세계적인 무역의 흐름은 전자문서교환(EDI), 인터넷 등 정보기술의 빠른 확산에 힘입어 기존 무역거래 형태에서 새로운 형태인 전자무역으로 발전하고 있다 이는 전자무역이 기존 무역거래 방식의 단순한 전자화 수준을 넘어 무역구조와 무역프로세스를 혁신하고 무역부대비용 절감, 시간단축 등을 통해 국제경쟁력을 강화할 수 있는 세계화 정보화 시대에서의 국가와 기업의 생존전략으로 인식되고 있기 때문이다. 선진국들과 주요경쟁국들은 전자무역을 통해 무역거래에 소요되는 시간과 비용 절감을 도모하고 업무 효율성을 증진시켜 나가고 있다. 이에 우리나라도 전자무역 활성화를 통해 국제무역거래에서의 경쟁력을 높이기 위해 노력을 경주하고 있다. 정부와 무역유관기관의 경우 전자무역 활성화를 위한 인프라 구축 및 법적, 제도적 기반 조성을 위해 다양한 지원정책과 제도를 시행하고 있다. 국내 기업들도 기존의 전형적인 무역거래 형태에서 벗어나 전자무역을 구현하기 위해 노력하고 있다. 그러나 아직까지 대부분의 중소기업의 경우 전자무역의 활용은 초보적 단계이다. 우리나라 국가경제에서 중소기업이 차지하는 비중을 고려해보면 중소기업의 전자무역 활용도 제고를 통한 경쟁력 강화는 궁극적으로 국가경쟁력을 높이는 핵심이라 할 수 있다. 따라서 중소기업의 전자무역 활용도 제고를 위해 무엇보다 정부, 무역유관기관, 중소기업 등 3대 주체간에 전자무역구현 필요성에 대한 공감대 형성과 효율적인 인프라 구축 및 전자무역 친화적 환경조성을 위해 노력해야 한다.

본 논문은 인터넷 전자상거래를 기반으로 최근 활성화되고 있는 전자무역의 거래관행상의 영향 및 문제점을 실증분석하고 있다. 전자무역의 인터넷 전자상거래의 활용정도 및 장애요인 등을 분석하고 그에 따른 제반문제를 법제도적 측면을 비롯하여 정책적 측면 등을 중심으로 분석함으로서 전자무역의 새로운 거래관행의 확립과 법제도적 개선책의 모색을 통하여 전자무역거래의 활성화방안을 안전한 전자거래시스템의 확보 외에 관련 인력의 양성 및 교육훈련프로그램의 개발 등이 요구되고 있다.

전자무역거래는 궁극적으로 무역계약체결천의 마케팅과 인콰이어리는 물론 무역계약과 계약 이후의 운송, 보험, 결제 등을 네트워크를 통해 실현하고자 한다. 그러나 무역거래의 전 단계의 전자화 추진에 있어 가장 큰 걸림돌은 국제대금결제시스템을 전자화하는 것이며, 이러한 문제점의 해결은 궁극적으로 전자무역거래의 완성이라고 해도 과언이 아닐 정도로 전자무역 구현에 있어서 시급하고도 중요한 핵심과제가 되고 있다. 이에 본 고에서는 전자무역시대를 맞이하여, 전자무역거래에서 전자결제시스템으로 주목받고 있는 BOLERO, TradeCard, 그리고 BeXcom의 주요 내용과 특징을 살펴보고, 상호간 비교 분석을 통하여 전자결제시스템의 발전적 과제를 제시하고자 한다.

본 연구는 새로운 국제 전자결제수단으로 개발된 무역카드(TadeCard)에 대한 검토와 활용 가능성에 관하여 검토한 것이다. 무역카드는 세계무역센터협회가 인터넷을 통하여 국제무역대금을 결제할 수 있는 전자결제시스템으로 개발되었다. 무역카드시스템은 제시되는 전자문서의 일치성 점검 및 국제무역거래의 모든 이행과정을 온라인(on-line) 상에서 전자적으로 이행되는 것을 특징으로 하고 있으며 부대비용 등 경제성 측면에서 여타 결제수단보다 우월한 결제시스템이라고 하고 있다. 그러나 가상공간을 통한 전자결제시스템은 거래당사자에게 대금지급의 확실성과 거래의 안정성 및 신속성 보장이 전제되어야 한다. 실제로 무역카드시스템은 특정 보증보험회사의 보증에 기반을 두고 있어 국제 기업간 거액거래상의 신용취급의 한계점과 금융네트워크 등에서의 취약점을 가지고 있다. 따라서 무역카드가 국제전자결제시스템으로 정착되기 위해서는 정보보안 등 기술적인 안정성이 검증되고 결제상의 신뢰성 보장을 위하여 상업은행들의 참여가 확대되어야 한다. 또한 인터넷상에서 결제가 이루어지기 위해서는 담보권과 유통성이 보장되는 볼레로전자선화 증권 등의 활용과 기존의 모든 종이문서에 의한 결제서류도 전자문서로 대체되어야 한다.

e-Trade should be activated for cost saving and efficient management of trade as it provides bases to actively respond to changes in markets through quick clearance of export and import. It also has tangible and intangible effects in providing services to customers through real-time sharing of information and can help enhance external competition and images through cost saving and efficient management of traders. Therefore, the study suggests that e-trade platforms to construct global trade systems should be executed to maximize economic ripple effects in terms of trade documents and cost, and paradigms of the past trade should be changed into new systems and presents future countermeasures to enhance its ripple effects.

With the expansion of internet usage and the advanced technology for information and communication, the international e-Trade environment gradually migrates from the VAN/EDI to the global Internet-based e-Traed on an ebXML framework. In an effort to provide a Internet-based e-Trade environment with a security and trust, this paper analyzes security components and proposed the SSL and ebXML security technologies in order to assure of the trust and security over Internet-based e-Trade. In addition, this paper presents 3-phase methodology to realize the secure and trustworthy Internet-based e-Trade. In summary, as the first phase, the e-Trade business processes are re-engineered and the digital signature council for mutual recognition is orgainzed. And as the second phase, the Internet-based e-Trade system and the concerned digital signature technology are implemented. Finally as third phase, the PKI mutual recognition agreement is signed by parties concerned and then the Internet-based e-trade business is started. Furthermore, this paper presents the promising Internet-based e-Trade models where the digital signature can be applied.

Owing to the Boero Service, Global Trading will be materialized as international Business to Business E-Commerce. There are three principles in the letter of credit transaction, that is to say, independence and abstraction, document dealing, strict compliance. In the electronic letter of credit, these principles are called as independence and abstraction, electronic document dealing, strict compliance. As a joint venture between SWIFT and TT Club, bolero.net is changing the way the world trades by providing a web-based, paperless mode of commerce that is designed to become a global standard. As bolero.net supplies the service of the title registry resolves the problem of Electronic Bill of Lading, the electronic letter of credit will be easily introduced. Thus, this study deals with the Nature of the Electronic Letter of Credit Transaction and the Presentation of the Documents, in particular, the Bolero Bill of Lading.

The purpose of this article is to study on the strategy for Success in the Electronic Trade Transaction. The term "electronic trade" means all or part of any such trade as implemented by means of apparatus having the information processing capability, such as a computer, and networks of information and communications. The Internet brings people together from every country in the world. It reduces the distances between people in many ways. The predominant language on the Web is English, although sites in other language barrier is overcome, the technology exists for any business to conduct electronic commerce with any other business or consumer, anywhere in the world.

Global Electronic Trading means that trading partners trade each other via Global Electronic Trading Network, that is, global business to business electronic commerce. Electronic payment systems are how to make payment electronically in manner that is efficient, reliable, and secure. I suggest the Electronic payment systems such as TradeCard and SWIFT enable seller and buyer to conduct and settle international B2B electronic commerce in case of solving the above problems. And, where the cargo arrives ahead of the B/L, the importer cannot take delivery of the cargo without the B/L. This situation is referred to as the B/L dilemma. But the BOLERO system will resolve this B/L dilemma. Bolero Project is developing a cross industry utility platform for the secure, electronic transfer of commercial trade information world wide.
