This article consists of 3 parts. Part I is multi stakeholder approach on Internet governance system. Part II is analysis of the Korean Internet governance system. In this part, I explain relevant laws in Korea, including Korean Internet Address Resources Act. Part III is my suggestion on Korean Internet governance system using a multi stakeholder approach. First of all, the keyword of the Internet governance system is decision making process: that is, consensus based versus top-down approach. Then who are major players in Internet governance in national level? Government, or Private sectors such as business and civil society. Korean legal system for Internet governance shows a top-down decision making process. Major players are the government (that is, Ministry of Science, ICT and Future Planning) and KISA affiliated with the government. Other players include Internet Address Policy Committee, Korea Internet Governance Alliance, and NGOs. The key statute for Internet governance in Korea is Internet Address Resources Act of 2004. Articles 3 and 5 require the Ministry of Science, ICT and Future Planning to take a proactive role in Internet governance. The government shall consult with the Internet Address Policy Deliberation Committee for Internet governance. Yet this Committee is established under the control of the Ministry of Science, ICT and Future Planning. All members of this Committee are also commissioned or nominated by the Chairman of the Ministry. Meanwhile, there are also non-official organizations, including Sub-committee on Address & Infrastructure of Korea Internet Governance Alliance. I suggest to reform decision making process of Korean Internet governance system based on BOTTOM-UP process for CONSENSUS BASED DECISION. My suggested system includes the following: (1) The government hands over a major role in Internet governance to INDEPENDENT Internet policy organization. And the government participates in such organization as ONE of the players. (2) Nomination of this committee member must be bottom-up process for a genuine multi-stakeholder model including civil society, commercial organization, end-users and experts. (3) The government should establish plan for supporting the private sector's international activity on the long-term basis.

With the introduction of smart devices as a new channel of information distribution, the mass tourism that has been dominating the travel scene is being transformed into individual tourism. Therefore, it is more than important to establish an advanced smart tourism environment using cutting-edge ICT technologies in order to go into one of tourism developed countries. In line with that, this study draws both local and international cases to show where smart tourism stands now by mapping out problems and solutions by category. Firstly, in terms of infrastructure, establishing distribution platform and big data analyzing systems were suggested. Secondly, to fit the needs of consumers, converged tourism content and user experience based content development are in need. Lastly, in terms of governance forming public-private consultative body and incubating creative tourism companies are suggested. The study results will serve as a fruitful reference to those who want to establish business strategy related to smart tourism.

Organizations always face the risk of litigation; thus, they should actively prepare for it. In particular, public enterprises must respond to lawsuits carefully to avoid any management risk and possible damage of publicity. Given this, this study aims to identify the relationship between efficient litigation response and record management, determine problems related to record management while utilizing records as evidence, and propose measures to improve record management that uses records as legal evidence. For records to be deemed as legal evidence, RMS is essential to ensure authenticity. Moreover, the ability to secure potential evidence and awareness of the importance of records management needs to be validated. The Commission also stressed the importance of cooperation between archivists and the legal team to efficiently respond to lawsuits.

Recently, Enterprise Architecture (EA) has emerged as the important keyword in both private and public sectors. With this phenomenon, there are tremendous need for the measures of EA functions, one of the key EA research variables, to provide academic insights and accumulate research findings in this area. Thus far, multiple definitions and concepts for EA functions exist, causing confusion among observers. Thus, in order to clarify the conceptual meaning behind the term "functions of EA" once and for all, this study reviews previous literature and provides conceptual definition. Then, we identify 24 items and rigorously develop and validate the measurement instrument for EA functions, which results in five domains: Infrastructure Systemization, Integration Management, IT Governance Support, Development and Operation Management, and Investment Management.

In line with the trend of the digital transformation, the financial sector is providing financial services with new technologies. Among them, the open banking, which is drawing attention from global financial industry, is a service environment that maximizes customers' convenience and data utilization. In addition, the shift in the digital paradigm has also increased anxiety that security problems such as hacking and information leakage caused by data sharing are also concerned. A failure to overcome the negative view will hinder the development of financial services. This study presents a security governance system that can safely and comprehensively manage data in a digital financial ecosystem. This prepares a technical application plan by presenting a digital financial security architecture to field workers, focusing on the open banking service environment. It can be seen that this study is worthwhile by presenting a comprehensive information protection system that allows financial IT to introduce and utilize open banking services in a changing environment.

Data economy era is rapidly approaching where big data plays the pivotal role of creating new values and solving various problems. This paper aims at designing Korea's new strategic direction of informatization in the big data age. For this purpose, paradigm shift of our society and the new role of IT together with the discussion on open platform and big data focused on its potentials and new possibilities are analyzed, which leads to the conclusion that big data will be a main engine for creating new values. Based on the results of the analysis, three kinds of strategic direction is designed. The first direction is on national vision making and 'data analysis-based creative nation' is suggested. The second direction is on catalyst making and 'smart government utilizing the power of big data' is proposed in details. The third direction is on sustainable leading mechanism and 'collaborative governance between stakeholders' is suggested.

The purpose of this paper is to ccompare and analyze North Korean cyber attacks and our responses by government, from the Roh Moo-hyun administration to the Moon Jae-in administration. The current conflict of interests on the Korean peninsula, such as the United States, China, and Russia, is leading to a conflict for the leadership of a new world order in cyberspace. Cyber attacks are accelerating and threats are rising. Cyber threats exhibit several characteristics. Above all, it is difficult to identify or track the subject of the threat. Also, with the development of information and communication technology, attack technology has become more intelligent, and it is not easy to prepare a means to respond. Therefore, it is necessary to improve continuous and preemptive response capacity for national cybersecurity, and to establish governance among various actors, such as international cooperation between countries or private experts.

The Army, which is dreaming of a military leap forward through the fourth industrial revolution, needs to also consider the side effects and adverse functions of the fourth industrial revolution. In particular, this study conducted an analysis of whether it was consistent with the global technological trend of normal 'military security'. This paper focuses on the countermeasures that could result from 4th industrial revolution by utilizing the text-mining technique and social network technique of big data. 1. In 2021, the Korean National Police Agency is facing a critical time as it meets a period of drastic changes such as the introduction of autonomous police system, the reform of its criminal investigation system, and its great transformation to a truly responsible investigative agency in keeping with the inauguration of the National Office of Investigation. This study carries out PEST analysis, which is a macro environmental analysis technique, and examines the current situation of operating the libraries of metropolitan-city and provincial police agencies and affiliated institutions, in order to suggest the role and function of the Korean National Police Agency's libraries in the fourth industrial revolution era. Based on the findings, this study classifies the essential components of a library into facilities, books, and librarians, i.e. spatial composition, book composition, and human resources, in addition to library operational governance establishment and future-oriented library services; and proposes the future-oriented roles of the National Police Agency's libraries in the fourth industrial revolution era.

This study raises the need to establish a 'Presidential Digital Archive Platform' that actively shares and opens related information and data by linking and integrating the presidential knowledge infrastructure. The Presidential Digital Archive Platform can promote the quality and value of presidential records as a "Governance Platform" where "Presidential Archives", "Presidential Archives-related Institutions" and "users" can interact through presidential records. And it will provide an opportunity to create a new paradigm. For this purpose, 'Presidential archives portal analysis' and 'Presidential Archives-related Institutions analysis' will be conducted to identify improvements and requirements when establishing the Presidential Digital Archive Platform. In addition to deriving implications through 'Digital Archive Platform case analysis' at home and abroad, measures to strengthen presidential archival reference services were discussed. Finally, based on the results, a step-by-step implementation strategy for platform construction was presented.
