정보의 가치가 개인과 집단의 사회생활이나 경제활동에 중심이 될 것이라는 사회적 공감대가 형성되고 있는 가운데 최근 한국전기통신공사가 "정보통신사업 종합추진 계획(안)"을 발표, 관심을 모으고 있다. 이번에 전기통신공사가 발표한 이계획은 급변하는 국제환경에 적응하고, PC 1천만대 보급의 기반을 조성하여 정보화사회 실현을 촉진하기 위한 것이다. 이 계획에 따르면 오는 96년까지 총1조4천억원을 투입, 정보통신망.정보원.단말기 등을 구성.개발.보완하여 정 보화사회 구축에 공사가 주도적 역할을 수행할 방침이다. The advancement of information technologies including the Internet has affected the way of social information processing as well as brought about the paradigm shift to the information society. Accordingly, it is very important to study the process of social information processing over the digital media through which social information is generated, distributed, and led to social consensus. In this study, we analyze the mechanism of social information processing, identify a process model of social consensus and institutionalization of the results, and finally propose a set of information processing characteristics on the internet media. We deploy the ethnographic approach to analyze the meaning of group behavior in the context of society to analyze two major events which happened in Korean society. The formation process of social consensus is found to consist of 5 steps: suggestion of social issues, selective reflection on public opinion, acceptance of the issues and diffusion, social consensus, and institutionalization and feedback. The key characteristics of information processing in the Internet is grouped into proactive response to an event, the changes in the role of opinion leader, the flexibility of proposal and analysis, greater scalability, relevance to consensus making, institutionalization and interaction. This study contributes to the literature by proposing a process model of social information processing which can be used as the basis for analyzing the social consensus making process from the social network perspective. In addition, this study suggests a new perspective where the utility of the Internet media can be understood from the social information processing so that other disciplines including politics, communications, and management can improve the decision making performance in utilizing the Internet media.

1988년 한국이동통신서비스 주식회사에서 휴대폰 서비스를 개시하고, 1994년 한국통신에서 인터넷 상용서비스를 실시할 때 만해도 2007년 현재 우리의 삶이 휴대폰과 인터넷이라는 정보통신 환경에 이렇게 깊이 의존할 것을 예측한 사람은 거의 없었다. 이제 인터넷과 휴대폰은 우리 생활에서 없어서는 안 될 삶의 일부가 되었고, 사회를 구동시키는 중요한 요인이 되었다. 현재 우리는 누구나, 언제, 어디서나, 어떤 기기를 사용하더라도 원하는 정보에 접근할 수 있는 유비쿼터스 시대를 향해 나아가고 있다. 유비쿼터스는 단순히 정보통신 컴퓨팅 환경이라는 기술적 의미를 뛰어넘어, 사회를 변혁시키는 유비쿼터스 혁명이라는 시대적 패러 다임의 변화를 의미하게 되었다. 유비쿼터스의 특징으로는 센싱, 네트워킹, 지능화를 들 수 있다. 센싱은 센서를 이용하여 사람, 사물(기기)에 대해서 모니터링하는 것이며, 네트워킹은 네트워크 통신기술을 이용하여 사람, 사물(기기)간 모니터링된 정보, 서비스될 정보를 서로 연계하는 것이며, 지능화는 기기, 사물이 단순히 정보와 지식을 전달하는 것에서 자동화 단계로까지 발전하는 것을 의미한다. 유비쿼터스 기술이 뒷받침되는 유비쿼터스 사회는 개방, 공유 참여가 가능한 열린 사회이며, 사물, 기기가 지능화되는 지능형 사회이며, 기기, 산업, 조직, 시스템간 융복합이 이루어지는 융복합 사회이며, 개인의 기호와 요구에 부웅하게 되는 개인중심 사회이며, 지식과 문화, 예술, 아이디어가 가치를 창출하는 콘텐츠 사회라는 특징을 보일 것이다.

기업의 사회공헌에 대한 사회 구성원들의 요구가 있다. 기업의 규모가 크면 클수록 사회 공공의 이익을 위한 더 많은 공익적 활동이 있게 마련이고, 실제로 적지 않은 기업이 봉사 활동이나 기부 등을 통해 사회공헌을 실천하고 있다. 당위성이 우선 시 되는 정보보호도 마찬가지. 지난 몇 년간 대형 웹 서비스 기업을 중심으로 정보보호에 대한 사회적 책임을 강조하는 목소리가 커지고 있다. 온라인 게임 서비스를 제공하는 넥슨도 이런 사회적 책임을 요구받는 기업 중 하나다.

정보화사회라는 단어가 이제는 그리 낯설게 느껴지지 않는다. 사회 각 분야에서 조용히 일고 있는 정보화의 물결이 어느 틈엔가 우리를 정보화사회의 문턱에 서게 한 것이다.최근 한국전기통신공사가 발표한 '정보통신사업 종합추진계획'중 오는 96년까지 PC1천만대를 보급할 것이라는 계획은 정보화의 가속화에 큰 역할을 할 것으로 기대된다.그러나 우리가 정보화사회로 가는 도중에는 넘어야할 장애물이 산재해 있음을 간과할 수 없다. 그중에서 최근 국내 정보통신산업계에 큰 관심거리가 되고 있는 한.미 통신협상이 가장 큰 장벽이라고 할 수 있다.한.미간의 통상마찰에서 비롯된 국내 통신시장 개방압력은 자칫하면 정보주권 문제까지 거론될 수 있는 중대한 사안인 것이다. 산업사회에서 정보화사회로의 전환기를 맞고 있는 현시점에서 고도 정보화사회에 대한 확고한 기반조성은 2천년대 기술선진국을 지향하는 우리에게 필수 선결과제라 할 수 있다.이러한 상황에서 국가사회의 정보화를 선도해 가고 있는 체신부의 역할은 막중하다. 지난달 초에는 미국의 통상정책 관계자들이 우리나라를 방문, 체신부 회의실에서 우리측 실무자들과 함께 통신시장 개방에 대한 협상을 진행한 바 있다. 본란에서는 한.미 통신협상 우리측 수석대표로서 예리한 판단력과 명확한 논리로 미국측 관계자들을 당혹케 했던 박성득 체신부 통신 정책국장을 만나 현안 문제와 앞으로의 과제, 전망 등을 들어본다.

The current notion of digital divide is quite different from the traditional definition of digital divide. People have considered that digital divide and social capital are separated notions and are not related with each other. However, in this current information society, the digital divide affects the process of building social capital, and thus these two concepts have become closely related with each other. Now, the notion of digital divide is combined with social capital theory and has created new social phenomena that multiple divisions of social structure. Information and Communication Technologies(ICT) plays important roles in this new social and informational environment. This research identifies the relationships between digital divide caused by ICTs and social capital. To investigate the relationship between digital divide and social capital, this research used datasets provided by the Pew Internet & American Life Project (March 2002 survey).

The development of libraries services has been influenced by the nature and the changes of social environment where the library's functions are ultimately fulfilled. Community information services of libraries are designed to cope with the changes more efficiently in information society. In this paper, the concept and background of community information services are introduced and expected benefits of offering them are discussed. In addition, based on the results which examination 19 public libraries in seoul, some recommendations for effective community information services are suggested.
