최근 클라우드 컴퓨팅이 학계나 실무계에서 많은 주목을 받고 있으며, 공공기관에서도 클라우드 컴퓨팅을 도입하고 있는 추세에 있다. 클라우드 컴퓨팅은 장 단점을 모두 가지고 있지만 지속적으로 발전하고 있으며, 기업들은 클라우드 기반의 정보시스템을 도입하기 위한 다양한 솔루션들을 활용하고 있다. 따라서 기업에서 클라우드 컴퓨팅 도입을 위해 고려해야 할 요소들은 무엇이며, 어떻게 계획을 수립할 것인지는 시급한 과제라고 할 수 있다. 본 논문의 목적은 기업이 클라우드 컴퓨팅 채택 전략을 수립하기 위한 프레임 워크를 제시하는 것이다. 구체적으로, SWOT-AHP는 클라우드 컴퓨팅을 실행하는 과정에서 강점-약점-기회-위협 요인을 파악하고, 전략 계획을 보다 효율적으로 수립 하는데 사용된다. 경영전략 이론에서 널리 알려져 있는 SWOT과 다기준의사결정기법 중 실무에서 가장 활발하게 사용되고 있는 AHP는 복잡하지 않고 적용이 쉽기 때문에 본 연구에서 제안하는 방법을 이용한다면 실무에서도 큰 어려움 없이 SWOT-AHP 프레임워크를 클라우드 컴퓨팅 전략수립에 적용할 수 있을 것으로 기대한다.

선체 외판 부재의 곡 성형 과정은 주로 가열(열간가공)에 의해 수행된다. 이 가열 작업은 작업자의 경험과 지식에 크게 의존하는 매우 어려운 작업이다. 본 논문에서는 선체 외판의 곡 성형을 위한 가열 계획을 자동으로 수립할 수 있는 휴리스틱을 소개한다. 현장 전문가의 지식에 기반한 이 휴리스틱은 크게 가열 선을 생성하는 부분과 외력을 주는 도구를 배치하는 부분으로 구성된다. 가열 선은 대상 부재의 현재 곡면과 설계된 목적곡면과의 비교를 통해 생성되고, 가우스 커널 함수를 통해 스무딩(smoothing)된다. 현장에서는 열간가공 시 의도하지 않은 변형을 막으면서 작업시간을 줄이고자 외력을 이용한다. 외력의 위치와 방향은 가열 선 군집화를 통해 추출된 대표 가열 선을 기준으로 결정된다. 가상의 인공 곡면과 현장의 실제 부재를 대상으로 실험한 결과, 이 휴리스틱이 숙련된 전문가가 수립한 가열 계획과 유사한 가열 계획을 수립할 수 있음을 확인하였다.

국방과학연구소는 전략, 기술, 비익무기 및 군전용기술개발에 전념하는 한편 무기체계 개념형성, 연구개발 계획수립 등 국내 연구개발 능력을 결집시킬 수 있는 사전계획을 철저히 수립하여 산.학.연 참여를 확대하고 개발활동관리와 국내기술 축적의 중심체 역할을 수행할 예정이다. 항공우주.생명공학.환경.에너지 및 정보소프트웨어 등은 국가과학기술 발전계획과 연계 추진함으로써 국방 연구개발비 압박을 해소할 수 있으므로, 경쟁력 제고를 위해 산.학.연이 적극 참여하는 범정부 차원의 국방과학기술 확보 추진이 요구된다.

본 고에서는 유럽의 정보 기반구조(EII, European Information Infrastructure) 표준화 관련 최신 기술 동향을 소개한다. EII 표준화는 현재 개념정립 단계를 지나 세부 표준화가 정립되고 각 과제별 추진 계획이 수립된 상태다. 정보 기반구조의 모형인 $\ulcorner$Enterprise Model$\lrcorner$과 모델 내 각 요소들간의 인터페이스 정의, 그리고 이들 인터페이스들로부터 표준화 $\ulcorner$하이웨이$\lrcorner$의 설정을 통한 세부 표준화 계획을 설명하고, 정립된 33개 세부 과제의 현황을 기술하였다.

국제 물동량의 증가로 인한 해상운송의 활성화는 시장 참여자들의 경쟁 심화로 이어지고 있다. 따라서 해상운송의 효율성 향상을 통한 경쟁력 강화의 필요성이 높아지고 있다. 특히 한국의 경우에는 자동차 수출입 물동량의 증가로 인한 자동차 운반선사(Car Carriers)의 효율적인 운송계획의 중요성이 강조되고 있다. 이에 본 연구에서는 자동차 운반선의 현황분석을 통한 운송계획의 문제점을 분석하고, 이를 해결할 수 있는 자동차 운반선 해상운송계획 지원 시스템을 개발한다. 이는 자동차 운반선에 관한 해상운송계획 과정을 체계화함으로써 계획의 수립 속도 및 질적 수준을 향상시키고, 계획의 체계적인 관리(수정, 변경 등)를 가능케 함으로써 사용자가 보다 나은 의사결정을 내릴 수 있도록 하기 위함이다. 한편 자동차 운반선의 해상운송계획 과정에서 해상운송과 자동차 화물의 특성에 의해 발생되는 다양한 예외상황들을 고려할 수 있도록 하기 위해 IP(Integer Programming) 모형을 사용하여 이익을 최대로 하는 또는 비용을 최소로 하는 최적의 안을 생성하고, 계획 수립 이후에 발생하는 변경사항들을 실무자가 효율적으로 수정할 수 있도록 해상운송계획 지원 시스템을 개발한다.

One of the biggest problems found from the results of the various GIS-related projects which have been fulfilled by many local self-governing bodies is as follows. Many GIS projects have been undertaken without the proper review on National Standards on GIS, the information master plans for the development of the municipalities, and the GIS master plans which should be followed by the former ones with the relatively detailed implementation planning. Because these projects were to be done at most with little considerations of the formerly mentioned materials such as vision, goals, strategies, and the implementation planning, it is quite doubtful that a GIS project could play a proper role as an element in the integrated information system. As an effort to solve this problem, this paper first analyzes the types of the GIS projects done by many municipalities, proposes a recommended procedure for a life cycle of a GIS project and for a GIS master plan based on the information master plan for a municipality.

Purpose: As an administrative organization that directly affects the safety and livelihood of the people, local governments are important to ensure the continuity of key functions in the event of a disaster. The purpose of this study is to review effective methods for establishing and implementing a continuity of operations plan to protect and maintain the key functions of local governments. Method: In order to improve the inefficiency of the ISO22301-based continuity of operation plan, applying the organizational-oriented functional continuity method and set up the planning method, key functions, required resources, and basic education and training forms, and apply to local governments and review their feasibility. Result: The proposed organization-oriented continuity of operation plan preparation method reflects the characteristics of bureaucratic local governments and makes it easy to prepare and apply in practice. Conclusion: Compared to the private sector, in the public sector, where work is organization-oriented, it can be a more efficient way to fully reflect the organizational point of view in establishing a continuity of Opertaions plan.

많은 조직들이 정보화 전략계획(Information Strategy Planning: ISP)을 수립하고 있지만 ISP의 주요한 추진목적인 경영전략과 IT 전략의 연계와 기업의 가치창출에 직접적으로 기여할 수 있는 정보 시스템 구축과제의 도출이 미흡하여 그 결과물들이 단지 계획에 그쳐버리고 실행으로 연결되지 못하는 경우가 많아 ISP 무용론이 팽배한 실정이다. 한편, 6시그마 방법론이 데이터에 근거한 체계적이고 과학적인 강력한 방법론으로 대두되고 있으며 최근 그 적용영역을 지속적으로 넓혀나가고 있다. 본 논문의 목적은 전통적인 정보화 전략 수립프로세스를 분해하여 얻어지는 활동과 기법 그리고 과업들을 6시그마의 DMADOV 표준 프로세스에 맞게 재조합하여 새로운 방법론을 도출하는 것이다. 본 방법론을 활용함으로써 정보화 전략수립 과정에서 성과지향적인 정보화 과제도출의 가능성을 높이고 방법론의 계량화를 통해 제시된 결과들의 객관성을 높일 수 있다.

Policies has envisioned directions and identified tasks, through the establishment of the University Library Promotion Act and the Ministry of Education's establishment of the Comprehensive University Library Promotion Plan, in order to put some momentum for the development of university libraries. However, these agendas are appropriate for the actual operation of the university itself to achieve these goals. This should be reflected in each university's own university library development plan. In this regard, this study attempts to investigate the perceptions of the effect of the university library strategic plans established by the university itself. Further, through the survey by university libraries, the status of university libraries in each university's regulations, the level of discussions and cooperation with the library strategic plans for each university, and any substantial changes made in university libraries are analyzed.

The The government has recently announced its mid- to long-term plans for promoting art. With the advent of the 4th industrial revolution, contemporary art contents that are integrated with Intelligent Information Technologies such as Artificial Intelligence (AI), Virtual Reality (VR), and Big Data are being introduced, and social interest in humanities and creative convergence is rising. In addition, the industrialization of the art market is expanding amid the rising popularity of art among the general public and the growing interest of art as an investment replacement system, along with the strengthening of the creative personality education of our Education Ministry. Therefore, it is necessary to establish a strategy for transparency and revitalization of the art market by providing comprehensive information such as search functions, analysis data, and criticism by writer and price. This paper has established an information system plan for the establishment of an online supply system for art transaction information, providing auction transaction information for art market, providing report and news for art market, providing public relations platform, and providing art market analysis service and membership relationship management service. To this end, the future model was established through environmental analysis and focus analysis of the art market, and strategic tasks and implementation plans were established accordingly.
