우리나라 경찰은 광복 이후 경찰제도가 국가경찰제도로 자리 잡아 오랜 기간 동안 중앙집권적 경찰제도로 운영되어 왔으며, 1991년 「경찰법」의 제정으로 경찰위원회가 설립되었다. 경찰위원회는 경찰행정과 관련된 주요 정책 등을 심의·의결하는 기능을 가진 합의제 행정기관이지만 본래의 경찰위원회 기능을 수행하지 못하고 단순 자문기관에 불과하다는 문제점이 있다. 이에 2020년 12월 「경찰법」 전부개정안이 통과되어 법이 개정됨에도 불구하고 국가경찰위원회의 운영과 구성에 있어 문제점이 여전히 존재하고 있다. 이에 본 연구에서는 국가경찰위원회의 문제점과 개선방안을 제안하고자 한다.

Recently, the necessities of gathering, producing, and sharing criminal information are critically important as intelligence functions of police agencies to improving public safety and national security. However, the inadequacies and barriers within which police agencies have in regard to intelligence functions impede criminal information gathering, intelligence producing within their agency, and intelligence sharing with other agencies. In this study, we analyzed informal networks constructed from a survey dataset of information and intelligence sharing among officers in police agencies. The results revealed the different structural properties of intelligence networks between police agencies. We did find that officers with high indegree and outdegree in a network played critical role on the dynamics and degree of intelligence gathering and assessment responsibilities. Finally, we could find evidence that the potential role of intermediary triggered relational dynamics for developing and sharing critical information among all police agencies.

이 연구의 목적은 집중억제전략(focused deterrence)이 자치경찰제에 미칠 수 있는 영향을 검토하는 데 있다. 구체적으로 집중억제전략이 실시된 보스턴 총기 프로젝트의 성공 원인을 검토하고, 국내 자치경찰위원회의 시책과 비교·분석하였다. 이를 통해 집중억제전략이 자치경찰제에 가지는 의미를 파악하고, 국내에서 집중억제전략이 성공적으로 실행되기 위한 방안을 제언하였다.

This study conducts survey on currently working police officers to examine the actual utilization of HUMINT and suggest measures for strengthening the effective intelligence police activity, Intelligence Led Policing. For the completeness of study, this study presented evidences based on survey data from police officers at sites and this study also suggested improvement measures. in regulating the scope of duty, "Act on the Performance of Duties by Police Officers" regulates that 'Gathering, preparation, and distribution of public safety information' is the duty of police officer and defines the information gathering activity of police as the unique work of police officer. Thus, in accordance with "Act on the Performance of Duties by Police Officers", police officers gather various information to prevent crimes and maintain orders. Among the information gathering methods used by police officer, HUMINT is the oldest measure and it is still utilized. HUMINT has the advantages of low expense, high accuracy, and critical impact on the other. Nevertheless, due to limitations in data objectification, measurement, and responses to double attack, HUMINT is underappreciated. With awareness on such HUMINT issues, this study conducted survey on in-service police officers and examined the actual state of HUMINT. Based on the survey result, this study suggested Intelligence-Led Policing as the effective application method.

In the police, crime intelligence is the basis of decision making for police's original activities in response to crime. Police decision making is done in various ways such as investigation and prevention of individual cases, allocation of resources, organization prioritization, etc. The purpose of this study was to investigate the activities of the UK policing in analyzing crime intelligence and to reflect them in the policing and to draw implications for the comparison with the Korean police. The UK operates a central police agency based on the local police system, and establishes a National Intelligence Model (NIM) system that operates crime intelligence throughout the country. In order to respond to crimes and risks through coordination and cooperation, rather than by centralized police activities, the intelligence department of the police agencies should not only prevent and suppress crime through the analysis of integrated crime information, but also make police decision-making. In contrast, the Korea police operate crime intelligence, such as statistics, case intelligence, and there is no integrated way to use it. In addition, there are few cases in which the organizational decision - making based on crime intelligence is utilized efficiently and systematically. For development, it is necessary to construct an integrated management system and analysis organization for crime intellgence. Criminal Intelligence Analysis Organizations should seek to reorganize the role of the current intelligence department or to operate a separate analysis system through the information system while maintaining the current role of each department.

한국도 더 이상 총기안전지대가 아니며, 강력범죄도 지속적으로 증가하고 있는 상황에서 경찰관의 신체 생명을 적극적으로 보호하면서 무기 사용을 최소화 할 수 있도록 경찰관 장비에 대한 개선점이 필요하다. 장비에 대한 지급이 미흡한 시점에서 경찰관의 안전과 치안유지를 담당하기 위해서는 장비에 대한 보급과 착용이 우선적으로 진행되어야 하며, 경찰 출동차량에 반드시 방탄복, 방검복, 방검장갑, 안전헬멧 등을 필수 배치해서 범죄현장에 대처해야 한다.

오늘날의 경찰활동의 가치는 범죄통제에 초점을 두는, 즉 범죄진압을 강조하는 사건지향적인 경찰활동이라 할 수 있는 전통적인 경찰활동에서 순찰 등의 강화를 통한 범죄예방에 중점을 두는 지역사회 경찰활동으로 그 중심이 옮겨가고 있다. 이러한 지역사회 경찰활의 철학을 실천하는 전략으로서 문제지향적 경찰활동이 강조되고 있다. 이에 본 연구에서는 도시범죄와 관련하여 현실적으로 범죄문제에 대응할 수 있는 범죄예방전략인 문제지향적 경찰활동의 이론적인 틀을 모색하고자 하는데 연구의 목적을 두었다. 이를 위해 문제지향적 경찰활동의 기본적인 개념과 특징, 그리고 문제지향적 경찰활동 실천의 핵심인 SARA모델과 사례를 살펴보았다.

이 연구는 자치경찰제도 도입에 따른 재난대응 실태를 살펴보고 개선방안을 제시하기 위한 목적의 연구로서 연구의 완성을 위하여 경찰의 재난대응 매뉴얼과 관련 통계자료, 법령 등을 종합적으로 검토하여 개선하는 방안을 제시하고자 한다. 자치경찰제도가 도입됨에 따라 기존의 범죄예방 및 기타 치안서비스 제공 시스템에 많은 변화가 발생하였다. 자치경찰제도는 기존의 중앙통제식 경찰제도에서 벗어나 각 지역의 실정에 맞도록 경찰을 운용하는 방식이다. 이러한 자치경찰제도 도입에 따라 많은 기대와 우려가 공존하고 있는 상황에서 자치경찰제도의 취약점이라고 볼 수 있는 대규모 인력이 동원 상황 발생 시 대응에 대하여 여전히 의문을 가지고 있다. 그 중 대형 대난 발생 시 자치경찰의 역할이 대하여 살펴본 결과, 현재 경찰이 대형재난 발생 시 대형재난 현장에서 2차 피해 예방을 위한 현장 통제 및 추가적인 재난 피해 예방, 요구호자 구조 등의 업무를 수행한다. 그러나, 자치경찰의 경우 대규모 재난에 대응하기가 쉽지 않은 탓에 대형재난에 취약할 수 밖에 없기 때문에 이 연구에서는 대형 재난 발생 시 기본적인 경찰의 재난 현장 통제 및 2차 피해 예방활동과 함께 인근 지역 자치경찰과 협동 재난 대응 활동 및 컨트롤 타워 등 제안과 같은 방안을 제안하였다.

이 연구에서는 민간부문에서 선행되어진 조직학습에 관한 연구들을 고찰하여 경찰공무원의 조직학습에 대한 전략모형을 정립하고 그 실천적 과제를 도출하고자 하였다. 조직학습은 개인이나 조직 내 특정집단이 자신이나 다른 조직으로부터 지식창출, 지식공유, 지식저장, 지시 폐기하는 순환과정을 통해서 일어난다고 하였다. 특히 경찰조직에서의 조직학습은 외부 환경변화에 대한 변동대응능력 확보와 경찰조직의 내적인 성장발전능력을 재고시킬 수 있는 효과를 얻을 수 있다.

매년 20여명 정도의 경찰이 자살에 이르고 있다. 업무량이 많은 타 공무원에 비해서도 높은 수준이다. 경찰의 자살에는 여러 가지 원인이 있지만, 특히 조직의 폐쇄성으로 인해 개인문제로 치부하는 경향이 높다. 경찰의 치안환경은 더욱 안 좋아지고, 위험성에 노출될 확률이 과거에 비해 높아졌으며, 잔혹한 범죄를 마주해야 하는 상황이 많아짐에 따라 우울증이나 업무부담 등으로 인해 자살을 하게되는 경우를 볼 수 있다. 따라서 경찰의 자살을 예방하기 위해서는 심리부검을 도입하는 방안을 법적으로 검도하고, 자살유형들을 분석하여 그에 맞는 자살예방모형 개발하여 자살률을 감소시킬 수 있는 방안을 모색해보고자 한다.
