지난 7월 26일 세종 문화회관에서는 열린 정보 공개법 개정을 위한 공청회가 있었다. 정보공개제도는 올해로 시행 3년차를 맞아 발표자로 나선 서울대학교 성낙인 교수의 발표문 전문을 삭제없이 실어 현재 정보공개법의 개정방향에 대해 그 윤곽을 살펴보고자 한다.

The current study extends previous research by investigating the role of shopping experience and product type within the direction of online reviews and information reliability and product attitude. To test the hypotheses, this study conducted experimental designs. Direction of online reviews and product type were manipulated as between-subject factors. Then participants were classified into high or low group based on their shopping frequency. Dependent variable was information reliability and product attitude. The results indicate that direction of online reviews have a significant effect on both information reliability and product attitude. In addition, consumers' shopping experience also shows a moderating effect between the direction of online reviews and the dependent variables. Furthermore, product type also shows a moderating effect on the information reliability, yet not on the product attitude. The results of this study contribute to the literature as a new attempt to examine the direction of online reviews in the online shopping area. We also indicated the limitations of this study, and suggested the future research directions.

본 논문에서는 콘크리트 표면 균열 영상에서 균열을 효율적으로 추출하기 위한 화상처리 기법과 ART1 기반 RBF 네트워크를 제안하여 균열의 방향성을 인식한다. 본 논문에서 사용된 화상처리 기법으로는 균열 영상의 빛을 보정하기 위한 모폴로지 기법인 채움(Closing)연산을 적용하고 Sobel 마스크를 적용하여 균열 영상의 에지를 추출한 후 반복 이진화를 적용하여 균열 영상을 이진화한다. 이진화 된 영상에 두 차례에 걸쳐 잡음제거를 수행하여 콘크리트 표면 균열 영상으로부터 균열을 추출한다. 본 논문에서는 추출된 균열을 ART1 기반 RBF 네트워크에 적용하여 균열의 방향성(횡방향, 종방향, $-45^{\circ}$방향, $45^{\circ}$방향)을 자동으로 인식할 수 있는 방법을 제안한다. 제안된 ART1 기반 RBF 네트워크는 입력층과 중간층으로의 학습은 ART1을 적용하고 중간층과 출력층 간의 학습은 Delta 학습 방법을 적용한다. 실제 콘크리트 균열 영상을 적용하여 실험한 결과, 콘크리트 표면 균열 영상에서 효율적으로 균열을 추출할 수 있었고 제안된 ART1 기반 RBF 네트워크가 추출된 균열의 방향성 인식에 효율적인 것을 확인하였다.

This paper present a method of efficiency circuit design based on directed graph which was represented by tree structure relationship between input and output of nodes. In this paper, we introduce the concept of mathematical analysis based on tree structure which was designed by optimal localized computable circuit. Using the proposed circuit design algorithms in this paper, it is possible to design circuit which directed tree graph have any node number. The proposed method is more effective, regularity and extensibility than former method.

본 논문 에서는 3차원 튜브 형태의 구조를 3차원 좌표를 갖는 점집합으로 추출했을 때, 이 점 집합에서 튜브를 관통하는 단위 벡터 및 방향성(orientation)을 구하는 알고리즘을 제안하였다. 이 알고리즘은 3차원 좌표를 정사영시킴으로써 2차원으로 차수를 낮추고, 그 처리를 간단하게 하였다. 또 내부를 구성하는 최대 넓이 폐곡선을 구성하는 점을 선택하는 방법을 제안하였다. 실험에서 제안한 방법은 정규화 된 튜브를 처리했을 때 중심(centroid) 및 방향성(orientation)을 의도한 값과 거의 동일하게 얻을 수 있었다.

전 세계 스마트폰 보급량은 지속적으로 증가하고 있으며 고급형 스마트폰 보다는 센서를 제거해 원가를 절감한 보급형 스마트폰이 더 많이 보급될 것으로 예측되고 있다. 본 논문에서는 자이로 센서가 없을 때의 위치 기반의 방향 탐지 방법으로써 위치를 기반으로 한 벡터를 이용하여 방향을 탐지하고, 높이 축에 대한 제한, 위치 변화 없는 회전에 대한 제한 등의 제약들을 개선할 후속 연구의 방향성을 제시한다.

우리나라 항로표지의 원격관리는 항로표지집약관리로 2002년부터 목포 등 5권역에 설치가 되었다. 항로표지의 원격관리의 핵심요소는 정확한 항로표지의 정보의 수집과 원격관리가 핵심임에도 불구하고 해당 시기의 통신매체와 정보통신기술의 제약성과 자국 시스템의 전원의 효율성이 원인이 되어 유지보수와 안정적인 운용에 어려움을 겪었다. 이에 기상에 대한 정보를 수집하는 기상신호표지에 대한 새로운 시도는 항로표지관리의 새로운 관리방향을 제시하였으며 이에 대한 고찰을 통해 향후 기상을 통합한 항로표지통합관리시스템으로의 발전에 대한 방향성을 제시해보고자 한다.

주로 영어, 불어 등의 형상적 언어(configurational languages)의 구문 분석을 위해 개발된 범주 문법은 문장 구성 성분의 문장 내의 위치가 대체적으로 고정적이며 통사 기능이 그 위치로서 할당 되는 형상적 언어의 통사적인 특성에 따라 방향성의 개념을 도입하였다. 그러나 이 방향성 개념은 문장 구성 성분의 문장 내의 위치가 비교적 자유로운 한국어 등의 비형상적 언어(non-configurational languages)에 그대로 적용하기에는 많은 무리가 따른다. 심지어 형상적 언어에 적용하는 경우에도 도치나 외치된 문장 또 격리된 구조(unbounded dependency constructions)가 있는 문장들도 적절히 분석해 내지 못한다. 이런 이유로 본고에서는 범주 문법에 도입되어 있는 방향성을 재고하고 아울러 한국어 구문 분석과 문장 생성을 위한 범주 문법 적용상의 다섯 원칙을 제안한다.

We proposed a new directional edge based interpolation, DEBI, by combining two weighted directional information to reduce blurred edges and annoying artifacts. Four isotropic gradient masks are employed in defining edge directions and they are proven to hold a first order derivative relation with respect to a rotating coordinate. Two minimum gradients among four absolute directional results are shown to be sufficient to describe slant edges efficiently. Compared with widely used bilinear and bicubic interpolation methods, the proposed algorithm results in a noticeable improvement along edge area.
