Even though many studies have showed that competence is positively related to organizational performance, few studies have attempted to find out the process of competency - performance. This study focuses on the organizational factors to explore their effect on the competence of customer relationship. Based on the data collected by KRIVET and the Ministry of employment and labor, strategic role of HR department and information systems are examined. As well human resource competency is investigated as a mediating variable. This study used surveys targeting department managers and executive members in firms and sample size was 1086 after cleaning the dataset by deleting all the cases with many missing values. The findings show that strategic role of HR department and information system has an influence on human resource competency, significantly. In addition, the human resource competency affect customer relationship competency, positively. Implications and directions for future research are discussed.

Recent interests in both vehicle emissions and public health have facilitated the development of more eco-friendly transportation systems. This study proposed an integrated simulation approach for evaluating the effectiveness of speed management strategies from the various perspectives including safety, operational efficiency, and environmental compatability. Those simulation methods include driving simulation, traffic flow simulation, emissions simulation, and air dispersion simulation. An essence of the proposed simulation framework is to create the systematic connection of each simulation method toward the evaluation of effectiveness of speed management strategies. As an example, chicane and speed hump in residential area were evaluated by the proposed method. It is expected that the proposed simulation-based approach would be effectively used for the decision-making process in selecting better alternatives considering both safety and public health.

Information system, organization structure, and business strategy have been major variables in MIS research. Most of research about these variables interested in the relationship of two variables. There were very few efforts to connect three variables. But relationship or fitness of these factors plays an important role to improve performance. Nowadays managers face new challenge. That is 'globalization' To cope with this turbulent environment, they have to know how to fit these Important factors(information system, organization structure, business strategy). It is the main purpose of this article to find out the fitness of these variables under global business environment. Based on literature review, I made research model which tells whether fitness of three variables affects performance under the control of headquarter. And I propose hypothesis. I define strategy as global innovator, integrated player, implementers role, local innovator and organization structure as multinational, global, international, trans-national and information system as independent IT operation, headquarter driven configuration, intellectual synergy configuration, global integrated IT configuration.

정부는 지구온난화로 인해 기후변화에 대응하고 세계적 경제위기를 극복하기 위해, 저탄소녹색성장기본법(2010년 1월)을 제정하여 저탄소 녹색성장을 추진하고 있다. 저탄소 녹색성장은 신재생에너지, 탄소배출권 거래제도, 5+2 광역권개발정책, 저탄소 녹색도시 등으로 요약할 수 있다. 본 연구의 목적은 저탄소 녹색도시계획 및 이에 대한 전략환경평가의 동향을 고찰하고, 저탄소 녹색도시계획에 대한 전략환경평가의 방향을 제시하는 데 있다. 저탄소 녹색도시 조성 관련 연구를 고찰한 후, 환경부의 사전환경성검토 업무매뉴얼의 도시계획의 환경성제고 방안과 국토해양부의 전략환경평가 업무처리규정, 도시계획수립지침, 저탄소 녹색도시 조성을 위한 도시계획수립지침(2009), 저탄소 녹색도시계획 표준모델(2010), 녹색도시개발계획 등을 포함하면서 개정된 도시개발업무지침(2011)이 도시계획에 제대로 반영되는지를 검토하고, 외국의 기후변화에 대응하는 전략환경평가를 고찰한 결과는 다음과 같다. 첫째, 기후변화 대응 도시계획의 내용은 저감방안과 적응방안 두 가지로 나눌 수 있는 데, 저감방안은 경제적 및 기술적으로 한계가 있으므로, 향후 전략환경평가는 저감방안과 함께 적응방안을 강조할 필요가 있다. 둘째, 기후변화 대응(저감과 적응)을 위해 전략환경평가의 목표와 지표를 설정한다. 셋째, 국토해양부의 상위계획(광역도시계획과 도시기본계획)에 대한 전략환경평가와 환경부의 하위계획(도시관리계획)에 대한 전략환경평가의 긴밀한 연계가 필수적이다. 넷째, 전략환경평가는 도시기본계획 수립 후에 이뤄지는 독립된 과정이라기보다는 도시기본계획 수립과정에서 중요한 부분으로 인식하는 것이 중요하다. 장기적으로는 도시기본계획과 도시환경계획을 연계시키는 것이 바람직하다.

The rapid digitalization has highlighted the importance of identifying and managing online resources. Especially, the need for a systematic identification system for the efficient distribution and preservation of digital content is growing. This study aims to respond to these contemporary demands by investigating the current state of identification systems for online resources and exploring more systematic management and utilization methods through linking these systems with legal deposit. To achieve this, the study surveyed the identification systems and their issuance status for online resources and analyzed prior research related to these online resources. Based on the analysis, the proposed strategies for linking with legal deposit can be summarized into three categories: First, to prioritize and enhance the utilization of legal deposit, strategies are required to strengthen the mutual complementarity of deposit and use, to assign priorities to certain deposits, and to increase the usability of deposited materials. Second, as strategies based on international standard numbers for linking with legal deposit, it is necessary to integrate ISBN and UCI in the deposit process, to link international standard resource numbers with deposit, to interconnect metadata between international standard numbers and UCI, to integrate UCI and ICN, and to introduce automation technology for upgrading the deposit system. Third, to effectively implement the aforementioned strategies, policy support is essential. This includes enhancing the role of the Korean Bibliographic Standards Center, strengthening cooperation with publishers, compensating for deposited materials, and increasing awareness and institutional compensation for the legal deposit system.

This study proposes a strategy to attract visitors by analyzing the justification for hosting the 2027 Summer World University Games in Chungcheong, Korea, as well as by assessing the internal and external factors to promote regional development. Using Environmental Analysis as the diagnostic approach, we focus on strength/opportunity (SO), strength/threat (ST), weakness/opportunity (WO), and weakness/threat (WT) analyses. SO analysis show that a matching strategy of mid- to long-term cooperation among the four cities and provinces in Chungcheong and development of local sports by promoting its linkages to science, and industry offer best strategic use-value. ST analysis shows that optimal infrastructure development and establishment of competition management strategies in preparation for non-face-to-face engagement make balanced regional development possible. WO analysis shows the need for rearrangement and renovation of outdated sports facilities, development of programs linked to convergence sports tourism products, efficient and strategic attraction activities, and promoting sustainable development of bed town cities. WT analysis suggests that the imbalance in regional development due to expansion of sports facilities, insufficient cultural contents in tourism, and tourism demand fluctuation are potential problems. Follow-up studies can focus on deeper analysis of the possibility and attractiveness of hosting the Summer World University Games in Chungcheong, Korea using qualitative methods such as focus group interviews and in-depth interviews with stakeholders and local residents.

소비자의 욕구와 개성화, 그리고 시장경쟁력에서 생산체제가 변화되면서 기업들의 물류환경여건도 변화를 가져와 물류가 기업들에게 당면한 주요 과제가 되었다. 사회 간접자본의 부족으로 인한 도로, 항만 등의 정체현상이 심화되고 3D업종에 속하는 물류부문은 더욱 인력난을 겪게 되면서 물류비상승이라는 부담을 안게 되었다. 그리고, 컴퓨터, 정보통신기술 등과 같은 첨단의 기술혁신이 이루어 집에 따라 컴퓨터 및 각종 기기들의 연결이 가능해지면서 물류정보시스템 구축이 활발하게 이루어져 가고 있다. 그러나, 이러한 현실에도 불구하고 기업들은 이에 대한 효율적인 대처 방안을 마련하지 못하고 물류에 대한 인식조차 못하고 있거나 잘못 이해하고 있는 실정이다. 본 논문은 이러한 문제점을 인식하여 물류정보시스템의 활용수준과 물류활동 연계 그리고 물류전략에 대한 이론을 정립하고 이를 근거하여 나라 기업률이 물류를 어떻게 인식하고 있는가를 물류정보시스템의 활용수준, 물류활동연계, 물류전략 등의 변수를 도입, 측정하여 봄으로써 우리나라 기업의 물류에 대한 문제점들을 규명하고 앞으로 물류의 능률적인 실시를 위한 올바른 방향을 제시하는데 그 목적을 두고 있다. 실종분석 결과 물류성과에 대한 물류정보시스템 활용수준과 물류연계수준은 물류성과에 영향을 미치는 것으로 나타났다. 그리고, 물류 기능별 정보시스템 활용수준과 물류차별화 전략이 물류성과에 상호작용 효과를 보이는 지를 알아본 결과 상호작용효과가 있는 것으로 나타났다.

세계의 방송 통신환경은 글로벌화 되고 있으며 주요 기업간 M&A로 업계 재편이 본격화 되고 있다. 통신산업 환경이 개방화 글로벌화 되어 가는 과정에서 국내 통신산업도 경쟁력을 가지기 위해서는 해외시장 확보와 규모의 경제 달성이 필요하다. 국내 통신산업은 국제적 경쟁력을 갖추고 있음에도 이를 활용한 해외진출은 미흡한 실정이다. 국내 통신사업자가 글로벌 통신시장에 진출하여 해외 통신사업자들과 본격적으로 경쟁하기 위해서는 자본 확충과 다양한 정부 지원이 필요하나 이를 확보하기에 많은 애로점이 있다. 본 고에서는 이러한 문제를 해결하기 위한 하나의 대안으로서 정부의 주요 국정 과제 중 하나인 자원외교와 연계한 통신서비스 산업의 패키지형 해외진출 전략을 제안한다. 본 고에서 제안하는 패키지형 진출 전략의 핵심은 우리나라와 자원부국간의 상생과 자원 IT 금융의 산업간 시너지를 도출하는 데 의의가 있다.

국내 대표 해양도시인 부산시는 도시의 이미지를 향상시키고 경쟁력을 갖추기 위해 북항재개발지역과 원도심지역을 연계한 복합형 재생사업을 추진하고 있다. 부산남항은 북항과 원도심지역에 맞닿아있지만 고유의 특성이 고려되지 못하고 복합형 재생사업에 종속된 개발 압력을 받아왔다. 최근 해양관광벨트 형성에 있어 부산남항의 입지적 중요성과 북항·원도심지역과의 연계 필요성이 대두되며 부산남항을 대상으로 다양한 개발계획이 수립되고 있다. 항만재개발사업의 경우 대규모 SOC사업으로 추진과정에서 이해관계자 간의 갈등, 재정 문제 등의 여러 문제가 야기되는데 이러한 문제를 해결하지 못하면 사업이 표류 될 가능성이 크다. 따라서 본 연구는 부산남항 재창조를 위해 필수적인 항만재개발사업의 원활한 진행을 위한 추진전략과 민간참여방안을 제시하였다.

경제의 패러다임이 지식의 확산과 공유가 경제 성장의 주요한 요소로 대두되는 지식기반경제로 변화하게 되고, 융합 기술(fusion technology)의 중요성에 대한 인식으로부터 학제간(inter-disciplinary) 연구나 기술개발이 활발해지면서, 각 산업이 타산업과 맺고 있는 특정한 연계구조에 대한 분석은 정부의 기술정책이나 기업의 기술전략 수립에 필수적인 것으로 받아들여지고 있다. 특히 산업간 지식흐름의 구조를 파악하는 것은 산업간 협력(collaboration)의 형태나 파급효과에 대한 분석뿐만 아니라 기술 혁신을 촉진하기위한 혁신 클러스터(innovative cluster) 형성의 기초를 제공하는 것이라 하겠다. 따라서 본 연구는 기술집약적 장비에 체화된 유형자원의 간접적 지식 확산이 아닌, 특허 인용의 명백한 지식 흐름을 활용하여 한국 제조업의 지식 흐름 구조를 분석하고 이를 토대로 클러스터를 나누는 것을 목적으로 한다. 이를 위하여 특허 인용 정보가 존재하는 미국특허청(USPTO)의 자료를 이용하며, 여기에서 도출된 한국 특허의 인용관계를 통해 한국 제조업의 네트워크 및 클러스터를 생성하였다. 즉, 특허 분류를 산업 분류에 매칭(matching)시킴으로써, 특허의 인용관계를 각 특허가 속한 산업간의 지식흐름으로 변환하여 산업간 연계 구조를 파악하고 이를 토대로 한국 산업의 지식 클러스터를 생성함으로써 클러스터간 지식 흐름을 분석하고, 각 클러스터의 기술적 특성을 제시하였다. 본 연구는 한국 산업의 지식흐름을 미국특허청에 출원된 한국 특허를 활용하여 분석했다는 점에서 제기될 수 있는 해외 기술 시장으로의 전략적 차원의 출원에 의한 자료의 편중성문제와 지식흐름의 절대량이 아닌 상대량을 통해 클러스터링함으로써 발생될 수 있는 자료 활용의 한계점을 지니고 있다. 그러나 비체화 지식의 흐름을 특허인용관계를 통해 실증적으로 분석하고, 이를 통해 클러스터를 나누어 산업간 연계구조와 기간에 따른 변화 양상을 조명하며, 각 클러스터의 특성을 다양한 지표(indicators)로부터 설명했다는 데에서 의의를 찾을 수 있다. 본 연구의 결과는 기술혁신을 위한 국가 차원의 산업정책이나 기술개발과 관련한 기업의 기술전략에 활용될 수 있을 것이다.
