최근 전 세계적으로 수송수단과 산업시설에서의 배출로 인한 대기오염의 심각성을 강조하고 있다. 특히 항만과 공항에서도 대기오염의 중요성을 인지하고 있고 지역별 대기오염물질 배출 및 대기오염도 현황을 분석하여 각 시설에서의 종합관리방안을 도출하고 있다. 2020년부터 시행되는 국제해사기구(IMO)의 선박에서 배출되는 온실가스 즉, 황성분을 포함한 연소배기가스 중 CO2, SOX,NOX, PM2.5의 배출규제에의 대응과 배출규제해역(ECA)제도 도입에 따른 업계와 정부, 학회의 대비도 빠르게 진행되고 있다. 부산항에서도 항내계류선박과 하역장비에서의 오염물질 배출을 억제하기 위한 대체전력공급(AMP, Cold Ironing)에 대해 대응하고 있다. 본 연구는 도시주민의 건강을 위협하는 미세먼지(PM2.5)의 심각성과 배출가스의 저감을 위한 방안을 소개하고 오히려 이를 해운항만에서의 4차산업 발전의 계기로 대응하도록 하는 방향을 제시하고자 하였다. 산업화 과정에서 필연적인 대기오염을 저감시키는 방안이 새로운 해양산업으로 전환하기를 기대한다.

전통기업의 e-Transformation을 위래서 온라인/오프라인 기업들은 새로운 비즈니스 모델 수립을 모색하고 있으며, 정부는 업종별 B2B 전자상거래 사업을 추진하는 등 부단한 노력을 하고 있다. 그러나 이러한 노력에도 불구하고, 세계적으로 B2B Marketplace들의 경영 부진 및 저조한 시장참여도 현상이 매우 심각한 것으로 나타나고 있다. 이에 국내 유통산업의 B2B현황 및 문제점을 살펴보고, 선진국의 유통산업 동향을 고려하여 국내 유통산업의 바람직한 e-Marketplace 구현 방안을 제시하고자 한다. 본 논문에서는 전자상거래 활용 및 대응을 위한 e-Marketplace의 역할 및 의의를 살펴보고, 선진유통업계의 전략적 제휴를 통한 e-Marketplace 구축 사례 분석 및 국내 유통산업 entities의 needs분석을 바탕으로 유통산업에서의 e-Marketplace 구현방안을 수립하였다. 특별히 본 논문에서는 유통산업 전자상거래 ISP에서 검토된 실질적 방안을 제시하는데 중점을 두었다.

본 고에서는 국가 재난 상황 발생 시 신속한 대응을 위해 이동통신 기반의 국가 재난안전 통신망을 구축하기 위한 방안을 알아본다. 기존의 재난 통신망은 재난 발생 시 소방, 경찰, 군, 정부 등으로 각각 나뉘어 긴급 상황 발생시 정확한 대응이 어렵고 지휘계통의 혼선 발생으로 다양하고 긴박한 상황 대응에 어려움을 겪고 있다. 본 고에서는 재난 대응을 위한 지휘체계를 이동 통신 기반의 일원화된 국가재난안전통신망으로 구축함으로써 효율적인 대응 전략을 알아본다.

Development of e-navigation strategy which was proposed by seven member states coordinated by United Kingdom in MSC committee of IMO has been conducted for user needs definition, gap analysis cooperating with NAV, COMSAR and STW sub-committee. After prominent progress of development was done in Correspondence group, MSC 85 has approved the result of the group and conducted the development of e-navigation implementation plan to be finished in 2012. It is necessary to prepare the strategy and plan of our country identifying and perceiving the core objects and basic concept of e-navigation developed in the international community. This paper presents the progress of e-navigation development work until this stage and gives some recommendations for the domestic plan to cope with e-navigation.

우리에게 미국시장은 매우 중요하다. 따라서 최근에 미국시장에서 일어나고 있는 한국과의 통상마찰은 우리가 적극적이고 슬기롭게 대처해 나가야 할 부분이다. 이러한 문제에 대한 대안으로 통상로비 전략의 구축은 중요한 통상마찰의 해소 방안이 될 수 있다. 지금까지 논의한 통상로비에 관한 이론과 외국의 대미(對美)로비 실태파악과 우리의 로비전략을 살펴보았다. 여기에서는 앞에서 언급한 한국의 대(對)미 통상로비전략을 간단하게 요약하여 정리해 봄으로써 연구 결론을 내리고자한다. 즉, 통상로비전략을 네 가지 차원으로 나누어 설명하면 다음과 같다. 첫째 기본전략으로써 미국에 관한 철저연구와 우리주장의 논리적 타당성을 얻기 위해서 문화홍보에 역점을 두어야 하고 대중 동원형(Grass Roots)로비를 효율적으로 전개할 필요성이 있다. 둘째, 정부의 대응전략으로 미국내 한국에 대한 여론조사를 실시하여 한국의 이미지와 그러한 인식이 생성된 배경의 파악이 중요하다. 한국 내에서의 대미(對美)로비를 중시하여 한국에 파견된 미국대사관 직원, 해외방송, 신문, 특파원에 대한 한국 홍보강화와 해외 홍보기금조성을 통하여 정부차원에서 해외홍보를 적극 권장하고, 정부부처간이나 기업 간에 연락 및 협력을 강화한다든지 민간기업의 로비를 간접지원 하는데 노력해야 할 것이다. 셋째, 업계단체의 대응전략으로 미국통상에 관련된 최신정보를 신속히 수집하여 이를 파악하고 관련된 정보를 전달하는데 힘써야 한다. 그리고 통상마찰의 문제가 발생하기 전에 로비전략을 수립해 놓음으로써 시기적전하고 적당한 대처를 해 나갈 수 있다는 것이다. 업계의 전체의견을 미국의 정부, 의회, 동종 관련단체 등에 효과적으로 전달하기 위한 채널개발의 중요성과 해외경제 홍보센타(가칭)의 설치로 대규모 수출기업과 업계단체간의 해외홍보의 효율성을 올릴 수 있다. 넷째, 민간기업의 대응전략으로는 현지국과의 공존공영을 추구하여 현지국의 경제에 기여하겠다는 기업 시민의식과 현지국 사회활동에 적극 참여하여 한국의 대외 이미지 개선을 위한 적극적인 PR활동과 기업의 최고경영자 차원의 로비활동 추진으로 대미(對美)로비체제를 적극적이며 능동적으로 수행할 수 있도록 하여야 한다.

본회 민간전자 통상협력위는 대외 통상환경 변화와 수입규제 이해증진 및 효과적 대응의 일환으로 정부와 업계간의 효율적 통상협력체제 구축을 위해 통상전략 포럼을 "IMF 체제하의 통상 대응방안"이란 주제로 민간전자통상 협력위원회위원, 50대 수출업체 대표 등이 참석한 가운데 개최하였다. 본고에서는 포럼의 주요 주제 발표 내용을 수록하였다.

The Fourth Industrial Revolution is the super-connected-based intelligent revolution, which is triggered by intelligence information technology such as AI and IoT. Radical changes in industrial structure being expected, major developed countries are counteracting it by preparing strategies to enhance industrial competitiveness for taking the lead in the Fourth Industrial Revolution. Korea's national preparations, however, are considered to be insufficient, as it ranks only $25^{th}$ in the world. In compliance with the issue, preparing relevant policies and strategies such as establishment of the Fourth Industrial Revolution Committee, government diagnoses the pending issue of information and communication industry and arranges countermeasures so that it intends to gain competitiveness in the industry and lays a foundation for leading the market.

IMO 온실가스 규제는 현존선박과 친환경 신조선박의 온실가스 배출에 대하여 차별적으로 규제함으로써 시장경쟁력에 영향을 주어 선주들에게 친환경 신조선박으로 전환을 가속시키고자 하는 것이 핵심이다. 크게 기술적 조치와 운항적 조치, 그리고 시장적 조치가 있으며 세가지 대안 모두 비용적인 측면에서 선주에게 재무적 부담이 될 것으로 예상된. 따라서 본 연구는 온실가스규제에 따른 재무적 부담을 정량적 추정하여 기업의 향후 대응방안과 정책적 지원방안에 대한 제언을 하고자 한다.

Purpose: This study aims to suggest new strategy of planning water management and land use in response to abnormal weather which allow waterfront to be the cities through the experience of Netherlands resilient project. Method: A planning direction is developed based on Dutch national resilient policy and strategy as well as resilient theory of technical and social aspects, focusing on a new waterfront development that responds to abnormal weather. Results: The water control strategy, for flexibly responding to the sea level rise and flooding caused by the climate change through the experience of Dutch resilience, is as follows: 1)Customized prevention plan according to the local property 2)Creating spatial planning by considering disaster risk level and fragility 3)Establishing urban planning by considering the flood risk level. Conclusion: A new urban development method, particularly a resilience strategy based on the waterfront space where is most vulnerable to climate change, is required to cope with the abnormal climate beyond the conventional planning.

From the late 20th century, rapidly progressing information communication technology and spreading Internet all over the world cause many reverse functions when there is a conversion into the new information society. One of them is cyber terrorism as cyber crime. Cyber terrorism gradually has had a serious problem in the national security as well as the domestic aspects. Therefore, this study looked into the present condition of cyber terrorism, discussed its prospect, and sought the efficient national countermeasure methods against cyber terrorism by comparing other countries' countermeasure systems currently.
