This paper has examined the concept of dependence of spectrum to foresight on future wireless industry. For this, we classified the wireless industry and had a survey on the dependence of spectrum of the wireless industry by experts interview. We had foresighted the trend and changes of future market of wireless industry using survey data. We also had analyzed on factors of growth and level of development of wireless industry.

최근 들어 전파 이용은 기존의 이동전화.방송에서 교통, 의료, 과학, 치안 등 모든 분야로 확대되고, 다양한 전파응용기술이 발전하면서 무선국 수가 1990년 기준(22만 5천국)으로 1995년에는 10배, 2000년에는 100배를 상회하여 매 5년마다 10배씩 급격히 증가하고 있다. 이와 함께 국내 전파통신서비스 시장 또한 1990년 718억원에서 1999년 9조8천억원으로 연평균 70%이상 성장하였고, 전파산업의 GDP 비중 역시 1996년 3.5%에서 1999년 5.1%로 증가하는 등 국가 경제에서 전파산업의 비중이 급속히 확대되면서 전파는 국민 경제의 핵심요소로 등장하고 있다. 정통부 전파방송관리국은 전파통신 기반확충과 효율적 전파관리, 방송매체의 디지털화와 방송기술의 고도화, 전파.방송산업의 활성화 지원, 우주통신 개발촉진 및 이용의 활성화, 전파 환경 보호 및 전파이용질서의 확립 등을 2001년도 중점사업으로 하고 있다. 이에 전파방송관리국의 2001년 주요 업무계획 내용을 원문 그대로 게재한다.

In this paper, we studied a policy direction for promoting wireless industry. For this, we defined the concept of wireless industry and classified their structure and suggested a growth model of wireless industry and policy elements, which is composed of technology development, service development, advancement of law and regulations, business model development, assistance of production and use, publicity enforcement for promotion. Also, we had a survey on the policy elements for promoting the industry by experts interview. We drew some policy directions for promotion of wireless industry from survey results.

IT 산업은 1990년대 이후 우리나라의 경제 성장을 선도해 온 주력 산업이다. 그러나 최근 들어 일본, 중국 등 경쟁 국가의 경제 성장과 국내 내수 산업의 침체 등 IT 산업의 위기론이 제기되고 있어 IT 분야의 새로운 성장 동력의 개발이 필요하다. 이러한 상황 속에서 전파 산업은 새로운 성장 동력을 창출해 낼 수 있는 주력 분야로 주목 받고 있다. 본 논문에서는 IT 산업에서 전파 산업이 차지하고 있는 위상 등을 경제적 파급 효과 분석을 통해 가늠해 보고 전파 산업 활성화를 위해 필요한 정책적 사항을 제언한다.

This paper aims to analysis sectoral innovation patterns of technological innovation and localized knowledge spillover in Korean manufacturing sector. Sectoral innovation system approach proposed that the specific pattern of innovative activity and knowledge spillover in an industry can be explained as the outcome of different technological regimes. Technological regime is defined by the particular combination of technological opportunities, appropriability of innovations, cumulativeness of technical advances and properties of the knowledge base. Based on a sample of 2,882 firms in manufacturing sector, this paper provides empirical estimates of the relationships between firm's product innovation and localized knowledge spillover. Results of the analysis provide considerable support to the hypothesis that firm's product innovation and localized knowledge spillover are related to the nature of the underlying technological regime. In the industry based on the tacit and specific knowledge, firm's product innovation is positively related to the localized knowledge spillover. This paper also shows that high stability in the ranking of innovators are related to high degrees of cumulativeness and appropriability.

일본에서는 무선 산업 발전을 촉진하기 위해서는 많은 양의 전파를 민간에게 개방할 필요가 있으며, 기존의 주파수에 대한 효율적인 관리와 전개가 필요하다고 판단하였다. 이러한 요구를 수용하기 위하여 [전파 정책 Vision] 및 [주파수 재편성 방침]을 확립하였으며, 2002년 이후 3차례의 전파법 개정과 전파 이용 상황 조사 등을 수행하여 산업 경제 활동의 강화와 질 높은 국민 생활 실현을 위한 전파 유효 이용 정책을 수행하고 있다. 국내에서도 전파 이용 중장기 정책 방향을 수립하여 전파법 개정, 신규 주파수 할당 및 주파수 회수 재배치 등에 대한 노력을 기울이고 있다. 여기에서는 급변하는 전파 환경의 요구에 능동적으로 대처하기 위하여, 우리나라와 전파 환경이 비슷한 일본의 전파 유효 이용 방법을 파악하고 국내 제도 개선을 위한 기초 자료를 제공함을 목표로 하고 있다.

최근 국가의 무형자산인 전파자원에 대한 수요가 급증하면서 전파자원의 희소성과 경제적 가치가 점점 높아지고 있다. 이에 미국, 유럽, 일본 등 해외 선진국은 정기적으로 전파이용자의 활용 현황을 조사하고 있으며, 그 결과를 전파정책 수립을 위한 기초자료로 활용하고 있다. 이에 본 조사는 국내 전파이용 기업들을 대상으로 무선기기 산업 현황 및 주파수 활용 실태를 파악하고, 그동안 부진했던 무선기기 제품의 활성화 및 전파이용에 대한 제도개선과 지원방안을 모색하고자 시행하였으며, 이를 통해 전파산업육성에 있어서 중요한 지표가 될 수 있는 아이템의 체계적인 발굴 및 전략적 시사점을 제시하였다.
