The research focused on the return of class analysis of the media soctor. It is told that class is a determining factor of media industry. This article is divided in to four sections that represent class analysis of media. In this study, I claimed that class analysis is necessary of understanding the nature of media industrial capital and its nature. With their domination of the media, big corporations seek to control political power and information. This article has demonstrated that the media power of corporations should be curved.

The current notion of digital divide is quite different from the traditional definition of digital divide. People have considered that digital divide and social capital are separated notions and are not related with each other. However, in this current information society, the digital divide affects the process of building social capital, and thus these two concepts have become closely related with each other. Now, the notion of digital divide is combined with social capital theory and has created new social phenomena that multiple divisions of social structure. Information and Communication Technologies(ICT) plays important roles in this new social and informational environment. This research identifies the relationships between digital divide caused by ICTs and social capital. To investigate the relationship between digital divide and social capital, this research used datasets provided by the Pew Internet & American Life Project (March 2002 survey).

초고속정보통신망은 정보 서비스의 다양화, 정보통신의 대량화 및 정보서비스의 고속화에 대한 요구에 따라 대두된 정보 고속도로(Information Superhighway)의 개념이다. 정보고속도로 구축사업은 세계적인 정보화 추세에 따른 국가정보화의 하부구조(NII: National Information infrastructure)를 구축하는 것으로 미국에서는 초고속정보통신망 구축사업(GII: Global Information Infastructure)을 추진하고 있으며, 일본에서는 신사회 자본건설, 유럽연합에서는 고속행정통신망, 싱가폴에서는 IT-2000이라는 계획 아래 추진되고 있다.

캄보디아는 한국의 정보통신 분야의 성공 사례를 자국의 발전모델로 삼아 정보통신 분야를 미래 성장동력으로 빈곤 극복과 경제성장을 추진하고자 한다. 그러나 세계 최빈국 중 하나이며, 사회간접자본과 정보통신 인프라가 매우 낙후된 캄보디아가 선진국의 원조나 외국 기업의 직접투자 없이 정보통신 분야의 발전과 이를 통한 사회경제개발을 단기간에 달성하기는 어려울 것으로 보인다. 우리나라의 입장에서 캄보디아는 협소한 시장과 낮은 전략적 가치로 인해 정보통신 기업의 시장 진출이 활발하지 않고 KOICA와 KOEXIM의 정보통신 분야에 대한 개발협력 사업의 비중도 매우 낮은 실정이다. 그러나 최근 들어 양국 간 관계가 급속히 강화되고 있고 아세안 시장 진출의 교두보로서 캄보디아의 중요성이 증대하고 있다. 따라서 본고에서는 우리 정보통신 기업의 캄보디아 시장 진출을 지원하기 위한 사전 연구로서 정보통신 시장 현황을 파악하고 각 정부기관의 역할 등을 정리하였다. 그리고 우리 기업의 현지 시장 진출 시 고려할 요인들을 소개하고 정책 방향을 제시하였다.

The Social Overhead Capital contains roads, railroad system, airports, seaport, waterworks, electric power plants, and etc. This SOC is very important, not only as a national economic competitiveness factor, but also as a national security factor. For example, 'Freedom Express Way' works as a tool of psychological warfare to the North Korea, as well as an economics infrastructure. In spite of that, until now on, we have disregarded the SOC as a national security factor. Constructing the SOC, only considering economic cost, we have not fulfilled other purpose requirement like stable national security, balanced development. When we invest the money to construct the SOC, considering multi-purpose requirement like military purpose, economic purpose, social purpose and cultural purpose, as a whole national wide point of view, the scares national resources and government budgets will be saved.

This paper try to explain the phenomenon on convergence of broadcasting and telecommunication by the law of the tendential fall in the rate of profit. With the progressive decline in the variable capital in relation to the constant capital in the sphere of the telecommunication, this tendency leads to a rising organic composition of the total capital, and the direct result of this is that the rate of surplus-value, with the level of exploitation of labour remaining the same or even rising, is expressed in a steadily falling general rate of profit. The reason to apply this law is to inquire into the true state of the phenomenon on convergence of broadcasting and telecommunication showed like the disorderly development.
