Employment Structure and the Ratio of Downsized Workforce (고용구조와 정리해고·명예퇴직의 비율)

  • The purpose of this paper is to investigate determinants of firms' workforce reduction ratio in Korea, utilizing a dataset surveyed by Korea Labor Institute in 1999. We hypothesize that firms' employment structure has an effect on their workforce reduction ratio. Our findings indicate that the ratio of the layoffs and/or the buyouts is higher, as the average tenure of employees is longer. The findings also indicate that the unionization as a proxy variable for the intensity of the seniority-based pay moderates positively the effect of employees' tenure on the workforce reduction ratio, implying that the more seniority-based the pay system is, the higher positive effect the average tenure of employees has on the workforce reduction ratio.

Law and Economics in Labor Contracting (노동계약에 관한 법경제학적 분석:한국의 해고판례를 중심으로)

  • Since the early 1990s, the Korean courts have tilted in the direction of giving greater freedom to employers by relaxing the restrictions on dismissal for economic reasons. During the Korean economic crisis of 1998, the Korean Labor Standard Act was also revised for the purpose of relieving the limitation of employer's discretion in employment adjustment. From the Coasian perspective, this article analyze how implied contracts for the employee's reliance and employer's compliance might be influenced after the formal law is revised. We demonstrate that, if the legal change results in excessive intervention, it might cause the employers to over-breach, the employees to under-rely, and the accompanying efficiency to decrease. We scrutinize the total population of unjust dismissal cases since 1987 in order to investigate how the legal changes in Korea have affected the implied contracts. Our empirical analysis raises a possibility that Korean legal changes made in 1990s might have increased the employer's opportunism and decreased the employer's reliance effort.

  • 현금 없이는 모든 생산자재를 구입할 수 없다시피 변화된 무신용 시대에 육계업계는 하루 하루 원료 구입과 현금 조달에 어려움이 가중되고 있다. 천신만고 끝에 생산한 생산물은 전반적인 국가경제구조 조정이 이루어지면서 정리해고, 임금동결 및 삭감, 고물가 등 소비 악재 요인에 부딪혀 소비가 안되어 물량이 체화되고 있고, 생산비는 계속 상승하고 있다.

The Solidarity Networking between Labor and Civil Society Movements: the Case Study of Hope Bus (시민사회의 연대운동 네트워킹 사례연구: 희망버스를 중심으로)

  • In light that solidarity movements become significant under the situation of 'labor and labor movement' crisis, our study pays attention to the fact that the Hope Bus campaigns made remarkable achievements, and aims to figure out how those campaigns were successful, by focusing on their solidarity networking. The successful operating conditions of solidarity networking in the Hope Bus campaigns are examined in three aspects - the conditions of triggering, forming, and activating. The solidarity networking of Hope Bus campaigns were mainly triggered by the injustice of layoffs by Hanjin Heavy Industry, aerial protest by Jin-sook Kim, and the tragic symbol of the protest site (Crane no. 85). The solidarity movement of Hope Bus could be formed by the mutual trust and cohesive team-building of key network brokers, their utilization and expansion of social movement networks, and massive ripple effect of SNS-mediated communication. The solidarity networking of Hope Bus was effectively activated by open and de-hierarchical operations of the central planning group, active solidarity activities of participant groups, and the provision of 'heuristic experience' for developing the sensibility to labor solidarity. The virtuous combination of those three operating conditions leads to the building of unified forces among social movements, massive civil participation, and meaningful movement outcomes, through the solidarity networking of Hope Bus campaigns.

재직자의 기업가정신, 보상만족, 지속학습, 고용가능성이 창업의지에 미치는 영향: 혁신행동 매개효과 중심으로

  • 20년 3월부터 본격화된 코로나 팬데믹은 전세계경제에 큰 충격으로 불확실성은 더욱 커져 경제생태계 대변혁의 시대를 맞이하고 있는 가운데 고령 인구의 증가, 생산인구의 감소와 더불어 20년 12월 기준 직장의 폐업과 정리해고, 경영부진 등 비자발적인 일자리를 떠난 사람이 19년 대비 48.9%(2020 통계청) 증가, 직장인의 퇴직 평균연령도 51.7세로 직장인 의지와 관계없이 조기 은퇴가 불가피한 상황이다. 한편 직장 근로자 10명중 8명은 창업할 의지가 있는 것으로 나타나 이제는 직장인의 창업은 선택이 아닌 필수로 인식하고 있다. 본 연구의 목적은 직장인의 기업가정신과 지속학습, 보상만족, 고용가능성이 창업의지와 어떠한 상관관계를 가지고 있는가를 조사하고 혁신행동이 매개역할을 하는지에 대해 분석하는데 있다. 본 연구에서는 직장 재직자의 기업가정신과 직장생활 과정에서 지속학습, 보상만족, 고용가능성이 창업의지에 미치는 영향에 관한 연구를 혁신행동의 매개효과를 중심으로 진행하였다. 따라서 본 연구에서는 재직자의 기업가정신과 지속학습, 보상만족, 고용가능성이 혁신활동을 증가시키고, 증가된 혁신활동이 창업의지에 영향을 미칠 것이라는 인과적 경로를 검증하고자 한다. With Corona의 불확실한 경제여건에서 조직은 생존을 위한 끊임없는 변화를 추구함에 따른 재직자의 고용불안은 가중될 것이며, 100세 시대를 준비해야 하기에 창업은 필수적 상황으로 창업의지를 종속변수로 설정하여 본 연구를 진행하였다.

합리적(合理的) 노사관계(勞使關係) 정립(定立)을 위한 제도개선방안(制度改善方案)

  • 본 연구는 현행 우리나라 노사관계(勞使關係)의 특정을 분석한 후, 미(美) 일(日) 등 선진국가의 노사관계(勞使關係) 경험으로부터 시사점을 도출하여 경제적(經濟的) 합리성(合理性)에 기초한 합리적(合理的) 노사관계(勞使關係)를 정립하기 위한 기본방향(基本方向)과 제도개선방안(制度改善方案)을 제시하였다. 첫째, 파업비용(罷業費用)이 작아 노동조합의 힘이 과도하게 커졌던 교섭력(交涉力)의 부균형(不均衡) 구조(構造)를 개선해야 한다. 반면에 한계근로자(限界勤勞者)는 주로 근로기준법(勤勞基準法)에 의해 보호를 받고 있으므로 법정근로기준(法定勤勞基準)을 일률적(一律的)으로 하향조정(下向調整)하는 것은 바람직하지 않다. 둘째, '종업원만족(從業員滿足)을 통한 고객만족(顧客滿足)', '정보공유(情報共有)를 통한 파업예방(罷業豫防)'을 위해 노사협의회(勞使協議會)의 기능을 강화(强化)하여 근로자(勤勞者) 경영참여(經營參與)를 확대(擴大)해야 한다. 셋째 유연(柔軟)한 인력관리(人力管理)를 위해 고용관계(雇傭關係)의 경직성을 초래하는 법 제도를 개선해야 한다. 유연한 고용조정을 위한 정리해고규제(整理解雇規制) 완화(緩和), 다양한 근로관계의 형성에 유연하게 대응하기 위한 고용결약(雇傭契約)의 자유화(自由化) 확대(擴大)등이 이루어져야 할 것이다. 넷째, 노사분쟁(勞使紛爭)의 소지가 많아지고 파업(罷業)의 경제적(經濟的) 비용(費用)이 크게 증대될 것이므로 노사분쟁처리의 공정성(公正性)을 제고하기 위해 중재위원(仲裁委員) 선정방법(選定方法) 개선(改善) 등의 제도개선이 있어야 한다.

  • Recently, due to construction of the recession quantity of unsold houses is increasing and construction company is experiencing financial difficulties. As a result, construction is being ousted, or workout. Accordingly, construction may be devising a method for oneself like salary cuts, layoffs as part of the rationalization of management. But in this way may be increasing employees's perception about job insecurity and payment unsatisfaction. This has the potential to do employees turnover. Turnover has be known that it brings both positive and negative results to the organization. But if new employees leaves early, the positive aspect of the organization will be less likely. In order to solve these problems, new employees turnover intention will be necessary for the thorough management. The purpose of this study is to identity how the perception of job insecurity, payment satisfaction, organizational commitment, excessive workload, competitiveness for employment and job suitability affect new employees turnover intention. As the degrees of impacts of variables affecting turnover intention of new employees might be different between small to medium and large construction companies, this research also compares the differences between these two groups and suggest measures for reducing turnover intention.

  • From environmental point of view, the foreign exchange crisis has motivated the Government to make the positive promoting policy for holding the foreign currency, leading to a series of small companies' bankruptcy due to foreign distribution companies' advance into our country, creating a new consuming culture. Though inaugurations have been vividly in progress in the aftermath of recession, reduced staffs and arranged layoff, their way gives priority to the reduced frame of the existing method rather tham the development or improvement of a new distribution. It is difficult to attain the sales goal unless a marketing analysis is not properly made, due to store managers' lack in expertism of management. In view of culture, the change of retail stores is imperative at the point that the type of consumers' purchase is rapidly changing and a more positive business system is needed. preventing an opportunistic loss of management through the analysis of outcome such as consumer management, sales management and account management by using computers. In view of design. the display in sale is to interpret products more charmingly, and should make interpretation accurately by selecting an important theme. For this, taking the store for valuables for instance. the progress on the effective foundation and store dinic business by presenting the design blue print can be made, and the strategy coping with the foreign distribution market's rush into Korea can be established. through the advanced store management.

Union Substitution Strategy and Human Resource Management by Non-Unionized Valero Energy Co. (비노조기업 Valero Energy의 노조대체전략과 인적자원관리)

  • This study is a case study about the Valero Energy Corporation, the largest American independent refinery company, examining the characteristics of human resource management as a union avoidance strategy. The main research questions here are whether union substitution strategy differs clearly from union suppression strategy in the context of Valero Energy. Since the establishment in 1980, the Valero had maintained non-union tradition. The typical examples of human resource management in the non-unionized American companies are easily found in the Valero, such as strong CEO leadership, manpower policy emphasizing corporate culture and teamwork, direct communication between company and individual employees, no lay-off policy and no outsourcing policy of HRM, salary level around average of industry and best level of fringe benefits in the industry, non-union tradition and well-functioned alternative dispute resolution system and so on. Until now, based on tremendous growth and profitability, the company have applied union substitution method adopted by good companies as concrete method of union avoidance strategy instead of union suppression method that marginal enterprise prefers.
