Digitally Divided by Choice and the Diffusion of ICTs (정보통신기술의 확산과 선택에 의한 정보격차)

  • In spite of decreased attention to digital divide, it has been pointed out as one of the main obstacles to realization of information society. At the outset, two conflicting explanations, optimism and pessimism, have directed their attention to objective basis of digital divide in common. They, however, have been neglected the fact that accessibilities can be varied not only by objective conditions but by subjective conditions such as individual recognition of necessity and willingness. Subsequent choices can be a crucial factor to determine whether to or not to access. In USA, over 50% of potential users determined not to access to the internet by their own will and choices. By the user survey on internet, 'do not feel the necessity' ranked the first reason not to use the internet in South Korea. The respondents who chose 'no time to use' tend to decrease but kept holding their shares, too. The relative importance of 'not to access' by individual choice have been increased. Whether the non-users of ICTs by choice is in or beyond the scope of digital divide, it evidently shows the necessity and importance of directing our attention to it on the way to information society.

Impact of Digital Divide on Online Political Participation: With Focus on the Gap of Operational Skills of Digital Device Users (온라인 정치참여에서 디지털 정보격차의 영향: 디지털 기기 이용자의 기기 운용 기술 격차를 중심으로)

  • This study empirically analyzes the impact of digital divide between digital device usage motivation and operational skills on online political participation. The analysis was performed using the National Information Society Agency's 2018 digital divide survey data from September to December 2018 and applying the Heckman selection model to control the sample selection bias that may occur between internet users and non-users. The result shows the gap in motivation and device operational skills of individual citizens using digital devices has significant impact on online political participation. In socio-economic terms, it shows the age, education level and regional factors also have significant impact on online political participation, while gender and income levels do not. This study holds significance in that there are different patterns of digital divide between digital devices, identifying the motivation to use a digital device as an important factor for mobile device users, and the device operational skills, for personal computer users.

  • The aim of this study was to investigate and analyze the changes in inputs and outputs for information-poor in public libraries to eliminate the digital divide. The survey and analysis was utilized indicators for the information-poor shown in library statistics. And through the analysis of statistical indicators, it examined the changing patterns of the elements that each library are inputted to eliminating the digital divide. As a result, it revealed problems such as regression of facilities for the aged and disabled, continuous decrease in the number of special materials for disabled person, and reduction of service users and budget for information-poor. In order to solve this problem and to achieve the desired performance for eliminating the digital divide. it's required the budget increase and strong policies for information-poor.

  • This research focuses library services for people with disabilities in public libraries and draws many issues and the difficulties faced by the libraries. Data are collected and analyzed based on a survey conducted by the National Library Support Center for the Disabled. As a further research users with disabilities study is recommended. Apart from the visually impaired, people with hearing impairment and physical impairment should be included.

Analysis of 'Digital Divide' Research Trends in Library and Information Science (문헌정보학 분야 정보격차 연구동향 분석)

  • This study aimed to analyze research trends of 'digital divide' in Library and Information Science. To this end, we coded research subjects with 11 subcategories, and research objectives with 4 subcategories, and research methods with 4 subcategories, and constructed keyword networks to which a pathfinder algorithm was applied. As a result of the analysis, 79.5% of studies are on the disabled, multicultural families, and the elderly among information vulnerable groups, and it was found to be concentrated in specific groups. In addition, digital divide related studies have been actively conducted for the purpose of resolving information vulnerabilities such as people with disabilities. We also found that these studies focused on verifying the effectiveness by designing and applying treatments such as informatization education, information utilization, and reading programs. Lastly, the most frequently used research method in the digital divide was found to use case studies or questionnaires simultaneously with literature research.

  • Many various digital contents came out to our world owing to the advance of information and communication technologies. More rapidly the technologies of information and communication develop, more classes disadvantaged might appear so that it might incur society with distinction in getting information which is called digital divide. In this time, public library has to play important rules in dissolving the digital divide of our society. In this paper, we will not investigate only how much users of digital multimedia centers in the public library satisfy, but also what factors affect the satisfaction of the users significantly. Specially, we will analyze difference of the influence factors between urban and rural region so that we will propose strategy for operating the digital multimedia centers in the public library efficiently and effectively in order to dissolve the digital divide.

A Case Study on School Library Educational Services to Reduce the Information Literacy Gap Due to the Education Gap (교육격차에 따른 정보활용능력 격차 완화를 위한 학교도서관 교육 서비스 사례 연구 - 『도서관과 정보생활』 교과의 I·II영역을 중심으로 -)

  • This study aims to verify the effect of school library education service on the information literacy ability of high school students in the poor economic environment. For this purpose, we narrowed down to 215 high school first graders with substandard educational conditions, and then implemented information literacy education. The results of the information literacy test were compared, before and after the information literacy service. The preliminary tests of 15 schools including the targeted school were conducted, and we found that the results of the self-evaluation in those 15 schools exceed those with other generally good educational conditions. We considered in all aspects to find out how to overcome the information literacy gap through information literacy programs. Reflecting on the previous research verifying that the difference in educational environment affects the information literacy, we can confirm that the information literacy education service, which is the core service of the school library, can narrow the information literacy gap. We hope that this study will be a basis for the systematic establishment of information literacy education in public education.

A Study on the Mobile Internet Use and Digital Divide of Farmers and Fishers (농어민의 모바일 인터넷 이용과 디지털 격차에 관한 연구)

  • The purpose of this study is to explore the digital divide that appears in the mobile Internet use by farmers and fishers. To this end, we first analyzed the impact of farmers and fishers' attitudes toward technology, material access, and skills on the use of mobile social media. In addition, the digital divide was identified according to the population, socioeconomic factors among farmers and fishers, and the divide and the cause of the mobile Internet use among both part- and full-time farmers and fishers were analyzed. As a result of empirical analysis using the <2018 Report on the Digital Divide>, attitudes, material access, and content-related skills had a significant effect on the use of mobile social media. Also, the digital divide was found in different age groups and residential regions. There was also a significant difference in the use of mobile social media between part- and full-time farmers and fishers, and this divide was caused by attitudes toward new technologies. Based on these results, this study presented policy implications such as the need for education on informatization for farmers and fishers, support for underdeveloped rural communities, and technical support for full-time farmers and fishers in order to bridge the digital divide.

  • This study is to acquire a thorough understanding of the S&T level of Korea to serve as an important basis for the government policy-making, and to make basic information available to effectively promote the National R&D Program by survey of the overall S&T level in Korea S&T level survey is a comparison to the highest levels in the world to the third 3digit of the technology tree table. And, survey of technological gaps by year, during which Korea is able to reach the current level of the advanced countries. The findings of the surveys should be applied to strategic technology Planning for solving or narrowing the technology gap, e the major criteria for resources allocation in National R&D programs. And, the findings of the surveys should be the fundamental information used to establish strategic S&T policy in government.

An Empirical Study on the Factors and Resolution Methods of the Smart Divide of Older Adults (노년층의 스마트 정보격차 요인 및 해소방안에 관한 실증적 연구)

  • This research was conducted both to analyze the determining factors of and to suggest resolution methods for the smart divide of adults over 65 years of age in the rapidly aging society of the 2000s and the smart society of the 2010s following the information society of the 1990s. The research model based on the Technology Acceptance Model (TAM) includes 6 determining factors derived from existing studies: Self Efficacy, Training, Accessibility, Playfulness, Cost Rationality, and Policy Support. Research data were collected through a survey given to a total of 243 older adults in 14 Senior Welfare Centers nationwide, and research hypotheses were verified by structural equation model (SEM) analysis. The results of this research that gives priority to the order of Political Support, Playfulness, Self Efficacy, Accessibility, Cost Rationality, and Training can be used to develop various resolution methods for the smart divide of adults over 65 years of age.
