Deep Learning Based Group Synchronization for Networked Immersive Interactions (네트워크 환경에서의 몰입형 상호작용을 위한 딥러닝 기반 그룹 동기화 기법)

  • This paper presents a deep learning based group synchronization that supports networked immersive interactions between remote users. The goal of group synchronization is to enable all participants to synchronously interact with others for increasing user presence Most previous methods focus on NTP-based clock synchronization to enhance time accuracy. Moving average filters are used to control media playout time on the synchronization server. As an example, the exponentially weighted moving average(EWMA) would be able to track and estimate accurate playout time if the changes in input data are not significant. However it needs more time to be stable for any given change over time due to codec and system loads or fluctuations in network status. To tackle this problem, this work proposes the Deep Group Synchronization(DeepGroupSync), a group synchronization based on deep learning that models important features from the data. This model consists of two Gated Recurrent Unit(GRU) layers and one fully-connected layer, which predicts an optimal playout time by utilizing the sequential playout delays. The experiments are conducted with an existing method that uses the EWMA and the proposed method that uses the DeepGroupSync. The results show that the proposed method are more robust against unpredictable or rapid network condition changes than the existing method.

Analysis for Circumstance of Maritime Transport in the Chinese northeastern three provinces towards Sustainable New Northern Policy

  • The Chinese three northeastern three provinces - Heilongjiang, Liaoning, and Jilin - hold significant geographical, geopolitical, and commercial importance due to their location allowing for cross-border trade and transportation with North Korea. These provinces are crucial for establishing a complex Eurasian logistics network in line with South Korea's new northern policy. The Chinese three northeastern three provinces, as this region is known, boasts excellent maritime transportation links between South Korea, China, and North Korea, making it an logistics hub for transporting goods to Eurasia and Europe through multimodal transport. This study highlights the importance of securing a logistics hub area by fostering cooperation and friendly relations with China's three northeastern three provinces, which are crucial to the success of the New Northern Policy. In particular, the study aims to analyze current status of trade with these region and freight volume transported by ships and recommend political advice for securing logistics hub and revitalizing maritime transport. As the policy suggestion, this study is to establish a logistics hub by implementing joint port operations, constructing port infrastructure jointly, and operating shipping companies together. Additionally, we propose ways to revitalize the maritime passenger transport business between Korea and China, which involves expanding cultural exchanges and developing content.

Study on Changes of Street Furniture in Digital Environment (디지털 환경에서 가로시설물의 변화에 관한 연구)

  • Along with the development in cutting-edge digital technology, the street space is also being changed. Mobile telecommunication units and internet give a big change in a human being's lifestyle. And the ubiquitous computing is proceeding with expanding its application range from the indoor space to the street space. As the street furniture is the convenient facility that allows a human being's life in street space to be abundant, it is getting advanced. First of all, in terms of such phenomenon, this study analyzed the cases of a research on application of street space and the actual condition of a change in the number of individuals for the street furniture, through a literature research of ubiquitous. Also, it researched into the realities of using the street furniture of the walking-desired streets at Daehac-ro and Hongdae district, where are two representative places related to digital generation. The next was carried out FGI (Focus Group Interview) with users of the street space in front of Hongik University and managers of the street furniture, and was researched into the use & management behavior, and recognition level on the street furniture. Thus, the key elements were extracted such as interchange of information for cultural activities, automation for interaction variability in function. Finally the core elements for future vision of street furniture in this digital era were extracted in 3I, namely, Information, Intellectualization, and Integration. This is considered to be applied to the establishment of direction in the process of high-tech digitalization in street furniture related to information hereafter.

A Policy Study on the Implementation of Domestic Digital Platform Government: Focusing on the Classification of Domestic and Foreign Cases of Government as a Platform (GaaP) (국내 디지털플랫폼정부 구현을 위한 정책연구: 국내·외 플랫폼 정부 사례의 유형화를 중심으로)

  • This study aims to conduct the classification of Government as a Platform (GaaP) in a situation where the concept of GaaP can be diversely recognized. This is because inclusiveness and ambiguity in the concept of GaaP can hinder policy enforcement by working-level officials in the public sector. It drew the criteria for classification for GaaP based on literature and cases for GaaP. In the technical aspect, considering data as an overarching factor, the integrated system platform integrating the information system or websites of the public sector and the data platform as a single portal for open data to external stakeholders were sorted. In the governance aspect considering stakeholder as an overarching factor, the communication platform utilized for interaction between public and private sectors and the co-creation platform that encourages public-private partnership to create innovative outcomes were sorted. It suggested an actual implementation case and the policy implication according to each type of GaaP. Additionally, according to the classification of GaaP, it conducted contents analysis as to which type of GaaP the domestic Digital Platform Government belongs to based on its detailed assignment. Based on the classification of GaaP, it drew balanced implementation for various types of GaaP, plan for promoting the participation and collaboration of stakeholders, and necessity of restructuring and reinventing of the public sector as policy implications for the domestic digital platform government.

Analysis of living population characteristics to measure urban vitality - Focusing on mobile big data - (도시활력 측정을 위한 생활인구 특성 분석 - 이동통신 빅데이터를 중심으로 -)

  • In an era of population decline, depopulated regions facing challenges in attracting inbound population migration must enhance urban vitality through the attraction of living populations. This study focuses on Busan, a city experiencing population decline, comparing the spatiotemporal distribution characteristics of registered residents and living populations in various administrative districts (Eup-Myeon-Dong) using mobile communication big data. Administrative districts are typified based on population change patterns, and regional characteristics are analyzed using indicators related to urban decline and vitality. Spatiotemporal distribution analysis reveals generally similar density patterns between registered residents and living populations; however, a distinctive feature is observed in the city center areas where the density of registered residents is low, while the density of living populations is high. Divergent trends in spatial patterns of change between registered residents and living populations show clusters of registered population decline in low-density areas and clusters of living population decline in high-density areas. Areas adjacent to declining living populations exhibit large clusters of population changes, indicating a spillover effect from high-density to neighboring areas. Typification results reveal that, even in areas with a decline in registered residents, there is active population influx due to commuting or visiting. These areas sustain an increase in the number of businesses, confirming the presence of industrial and economic growth. However, approximately 47% of administrative districts in Busan are experiencing a decline in both registered residents and living populations, indicating ongoing regional decline. Urgent measures are needed for enhancing urban vitality. The study emphasizes the necessity of utilizing living population data as an urban planning indicator, considering the increasing limit distance of urban activities and growing interregional interaction due to advancements in transportation and communication.

  • The reality of this study is that, in accordance with the development trend of human body art, art makeup and semi-permanent makeup are emerging as promising industries in the beauty industry among beauticians, and awareness of professional skill improvement is gradually increasing over time. Accordingly, interest in semi-permanent makeup has increased not only among beauticians who specialize in beauty industry or learn semi-permanent makeup, but also at beauty academies where they learn many beauty techniques, and this trending technology has been promoted at international beauty competitions by holding skill competitions for beauty technicians who specialize in semi-permanent techniques. As a venue for exchanging information about education, it is expected that synergistic effects such as dissemination of the education system can be expected. Korea's rapid industrial development has brought about great changes in the supply and demand of professional and detailed skilled manpower and in the formation of manpower in terms of technical level according to industrial development, and the skills and professional skills of beauty beauticians have improved due to the excellence of the professional education qualifications of beauticians and high skill evaluations. This had a significant impact on self-development and led to a re-recognition of the importance of efforts to achieve skilled skills.

A study on the cooperation of Air Transport between South - North Korea (남북한 항공운송협력에 관한 연구)

  • In 1994, the North Korea indicated their intention to open up airspace. The air route passing through from Daegue FIR to Pyungyang FIR has established in 1996. The air transport cooperation between South and North Korea seemed to be reinforced at the event of President Kim, Dae-Jung's visit to North Korea by passing through a temporarily established Yellow Sea Airway in the year of 2000. The nature characteristics of air transport burdening of many circumstantial situations, however, have kept cooperation between South and North Korea from being facilitated till now. Recently as the more exchange between North and South Korea, the more frequent opportunities to discuss economic cooperation, which in sequence increased political credibility has been increased. The rail, road, and port reconnecting has realized which have been regarded impossible. Furthermore, it is expected to transport personnel and goods through South-North direct connected routes in the near future This study shows several meanings of air transport cooperation between South and North Korea. It will be far beyond simply partial air route connecting in this region, it gives great significance to realize economic cooperation and Northeast hub through air transport industry sector. This will be an exit for air transport industry have suffered limits derived from North Korea troubles and difficulties in growing as Northeast air hub. Namely, South-North air connection denote its meaning in providing opportunities Korea to be Northeast Hub and advanced country having globally competitive air transport industry To develop strategy for air transport cooperation between South and North Korea. they were developed by SWOT analysis on the basis of circumstantial analysis. These strategy need to be commanded properly to the changes of surrounded circumstances. The study result show it is desirable to apply phasal strategies by using strengths, weaknesses, threats and opportunities factors underlying analysis of inner and outer circumstances to cooperate in air transport sector.

Multilateral Approach to forming Air Logistics Hub on North East Asia Region (동북아 항공물류허브을 구축하기 위한 다자적 접근방안)

  • The Northeast Asian air cargo market has expanded tremendously as a result of the opening up of the Chinese market. The importance of the Asia-Pacific region in the global air transport has also increased. The exchange of human and material resources, services, and information in Northeast Asia, which is expected to increase in the near future, requires that the airlines operating within this region adopt a more liberalized approach. This paper introduced alternatives which can be applied to the Northeast Asian airlines industry so as to bring about the integration of regional air transport: First, this paper found a need for individual Northeast Asian nations to alter their policies towards the airlines industry. Second, each country should further liberalize their respective domestic air transport. Third, there is a need for freer air service agreements to be signed between the nations of Northeast Asia. Fourth, the strategic alliances between the airlines operating in Northeast Asia should be further strengthened. Fifth, this liberalization process should be carried out in an incremental manner, beginning with more competitive airports and routes, or with less-in-demand routes. Sixth, there is a need for a shuttle system to be put into place between the main airports in China, Korea, and Japan. Seventh, these three nations jointly develop aviation safety and security systems that are in accordance with international standards. Eighth, the liberalization process of the aviation industry should be undertaken in conjunction with other related fields. Ninth, organizations linking together civil aviation organization in the Asia-Pacific area should be formed, as should each government linking together. By doing so, these countries will be able to establish regular venues through which to exchange opinions on the integration and liberalization of the air cargo market so as to induce the gradual liberalization of the actual market. The liberalization of the air transport in Northeast Asia will prove to be a daunting task in the short term. However, if the Chinese airlines continue to exhibit continuous growth and Japanese airlines are able to complete their move towards a low-cost structure, this process could be completed earlier than expected. Over the last twenty five years the air transport has undergone tremendous changes. The most important factor behind these changes has been the increased liberalization of the market. As a result, rates have decreased while demand has increased. This has resulted in turning the air transport industry, which was long perceived as an industry in decline, into a high-growth industry. The only method of increasing regional exchanges in the air transport is to pursue further liberalization. The country which implements this liberalization process at the earliest date may very well emerge as a leading force within the air transport industry.

  • Even though only 3 sijo are in high school textbook. through these 3 sijo each type can be understood in that each represents pyung sijo, sasul sijo, and present sijo. To learn with learner-centered activities, which aim for full knowledge acquisition regarding literary works, as the preparing stage, students can learn what theyll learn by teachers. Sijo are, so to speak, formed with three chapters, and stand for the world that is colorless, scentless, and flavorless. So, the theme can be found with ease. Compared with other genres, sijo can be formed creating background with ease. Moreover, sijo are not too long, so learners can paraphrase it. Sijo that express private experiences with the everyday language can be related to other genres or everyday language. So, sijo are last to present. In the teaching phase, on the gradation of concretion and gradation, writing or presentation activities are presented. After classroom, learners keep a reaction journal. In the phase of concretion and gradation, learners can apprehend that typical differences of the emotions of poetic speakers is from typical differences, even though emotions of poetic speakers of (1)$\cdot$(2)$\cdot$(3) that is each stand for pyung sijo, sasul sijo, and present sijo are roughly summarized loneliness, desolateness, and gloominess. Moreover, these typical differences are from social, political. and cultural settings, namely, the differences of contexts. In this teaching model. learners should prepare for content regarding context and text before the class. Teachers should act as an assistant to help learners pre-understand their subjective experiences and imaginations.

The history of awareness for ginseng in Vietnam (베트남의 고려인삼 인식에 대한 소고)

  • Among the Southeast Asian countries, Vietnam had the most cultural exchange with Korea. Through Confusion and Chinese character, which were the common measure for two countries, Korea and Vietnam could communicate and share a sentiment with each other. Two countries showed an enormous interest in each other, and hence they could keep good relationship without official diplomatic relations. During the early 19th century, Korean Ginseng had gained tremendous popularity in Vietnam. Vietnamese believed the stamina of Minh Mang, who had 142 sons and daughters, originated from ginseng. Minh Mang bestowed ginseng on old courtiers for their contribution, which made them more loyal to the king. This tradition was inherited to the future generations, and soldiers who fought with Thai, Cambodia and France also received ginseng for their contribution. In other words, ginseng was the very important key for enforcement of patriotism. Due to the tradition, Korean ginseng has been considered as the premium ginseng in Vietnam. It is presumed that ginseng flew into Vietnam through 4 routes; 1) as an imperial gift from Chinese emperor, 2) by the Vietnamese ambassadors who went to Beijing for a tribute, 3) through private trade and 4) from Ryukyu or Japan, which were the hub of international trade. From 15th to 18th century, ambassadors from Chosun and Vietnam actively interacted in Beijing. Through their interchange, Vietnamese royal family could learn about the value of ginseng. The fact that there were many Shilhak scholars among the ambassadors from Joseon, such as Seo Geojeong and Seo Hosu who had profound knowledge of ginseng proves the theory. It is also possible that reputation of ginseng was already established in Vietnam during Silla period. Ko Byung, an bureaucrat from Tang Dynasty who ruled Vietnam for 10 years in middle 9th century and a friend of Choi Chiwon, might have delivered the knowledge of ginseng to the upper class in Vietnam. This hypothesis, however, should be proven by literatures. Hence, further research about the trace of Korean ginseng in Vietnamese history and literary works still remains to be done.
