Development of Personal Hand-held Electronic Devices for Marine Leisure Safety (해양레저 안전을 위한 개인 휴대용 전자장치 개발)

  • This paper describes two kinds of personal hand-held electronic devices to enhance marine leisure safety. The one is Radar response-type safety device triggering by the pulse signal from a commercial 9GHz-band Radar to provide quick search and rescue with combined civilian-government-military fleets. The other one is M-RFID (Marine Radio Frequency IDentification) based safety electronic device using 900MHz Tx/Rx with spread spectrum frequency hopping and GPS. Through the field tests at sea using Korea Coast Guard's warship the operating performances are verified. Further plan for practical use of each device was also discussed.

  • IMO adopt the revision of SOLAS convention on requirement systems for ECDIS and considered an ECDIS as the major system for E-Navigation strategy on marine transportation safety and marine environment protection. ENC(Electronic Navigational Chart) as base map of ECDIS is considered as a principal information infrastructure that is essential for navigation tasks. Though ECDIS has many advantages, it's almost impossible for the mariner to recognize the displayed information because of intense display of objects so called the clutter. In this paper, the current status and international standards on SCAMIN((Minimum Scale) attribute have been investigated. Also improvement of SCAMIN attribute of ENCs and grouping method for the sounding values was proposed.

  • The purposes of the study are as follows; First, to find out valid variables from preceding studies which expedite and revitalize the electronic information sharing between shipping company and container terminal and (to) verify the effect empirically. Second, to examine the impacts of electronic information sharing between shipping company and container terminal on performance by empirical research. The results are as follows; First, the degree of support by the CEO, the stage of information technology infrastructure, committment and dependence were proved as valid factors affecting the electronic information sharing between shipping company and container terminal. Second, it was proved that the electronic information sharing between shipping company and container terminal has influenced on the performance.

  • Northeast Asia region is becoming the hub of world trade with China as the center. Integration of this region's economy is now visualized, domestic trade and international division of labor will be more invigorated. Especially on electrical and electronics industry is a large proportion of the trading volume between Korea and China and now, Present condition of electrical and electronics trading industry can effect on whole trading industry. In this study, conducting analysis of the current Korea-China electrical and electronics industry trading and advanced research, and find out the implication to trading volume with the panel analysis. As the results Korean/Chinese GDP, revealed comparative advantage, and foreign direct investment have an effect on the trading volume.

  • Navigational equipment standardization mode is a function which is used to standardize key functions, screen display and operation method of major navigation equipment. This is aimed towards to quickly and accurately checking information relevant for safe navigation. Currently, the International Maritime Organization is working on the development of guidelines for the application of navigational equipment in the standardized mode to the task of NCSR Sub-Committee. This study was conducted to investigate users' opinions and preferences in the application of standardization modes and to reflect them in the development of guidelines. In addition, the test program was designed to investigate user preferences for ECDIS among the navigational equipment, such as the types of information and functions that are necessary or preferentially required to perform navigational duties, and the screen configuration. In the study, 333 preference surveys were conducted in 35 countries using a web - based test program. ECDIS users confirmed the content and screen layout of their preferred ECDIS information when conducting navigation duty. The results of the study are significant as they contribute to the development of effective guidelines by presenting user requirements to be considered in the standardization mode.

  • Recently, there has been much interest in the e-Navigation that applies a variety of digital devices to shipboard thanks to the high interest to maritime safety and the rapid development of ICT technologies. The e-Navigation proposes a new ICT paradigm in maritime information service and maritime safety. This study proposes the shore-based maritime information service platform that enables the converged services of various kinds of maritime data and the standard ENC based on IHO S-100. The proposed maritime information service platform enables the harmonized integration, presentation and web services of ENC, sensed data such as AIS, ocean weather and currents, and geospatial data. Also, the platform enables the mobile maritime information service through WebApp or App software operating in mobile devices of smart phone or web pad. Finally, the proposed platform accommodates the standard ENC of the existing S-57 and the new S-101, and the standard web services of WMS and WMTS of ISO 19100 and OGC.

On the Implementation of Route Planning Algorithms on the Electronic Chart System (전자해도 상의 항해계획 알고리듬 구현에 관한 연구)

  • The -advent of electronic navigation equipment and trustworthy computer which provides people with convenience made the management system by one-man bridge operation or the least people who are needed possible through the integration of communication network with various navigation equipment and related institution. One of the most needed ultra-modem navigation device for a mate, ECDIS is a core equipment for navigation in ENS that notifies peril to mate as well as supervises all tasks in hydrographical chart, voyage planning, course monitoring and voyage recording. We should make coast and ocean voyage planning first, for the secure navigation which is considering the course circumstances and next, for the reduction of voyage dates in economical aspect. There needs a thoughtful consideration about the feature of the ship itself and the course with weather condition in taking up the course and also we have to take into accounts about appropriate distance between ships. Considering the essential conditions of ECDIS the indispensable device in the future, it was developed the basic principle for voyage planning algorithm for officer and programmed to real implementation available. In this paper including most of the requirements in ECDIS performance standard I mentioned about such a basic and a core Principle with real application by using the Visual C++ programming language. The voyage plan includes the function that indicate and modifies all the way points in the course from department port to arrival port with erasing the wrong way points. Also, it provides in a document form that shows ETA at glance in average speed sailing.

  • The roles and importance of the application of simulator in harbor and waterway design are emphasized. On this paper Different methods of simulation and their application are described. A large-scale simulation concept, group simulation, is proposed. Requirements of the simulation for accomplishing the tasks properly and effectively are suggested. Some points on modeling of ship hydrodynamics and environmental factors. which are critical especially in waterway desing simulation, are discussed and algorisms presented.

A Study on the Attracting Force of an Electromagnetic Contactor with Shading Coil (Shading Coil이 장치된 전자개폐기의 흡인력에 관한 연구)

  • The attempt of this paper is to examine the basic theory on the analysis of the effect of a shading coil fitted to an electromagnetic contactor, and to compare experimentally the attracting force of an AC electromagnetic contactor with that of a DC electromagnetic contactor, with varying the airgap length. Equations are also proposed for calculating the AC and DC attracting force per unit consumption wattage by using the circuit constants measured from the experiment, and these calculated attracting forces are compared with those actulally measured, and then, the experimental contactor is examined in the view of its design. The calculated attracting forces are appeared to coincide well with the measured ones and the experimental contactor fitted with shading coil is revealed not so well designed for reducing the fluctuation of the attracting force.

Contribution of Gerard Mercator's Map of 1569 for the History of Navigation (메르카토르 해도의 항해사적 공헌)

  • With the 500th anniversary commemoration of Gerard Mercator's birth in 2012 now passed, there is the possibility that his name will fade back into obscurity. This would be both unfair and pitiful, because Gerard Mercator's name should be highly regarded as one of the principal contributors to navigational science and the promotion of marine safety. An accomplished cartographer, in 1569 Mercator published a remarkable 18-folio world map, depicting the then-known world in a new format with straight rhumb lines. While this distorted the size of land masses, particularly in higher latitudes, this new projection made navigation much easier for now all sailors had to do was to draw a straight line between two points to plot their course. Mercator clearly had this navigational benefit in mind, though his contemporaries did not immediately recognize its value. It wasn't until after Mercator's death, when Edward Wright (1599) and Henry Bond (1645) used and explained the new projection and demonstrated the use of straight rhumb lines in navigation that the Mercator projection became the standard for sea charts. Today, 450 years later of his death, electronic charts still rely on the projection Mercator invented and developed, confirming his position as a giant in the history of navigation. This paper introduces his life and work, detailing the importance of the 1569 world map and its contribution to navigational science and safety.
