Legal status of Priave Transaction Regarding the Geostationary Satellite Orbit (지구정지궤도의 사적 거래의 국제법상 지위에 관한 연구)

  • The rights and obligations of the Member States of ITU in the domain of international frequency management of the spectrum/orbit resource are incorporated in the Constitution and Convention of the ITU and in the Radio Regulations that complement them. These instruments contain the main principles and lay down the specific regulations governing the major elements such as rights and obligations of member administrations in obtaining access to the spectrum/orbit resource, as well as international recognition of these rights by recording frequency assignments and, as appropriate, any associated orbits, including the geostationary-satellite orbits used or intended to be used in the Master International Frequency Register (MIFR) Coordination is a further step in the process leading up to notification of the frequency assignments for recording in the MIFR. This procedure is a formal regulatory obligation both for an administration seeking to assign a frequency in its network and for an administration whose existing or planned services may be affected by that assignment. Regulatory problem lies in allowing administrations to fulfill their "bringing into use" duty for preserving his filing simply putting any satellites, whatever nationlity or technical specification may be, into filed orbit. This sort of regulatory lack may result in the emergence of the secondary market for satellite orbit. Within satellite orbit secondary market, the object of transaction may be the satellite itself, or the regulatory rights in rem, or the orbit registered in the MIFR. Recent case of selling the Koreasat belongs to the typical example of orbit transaction between private companies, the legality of which remains doubtedly controversial from the perspective of international space law as well as international transaction law. It must be noted, however, that the fact is the Koreasat 3 and its filed orbit is for sale.

Auxiliary Reinforcement Method for the Safety of Tunnelling Face (터널 막장안정성에 따른 보강공법 적용)

  • Tunnelling has been created as a great extent in view of less land space available because the growth of population in metropolitan has been accelerated at a faster pace than the development of the cities. In tunnelling, it is often faced that measures are obliged to be taken without confirmation for such abnormality as diverged movement of surrounding rock mass, growing crack of shotcrete and yielding of rockbolts. In this case, it is usually said that the judgments of experienced engineers for the selection of measure are importance and allowed us to get over the situations in many construction sites. But decrease of such experienced engineers need us to develop the new system to assist the selection of measures for the abnormality without any experiences of similar tunnelling sites. In this study, After a lot of tunnelling reinforcement methods were surveyed and the detail application were studied, an expert system was developed to predict the safety of tunnel and choose proper tunnel reinforcement system using fuzzy quantification theory and fuzzy inference rule based on tunnel information database. The expert system developed in this study have two main parts named pre-module and post-module. Pre-module decides tunnel information imput items based on the tunnel face mapping information which can be easily obtained in-situ site. Then, using fuzzy quantification theory II, fuzzy membership function is composed and tunnel safety level is inferred through this membership function. The comparison result between the predicted reinforcement system level and measured ones was very similar. In-situ data were obtained in three tunnel sites including subway tunnel under Han river. This system will be very helpful to make the most of in-situ data and suggest proper applicability of tunnel reinforcement system developing more resonable tunnel support method from dependance of some experienced experts for the absent of guide.

Semiological Implication of Dance Images in TV Advertisement (TV광고에 나타난 무용이미지의 기호학적 의미에 관한 연구)

  • Advertisement is composed with symbol and sign with messages trying to express. Especially, ad with dancer introduces goods or meaning of contents with the motion of dance. In this, contents of dance or motion of dancer contains symbol and sign, understanding how ad and dance are expressed meanings with which symbol and the symbolic meaning of dance or dancer on ad. To that end, this study is for analyzing expressed symbol with dance corresponds with the aim of ad and finding the way or attitude of how normal people accept dance by reevaluating symbolic meaning of dance itself. In this study, advertisement producer and director's related data is secured for understanding direction and intention of producer, and previous study related with the study purpose, image, and effect are analyzed for understanding image of dance as a physical sign on TV advertisement. With data from www.TVCF.co.kr. TV advertisement analysis is conducted only with four ads in 2008(Nam Kwang Eng. & Const Co., Lotte Dept. Store(premium sale/gift card), Hyundai Motor Company Santa Fe -Pilobolus) and one ad in 2011(PNS The zone Sash Italy Arena di Verona when dance was used for advertisement with the highest frequency per year. Also, based on considered important factors from repeatedly watching each advertisement, scenes where movement or motion of dancer and screen word is greatly changed are analyzed as a priority. Image analysis of dance is conducted with structure studies based on physical image(line, costume, expression) and dan image(type motion, qualitative feature, mood of dance). As a result, the symbolic dance image appeared in TV advertisement can be discussed as follows. First, symbol and sign of dance on advertisement corresponds with material objects of advertisement. For instance, on the TV advertisement where Lee Youngwoo appeared, his motion as a signifer means challenge for the future of Nam Kwang Eng. & Const Co., with fast turn, jump, assemble turning jump, and sliding. Second, physical image of dancer depending on intention of sender corresponds in general, but there are somewhat differences in image of dance. This makes people to unconsciously recognize symbolic image of dance on TV ad while they watch it at the same time. Especially, when it comes to advertisement, it exposes frequently with broadcasting of organized programs from a broadcaster, living long-time memory. It can be differ based on idea and character of each of receiver. Advertisement is a medium making people naturally adopt cultural art for ordinary people in their lives. Broadcasting public art from TV advertisement widely exposes pure art to people, which was only avaliable for minority, sublimating it as an art of public culture.

A Seroepidemiologic Study on Hepatitis A in Phohang, Korea (포항 지역 소아 및 성인의 A형 간염의 혈청학적 역학조사)

  • Purpose : Since hepatitis A virus almost is transmitted by fecal-to-oral route, individual and public sanitation affects the prevalence and ages of hepatitis A infection. We researched the positivity rate of hepatitis A antibody at Pohang to make the basic data for subclinical infection and vaccination schedule. Methods : From January 2004 to February 2005, a total of 603 patients who were admitted at Hangdong University Sunlin Hospital, Dongguk University Hospital, and Christianity Hospital without any hepatic disease and vaccination of hepatitis A were enrolled. IgG antibody to hepatitis A virus were measured by electrochemiluminescence immunoassay(ECLIA). Results : Among 603 patients, 523 patients were less than 15 year of age and 80 patients were in above 15 years. The prevalence rate was 19.3%(101/523) in pediatric group and 70.0%(56/80) in above 15 years. In detail, the prevalence rate was 73.2%(52/71) in 0~5 months, 14.9%(11/74) in 6~11 month, 8.9%(7/79) in 12~17 month, 7.3%(6/82) in 18~23 month, 5.5%(4/72) in 2~3 years, 12.1%(9/74) in 4~8 years, 16.9%(12/71) in 9~14 years, 52.5%(19/40) in 15~29 years, and 92.5%(37/40) in group aged over 30 years. The prevalence rates in male and female showed no significant differences. Conclusion : The prevalence rate of hepatitis A in the group of 4~8 years and 9~14 years at Pohang was lower comparing with previous reports of other cities in Korea. We can postulate that the sanitation of children living at Pohang is at least not bad than other cities. And for the prevalence rate of hepatitis A is increased after 3 years, we should recommend that the vaccination of hepatitis A may be finished until 3 years.

The Effects of Maternal HBs antigenemia on the Neonatal Health (산모(産母)의 B형 간염(肝炎) Virus 보유(保有)가 신생아(新生兒) 건강(健康)에 미치는 영향(影響))

  • To study the risk factors associated with maternal HBsAg carrier and the effects of maternal HBs antigenemia on the neonatal health, sera of 729 pergnant women admitted to the Keimyung University Hospital for delivery during the period of February 1-May 30. 1982 were tested for HBsAg by RPHA method and for anti-HBs by PHA method. Among them 43 women (5.9%) had HBsAg and 246 women (33.7%) had anti-HBs giving an infection rate of 39.6%. The interview data for 43 HBsAg positive mothers and randomly selected 210 HBsAg negative mothers showed a statistically significant association between acupuncture history and HBsAg positive rate (p<0.005) which suggest that acupuncture might have contributed significantly to the propagation of viral hepatitis in Korea. The living standard of HBsAg positive mothers was generally lower than that of HBsAg negative mothers which supports the hypothesis that environmental factors are associated with viral hepatitis B infection. None of the 43 neonates born to HBsAg positive mothers had HBsAg in their cord blood. Three months after birth, 35 out of 43 infants were retested and only one infant became HBsAg positive. At six months of age, 32 out of 35 infants were retested and none of them were HBsAg positive except the same infant who was positive at three months. Among 20 control infants of HBsAg negative mothers, all of them were HBsAg negative at three and six months follow-up. These findings are not consistent with the supposition that perinatal infection is a main route of viral hepatitis B transmission in south-east Asia including Korea. HBsAg positive mothers had significantly higher rate of premature delivery (27.9%) than HBsAg negative mothers (11.7%) (p<0.05). Also, the low birthweight incidence rate was higher among HBsAg positive mothers (23.3%) than negative mothers (14.1%) but this was not statistically significant (P=0.16). The premature rupture of membrane was more frequent among HBsAg positive mothers (25.5%) than negative mothers (11.1%) (p<0.05). There were no significant differences in the stillbirth rate and incidence of congenital anomalies between HBsAg positive and negative groups. It was not clarified in this study due to small sample size whether higher incidence of premature delivery and premature rupture of membranes among HBsAg positive mothers was due to HBs antigenemia per so or their lower living standard than HBsAg negative mothers.

Spatio-Temporal Changes of Beetles and Moths by Habitat Types in Agricultural Landscapes (농촌경관에서 서식지 유형에 따른 딱정벌레와 나방의 시공간적 변화 양상)

  • Agricultural landscapes in Korea comprise a large cultivation area of rice paddies, other crops, and forests which surround the cropland and the farmers' residential village. The forests in this agricultural landscape play important roles as ecological corridors and refuges for plants and animals in this agroecosystem. The present study investigated the spatial and temporal diversity patterns among these components of the agroecosystem to provide baseline data that describes how fauna change in the studies system. Insect sampling was conducted at four sites in two regions, Chungcheong (Ockcheon and Geumsan) and Jeonnam (Younggwang and Haenam), from March to August of 2014, using an UV light trap for moths and five pitfall traps for beetles. Beetles comprised 225 species and 2,457 individuals in 35 families, while moths consisted of 141 species and 403 individuals in 17 families. Beetles showed higher diversity in Chungcheong than Jeonnam, while moths showed no difference in diversity between regions. Forests showed the highest number of species and individuals, followed by orchards and rice paddies. The food preference of beetles showed that forests contained a higher proportion of herbivores, while orchards and rice paddies had a higher proportion of carnivores. Temporal changes in moths in the two regions were synchronous, while those of beetles were nonsynchronous. Moths increased from spring to summer across all habitats, especially in rice paddies during summer. Beetles also increased from spring to summer in orchards and rice paddies, although the beetles in the forests increased in the middle of summer. A detailed and long-term study is needed to reveal the causes of different diversity patterns of taxa among the different habitats within the agroecosystems.

Alterations of Calcium-binding Protein Immunoreactivities in the Hippocampus Following Traumatic Brain Injury (외상성 뇌손상 후 해마내 칼슘결합단백질 면역반응의 변화)

  • Traumatic brain injury (TBI) is one of the leading causes of death and disability in children and adults and is a major risk factor for the development of posttraumatic epilepsy (PTE). Recent studies have provided significant insight into the pathophysiological mechanisms underlying the development of epilepsy. Although the link between brain trauma and epilepsy is well recognized, the complex biological mechanisms that result in PTE following TBI have not been fully elucidated. Therefore, this study investigated in order to identify whether or not the abnormal expression of calcium-binding proteins in the lesioned hippocampus plays a role in neuronal damage by brain trauma and whether or not the expressions may change in the contralateral hippocampus during the adaptive stage as early time point following TBI. During early time point following TBI, both parvalbumin (PV) and calbindin D-28k (CB) immunoreactivities were decreased with in the lesioned hippocampus. However, these expressions were recovered to control levels as depend on time courses. On the other hand, PV immunoreactivity in contralateral hippocampus was transiently reduced as compared to the control levels, whereas CB expression was unchanged. These findings indicate that the alterations of the calcium-binding proteins, especially PV and CB, may contribute to the neuronal death and/or damage induced by abnormal inhibitory neurotransmission at early time period following brain trauma and the development of epileptogenesis in patients with traumatic brain injury.

A Clinical Review and Results of Treatment in Non-squamous Cell Tumor of the Maxilla (상악동에 발생한 비편평세포암의 임상양상 및 치료성적)

  • Background: Most of the cancers of maxillary sinus are the squamous variety, but various histopathologic types of malignant tumor can occur in the maxillary sinus. These non-squamous cell tumors have quite different patterns of clinical behavior compared with squamous variety, such as invasive characters, route of metastasis, treatment modality, and so on. Objectives: The authors intend to establish the clinical characteristics and treatment modalities of non-squamous cell tumors of the maxillary sinus. Material and Methods: We experienced 16 cases of non-squamous cell tumors arisen from the maxillary sinus during the 10-year period from 1987 to 1996. We analyzed their clinical features, therapeutic modalities and results with review of literatures. Results: According to AJCC TNM system, 13 patients presented with $T_{1-2}$, 3 with $T_{3-}4$, Two patients were treated with surgery after radiotherapy, 3 patients with surgery after chemotherapy and radiotherapy, 4 patients with chemotherapy and radiotherpy, 5 patients with chemotherapy and radiotherapy after surgery. Conclusion: In cases of adenoid cystic carcinoma, adenocarcinoma and sarcoma, we believe that the best form of therapy is wide surgical excision. If there is microscopic evidence of disease at or close to the resection margin, postoperative radiation was used to achieve better local control. In cases of undifferentiated carcinoma, preoperative chemotherapy and radiation therapy showed improved outcomes.

A study of Establishment on Radiomap that Utilizes the Mobile device Indoor Positioning DB based on Wi-Fi (Wi-Fi 기반 모바일 디바이스 실내측위 DB를 활용한 라디오맵 구축에 관한 연구)

  • As of 2013, Korean population density is 505 persons per $1km^2$ and is ranked 3rd place in the most densely populated countries exception of city-states. It shows clearly the population is concentrated in the city area. To fulfil this urban concentration population demand, the enlargement and complexation of buildings, subway and other underground spaces connection tendency has been intensified, and it is need to construct the indoor spatial information DB as well as the accurate indoor surveying DB to promote people's safety and social welfare. In this study, Sadang station and Incheon National Airport were aimed for the construction of Wi-Fi AP location DB and RadioMap DB by collecting the indoor AP raw datas by using mobile device and those collected results were ran through the process of verification, supplementation, and analyzation. To evaluate the performance of constructed DB, 10 points in Incheon Airport- 3rd flr in block A, and 9 points in Sadang station-B1 were selected and calculated the estimated points and ran evaluation experiment using survey positioning error, which is distance between real position and the estimated position. The result shows that Incheon international airport's average and standard deviation was separately 17.81m, 17.79m and Sadang station's average and standard deviation was separately 22.64m, 23.74m. In Sadang station's case, the areas near the exit has low performance of surveying position due to fewer visible AP points than other areas. As total datas were examined except those position, it was verified that the user's location was mapping close position in surveying positioning by using constructed DB. It means that constructed DB contains correct Wi-Fi AP locations and radio wave patterns in object region, so it is considered that the indoor spatial information service based on constructed DB would be available.

A New Horizon of Understanding of the Faith Community Based on the Concept of Immunity between Ecclesia and Esposito (에클레시아와 에스포지토의 면역 개념에 입각한 신앙공동체 이해의 새 지평)

  • This study was conducted with the aim of opening a new horizon in understanding the church, which is a community of faith, in the context of losing social credibility with selfishness and closedness, and spreading social distance due to the epidemic. First, the concept and meaning of 'Ecclesia', a representative term for the church, was studied historically, biblically, and theologically, and Paul's intention was frequently used. Second, we explored the new horizons of the community of faith through a discussion of Roberto Esposito's Communitas and Immunitas, which unraveled the relationship between community and individual with an immunological concept. Not only dis lose social trust for a variety of reasons, but it has been pointed out as a target of social distancing due to the spread of the epidemic virus and is facing a crisis of weakening or loss of the faith community of the "church". Since the second epidemic has been predicted since Covid-19, the partial loss of daily life and the weakening and loss of meeting worship and fellowship in the church are inevitable. The church in the future needs to transform and build a true community of faith that understands the concept of immunity and can lead the transformation of society while revealing the spirit and life scent of Jesus Christ. To this end, innovation and practice of the paradigm of the community of faith appropriate to the rapidly changing times and situations is required. In Chapter 1 of this paper, we propose innovation by pointing out the problems of the church and the faith community, which have lost social credibility, and which are the objects of social distance, with selfishness and closedness. Chapter 2 studies and analyzes the 'Ecclesia' used in ancient Greek to transform the paradigm of the faith community, and identifies the intention of the apostle Paul to apply the 'Ecclesia' to the church's faith community. Chapter 3-4 discusses the concept of immunity, summarizes the reinterpretation of Esposito, who looked at the relationship between the individual and the community through the concept of positive immunity beyond negative immunity. And It draws application points for transforming the faith community of various communities, individuals, and churches. In conclusion, Chapter 5 restores precious gatherings and participation that are weakened and lost through the meaning of 'Ecclesia' and suggests expansion to higher level public gatherings and democratic participation. In addition, based on the reinterpretation of the concept of immunity, we present unity in diversity and diversity in unity as alternatives to the church and community of faith.
