발전부문 배출권 모의거래는 배출권 거래제 도입시 발전부부문에 미치는 영향 분석을 통해 발전부문의 대응전략을 수립하기 위한 목적으로 2008년에 전력거래소가 주관하여 발전5사(남동, 중부, 서부, 동서, 남부)가 주요 참여사로 하여 국내최초로 국내실정에 맞는 배출권 모의거래를 시행하였다. 모의거래에서는 2가지의 시나리오를 설정하였다. 시나리오 I은 최소발전량 발전, 시나리오 II는 총발전운영계획량과 발전실적량을 일치토록하는 전제조건을 설정하였다. 그 결과 시나리오 I에서 모든 참여사는 최소 조건을 충족하도록 발전하는 전략적 행위로 인하여 전력공급지장이 발생하였고, 시나리오 II는 온실가스 배출량이 적은 LNG발전소의 발전량은 증가시키고, 온실가스량이 많은 석탄화력은 증가 운전토록하는 전략적 행위를 취함으로써 발전원가의 상승으로 인하여 전력가격이 상승하는 결과를 초래하였다. 따라서 향후 우리나라에 배출권 거래제 도입될 경우에 대비하여 전력시장과 연계한 배출권 거래제의 다양한 시뮬레이션이 필요하다.

현재 우리나라 혁신시스템은 기존의 성장 및 기술공급 위주의 발전전략이 한계를 노정하면서 새로운 전환기를 맞고 있다. 이에 새로운 혁신 경로 창출을 위한 과학기술 ICT 정책 패러다임 전환은 물론 지속가능한 에너지, 농업 농촌 등 다양한 영역에서의 시스템 전환이 필요한 상황이다. 이를 위해서는 과학기술 ICT와 에너지 환경 등 관련 분야 간의 연계 통합은 물론, 기술이 활용 확산되는 현장이나 사회, 사용자의 이해가 더욱 중요해진다. 리빙랩은 사용자 참여를 기반으로 하는 새로운 혁신모델이자 지속가능한 시스템 전환의 니치 실험으로서 최근 유럽을 중심으로 부각되고 있다. 본 연구에서는 과학기술 ICT가 에너지 전환, 농업 농촌 시스템 전환, ICT 정책 패러다임의 전환에 적용된 리빙랩 사례를 살펴보고 우리나라에서의 시사점을 도출하였다. 유럽의 SusLab 프로젝트, C@R 프로그램, 대만의 리빙랩 사례 모두 사전기획 단계부터 지역 사용자의 배경과 경험을 적극적으로 수집하고, 사용자 주도의 혁신활동을 개발프로세스 전반에서 유지함으로써 적실성있는 문제해결은 물론 다양한 전환 실험을 성공적으로 추진하였다. 이러한 결과는 중앙정부와 지자체의 R&D사업에서 각각 리빙랩의 도입을 검토하는 우리나라에 다양한 시사점을 제공한다. 리빙랩은 국가 또는 지역 전반의 사회 기술시스템의 전환을 위한 전략적 니치 실험, 정책 간 연계통합의 수단, 새로운 지역혁신 모델로 활용될 수 있다. 또한 최근 혁신정책 패러다임에서 강조하고 있는 사용자 및 수요 측면을 반영한 정책통합을 실현할 수 있는 중요한 플랫폼이 될 수 있다.

The Occupational health and safety is an important factor in the competitiveness of an enterprise. In this paper, activation strategies of OHSMS(Occupational health and safety management system) were systematically and quantitatively analyzed and suggested using SWOT/AHP(Strengths, Weaknesses, Opportunity, Threat/Analytic Hierarchy Process) analysis. In these results, activation strategies of this system can be suggested as followings ; Making worker safety-friendly image of enterprise, developing the quantitative indices related to management results in accreditation programs of OHSMS, constructing the relationship between OHSMS and product safety management, and developing the customized integrated accreditation system.

우리나라는 중국과 일본을 연계하는 동서항로와 러시아에서 동남아시아로 이어지는 남북항로의 연계거점에 위치하는 입지적 강점에도 불구하고 국제 크루즈 시장 여건이 성숙되지 못했다. 이에 본 연구의 목적은 국내 크루즈 관광의 현황을 짚어보고 일본 사례의 성공요인을 분석하여 크루즈 관광의 발전 방향을 살펴보고자 하였다. 이를 위해 기존의 기 수행되었던 연구보고서 및 데이트를 활용하였다. 조사결과 문화체육관광부 등 관계부처 협업을 통해 크루즈 관광 거점 구축, 단기적으로 인센티브를 활용하여 외국 선사 유치 전략과 더불어 중장기적으로는 자국 선사, 상품 구축 동시 병행이 필요한 것으로 나타났다.

2015년도에 한국정보통신기술협회(TTA)는 표준의 보급 확산 활성화, 사실 표준화 기구에 대한 대응 활동강화, 국민 편익형 표준화의 본격추진, 중소기업에 대한 표준 지원활동 강화를 주요 목표로 삼고 이를 추진하기 위한 표준화 전략을 수립하였다. 이러한 목표를 달성하기 위한 세부 전략으로는 표준의 경제적 효과 분석, 국민 편익/생활 밀착형 표준화 본격추진, 기 제정된 TTA 표준의 Use Case 세부 조사 분석, 사실표준화기구에 대한 대응체계구축, 중점 표준화 분야와 적합성/인증연계, 표준보급활동 강화를 위한 맞춤형 표준설명회 개최 및 표준해설서 개발, 중소기업을 지원하기 위한ICT 표준화 사이버 지원센터 운영 등의 전략을 수립하였다.

우리 IT산업은 연평균 19%의 성장세를 유지하며 국가 경제에 중추적 역할을 수행해 오고 있다. 그러나 최근 세계경제의 침체 및 중국 경제의 고성장에 따른 부담 등으로 인한 IT산업의 위기감이 고조되면서 수출품목 및 대상국가의 다변화와 그에 따른 차별화된 수출전략이 요구되고 있다. 이러한 차별화된 수출전략을 위하여 전략품목 및 국가에 대하여 대기업과 중소기업간, 산업간, 연계사업간 등의 다양한 IT분야 패키지형 해외진출 방안을 제시해 보고자 한다. IT산업은 앞으로도 우리 경제의 큰 버팀목으로 자리잡고 발전해 나아갈 것이며, IT분야의 패키지형 해외진출 방안이 일조를 해 나아갈 것이다.

Although researches on digital transformation and competitive strategies are active, but research or alternatives considering fitness between them are still insufficient. Therefore, this study aims to identify the relationship between the types of digital transformation project and the innovation of competitive strategies, and to suggest strategic implications and alternatives for how to utilize digital transformation when establishing a competitive strategy. To this end, this study first derived 14 types of digital transformation in 4 areas through literature research. Then, the relevance of digital transformation and competitive strategy identified through previous studies and case analysis was identified, an effective link between competition strategy and digital transformation, and optimization of fitness between competition strategy and internal resources were presented. This study contributed in that it attempted to advance research on competitive strategies in an academic perspective by approaching them from the perspective of strategic fitness about digital transformation. In addition, in the industrial aspect, it contributed to the fact that it supported the systematic implementation of the competitive strategic response of companies that had to deal with the situation where they wanted to promote digital transformation wisely from the viewpoint of fitness.

1990년대 중반부터 기업은 단위 프로젝트를 기업의 전략과 연계하여 구현하기 시작하였으며 현재는 많은 기업들이 비즈니스 전략과 연계된 전사적인 프로젝트 관리를 구현하고 있다. 현재까지의 많은 프로젝트 관리 방법들은 진입단계에서 프로젝트 종료 후 향후 프로젝트 성과의 향상을 위한 환류(Feedback)구조를 갖추지 못하고 있는 실정이다. 또한 대부분의 프로젝트 관리 및 평가가 수요자의 관점에서 이루어지고 있다. 본 연구는 성공적인 프로젝트의 관리를 위한 공급자 및 수요자 관점의 IT 프로젝트 성과평가체계의 제시를 목적한다.

효율적인 방제전략 수립 지원시스템 개발의 일환으로 환경민감정보 기반 실시간 유출유 확산예측 시스템과 피해위험도 예측시스템을 연계한 해양오염 방제지원시스템을 개발하였다. 실시간 유출유 확산예측시스템에서는 실시간 바람과 실시간 해수유동을 기반으로 유출유의 이동을 계산하고, 유출유 특성에 따라 해상 유출유의 풍화작용을 모델링하여 유출유의 잔류량 및 확산분포를 계산한다. 유출유 확산 예측의 실시간 바람은 국립환경연구원의 실시간 기상모델 결과를 FTP를 이용하여 실시간으로 연계하여 활용하며, 실시간 해수유동으로서 조류는 수치모델결과와 검조소 관측결과의 결합을 통해 실시간 조석을 예측하는 CHARRY (Current by Harmonic Response to the Reference Yardstick) 모델을 이용하여 예측하고, 실시간 취송류는 바람과 취송류간의 상관관계와 반응함수를 이용하여 예측한다. 실시간 해수유동을 따라 이동하면서 풍화되는 유출유의 풍화작용은 유출유 특성에 따라 결정된 감소율을 적용하여 모델링한다. 본 시스템은 이와 같은 정보를 ESI(Environmental Sensitivity Index) 및 방제자원 정보와 통합하여 종합적으로 제공함으로써 방제전략 수립을 지원한다.

Recently, the Korean Government has announced a plan of public sector relocation to deal with a severe overconcentration of economic functions in the capital region and to promote more balanced regional economic development This study analyses the case of the French public sector relocation policy and suggests its implications. The policy in france is evaluated to be successful to encourage more balanced regional growth, with reference to the growth of population, job creation and scientific-technological infrastructure out of the capital region. It has also contributed to the growth of regional innovation capacity which becomes to be a critical factor for the regional development. As the policy of public sector relocation can be accepted to be an effective tools for balanced regional development in Korea as well, Government has to make an every effort to implement the policy in a strategic way.
