Building the super broadband network is the key competence for fostering the economy. Over the super broadband network voice services have changed rapidly to be served to VoIP rather than PSTN most incumbents have used. This results in reforming the interconnection regulations. From network structures, technologies, and POI to costing methods there are many concerns to discuss between stakeholder. This paper reviewed the IP-LRIC model over NGN designed by national regulatory angencies (Austria, Belgium, Denmark, France, Germany, Netherlands, Norway, Sweden). We draw implications for developing IP-LRIC models from other IP-LRIC model studies.

Due to liberalization in the early stage, mobile communications market has grown rapidly in the world. However, some dominant operators set higher termination call charges, and thus the market has been distorted and customer welfare has been reduced a lot. The regulation of mobile termination charges is one of key issues of most regulatory agencies in the world. According to the survey, the level of mobile termination charges are quite different from country to country. Why is it so different? This paper investigated the determinants affecting the mobile termination charges for 28 countries by considering country-specific, industry-specific, and regulatory-specific conditions. We found that some regulatory-specific conditions are the most important factors. The rate of pre-paid contract and period of regulation mostly affect the mobile termination charges.

이동망 착신접속료는 독점서비스로 원가인하유인이 없으며 기존의 접속료 산정방식인 완전배부방식의 비합리적이고 부당한 원가계산이 문제점으로 거론되면서 합리적인 요금산정방식은 장기증분원가방식이라고 판단됨으로써 영국에서는 이에 대한 연구가 활발하다. 영국의 장기중분방식은 비용을 회수하는 수단으로 경제적 감가상각을 사용하고 있다. 본 고에서는 기존의 완전배부방식에서 사용되던 회계적 감가상각(역사적 원가와 현행원가방식)과 장기증분원가 방식의 경제적 감가상각 방법을 비교함으로써 감가상각 방법에 따라 이동망 착신접속료에 미치는 영향 및 시사점을 분석해 보고자 한다.

This Paper deals with the model of fixed-mobile interconnection. Specifically, how interconnection charge and originating price are determined when there is customer ignorance about terminating network or the price. This paper shows that the terminating charge with customer ignorance is higher than without that, and therefore the retail price becomes higher. This paper discusses the several methods to prevent the increase of the retail price and suggests the scheme to regulate the retail price and interconnection charge, simultaneously.

The current interconnection charge regimes is based in fully distributed costing method. Basically this method doesn't give the incument carrier the incentive to promote efficient business operations. In this paper, 1 suggest the adoption of price cap regulation to interconnection charge as incentive schemes and review important considerations in its applications. Additionally I suggest the basic structure of the network costing model for applications of incremental costing method.

This paper analyses the effects of mobile telecommunications market's interconnection charge on consumer welfare between 2000 and 2010 by estimating price elasticity of demand with using log linear model and augmented Alexander et al(2000)'s model. The results show that consumer welfare is about 6 trillion won in 2009 and an upward trend. In the 2nd analysis, the decline in interconnection charge raise consumer welfare but, asymmetric interconnection and current TD-BU LRIC system have negative(-) relation with consumer welfare. Hence we need to revise interconnection policy frame.

본고에서는 전용회선서비스 규제완화의 일부인 공전접속의 개방이 가져올 영향에 대해 분석하였다. 분석결과는 다음의 세가지로 대별된다. 첫째, 공전접속 개방으로 인한 공중망 부문의 영향으로, 공중전화망의 통화량의 유출과 통화료 수익의 감소를 추정하였다. 둘째, 전용망 부문의 영향으로, 신규가입에 의한 전용요금 수익의 증가를 추정하였고 마지막으로 공중망 부문의 통화료 감소를 보전하기 위해 설정하게 될 접속부가료에 대해 적정 접속부가료 수준과 규모를 추정하였다.

본 논문은 영국의 통신망비용모형을 분석하고 있다. 영국은 1997년 10월부터 가격상한규제방식인 새로운 접속료규제제도를 도입하여 현재 적용해 오고 있다. 이 접속료규제제도는 기본적으로 장기증분비용에 근거한 접속료산정방식으로서 Top-down 방식에 의한 비용모형과 Bottom-up 방식에 의한 비용모형을 절충한 혼합모형을 적용하여 장기증분비용을 산정한 후, 이에 가격상한규제공식을 적용하는 방식이다. 본 논문에서는 우선 영국의 통신망비용모형 개발의 배경으로서 최근의 접속료산정방식의 변화상을 살펴보고 이어 BT가 제시한 Top-down 방식과 ICWG가 개발한 Bottom-up 방식을 각각 분석한 후 이들의 장.단점을 비교 검토하고 우리나라에의 시사점을 제시하고 있다.

가입자망 투자비용은 전화망의 접속료를 구성하는 비용 요소 중 가장 중요한 부분이다. 본 논문은 대도시지역의 전화가입자망 구축에 소요되는 투자비용을 추정하고, 이러한 투자비용 산출을 위한 일반적인 비용모델의 개발에 관한 것이다. 서울을 대상지역으로 하여 주요 비용요소들이 정의되었고 선로기술, 지형특성, 가입자 수 등의 연관성이 분석되었다. 연구결과는 다사업자 환경에서 접속료 추정을 위한 비용모델 설계에 활용될 수 있다.

통신사업에 경쟁체제가 성숙되어감에 따라 보다 합리적인 접속료 산정방식에 대한 검토가 이루어지고 있는 바, 최근에는 경제적 효율성을 반영한 접속료 산정방식으로서 장기증분비용 방식의 도입에 대한 논의가 활발히 이루어지고 있다. 본 고에서는 대표적인 장기증분비용 모형인 미국의 Hatfield 모형과 BCPM에 대해 비교 분석하고 우리나라에의 시사점을 살펴본다. 이 모형들은 기본적으로 bottom-up 방식을 토대로 장기증분비용을 산정하며 현실 적용성을 높이기 위해 지속적으로 모형을 개선해 오고 있다.
