정부가 건설 하도급거래 질서의 옳바른 정착을 위해 건설하도급공정화 지침을 마련하고 지난 87년부터 시행한 결과 시행초기에는 원$\cdot$하도급 간의 분쟁이 발생해도 하도급업체가 참는 경향이 많았으나 최근들어 전문건설업계의 의식이 향상되면서 하도급거래 질서가 정착되어 가고 있는 추세이다. 건설하도급분쟁조정협의회에 매년 접수되는 조정사례는 약 70여건 정도이며 그중 설비업계가 약 70$\%$를 차지하고 있다.

Due to the downturn in the local construction business, entry into the overseas markets has been regarded as one of the core tasks of the building sector and the government. Thus, entry into overseas markets, not only by large and middle-standing enterprises, but also by small and medium sized enterprises, has recently become a major construction policy. Therefore, this study identified and evaluated overseas construction support policies in the field of construction engineering, ranked them as the policies for developing market development funds, fostering and educating expert workers, and supporting the provision of information on winning orders. Through these policy assessment results, the study proposed improvement measures from the government and from the business side. As for the government viewpoint, a measure of providing information suited to engineers in design companies, project manager (PM), construction manager (CM), a measure of producing skillful workers through the expansion of education support policies, and the promotion of specialized overseas workforce in the construction engineering sector were proposed. In the construction engineering industry, this study suggested measures for securing global expert manpower, sharing performance of overseas construction market development project, strengthening construction project management capacity, and strengthening risk management.

After rapid economy growth, Korean economy and Korean enterprises are aware of the importance on Mutual Cooperation. However, Korean society is not ready to proceed Mutual Cooperation and there are no theoretical model yet. Therefore, this study will suggest the theoretical basis for Mutual Cooperation, though identifying the most commonly used factors of three reliable sources: Mutual Cooperaton Manual(Ministry of Construction and Transportation 2006), selected distinguishing Mutual Cooperation Cases by Ministry of Construction and Transportation and Mutual Cooperaton Manual of other leading fields. through this study, it is expected to find reliable factors to evaluate Mutual Cooperations between General Contractor and Specialty Contractor.

지난해 우리 협회와 부산시가 행정쇄신 과제중의 하나로 제안한 기계설비공사 분리발주가 행정 쇄신위원회에서 결정$\cdot$통과돼 6월30일 재무부가 예산회계법시행령을 개정, 발주기관이 기계설비공종을 건축에서 별도로 분리 발주할 수 있도록 함에 따라 일반건설업체로부터 저가에 하도급을 받아 공사를 하던 설비전문업체들은 관련공사를 원도급에 의한 적정 가격에 수주받을 수 있어 각종 기계설비 공종에 대한 품질향상이 기대된다.

The engineering competitiveness of domestic construction companies is 70$\sim$80% of advanced countries. And Korean' companies fall behind China and South-East Asia in a competitive price. Recently, there are increased the amount of overseas order received in Korean construction companies. But, there is not enough the supporting policy of government. Therefore, this research compared and analyzed the competitiveness of domestic construction companies throughout benchmarking support system of overseas construction in advanced companies. Such research was obtained through business trip & consultation with related specialists for the difficulties of domestic companies in advancing into overseas market. This research provided governmental plans to advance into overseas market. First, this research provided assurance system and connected plan of ODA(Official Development Assistant) in construction. Second, this research suggested the improvement of overseas marketing survey and overseas construction marketing center. Third, this research provided the support system of bidding information and the training system of professionals.

Recently, a size of the domestic construction industry Has been reduced rapidly, and its economic slump Has been continued with the government real estate stabilization and tax policies. Moreover, as the reconstruction of apartments that has been added high value to the construction companies has been on the stake of high risk with delays of reconstruction start and finance restriction policies, an uncertainty of the construction markets and the competitions between the construction companies has been increased. At this point, the establishment of a collaboration relationship between construction companies has been recognized as one of the methodologies to respond actively on these uncertainties and fierce competitions. A collaboration relationship between construction companies is based on the balanced cooperation relationship for surviving together, and should be maintained on the complement and specialized collaboration between big, middle and small contractors. This paper propose a model of practical collaboration relationship to cooperate together between prime and subcontractors in Korean construction companies based on the analysis of questionnaires to the collaboration status between general and subcontractors in the Gangwon area.

최근 건설산업은 공공 및 민간부문의 발주물량 감소가 가시화되고 있으며, 최저가입제에 의한 사업수익율 하락 추세는 향후 건설업 붕괴위기, 건설산업 사양산업화라는 비관적 견해가 떠돌 만큼 건설업 전반이 심각한 위기를 맞고 있다. 정부는 재정 부족으로 인하여 SOC사업의 축소조정이 불가피하지만 국가경제의 악영향 해소와 신속한 경쟁력 회복을 위해 SOC사업에 대한 투자확대와 푹소범위 최소화의 필요성을 인식하고 있으며, 이에 재정부족과 SOC 확충이라는 두가지 문제를 해격하기 위해 민간투자사업이 활성화되고 있는 실정이다. 현재, 정부에 의해 주도되고 있는 민간투자사업의 제도 및 법률의 개정방향은 피간 건설업체가 주도하던 민자사업에 대하여 연기금 및 금융권으로의 전환을 예고하고 있으나, 현실적으로 금융권이 자체적으로 SOC 사업에 대한 투자를 위한 사업 타당성 분석이 어려운 실정이므로 이에 대한 대안으로 SOC 민간투자사업에 대한 노하우를 축적한 건설업체의 SOC 민간투자사업 분야에 아웃소싱 개닐념 도입, 특화하여 효율성을 극대화 시킴으로써 사업의 안정성 확보와 동시에 투자 수익 실현을 통하여 SOC 민간투자 활성화에 견인차 역학을 할 수 있는 전문운영회사의 도입에 대하여 논하고자 한다.

기획재정부와 행정안전부는 계약 예규를 개정하고 지난 4월 2일부터 시행에 들어갔다. 기획재정부는 이번 계약예규 개정을 통해 등록기간 3년 미만 업체가 공동수급제에 참여할 경우 만점기준을 완화했고, 1억 이상 3억 미만 전문공사의 경우 만점기준이 발주금액에 대한 '3년 실적의 1/2배 이상'에서 '평가면제'로, 3억 이상 50억 미만 전문공사의 경우 '3년 실적의 2배 이상'에서 '1/2배 이상'으로 평가방법을 완화했다. 또한 발주기관에서 공공공사 예정가격을 산정할 경우 반드시 최신 표준품셈을 사용하도록 의무화했으며, 적정 노무비 보장 심사 강화 방안으로, 최저가낙찰제 공사에서 업체가 제출한 노무비가 발주기관에서 산정한 노무비의 80% 미만일 경우 탈락된다. 기획재정부는 이번 개정으로 시공경험이 부족하지만 기술력 등이 우수한 신설 중소 업체가 공공공사에 참여할 수 있는 기회가 늘어날 것으로 기대하고 있으며, 최저가낙찰 시 과다한 노무비 삭감 등으로 인한 건설 근로자 소득감소 및 내국인 건설업 기피 등을 막을 수 있을 것으로 기대하고 있다. 한편 행정안전부는 이번 계약예규 개정을 통해 지방자치단체 입찰 및 계약관련 예규를 현행 11개에서 2개로 통합했고, 지자체가 발주하는 50억원 이상~100억원 미만의 공사의 경우 참가자격 적격심사 항목 중 자산회전율 평가를 삭제했으며, 신용평가 등급을 완화해 지방 중소기업들의 입찰 참가 기회를 확대하기로 했다.

우리 협회는 지난 11월 26일 오후 2시 협회 대강당에서 '건축설계의 국제경쟁력 확보 및 전문화 방안'을 주제로 토론회를 개최하였다. WTO출범과 건축설계시장개방 등 급격한 대내ㆍ외적 환경변화에 처해 있는 우리 건축계의 국제경쟁력 확보 방안을 마련하기 위해 열린 이날 토론회에서는 경쟁력 확보를 위해 건축설계사무소마다 다양한 전문분야를 확보하고, 건축설계 생산성 향상을 위해 설계업계와 구조, 설비 등 관련 전문분야가 협력체제를 구축해야 하며, 건축의 상품성과 문화예술성이 함께 고려된 건설관련 법안이 마련돼야 한다는 주장이 제기됐다. 이날 서울시립대 최찬환교수는 '건축설계의 경쟁력 확보 방안'이란 주제발표를 통해 해외건설업계의 국내진출에 대응하기 위해서는 설계사무소가 전문성과 효율성을 확보해야 한다고 강조하면서 전문영역을 크게 주거, 상업시설, 공공시설, 교육문화시설, 사회복지시설, 교통 및 운수시설 등으로 구분하였다. 최교수는 또 외국업체에 의한 국내시장 잠식을 막고 우리가 해외에 진출하기 위해서는 해외건설업체와 협력해 정보와 기술, 경험 등을 지원받아야 하고 R&D에 대한 투자를 적극적으로 해야한다고 강조했다. 이어 '건축설계의 전문화'에 대해 주제발표를 한 강원대 박경립 교수는 국내 건설관련문제점 개선과 대외경쟁력 강화를 위해 현재 입법추진되고 있는 건설산업기본법이 건축설계의 독자성과 전문성을 고려하지 않고 있다고 지적하면서 이에 대한 보완필요성을 제기하였다. 박교수는 또한 건축설계분야가 갖고 있는 전문성과 함께 '건축문화'라는 사회문화적 측면의 중요성이 인식돼야 한다며 건축의 상품성과 문화예술성이 함께 고려된 건설관련 법안이 마련돼야 한다고 지적했다. 박교수는 이밖에도 사회발전에 따른 새로운 전문영역의 개발로 실내 설계와 도시설계를 예로 들었으며 정보화에 맞게 고도의 전문성을 바탕으로 Network체계를 구축하고 그 핵심은 건축사협회에 정보Network를 구축하여 활용하는 것이라고 제안했다. 한편 주제발표 후에는 약 3시간여에 걸쳐 이문보(동국대 교수), 손세관(중앙대 교수), 이병담(현대산업개발 부사장), 김인호(국방부 건설기술과장), 유경철(삼육건축사사무소 대표), 이관영(본 협회 이사)씨 등 건설ㆍ건축관계자들이 참가한 종합토론이 이어졌다. 이 자리에서는 사회의 인식에 앞서 건축계 내부적으로 전문성과 효율성의 확보에 나서야 한다는 의견과 함께 무한경쟁속에서 우리 건축설계의 경쟁력을 높일 수 있다는 다양한 의견들이 제기되었다. 본지에서는 이번 토론회의 주제발표 내용을 요약 정리하여 게재한다.

본 연구는 자원의존이론, 거래비용이론, 관계계약이론 등의 선행연구를 검토하여 건설업계에서 관계지향성을 행동적 구성요인으로 개념정립하고, 관계지향성에 대한 영향요인 및 관계지향성 행동의 성과변수를 밝히고자 하였다. 본 연구에서는 행동변수로서의 관계지향성 개념을 정립하기 위해 정보교환, 조화노력, 협동적 규범, 업무적 결속을 사용하였다. 연구표본은 C지역의 전문건설업체를 대상으로 하였다. 실증분석결과에서 단일차원의 관계지향성 개념을 식별하였다.
