한국정당의 복지정책과 선거

  • 이 글은 2010년 이후 복지가 정치의 중요한 쟁점이 된 사회경제의 구조와 정치과정에 관한 연구이다. 2010년 이후 갑자기 활발해진 복지정치를 선거와 정당을 중심으로 살펴보고자 하며, 그 내용은 다음과 같다. 첫째, 복지에 대한 국민의 관심이 다른 경제정책이나 안보문제를 능가할 정도로 커진 원인을 1998년 외환위기 이후 사회경제의 거시구조적 변화를 통해 살펴보았다. 둘째, 2010년 중반이후 정당들의 복지확대 경쟁을 선거승리를 위한 정치적 동학의 측면에서 정리하였다. 셋째, 만약 선거와 정당을 중심으로 하는 복지정치가 복지정책과 정당체계의 수렴을 수반한다면 한국의 복지모형에 어떤 변화가 있을 수 있는지를 짚어 보았다.

A Critical Review of Korean Politics Before and After by Three Kim's Politics: Political Effects and Distortions (3김정치 전후 한국정치의 비판적 검토: 정치적 효과와 왜곡)

  • After the democratization movement in 1987, korean politics was transformed into three kim's politics by y Kim Yeong-sam, Kim Dae-jung and Kim Jong-pil. Before the time of three kim's politics, korean politics lasted for one long term, but three kim's politics made possible the peaceful regime change through political party integration and party coalition. The evaluation of three kim's politics coexist both positive and negative. The Positive political effects are diversification of political party composition and stabilization of regime change. Three kim's politics transformed the political party composition of Korea from a two-party system to a multi-party system, made possible a peaceful regime change through the unification of three parties and the DJP coalition. However, the negative political distortions of three kim's politics are the shortening of political parties and the concentration of political ideology. In three kim's politics, political party in Korea has a very short life due to the creation of political parties, the dissolution of political parties, the reorganization of political parties and the integration of political parties. Conservatism and progressive tendencies related three kim's politics were stabilized through Yeongnam region and Honam region. Therefore, three kim's politics means that the proportion of Korean politics is very high. Political effects and distortions derived from three kim's politics have become a challenge for Korean politics to overcome.

정당의 후보선출과 공정성: 유권자정당 모델을 중심으로

  • 당원중심 정당조직이 약화되고 있는 정당정치 변화추세 및 진성당원이 절대 부족한 실정에서 의원이나 원외위원장에 의해 동원되고 있는 당원들이 참여하는 경선의 현실적인 한계를 고려한다면, 당원 이외 유권자도 참여하는 보다 개방적인 경선을 지향할 수밖에 없는 상황이다. 이번에 국민경선의 확대내지는 제도화를 목표로 중앙선관위 및 한나라당과 민주당의 개혁특위가 제시하고 있는 공천안, 특히 모든 유권자가 참여할 수 있는 여야 동시 완전국민경선안은 선거인단을 모집하여 실시하는 기존의 제한적 국민경선보다 불공정한 동원, 역선택 등의 문제 해결에 도움이 되리라 본다. 하지만 여전히 해소되야 할 경선 공정성과 관련된 구조적인 문제는 경선이 치러지는 지역의 정당조직이 비민주적으로 운영되는 데에서 비롯되는 경선 후보들 간의 불균형 문제이며, 전략공천이라는 형태로 치러지는 사실상 하향식 공천 역시 경선 공정성을 크게 훼손할 소지가 있으므로 정당의 전략공천 비율은 더욱 축소되어야 할 것이다. 2012년 총선이 임박한 상황에서 현실적으로 무엇보다 시급한 것은 한나라당, 민주당 모두 공천제도 개혁안을 조속히 확정하고 선관위안을 법제화하는 일이며, 이를 통하여 유권자가 참여하는 정당경선의 제도화가 이루어질 때 최근 시민후보의 등장과 같은 시민사회의 도전으로부터 비롯된 정당정치의 위기상황을 더욱 새로운 정당정치로 나아가는 계기로 전환시키는 일도 보다 용이해 질 것이다.

  • 이 논문은 우리나라 정치 문화의 변화를 규명하면서. 제16대 대선 이후 참여형으로 변화하고 있다는 가정에 따라 그 배경 및 내용을 고찰하면서 그 요인으로 '디지털 정향'의 확산을 들고있다. 또한 '참여적 정치문화'는 제16대 대선에 직접적 영향을 미치게 되었으며, 정당들은 이러한 변화 양태를 수용하기 위해 전자정당의 추진하게 되었다고 할 수 있다. 그런데 정당의 전자 정당추진 노력은 선거에서의 유권자의 지지 획득의 수단적 메커니즘으로서의 활용이라는 초기 단계를 넘어 실질적 운용의 단계에 이르고 있다는 점에 주목하고 있다. 나아가 논문에서는 이를 바탕으로 전자정당의 모델 구축을 위한 개념적 흐름을 구성함으로써 시론적 연구의 성격을 지닌다.

Attitude Conflicts and Asymmetrical Activation of Participation: Candidates, Parties, and the Conservatives in Korea (인식의 부조화와 참여의 비대칭적 활성화: 후보와 정당인식, 그리고 한국의 보수주의)

  • The recent changes in Korean elections are mainly characterized as the downfall of the Conservative party. It is surprising, considering that the conservative party gained the historical support from the electorate in 2012, just several years ago. This paper claims that the downfall of the Conservative party is mostly derived from the perceptual conflicts and inconsistencies in the mind of the conservatives. The findings show clearly both attitude conflicts for the conservatives and its effect of asymmetrical (in)activation of participation. As their preferences to the conservative candidate and party became weaken, the conservatives remained to be inactive participants in elections. On the other hand, the liberals could make political decisions easily, having popular candidate and preferable political party. It suggests that, in order to participate, the electorate needs attractive candidate as well as parties to support in election. To revive as an active political actor, the conservative party should focus on the search of attractive candidates for the conservative electorate and reform the party in accordance with ideological preference of the electorate.

A Historical Review Since 1988 on the Relationship Between National Assembly, President and Political Parties (민주화 이후 국회-대통령-정당의 상생관계? : 역사적 관점에서)

  • This study analyzes the relationship since 1988 between National Assembly, president and political parties in Korea, and to find critical conditions for developing a mutually beneficial relationship among them. It argues that the levels of both internal power concentration and cohesiveness(or discipline) of political parties matter greatly, and applies them as theoretical framework for the historical review. By 2002, major political parties were highly concentrated in power and their discipline was strong. Consequently parties fought collectively with each other and Assemblies repeatedly saw standoffs and deadlocks. Reforms of 2002-04 that sought higher degree of party democracy and more autonomy among members of National Assembly have not been able to bring in a productive legislative-president relationship. A cohesive faction politics under the leadership of (potential) presidential candidates keeps it from growing. This study suggests further democratization of party power and more autonomy to individual Assembly members.

  • This paper focus on universal values and characteristics of populist parties of the Western Europe. Moreover, the causes of the European populist parties successful political activities in the European society, in which democracy is relatively established, quite stably, examined as well. Populist political activities based on simple speech are evidently unfair political actions mobilizing the unreasonable populace. populist politics is difficult to coexist with the modern Western European democracy.

  • Party is the main factor in modern country. Therefore, there are a lot of articles about the difference of public policies and citizen's recognition according to their supported party. However, there is few research about the regulation recognition according to citizen's supported party. This study focuses on the differences of a regulation recognition according to citizen's supported party. In result, there are a lot of differences of regulation recognition according to citizen's supported party. The people who support Saenuri Party have a positive recognition about a necessity of regulation, a fairness of regulation, a reliability of a regulation. But the people who don't support Saenuri Party have a negative recognition about those. In Korea, government regulations have a lot of relationship with a party and politics.

Analysis of the 2019 European Parliament Election Results Based on the Far-Right Party Family Classification (극우 동종정당(Far-Right Party Family) 분류에 기반한 2019년 유럽의회 선거 결과 분석)

  • This study aims to analyze and evaluate the outcomes of the far-right parties in the 2019 European Parliament (hereinafter EP) elections. To this end, this study refrains from the conventional method of analyzing the number of seats of the political group(s) classified as far-right in the EP. Instead, the study takes a method based on the party family classification by summing up the number of the EP members who have been elected to the far-right party within individual member states. There are two reasons for the analysis of EP election results based on this far-right party family. Firstly, some of the far-right members of the EP do not join the political group(s) classified as far-right, and secondly, some of the political group(s) classified as far-right tends to be inhomogeneous. In this vein, this study attempts to analyze the outcomes of the far-right party in the 2019 EP elections based on the classification of the far-right party family. As a result, this study shows that the assessment of the European major press based on the number of seats of the political group(s) classified as far-right in the EP was inconsistent with the actual political landscape. According to the analysis of election results based on the classification of the far-right party family, the number of seats secured by the far-right parties in the 2019 EP elections corresponded to or significantly exceeded the results of previous polls. In addition, this is a significant increase in the seats of the far-right parties compared to the 2014 EP elections, and it is reasonable to affirm that the far-right parties have made great strides in the 2019 EP elections.
