Research on the establishment of new governance aimed at efficient policy planning and the implementation thereof by the government has been conducted in response to social changes. Nonetheless, governance is comprehensive and encompasses different meanings; it takes various forms in the process of its actual application. Therefore, systematic classification of research on governance and analysis on its research trend are required. Accordingly, three researchers who majored in policy sciences, business informatics, and library and information science, respectively, searched for theses related to governance published since 2016 from Research Information Sharing Service and conducted a social network analysis (SNA) on them. According to their research results, the main research topics were largely classified into collaborative governance and local governance. Keywords throughout the topics included network, participation, conflict, and trust in line with the characteristics of governance. Representative subjects of governance included education, urban regeneration, and the environment. Further, measurement of betweenness centrality showed local governance was a main topic for convergent research. This study will lead to a greater understanding of research on governance and help activate such research. One limitation of this study is that it analyzed only theses with the keywords but not all theses on governance. Follow-up research should analyze all theses on governance and statistically verify them with SNA indexes.

This study was intended to analyze media in education policy from the governance perspective and suggested some orientations and innovative ideas to a new governance in media in Education. For these purposes, this study reviewed related literature about media in education and governance policy and drew a governance model of educational community as an analytic scheme to understand a governance approach to orientation-order-performance of Schmank. Thereafter, the study analyzed formulation and implementation processes of media in education policy, based on some criteria to operate the model, and also analyzed the policy governance in a comprehensive way. Based on the results, this study suggested recommendations to innovate current media in education governance as follows: (1) working towards an idea of operative cooperation through reforms (2) constructing a rational policy system to incorporate socio-political variables, and (3) activating cooperative governance to transform 'governing' into 'governance'.

This paper introduces the alignment background, analyzes some alignment issues. a practical the model of Data Governance for business and IT alignment is describes to implement the alignment so as to improve organizations innovation competency. Business and Information Technology alignment plays an important role in the business operation. Data Governance is an emerging approach which has been proven in some organizations to meet alignment demand. This paper proposes the model of Data Governance and proves the effective through implementation. This could be a good model of benchmarking for the best data quality management of all organizations.

IT 거버넌스(Governance)는 IT 관련 의사결정에 있어서 기업 내부 주체들의 권한과 책임, 의사결정 조직체계와 프로세스, 의사소통 방법, 의사결정 실현 체계, 조정과 통제, 그리고 의사결정에 대한 사후 평가 등을 통틀어 일컫는 말이다. IT가 기업 경영의 필수 인프라로 인식되고, 기업의 경쟁력 제고의 핵심 역량으로 자리잡으면서 IT 거버넌스의 중요성은 점차커지고 있다. 본 연구에서는 국내 주요 대기업들의 IT 거버넌스를 분석하였다. 4개의 국내 대기업들에 대한 심층 인터뷰를 바탕으로, 이들 기업들이 어떤 조직 체계와 과정, 의사소통 체계, 그리고 성과 측정 방법 등을 가지고 IT 관련 의사결정을 하는지를 살펴보았다. 국내 대기업들은 IT 서비스를 전문적으로 제공하는 IT 서비스 계열사를 이용하여 IT 기능을 아웃소싱하고 있었으며, IT 관련 최종 의사결정은 IT 전문 조직이 아닌 비즈니스를 담당하고 있는 경영자들이 하는 것으로 나타났다. 국내 대기업들의 IT 서비스에 대한 계약과 성과 측정은 서비스 수준 협약을 통해 이루어지고 있었으며, 국제적으로 인정되고 있는 프로젝트 관리 방법론과 균형성과 기록표 등도 널리 사용하고 있었다. 이러한 연구는 국내 대기업 내의 IT 서비스 전문 기업들의 미래 역할 정립과 정부 기관이나 공기업들의 IT 거버넌스 체계 확립에 있어서 벤치마킹 근거로 활용될 수 있다. 또한 국내 대기업들의 IT 거버넌스 체계의 효율성 등을 측정하기 위한 기초 자료로 이용될 수 있다.

IT에 대한 의존도와 그에 따른 투자 비용이 증가함에 따라 IT거버넌스에 대한 관심이 높아지고 있는 추세이다. 또한 IT아웃소싱 시장의 확대, 계약 규모의 증가로 인해 IT 아웃소싱의 효과적인 운영에 대한 관심도 또한 높아지게 되면서 IT 서비스 제공을 위한 표준 등 프로세스를 기반으로 한 IT 서비스 관리가 주요 이슈로 떠올랐다. 본 연구는 국내 SI업체 V공급사와 그의 4개의 고객사를 대상으로 고객사와 공급사의 IT거버넌스 및 IT 서비스 관리에 대한 인식에 따른 IT아웃소싱 성공을 평가하였다. 자료의 수집은 IT거버넌스와 IT서비스 관리 프로세스 부문에 대해서는 관련 전문가(key informant)들을 대상으로 인터뷰와 설문을 통해 이루어졌고, IT아웃소싱 성공 평가는 고객사의 사용자(end user)를 대상으로 설문하여 약 200개의 데이터를 확보하였다. 그 결과 IT거버넌스와 IT 서비스 관리 성숙도가 IT아웃소싱 성과에 영향을 끼치는 것으로 나타났으며, IT 아웃소싱 성과를 평가하는 차원들끼리도 전체 만족도에 대해 영향을 미치는 것으로 조사되었다. 본 연구는 IT거버넌스와 IT서비스 관리 프로세스 성숙도가 IT아웃소싱 성과에 미치는 영향을 제시함으로써 IT거버넌스의 중요성을 인식시키고 IT서비스 관리 프로세스 시스템 도입을 고려하는 기업에 지침을 제공하고자 한다.

This study examines the increasing influence of the private sorter in global media governance, which represents decentralization of international politics resulted from the rapid globalization in the areas of politics, economy and culture. Introducing a concept of the private authority which theoretically explains increasing power of the private sector, including transnational corporations and business associations in global governance, this study discusses how the private sector and its governance activities ran be recognized as legitimate as those of the state. Based on this theoretical discussion, the study examines what the Increasing role and power of the private sector In global media governance imply with regard to democratic accountability.

The academic research on data governance is still in its infancy and focused on the definition of concept and components. However, we need to study of evaluation on data governance to help make decision of establishment. The purpose of this paper is to develop of attribute index in data governance framework. Therefore, in this paper, we used RGT (repertory grid technique) and Laddering techniques for experts interview and survey for validation of disinterested third party experts and analysis statistically. We completed data governance attribute index which is composed of data compliance area including 8 components, data quality area including 16 components and data organization area including 7 components. Moreover, the evaluation attributes is prioritized and ranked using the AHP. As a result of the study, this paper can be used for the base line data in introducing and operating data governance in an IT company.

As e-commerce has led to profound changes in the way economic transactions are made and has spurred the rapid integration of global markets, governance of e-commerce has emerged as an important policy agenda around the globe. Given the broader social and economic implications of e-commerce, it is of no surprise that the rule-making process for global e-commerce has increasingly captured the attention of scholars. Despite the substantial contributions to understanding this process, a review of the literature reveals some weaknesses in the study of emerging forms of governance in global e-commerce. This paper addresses these weaknesses and proposes an alternative theoretical framework that underscores the role of ideas and discourse in the global rule-making process.

새만금호의 목표수질 달성과 지속가능한 관리를 위해서는 비점오염 관리의 필요성이 강조되고 있다. 특히, 새만금호 상류 유역은 농경지 비율이 38%로서 높아 농업활동에서 유래하는 농업 비점오염원의 효과적인 관리가 필요하다. 이를 위해서는 농업비점오염 저감기술의 개발하는 물리적 기술적 접근만이 아니라 농업인과 지역주민의 참여와 함께 행정적인 지원을 포함하는 사회 경제 문화적 접근을 포함하는 통합적인 접근 즉, 거버넌스가 요구된다. 이러한 거버넌스를 새만금유역의 농업비점 관리에 적용하려는 노력의 일환으로 "새만금유역 농업비점오염관리 거버넌스구축 사업모델 개발"에 대한 연구를 2015년부터 2016년까지 2년간 추진하게 되었다. 본 연구의 목적은 농업비점오염 관리를 위한 거버넌스 구축과 운영에 필요한 요소들을 도출하고 각각의 요소별 추진 프로세스를 개발하고 최종적으로 이를 상호 연계하여 운영하는 기법을 개발하는 것이다. 농업비점오염관리 거버넌스 구축의 접근 방향으로는 신규구축형과 기존정책사업연계형으로 접근하는 것이 바람직 할 것으로 판단된다. 거버넌스 시스템은 참여단위와 행정단위, 그리고 이것을 연계 지원하는 '중간지원조직'의 다층적 거버넌스 구조로 제안하였다. 참여단위 거버넌스는 공동체단위와 개별 농가단위의 참여 프로그램으로 설계하였다. 특히, 참여단위 거버넌스의 지속성을 유지하기 위해서 커뮤니티비즈니스 육성이 필요할 것으로 나타났다. 1차년도(2015년)에는 신규구축형을 중심으로 진행을 위하여 전라북도 부안군 백산면 용계리를 연구대상 지구로 선정하였다. 참여단위 거버넌스 구축을 위하여 연구대상 지구에서 우리 마을과 물 이야기, 우리마을회의 등 통하여 주민이 생각하는 지역의 역사와 문화 등 잠재자원을 발굴하였고, 이를 바탕으로 침체된 마을 공동체를 마을길을 연결하여 다시 활성화 하고, 물이 흐르는 마을도랑으로 가꾸고, 단절된 이웃간 마음을 연결하기 위한 "마을길-물길-마음길 연결" 커뮤니티 비즈니스 프로젝터를 도출하였다. 이러한 거버넌스구축 프로그램의 정보의 공유와 확산을 위하여 커뮤니티 비즈니스 안내판을 설치하고, 마을소식지(청파)를 제작배부하고 거버넌스구축 과정을 담은 마을영상다큐 제작을 진행하였다. 2차년도에는 커뮤니티 비즈니스 심화과정을 운영하고자 한다. 본 연구의 결과는 앞으로 농촌지역의 비점오염관리를 위한 거버넌스구축 등 정책 및 제도개선에 도움이 될 것으로 기대된다.

As a result of the study, the poorest keywords were information, big data, management, policy, government, law, and smart. In addition, as a result of network analysis, related research was being conducted on topics such as data industry policy, data governance performance, defense, governance, and data public. The four topics derived through topic modeling were "DG policy," "DG platform," "DG in laws," and "DG implementation," of which research related to "DG platform" showed an increasing trend, and "DG implementation" tended to shrink. This study comprehensively summarized data governance-related studies. Data governance needs to expand research areas from various perspectives and related fields such as data management and data integration policies at the organizational level, and related technologies. In the future, we can expand the analysis targets for overseas data governance and expect follow-up studies on research directions and policy directions in industries that require data-based future industries such as Industry 4.0, artificial intelligence, and Metaverse.
