본 연구는 능동적이고 선제적인 진단제도의 안정적 효율적 관리를 위하여 진단제도상공단의 중장기 대응전략을 수립하고자 한다. 특히, 현재 진단제도의 운영현황, 문제점 분석을 통하여 진단제도의 개선방안을 도출하고 의견수렴을 통한 개선방안에 따른 공단 대응전략을 수립하여 국내유일의 진단제도 전문기관 역할수행 및 수익모델 발굴을 위한 로드맵으로서 활용하고자 한다.

This paper describes not only the complexities of LNG business including shipping sector but also its own current environmental changes. Furthermore, system dynamics (VENSIM analysis) as a methodology is introduced to analyze the potential LNG shipping market in the future. As a result of the VENSIM analysis, potentiality of the spot LNG shipping market is systematically established in connection with embodiment of the spot LNG market. This paper suggests three methods, which are centered on newbuildings of ships, for the shippers to prepare for the spot LNG shipping market on the basis that maritime economics can make a direct contribution to the shippers' business decision-making.

정부는 지구온난화로 인해 기후변화에 대응하고 세계적 경제위기를 극복하기 위해, 저탄소녹색성장기본법(2010년 1월)을 제정하여 저탄소 녹색성장을 추진하고 있다. 저탄소 녹색성장은 신재생에너지, 탄소배출권 거래제도, 5+2 광역권개발정책, 저탄소 녹색도시 등으로 요약할 수 있다. 본 연구의 목적은 저탄소 녹색도시계획 및 이에 대한 전략환경평가의 동향을 고찰하고, 저탄소 녹색도시계획에 대한 전략환경평가의 방향을 제시하는 데 있다. 저탄소 녹색도시 조성 관련 연구를 고찰한 후, 환경부의 사전환경성검토 업무매뉴얼의 도시계획의 환경성제고 방안과 국토해양부의 전략환경평가 업무처리규정, 도시계획수립지침, 저탄소 녹색도시 조성을 위한 도시계획수립지침(2009), 저탄소 녹색도시계획 표준모델(2010), 녹색도시개발계획 등을 포함하면서 개정된 도시개발업무지침(2011)이 도시계획에 제대로 반영되는지를 검토하고, 외국의 기후변화에 대응하는 전략환경평가를 고찰한 결과는 다음과 같다. 첫째, 기후변화 대응 도시계획의 내용은 저감방안과 적응방안 두 가지로 나눌 수 있는 데, 저감방안은 경제적 및 기술적으로 한계가 있으므로, 향후 전략환경평가는 저감방안과 함께 적응방안을 강조할 필요가 있다. 둘째, 기후변화 대응(저감과 적응)을 위해 전략환경평가의 목표와 지표를 설정한다. 셋째, 국토해양부의 상위계획(광역도시계획과 도시기본계획)에 대한 전략환경평가와 환경부의 하위계획(도시관리계획)에 대한 전략환경평가의 긴밀한 연계가 필수적이다. 넷째, 전략환경평가는 도시기본계획 수립 후에 이뤄지는 독립된 과정이라기보다는 도시기본계획 수립과정에서 중요한 부분으로 인식하는 것이 중요하다. 장기적으로는 도시기본계획과 도시환경계획을 연계시키는 것이 바람직하다.

After the Cold War, international terrorism and related issues have been the most urgent problems. However, Korea hasn't recognized this seriousness due to relatively slight damage. Yet the interest about the international maritime terrorism and related issues is increasing as the maritime terrorism issues emerged. This is because Korea is located next to three oceans and majority of international trades depend largely on international maritime transportation due to its scarce natural resources. Therefore this study has the purpose that it reviews the advanced researches and documents, analyzes the priority about response system against international maritime terrorism, suggests the practical solutions. For these purposes, it conducted Delphi technique to international maritime terrorism experts with response system factors selected among the advanced researches and documents. As the result of analysis, this study figured out that legal and institutional countermeasures are needed as international measures, strategic countermeasures are needed as domestic measures to set up the response system against international maritime terrorism. Synthetically, for the efficient and practical counteract against international maritime terrorism, the response institute against international maritime terrorism and the awareness of relevant experts are preferentially necessary.

4차 산업혁명은 메가시티를 포함한 지역 경제권, 교육 및 삶의 방식, 환경인프라 전반에 엄청난 영향을 미칠 것으로 예상된다. 이러한 변화에 효과적으로 대응하기 위해서는 국가 단위 대응뿐만 아니라 지자체 단위의 방향설정 및 지역 특성을 고려한 맞춤형 전략 수립이 필요하다. 주요국의 경우 광역자치권 단위의 전문조직(총괄기획 및 종합조정 컨트롤타워)을 두고 지속가능한 도시 성장을 모색하며 4차 산업혁명에 대응하고 있는 반면, 국내 지자체의 대응은 미비한 편이다. 이에 본 연구에서는 전문조직 설립을 통한 지자체의 4차 산업혁명 대응 방안을 연구하였다. 이를 위하여 주요국 대응 현황을 조사하였고, 서울특별시 케이스를 중심으로 전문조직 설립을 통한 글로벌 경쟁력 확보 및 지속가능한 성장 방안을 제안하였다. 구체적으로는 서울특별시 과학기술분야 관련 전문가 150명을 대상으로 설문을 수행하여 '(가칭)서울과학기술전략연구원'의 필요성, 미션, 핵심역할 및 기능을 정립하였고, 설립 및 운영방안을 설계하였다. 아울러 비용편익분석을 수행하여 해당 기관 설립의 타당성과 기대효과를 추정하였다. 마지막으로 연구결과를 종합하여 이론적 실무적 시사점, 연구의 한계점 및 향후 연구방향을 제시하였다.

온실가스 에너지 목표관리제도 뿐만 아니라 배출권거래제도도 도입을 준비하고 있는 등 외부에서 제도의 압박이 거세지고 있다. 기업에서는 온실가스 감축과 관련하여 조직 전부문이 참여하는 실질적 에너지경영체계를 구축해야 하며 조직 외부와 에너지 감축기술에 대한 커뮤니케이션 네트워크를 구성하는 등 기후변화에 대한 대응이 필수적인 사항이 되었다. 이제는 규제대응을 넘어 미래 전략 차원에서 접근과 노력을 해야 한다.

The purpose of this paper is to propose measures to respond to NK's nuclear threat by applying the concept of offset strategy in the US and the fourth industrial revolution technology innovation. Through this study, the concept, technology, and organization were examined to find measures to counter the NK's nuclear threat. The concept was to review the US offset strategy and consider the strategy of paralyzing the enemy's center as an operational concept. And the technologies that can support the 4th Industrial revolution and the 3rd US offset strategy. The organization analyzed the implications for the reform of the National Defense Reform 2.0 and the reorganization of the acquisition of the US DoD. Through the US offset strategy review, it is necessary to reconcile the strategic concepts of Korea and the US, and the interoperability of technologies and the cooperation fields of the ROK-US alliance. In addition, it is necessary to strengthen the capability of responding to NK's nuclear threat in connection with the 4th Industrial Revolution and the National Defense Reform 2.0 promotion. It is necessary to develop the concept of operational performance applying the new paradigm for the NK's nuclear issue and to apply advanced science and technology. And that it is necessary to organize effectively in conjunction with the National Defense Reform 2.0.
