The continuous aging of the domestic construction industry and the shortage of human resource are no longer a problem for the future, but must be solved for the survival of the domestic construction industry, given the characteristics of the labor-intensive construction industry and the continuing negative image of young people toward the construction industry. It is undoubtedly a prerequisite. This study is aimed to tackle the fundamental problem of the construction labor shortage faced by the domestic construction industry by comparing and analyzing the case of MMC technology development in the UK, which has been preparing fast-track response measures for the past 5 years to solve the labor shortage problem, and the case of Buildability technology development in Singapore, which is seeking mid- to long-term countermeasures for about 20 years. Also, This research provides the initial research & development roadmap for Korean Countermeasures Strategy.

정보통신 표준화가 미래 시장 선점을 위한 도구로 부상하면서, 선진국들은 국제표준화를 선도하기 위하여 국제표준화 기구에 대한 체계적인 대응 및 국제 표준화 추진전략을 수립하여 범 국가적으로 추진하고 있다. 따라서 우리나라도 이러한 치열한 국제 표준화 경쟁에서 선진국과 경쟁하여 국제표준화를 선도하기 위하여, 국제표준화 추진을 위한 국가적인 전략 및 추진 체계 구축이 필요하다. 본 논문은 주요 국제 표준화 기구의 지식재산권 정책을 분석하여, 이에 대응하여 우리 기술로 국제 표준화를 선도하기 위한 전략 및 대응체계 구축을 위한 방안을 제시하고자 한다.

Five local governments along the Korea-Japan Sea (Jeju, Jeonnam, Gyeongnam, Busan, Ulsan) operate a joint countermeasure committee regarding the marine discharge of contaminated water from the Fukushima nuclear power plant by Japan's Tokyo Electric Power Plant. This study compared and analyzed citizen surveys, response strategies, and detailed action plans conducted by the Jeju Research Institute, Busan Research Institute, and Ulsan Research Institute as part of a study on countermeasures for the marine discharge of contaminated water from the Fukushima nuclear power plant in Japan. The purpose was to present basic data for the preparation of effective measures. As a result of the perception survey, all citizens of local governments showed a strong negative perception of marine discharge regardless of scientific research results, and it is expected that future fisheries and tourism industries will suffer great damage. In response strategies for each local government, building a control tower was found to be the most urgent task common to all local governments. It is judged that this is because it is necessary to break away from the organization-centered system and to respond to the function-centered system for effective response. In terms of response methods, while Jeju and Busan established response plans for each sector, Ulsan City focused on practical responses with step-by-step response measures according to the release time. In terms of content, the establishment of a marine product radiation inspection system and publicity to relieve public anxiety were important. As the marine discharge of contaminated water from the Fukushima nuclear power plant is scheduled to continue until 2030, strengthening the network for sharing research results and achievements among local government research institutes was deemed necessary.

경영환경의 변화를 예측하고, 변화를 창조하며 적극적으로 대응하고자 하는 오늘날 기업 활동의 노력은 전통적인 경영관리시스템(MIS, Management Information System)의 한계를 인식하고 있다. 테일러의 과학적 경영관리 기법을 근간으로 발전해온 MIS분야는 종래의 경영환경, 즉 변화 정도가 미약하거나 또는 예측 가능한 변화의 환경 속에서 기업관리 활동이 가능한 경우에 그 효과를 볼 수 있었다. 전략적 기업관리(SEM, Strategic Enterprise Management)는 기업의 가치창출을 위한 근본적인 프로세스에 관심을 가지고 있다. 이 연구에서는 기업의 가치중심 경영 기법과 연계되는 성과관리시스템의 새로운 설계 방안을 제시하고자 한다. 기업의 전략적 가치동인(value driver)을 도출하여 전략방향의 대안을 제시하고 그러한 전략대안을 달성하기 위한 균형성과지표를 개발한다. 향후 이 지표들은 다시 가치동인도에 반영되어 기업의 전략적 가치향상을 위한 지표 선정의 적정성을 검증하게 된다. 결국, 기업의 가치창출이라는 대명제 안에서 가치평가모델링(VBM, Value Based Management)과 균형성과 지표의 연계성을 강조하는 틀을 제시하게 될 것이다.

With intensive competition due to the limited growth of the domestic construction market volume and the opening and construction boom of international construction market, construction firms register to grope strategy of enterprise dimension for improvement such as entry extension of domestic construction market order corporate strategy and international construction market. In this research, influence factors of corporate strategy are extracted and their interrelationships are presented in the domain of change of external environment with the internal and external market system, construction enterprise's internal capacity and corporate strategy, government and the internal and external market. The result of this research will be used for quantitative analysis through system dynamics simulation and basic data of model effectiveness verification through actuality domestic construction enterprise's case study, and can be used to basic data of new corporate strategy establishment because construction enterprise forecasts effect hereafter establishing corporate strategy in construction environment that change rapidly.

오늘날 우리사회는 환경변화와 기후 위기 가속화로 인하여 삶의 질 악화는 물론 인류 생존까지도 걱정해야 시기에 이르렀는데, 이러한 변화의 주범인 온실가스의 75%가 도시에서 발생되고 있다(Global Sustainable Development Repor, 2019), 이에 국제 사회는 도시 중심의 녹색 전환 정책 추진 중인데, 우리나라는 2017년부터 '도시재생뉴딜사업'을 추진하고 있다. 이에 본 연구는 지자체가 주도적으로 환경성과 창출 방안을 마련, 도시의 지속가능성 높이는데 일조하고자 탄소중립 선도 도시 사례와 도시재생의 문제점을 살펴봄으로써 도심 내 과밀화 문제와 탄소배출 해결 방안을 제시하였다. 당초 '도시재생뉴딜' 사업은 도시의 다양한 니즈를 충족시키기 위하여 시작되었으나, 최근에는 도시 노후화와 탄소배출 문제에 대응하기 위하여 '그린도시', '친환경 도시'를 지향하고 있다. 그러나 이를 뒷받침할 법·제도의 제·개정 및 이를 바라보는 이해관계자의 시각 전환이 이루어지지 않아 크고 작은 많은 문제점이 발생하고 있다. 도시재생의 첫 번째 문제점은 정책지원의 30% 이상이 일반근린형에 집중됨에 따라 주거형 도시재생 양상을 띄고 있다는 점이다. 이는 임기가 제한된 지자체장이 가시적인 성과를 위하여 도시 내 인프라 확충에 집중한 결과로 지속가능한 도시재생을 저하시키는 요인이 되고 있다. 두 번째, 도시재생 뉴딜사업이 계획수립과정에서 지속가능성에 대한 검토와 환경성 평가에 대한 고려 부족으로 기후 위기 대응에 미흡한 실정이다. 노후 도시의 주거 과밀화 문제를 해결하고 효과적인 도시 탄소 감축을 위하여 건물 - 마을 - 도시 등 여러 공간 단위의 온실가스 배출량 감축 전략 수립이 필요하다. 세 번째, 치·이수 위주의 도시재생 뉴딜사업으로 탄소 중립 대책이 미흡하다. 대응 방안으로는 자원의 관점에서 물 소비 감소 촉진 및 재생에너지 증가 전략이 필요하다.

This study is an exploratory study on the factors that affect the types of user's coping strategies in online game harassment situations. A survey(N=416) was conducted to investigate the experiences of harassment in online games, expectations on organizational response, and the frequencies of selecting each type of coping strategy. The result shows that the female users usually experience more harassment than the male users, especially in sexual harassment. Female users often choose gender masking, seeking help, avoidance, and mirroring strategies compared to males, while males choose self-blame. The effects of harassment experiences, expectation on organizational response, and gender on each type of coping strategy were analyzed using the structural equation model(SEM). Sexual harassment experiences significantly affect all types of strategies, and the higher the expectation on organizational response, the more likely users to seek help rather than to select gender masking. These results are expected to serve the basis for establishing harassment-related regulations in online games.

디지털 시대를 맞이한 오늘의 패션기업은 정보화ㆍ글로벌화 및 양극화된 고객의 욕구에 효율적으로 대응하기 위한 글로벌 전략이 요구되고 있는 실정이며, 아웃소싱은 차별화 된 소비자의 기호와 경쟁환경에 효율적으로 대응할 수 있어 경쟁력 강화의 주요한 수단으로 부각되고 있다. 지금까지 아웃소싱에 관한 많은 연구가 IT산업을 중심으로 수행되어 온 반면, 패션분야에서의 아웃소싱에 관한 연구는 초기단계에 있어, 점차 확산되어 가는 패션산업에서의 아웃소싱에 대하여 학문적 자료의 제시가 필요한 상황이다. (중략)

본 연구는 온라인 게임 산업의 구조적인 변화와 IPTV 환경변화에 초점을 두고 IPTV 도입에 따른 게임 산업의 변화를 시나리오 플래닝을 통해 제시해 보았다. 분석의 절차는 IPTV 도입과 관련하여 온라인 게임 산업에서 제기 되고 있는 핵심이슈들을 선별하고 각 이슈 별로 주요 추세와 불확실성요인들을 분석하여 IPTV 도입에 따른 온라인 게임 산업의 변화 양상을 논리적인 시나리오들로 제시하였다. 그리고 미래 발생 가능한 시나리오에 따른 온라인 게임 업체들의 전략적 대응 방안의 방향성을 제시하였다.

Due to recent small unmanned aircraft threats by North Korea and unsuccessful reponses, severe concerns about future national security have been being increasingly surged. Especially it is notable and unaccpetable to see that North Korea's small drones flying over capical areas over 7 hours were not efficiently detected and identified even though South Korea already recognized the threats since early 2010s. Meanwhile a US military troop operating THAAD system on Seung-Joo, South Korea successfully shot down unidentified small drone on Jan 2023. The threats caused by small unmanned aircraft is worrisome not only to South Korea, but also to international nations. This paper surveyed US DoD Strategy for countering small aircraft systems and suggest how to improve our current anti-dron systems so that small unmanned aircraft threats will be dynamically diminished or neutralized as fast as we can.
