Study on Policies and Strategies for Fostering Traditional Markets - Focused on Improving Efficacy of Public Markets Development- (전통시장 선진화를 위한 제도개선에 관한 연구 - 공설시장을 중심으로 -)

  • With the liberalization of distribution services industry since 1996 as well as changes in customers' appetite to spend and consumer behaviors, new forms of distribution services have mushroomed such as superstores and SSM(Super Supermarket), online shopping, TV shopping channels. On the contrary, traditional markets have sunk into a swamp of stagnation. As this stage of stagnation of markets negatively affects tradespeople's employment, livings, and local economy, the Korean government has conducted policies to support improvement of market facilities and management since 2004. However, the government has separated facility improvement from management improvement. As of June 2008, there are 1,550 traditional markets in Korea and among these there are 388 public markets which local governments have established and managed. Public markets have possibilities to be developed as successful models of market revitalization since they can get all-expenses-paid supports for facility improvement, control of merchandise assortment, educational program for merchants. Such successful (strategic hub) markets could become the benchmark for other neighboring markets and tradespeople which could lead other successful cases. In order to produce such effects, the market should have optimized facilities, merchandise and services, co-marketing strategies with nearby markets, group purchase strategies. The hub market could play a critical role in distribution of local goods and developing high value products.

Consideration of the Traditional Market-Related Law Revision Plan: Focus on Moranjang in Seongnam (전통시장 관련법 개정 방안에 대한 고찰 : 성남 모란시장을 중심으로)

  • Our distribution industry still lacks legal and institutional supplementary frameworks. Therefore, we urgently need systematic supporting schemes for targeting small merchants, including those in traditional markets. In 2004, the scope of and target for traditional markets took shape through the enactment of the 'Special Act for Nurturing the Traditional Markets'. Though restricted to a single market, it expanded the target and scope to include markets and stores, market improvement districts, and business improvement districts. However, the Special Act for Nurturing the Traditional Markets, the criterion for the revitalization of and support for the traditional market, applies a uniform standard. Accordingly, the Special Act for Nurturing the Traditional Markets has revealed problems, such as the deficit of legitimate ideas about unregistered markets. This study identifies the problems with the Special Act for Nurturing the Traditional Markets. We take the Moranjang case as an example. This study offers the problems new insight. We discuss the problems in terms of their empirical reality. We focus on unregistered markets, which are not protected by law. Most previous studies have applied empirical methods, but this study also provides legal and institutional perspectives on the prospect for efficient outcomes by applying the normative study methods applicable in the field.

A study on Strategies of Entering the Overseas Market for the Profit Diversification of the Traditional Performing Arts Industry (전통공연예술산업의 수익 다원화를 위한 해외시장진출 모델연구)

  • The purpose of this study is to explore whether entering the overseas market can be an opportunity in overcoming the limitations of the single profit structure in which the traditional performing arts industry relies on public support. To this end, we applied the concept of industrial value-chain and business model and divided the overseas market entry process into four stages-preparation, promotion, harvest, and follow-up. Based on three case-studies that actively pursued overseas market development with market-oriented thinking in the field of traditional music, the relevant entry model of overseas market for the Korean traditional performing arts industry was suggested. Although the overseas market is not yet a major source of revenue, the traditional performing arts teams searching for profit diversification can consider the overseas entry model derived from this study. Also as found in case studies, the Korean government should establish an institutional system to foster planning and distribution experts in charge of overseas markets for the traditional performing arts, and develop a long-term information provision program away from the one-time expense support.

  • Conventional markets in Korea have played a pivotal role in the vitalization of local communities and economies along with the distribution of products. Although many people believe the markets to be disorderly, they are lively and provide local people with things to enjoy, watch and buy. However, superstores have undergone a mushrooming proliferation since Korea opened its gates to multinational superstores in 1996. This phenomenon has caused a crisis for Korea's conventional markets. They have lost their competitiveness because of this environmental change, inefficient management, and their outmoded facilities. Government efforts to revitalize the markets have centered on redevelopment of the facilities, a perspective that has caused not only the fall of the old business districts but also the decline of the distribution function. Under these conditions, the traditional market has re-entered into competition. The Korean government enacted a special law to revitalize the conventional markets and has been implementing many policies to support them since 2003. In 2009, the government amended the law and adopted the Business Improvement District System. The government also changed the official term from 'old markets' to 'Conventional markets'. Despite this legal amendment, though, we still need to re-establish the concept of the Conventional market. Historically, markets grew up spontaneously to dispose of surplus products. Some manmade markets were established through urban planning or as public facilities. Their businesses transactions have always been based on mutual trust between consumers and trades people, the traditional way of commercial dealing. Conventional markets can be defined, then, as creatures of societal necessity where transactions for services and products are based on mutual trust. Problematically, unlisted markets are left out of government support. Although unlisted markets have performed almost the same functions as listed markets, they exist only as a statistic as far as the special law is concerned. In some areas, there are more unlisted markets than unlisted ones. Therefore, it is necessary to establish systematic management methods for the unlisted markets. Some unlisted markets received support in the form of facility improvement from local governments' budgets in the early stage of the special law's enforcement. The current government also assists with safety issues involving unlisted markets; however, the current special law provides no legal framework for unlisted markets. Moreover, consumers cannot tell the difference between unlisted markets and listed ones. Finding a solution to this problemrequires new standards and a wider scope of support by which the efficiency of the market improvement support system might be enhanced.

Work & Life Balance and Conflict among Employees : Work-life Balance Effect that Reflects Work Characteristics (일·생활 균형과 구성원간 갈등관계 : 직장 내 업무 특성을 반영한 WLB 효과 중심으로)

  • Recently, with the MZ generation's entry into society and the social participation of the female population, conflicts are occurring between workplace groups that value WLB and existing groups that emphasize collaboration due to differences in work orientation. Public institutions and companies that utilize work-life balance support systems show differences in job Commitment depending on the nature of the work and the activation of the support system. Accordingly, it is necessary to verify the effectiveness of the WLB support system actually operated by the company and present universally valid standards. The purpose of this study is, first, to verify the effectiveness of the support system for work-life balance and to find practical consensus amid changes in policies and perceptions of the working environment. Second, the influence of work-life balance level and job immersion according to work characteristics was analyzed to verify the mutual influence in order to establish standards for WLB operation that reflects work characteristics. For the study, a 2X2 matrix model was used to analyze the impact of work-life balance and work characteristics on job commitment, and four hypotheses were established. First, analysis of the job involvement level of conflict-type group members, second, analysis of the job involvement level of leading group members, third, analysis of the job involvement level of agreeable group members, and fourth, analysis of the job involvement level of cooperative group members. To conduct this study, an online survey was conducted targeting employees working in public institutions and large corporations. The survey was conducted for a total of 9 days from October 23 to 31, 2023, and 163 people responded, and the analysis was based on a valid sample of 152 people, excluding 11 copies that were insincere responses or gave up midway. As a result of the study's hypothesis testing, first, the conflict type group was found to have the lowest level of job engagement at 1.43. Second, the proactive group showed the highest level of job engagement at 4.54. Third, the conformity group showed a slightly lower level of job involvement at 2.58. Fourth, the cooperative group showed a slightly higher level of job involvement at 3.80. The academic implications of the study are that it subdivides employees' personalities into factors based on the level of work-life balance and nature of work. The practical implications of the study are that it analyzes the effectiveness of WLB support systems operated by public institutions and large corporations by grouping them.

A Study on the status analysis and revitalization of traditional market - With a focus on the support for improvement projects in Daejeon and Chungcheong - (재래시장 현황 분석 및 활성화 방안에 관한 연구 - 대전.충청지역의 개선 지원 사업을 중심으로 -)

  • There are a lot of factors working to facilitate the decline of Korea's traditional markets including large-scale discount stores, convenience stores, businesses of new types such as non-store retailing, and fiercer competitions among retail shops. The changes to the business environment are never favorable to them, either; the consumers have developed more diverse tastes and altered their purchasing styles; and the trading areas around traditional markets have withdrawn in size and power as new towns attract more businesses. In a word, every factor and situation seems to push traditional markets down the slope. Reacting to the problems, the Korean government enacted and enforced the "Special Law for the Promotion of Traditional Markets and Shopping Streets" to provide proper financial and management support. The shop owners of traditional markets formed merchants and prosperity associations and took various initiatives to increase the competitive edge of their traditional markets. All those efforts on the part of the government and the merchants, however, do not seem to be enough to revive traditional markets. This study set out to compare and analyze the management of shop owners of traditional markets based on the support projects by the government, to conduct an empirical research and analysis of their management conditions, and to suggest a better policy model by making improvements for the government's support system and making revisions to the current directions.

Improvement of Multi-Dimensional Urban Planning System for Urban Regeneration (도시재생 측면에서 입체도시계획의 기능과 제도 개선 방안)

  • The purpose of this study is to analyze the cases related to the multi-dimensional urban planning and its related systems that can contribute to the urban regeneration as the policies and projects for stereoscopic city increase. Through the case analysis, urban regeneration function and role of multi-dimensional urban planning are identified as connection of places, activation of local economy, expansion of infrastructure and supply of housing. In the institutional sector, private participation is hindered due to the ban on the establishment of the right to hold state property. In addition, it is difficult to utilize the three-dimensional urban space without land securing at a certain rate based on uniform installation standards of the two-dimensional land use plan, and the problem of insufficient interconnection between law and institution is derived. In conclusion, it should actively support and promote the promotion of the three-dimensional facility with the aim of diversifying the regional infrastructure structure and strengthening the urban function. In addition, development of stereoscopic and compound development should be promoted for old urban areas, and parking lots, underground shopping malls, parking lots, etc. should be installed using the subspaces of parks, schools, roads and traditional markets of old residential areas. Finally, cooperation between the central government, the municipalities and the private sector is necessary for the realization of these urban regeneration projects.

Measurements on Legislation of User-Protection Act in the Era of ICT-Convergence (ICT융합에 따른 방송통신 이용자보호 법제의 합리적 개선방안)

  • This article aims at the legislation of User-Protection Act in area of ICT. In these days telecommunication and broadcasting are getting more and more convergent. The paradigm of ICT is turning over from the service provider to the end-user. User protection has been in each erea of ICT (C-P-N-D) individually regulated. In the area of telecommunication it is important to protect the interest of user, who stands in contract with the service provider. And in area of broadcasting it is important to protect the interest of viewers, who stands "gratis" with the broadcasters without any contracts. For the more efficient user-protection it is also necessary to make a dedicated organization under KCC(Korean Communications Committee). In this early year the government organization was divided into MSIP(Ministry of Science, ICT and future planing) and KCC. The user-protection act will be very important instrument of ICT regulation in the era of creative economy. It is necessary to establish a new frame act of user protection. It is also necessary to make start to establish a new system of user education in erea of ICT. It is strongly expected the new act will be a turning point of ICT development in Korea.

Middle-Old Age's Retirement Transition, Old Age Income Security and the Support of Gradual Retirement (중고령자의 퇴직전환 및 노후소득보장과 점진적 퇴직지원)

  • This study reviewed pension reform's overall characteristic and(anticipated) positive negative effect in OECD countries's and then analysed middle-old age's retirement transition and determinants of full/gradual retirement through the $3{\sim}7th$ Korea Labor and Income Panel considering that Korea has been aging society quickly and it is necessary to suggest not only solution of early retirement and working age reduction but also pension reform. As a result of this study, about 1/4 of 50 years and older have been continuing to work through various pathways after retirement and 98% among fully retired older who passed by re-employment step of occupational status including retirement are still searching for jobs. This showed that it is also inappropriate to typical retirement concept itself on the lines of labour market participation in Korea and part-time/temporary work or self-employment have been used by means of alternatives of maintaining works for middle-old ages. However, the duration of changed occupational status of gradual retirees is mostly only $1{\sim}2$ years. Therefore it is necessary to support the gradual retirement to minimize a term of income insecurity and promote the work of the old ages who have will and capacity of work. Most of all, partial pension system which is main program of gradual retirement, should make the rules that beneficiaries are those who age less than pensionable age and benefit levels should be actuarial fairness together with pension system and provide substantial help. But, the introduction of partial pension system is not the only way to solve and needs overall social economic approach. Especially guarantee the increase of quantitative qualitative employment for middle-old ages linking labor market policy and supporting gradual retirement not ought to be abused to force the part time works and early retirement route against their own will.

  • 식용유지는 식용으로 이용할 수 있는 가시적인 상태의 액상(oil) 또는 고체상(fat)의 식용기름을 말하지만 식품산업 측면에서는 가시적인 상태의 유지(가시지방)뿐만 아니라 유지가공 식품이나 기타의 식품에 함유되어 섭취되는 비가시적인 상태의 유지(비가지 지방)도 포함될 수 있다. 식용유지는 생명을 유지하는데 없어서는 안될 영양소로서 탄수화물 단백질과 함께 3대 영양소 중의 하나이며 1g당 9kcal를 내는 고도로 농축된 에너지원이면서 필수지방산의 공급원이고 비타민 A, D, E 등의 지용성 비타민과 기타 특수한 영양성분의 운반체로서 높은 영양적 가치를 갖는다. 지방성분은 음식물로부터 섭취가 불가능할 경우에는 체내에서 탄수화물이나 단백질을 기질로 하는 대사과정에서 합성되어 지질 또는 필수지방산과 지용성 비타민은 식품으로 지방질과 함께 흡수되어야 하므로 식품의 한 성분으로 지방의 중요성을 인정받고 있다. 1960년대 이후 국민소득의 증가와 함께 식생활도 다양화되고 서구화 간편화되면서 지방 함량이 높은 식품과 유지를 이용한 식품의 소비가 증가하였고 전체적인 유지 소비량도 늘어나는 추세에 있다. 60년대 초에는 총열량 중 지방이 차지하는 비율이 $6\%$ 정도였으나 최근에는 급격히 증가되어 2000년말 현재 $25.5\%$로 증가하였다. 97년까지 계속 증가하던 공급 에너지량은 98년 IMF의 영향으로 2,799 kcal까지 감소했으나 99년 들어 IMF 이전 수준으로 회복되었다. 또한 연간 일인당 순 식용유지류 공급량은 1990년대 까지 급격히 증가하였으나 이후로는 소폭 증가하는 추세이다. 2000년말 현재 식용유지 총 공급량은 76만2 천톤으로써 99년 73만5 천톤에 비해 2.7만톤이 증가하였다. 1998년 IMF 시기를 제외하고는 공급물량은 계속해서 증가 추세이다. 특히 1998년도에 비하여 2000년도에 식물성 유지는 2배 가까이 증가하였으나, 동물성 유지는 절반 이하로 감소되는 추세이며 공급물량으로 보면 대두유, 팜유가 주요 유종으로 식물유지 전체에서 차지하는 비중이 $72.3\%$로 압도적이다. 라면용 튀김기름과 마가린 쇼트닝의 원료로서 대부분 사용되는 팜유를 제외하고 가정용 식용유의 대부분을 차지하는 대두유가 이처럼 식용유지 시장의 대부분을 차지하게 된 이유는 첫째, 90년대 초반 수입 자유화 이후 타 유종 대비 낮은 가격을 형성하여 유지업체가 수입을 늘린 것이고 둘째로는 국내에서 대두유와 대두박을 생산하는 대두가공업체의 안정적 대두유 공급이 주요 원인이라고 할 수 있다. 식용유지의 시장규모는 식품공전상 식용유지로 분류된 제품들의 2000년도 출하액으로 보면 약 6,616 억원 정도이다. 한편 유종이 단순했던 가정용 식용유지 시장이 최근 새로워지고 있다. 주로 조리용으로 사용했던 것에서 건강을 생각하는 품목으로 바뀌는 경향이다. 아직은 가정용에서 대두유가 가장 많지만 옥배유나 채종유 더 나아가 건강이미지의 식용유인 홍화유 올리브유 해바라기유등이 증가하고 있는 추세이다. 한편 기존 식용유가 비만의 원인인 것 때문에 기피되던 것에서 새롭게 다이어트용 식용유 제품이 출시되어 시장에 새 바람이 불고 있다. 일본 식용유지 시장규모는 물량으로 172 만톤, 금액으로는 2,786 억엔(약 2조7860 억원) 수준이다. 지난 10년간 증가율은 물량 측면에서 약 $5\%$정도 신장하고 금액으로는 큰 증감이 없었다. 식용유는 조리의 기초 소재로서 안정한 수요를 갖고 있지만 주요 유종인 샐러드유의 가격이 하락하여, 전체적으로 시장이 물량이 증가하면서도 매출액이 신장하지 못하여 시장규모는 축소되었다고 할 수 있다. 일본 식용유지 업계의 제품동향을 보면 거의 모든 업체가 가정용 시장에서 건강 기능성 식용유지를 출시하고 있다는 점이다. 물론 일본은 건강기능성 식품에 대한 제도적인 뒷 받침이 되어 있어 기능성 식품의 시장출시가 용이한 점이 가정용 시장에 큰 영향을 미쳤다고 볼 수 있다. 유지 산업의 고부가가치화를 위해서는 전통적인 산업의 제품과 기술만으로는 달성하기 어렵다. 국내와 일본 식용유지 업계의 경향을 참고해 볼 때 차별화된 식용유지 제품과 기술의 개발이 절실히 필요하다. 앞서 언급한 고부가가치 제품과 기술 관련 사향을 바탕으로 국내 유지분야가 중점적으로 연구할 분야를 선정해 보면 리파제의 고정화 연구, 생물공학 기술을 활용한 효소의 개발과 이를 이용한 유지 가공 기술 연구, 유지성분의 유화 안정화 기술 연구, 식용유지의 선택적 수소경화 기술 연구 트랜스 지방산 저감기술연구, 효소 반응조 설계기술 연구, 지질 분자구조 분석기술 연구 분야 등이 유망하다. 상기와 같은 연구 분야를 육성하기 위해서는 유지 전문 인력의 육성, 해외 네트웍의 구축, 산학연 공동연구 추진, 국가적 차원의 정책 및 지원 등이 절실하다.
