved in online social activities. Overall, this study comprehensively examined the relationship among the level of digital information access, life satisfaction, online social engagement, and online networking, which is meaningful in that it can be used as data for reconsideration of the digital information services and life satisfaction of the high-aged people.
