Based on the analyses, it suggests the RIM strategic policies for preparing the e-Discovery, including the development of inventories for documents and ESI in their possession, custody, or control; ensuring legal hold programs in good faith; and making defensible retention policies.

  • Traditionally, the concept of transfer is that physical records such as paper documents, videos, photos are made a delivery to Archives or Records centers on the basis of transfer guidelines. But, with the automation of records management environment and spreading new records creation and management applications, we can create records and manage them in the cyberspace. In these reasons, the existing transfer system is that we move filed records to Archives or Records centers by paper boxes, needs to be changed. Under the needing conditions of a new transfer paradigm, the fact that the revision of Records Act that include some provisions about electronic records management and transfer, is desirable and proper. Nevertheless, the electronic transfer provisions are too conceptional to apply records management practice, so we have to develop detailed methods and processes. In this context, this paper suggest that a electronic records transfer process model on the basis of international standard and foreign countries' cases. Doing transfer records is one of the records management courses to use valuable records in the future. So, both producer and archive have to transfer records itself and context information to long-term preservation repository according to the transfer guidelines. In the long run, transfer comes to be the conclusion that records are moved to archive by a formal transfer process with taking a proper records protection steps. To accomplish these purposes, I analyzed the 'OAIS Reference Model' and 'Producer-Archive Interface Methodology Abstract Standard-CCSDS Blue Book' which is made by CCSDS(Consultative committee for Space Data Systems). but from both the words of 'Reference Model' and 'Standard', we can understand that these standard are not suitable for applying business practice directly. To solve this problem, I also analyzed foreign countries' transfer cases. Through the analysis of theory and case, I suggest that an Electronic Records Transfer Process Model which is consist of five sub-process that are 'Ingest prepare ${\rightarrow}$ Ingest ${\rightarrow}$ Validation ${\rightarrow}$ Preservation ${\rightarrow}$ Archival storage' and each sub-process also have some transfer elements. Especially, to confirm the new process model's feasibility, after classifying two types - one is from Public Records center to Public Archive, the other is from Civil Records center to Public or Civil Archive - of Korean Transfer, I made the new Transfer Model applied to the two types of transfer cases.

Furthermore, in the present administration, the public records management was not regarded important, Whatever new administration comes, the year of 2013 is the time for the new administration to realize again the importance of the public records management and put it back to the normal track. Here are the major issues in the public records management to be concerned and resolved; (1) to ensure technological and institutional management of the electronic records in the government and safe transfer of the massive electronic records, (2) to establish an independent national records management and archives authority to be based on good governance, (3) to innovate the public records management in the public agencies including their agency records offices (RMO) and records management systems (RMS) (4) to establish local government archives and document local government policies and activities (5) supporting and promotion for documentation of the total society as a public service (6) expanding employment of professional records managers and archivists in the central and local governments, and standardization of professional competency and certification. • In the electronic records environment, along with discussions on ways to digitize analog records, it is important to prepare preservation strategies for each type of records produced and received electronically. In the same context, there is a need for discussion on applying a preservation format selection system with the goal of long-term preservation of data sets and audio-visual type electronic records other than document types. Audiovisual records must apply preservation strategies appropriate to the characteristics of each medium, such as images, audio, and video. This study establishes unique standards for selecting a preservation format for audio-visual electronic records through analysis of Significant Properties based on literature review, composed audio-type preservation format suitability evaluation items, and proposed a recommended format based on the results of applying them.

  • As of 2022, the number of Internet sites for public institutions registered on the 'Government 24' website (www.gov.kr) of the Ministry of the Interior and Safety is 17,000. The direct transfer takes a lot of human and material resources and time between the records-producing institution and the records-management institution that manages websites as records. In addition, it is practically difficult for records management institutions to migrate and operate various software and application technologies required to run each website. A method of automatically collecting websites from a remote location using web crawler software is used domestically and abroad to overcome these practical limitations. This study compared the performance of the web crawler required to collect and manage public Internet websites as records remotely. The most suitable web crawler was selected through a step-by-step review of several web crawlers from previous studies and other literature. Several public agency websites were applied to compare the actual performance of the crawlers in the evaluation process. The study provides empirical and specific performance comparison information for organizations that need to choose a web crawler.
