Focusing on dual relationship with clients, this article reviewed how social workers' belief and behaviors towards ethical issues have changed over the changing socio-demographic characteristics and varying properties of the organizations for which the workers provide services. To accomplish this purpose, we surveyed 356 social workers while the results of the survey was subjected to a comparative review with another research performed 10 years ago under a similar approach. Widely acknowledged during the survey was that the social workers appeared to have more rigid ethical standards compared to 10 years ago; however, they tended to be more permissive in certain issues such as bartering relationship and private relationship. In addition, according to the survey, belief and behaviors of social workers towards ethical issues varied depending upon their gender, education level, and the properties of the organization as seen in the survey in 2001 while the modalities have changed over the decade. Based on these results, it is suggested that the curriculum of social work ethics should be revised to reflect present field situation and inspire ethical sensitivity.

  • The objectives of this study are to identify flood disasters resulted from heavy rainstorm including earth and stone-debris avalanches and also to develope the scientific data to be needed for establishing the landslide-related disaster prevention countermeasures. For this study, 5 Gun (district) regions including Booyeo, Seochun, Gongju, Boryung, and Chungyang in Chungchongnam-do of the central part of Korea, in which severe landslide damages have been triggered during 3 days from July 21 to July 23, 1987, were investigated. Mostly, landslides having death of human lives triggered from 6 a.m, to 8 a,m. on July 22, and the principal factor was proved to be the continuous heavy rain ; the continuous rainfall of internal region for 3 days measured about 300-673 mm. The structural measures for slope failure prevention countermeasures at the hollow part of upper hillslope should be required. Natural drainage network on slopes should not be disturbed in case of land use alteration, such as a chestnut planting work on hillslopes behind the houses particularly. There are so many problems in recognition of landslide disaster prevention countermeasures including evacuation exercises. More actual education of countermeasures for control of flood and landslide should be put to practice through "civil defense education" and "inhabitants' meeting." In this context, existing Erosion Control Stations of 13 regions established in each Province should not be reduced. The designation criterion and surveying processes of "Landslide Prone Site" published by Forest Administration should also be improved scientifically.

  • This study analyzed the educational background, career, and post-retirement activities of notable bureaucrats employed at Chosun Railway Bureau during the Japanese colonial period in Korea. First, significantly, most railway bureaucrats were of Japanese origin, being specialized in railway operations and adjusted to occupation in a reserved organizational environment for a considerable time period. Second, the Japanese showed explicit eagerness to work at the Chosun Railway, which fitted their ideology of railway bureaucrats. In addition, almost 60% of the bureaucrat population had strong educational experience from Tokyo Imperial University, which is equal to the percentage of graduates from other institutions operating during the Japanese colonial period. Moreover, in the very early period of building the railway system, the demand for specialists was higher than for other jobs and divisions because of the railroad's complex infrastructure, which resulted in high job appointment rates. In a similar sense, based on a strong affiliation of bureaucrats with railways, the number of bureaucrats from Japanese Railway Worker's Bureau was higher initially because of bureaucrats from South Manchurian Railway Company. These changes essentially contributed to alteration of bureaucrats' awareness and created a more positive attitude regarding the Chosun Railway. In the meantime, as opposed to the Taiwan and Manchurian Railways, both Chosun Railway and the Taiwan Railway were operated in compliance with strong bureaucratic traditions.
