이슈&이슈 - "전문건설업계의 피부에 와 닿는 진정한 공생발전 기대"

  • 건설산업공생발전위원회가 지난해 10월 출범했다. 국토해양부장관을 필두로 주요 발주기관장과 종합 전문 설비협회 단체장, 민간전문가 등이 대거 참여한 위원회가 건설산업의 당면과제를 논의하기 시작한 것이다. 그동안 상생협력 및 동반성장을 지원하기 위한 제도 개선이 지속적으로 이뤄져 왔지만 이번 공생발전위원회는 건설산업 공통의 과제와 미래 발전방안을 민 관이 함께 모색한다는 점에서 향후 적지 않은 성과가 기대된다. 공생발전위는 크게 ${\bigtriangleup}$건설문화 개선 및 이미지 제고 ${\bigtriangleup}$건설산업 참여주체 간 공생발전 정착 ${\bigtriangleup}$건설산업의 경쟁력 제고 등 3가지 대주제를 제시해 놓고 있다. 이 위원회에 정해돈 대한설비건설협회 회장이 설비건설업계 대표로 참석하여 기계설비업계의 당면문제를 건의하고 있다. 이에 따라 지난해 12월 23일 열린 제3차 회의에서는 그동안 대한설비건설협회가 지속적으로 건의한 저가하도급 심사제도 개선, 하도급 계약 시 부당특약 근절방안, 산재은폐 제도개선 등의 논의가 본격화 되었다. 이처럼 설비건설업계는 공생위원회가 저가하도급 유도 및 불공정 하도급 관행 등을 개선해 줄 것으로 기대하고 있다. 즉, 하도급업계가 피부로 느낄 수 있는 진정한 공생발전이 이루어지기를 기대하고 있는 것이다.

건설분쟁은 건설하도급분쟁조정협의회에 의뢰, 해결

  • 시공을 하다가 손해를 보았는데도 발주자 혹은 원도급업체에서 인정을 안해준다면 어떻게 해야 할까? "소송을 할까?", "다음 공사는 어떻게 해. 그냥 손해보고 말지 뭐", "아니야 그냥 넘어가기에는 너무 억울해" 설비건설업을 하다보면 누구나 한번쯤 이런 경험이 있었을 것이다. 이럴 경우 공정거래위원회에 문의 하거나 건설하도급분쟁조정협의회에 문의하다가 정 안될 경우 소송에 돌입한다. 소송의 경우 대법원의 최종 판결이 나기까지 2~3년은 고스란히 걸림은 물론 소송비용도 만만치 않다. 이렇게 기간이 길지 않고 가격도 저렴하면서 해결 가능한 방법은 없을까? 물론 있다. 건설하도급분쟁조정협의회에 의뢰하면 된다. 건설하도급분쟁조정협외희는 건설하도급 불공정거래행위에 따른 분쟁의 신속하고도 자율적인 해결을 도모하기 위해 지난 '85년 대한건설협회와 대한전문건설협회가 공동으로 설치하여 운영하고 있으며, 설비부문은 대한전문건설협회와 통합하여 운영하고 있다. 본지는 지난 호 대한상사중재원의 '중재'에 이어 이번 호에서는 건설하도급 분쟁조정협의회를, 다음호에는 공정거래위원회를 게재할 계획이다.

Interaction Analysis between Construction Business Indicators and Business Performance Indicators of Specialty Contractors providing Labor and Small Sized Equipments (재공중심 전문건설업체의 건설경기지표와 경영성과지표의 상관성 분석)

  • This study suggests business strategies by interaction analysis of indicators related construction business and business performance for specialty contractors that provide labor, materials and small sized equipments. To do this research, the data was analyzed for construction orders and business performance indicators of specialty contractors with KRW 7 bil. or more of assets during 1997 through 2010. For specialty contractors that provide labor, materials and smaller sized equipments, the amount of construction orders affects profitability the most and therefore some sort of strategy needs to be established to respond to decrease in operating margin due to dwindling construction orders. In other words, it is determined that increase in the amount of construction orders enhances operation of gross assets as well as the operating margin, ultimately increasing the profitability.

  • The recent plant order of oversea in domestic engineering and Construction Companies have been growing since 2003. In 2006, the total order came out 2.54 billion dollar. And in a quarter of 2007, the Ministry of Commerce announced that total order already came out 900 million dollar. They expect that the plant industry in the global market will be grown more in near future. However, even though there is growing plant businesses in oversea specially focused on the Middle East area, the domestic large engineering and Construction Company now face up the shortage of specialty manpower. Moreover, the domestic small and medium enterprises have same problems as large companies have. The plant construction industry is expanding rapidly, but the supply of specialty manpower can not follow its growing business. Also, most new supplied manpower is the person who graduated recently and received the degree in the different civil engineering track other than the plant major track, they are required to be re-educated. So, it is unable to deploy in short time. Also, there is shortage of manpower in the Construction Management financing division. Consequently, this project will study the efficient method of training for specialty manpower, provide the solutions.
