A Study on Applying the BSC for University Libraries (대학도서관의 BSC 적용에 관한 연구)

  • The University libraries need to develop the balanced scorecard concerning general management in order to measure the total performance of the organization that measure not only quantity measurement based on resources and quality measurement based on information services but also effectiveness of resource utilization, efficiency ability providing the services and potential capability of the members adopting the diverse changes flexibility as organic organization under the rapidly changing circumstances nowadays. This study developed the BSC model into the four perspectives such as customer, resource, internal process, learning and growing modifying BSC model developed by Kaplan and Norton to fit university libraries as nonprofit organization and developed the strategic map and performance measurement indicators on the strategy of each perspective. Ultimately, this study tried to provide an integrated strategic management indicators providing comprehensive picture of university libraries from strategic plan to performance applying the BSC linking strategic plan.

  • 오늘날 많은 제조업체 또는 물류업체는 물류의 효과적 수행을 위해 물류센터를 운영하고 있으며, 물류센터의 효과적 이용을 통한 물류문제 해결은 기업운영에 있어서 주요 해결과제 가운데 하나로 자리잡게 되었다. 이러한 물류센터를 운영하고 관리함에 있어서 물류센터의 전략적 의사결정과 투자계획의 수립을 위해 물류센터의 수행도 측정을 통한 정량적인 평가가 절대적으로 필요하게 되었다. 그러나 현재 기업물류활동을 평가하기 위한 여러가지 물류활동 측정지표들이 제시되고 있으나 물류센터들의 수행도 측정을 위해 체계적으로 정의화되고, 표준적으로 사용되는 유력한 정량적 평가방법이 아직 제시되어 있지 않다. 본 연구에서는 물류센터의 특성을 Cost(비용), Operation(설비운영). Quality(성과), Speed(속도), Flexibility(유연성), Safety(안전성)등 모두 여섯 가지로 구분하여 각각의 특성을 통해 물류센터를 정량적으로 평가한다. 이중 Safety(안전성)를 기본으로 삼고 나머지 주요인자들의 정량적 평가치 들을 통해 물류센터의 종합적인 수행도 평가 모델을 제시하였다. 물류센터의 운영평가는 궁극적인 공급체인관리망(SCM: Supply Chain Management)의 완성과 기업의 업무효율에 이바지하는 것이다.

Ex Ante Evaluation Methodology for IT Investment Decision Making: Integrating the Current Best Practice Methods and Applications (정보화 투자 사전평가방법론: Best practice 평가기법 및 적용사례의 통합)

  • This research is to offer a structured yet practical ex-ante evaluation methodology for IT investment. Benchmarking the best practices of four Korean organizations, we try to integrate core processes, relevant measures, and evaluation dimensions into a consistent and wholesome body of evaluating methodology. The best practices we considered encompass a wide range of business enterprises, including for-profit, non-profit, service-oriented, and manufacturing entities. The proposed methodology consists of three stages; the first stage checks the validity of investments by looking into comprehensiveness of planning, willingness to accomplish, justifiable grounds for the investments, overlapping investments, and obstructing risks; the second do so by putting an IT investment into economic, strategic, and technological perspectives; and the last third would produce a unified quantity that summarizes outcome of the previous stages. Incorporating the proven knowledge, guidelines, and quantifying tools, the methodology could make a valuable reference model for IT evaluation practitioners who have been bedeviled by having to going through such ex-ante evaluations.

Diagnosis of Scoping and Type of Review on the Marine Environmental Impact Assessment for Ocean Energy Development Project (해양에너지개발사업 환경영향평가 검토유형 및 중점평가사항 진단)

  • This study reviewed the type of the project and developmental plan related to ocean energy development in the coastal land boundaries and the ocean, and suggested the efficient scoping method through the diagnosis of the key items of environmental impact assessment (EIA) in the coastal area. The major projects are the construction of tidal power plant, tidal current power plant, and offshore wind power plant in the public water, and also those are the construction of solar power plants in the coastal land boundaries. While the project plans on a large scale such as the construction of tidal power plant, it is important to consider both property of usefulness of the designated areas and harmony analysis with marine space availability based on the adequacy of the site selection and relevance of plan with the master plan for reclamation and strategic environmental assessment (SEA). And also it needs to be considered the careful checkup on the EIA checklist referring to the type of project, effective post-monitoring, and suggestion of mitigating methods to minimize the environmental impacts during the stage of actual environmental impact assessment. Introduction of a system of integrated marine environmental impact assessment should be considered for reasonable and effective manage to developmental projects on the marine spatial area.

An Empirical Study on the Effect of the BSC Application on the Organizational Performance in the Public Sector (공공부문 BSC 운용이 조직성과에 미치는 영향 연구)

  • 본 연구는 성과관리가 조직의 지속적인 성장과 발전의 혁신도구로써 조직성과에 영향을 미친다는 측면에서 공공부문의 균형성과표(BSC) 운용의 성공요인과 고려사항을 바탕으로 연구모형을 설정한 후 이를 실증적으로 분석하였다. 이를 위하여 성과관리를 위한 BSC의 추진 관리 단계인 계획, 실행, 평가, 환류, 등 순환주기에 관련된 변수들을 독립변수로 하고, 조직성과에 관련된 변수들을 종속변수로 선정하여 독립변수가 종속변수에 미치는 영향을 분석하였다. BSC를 구축 운영하고 있는 공공기관의 BSC 성과관리시스템 담당자에게서 설문조사를 실시하여 분석한 결과, BSC 운영 단계별 하위변수들은 상호간에 영향을 미치며, 조직성과에도 유의미한 영향을 미치는 것으로 나타났다. 이러한 분석결과에 따른 정책적인 시사점은 성과관리를 조직 내에 촉진 유지하기 위한 조직적, 정책적, 전략적 환경을 조성하여야 한다는 점이다. 또한 공공부문에서 성과관리제도가 실패하는 가장 큰 이유는 객관적인 평가지표가 명확히 설정되지 않았거나 보상체계가 불충분하기 때문이다. 공공부문의 경쟁력 확보를 위해서는 구성원이 전략적 사고의식을 가져야 한다.

A strategic Approach for Establishing Korea's Cyber Terrorism Policy : Focusing on the UK's cyber terrorism policy (국내 사이버테러 정책수립을 위한 전략적 접근방안 : 영국의 사이버테러 정책을 중심으로)

  • Recently, in South Korea, security management has been strengthened, but there have been an increasing number of cases where the main infrastructure of the country is hacked in the cyber space. South Korea is equipped with sophisticated information and communication technologies, such as Internet, but is threatened by cyber terrorism of North Korea and terrorist organizations. Nevertheless, there is a limit to how to develop a policy and strategic plan for the country, which is related to domestic terrorism and lacks legal and regulatory facilities, and therefore, in this study, proposed suggestions for building adaptive and efficient policy formulation. Based on the theoretical analysis framework of the Strategic Plan for achieving the objectives of the research, we compared the UK 's security strategy with the national security policy of the domestic government. As a result, several problems were derived: First, the domestic security strategy did not take into account the external environment. Secondly, lack of coordination with domestic cyber security goals setting and strategy is causing ambiguity and confusion. Third, the detailed plan of implementation of national security in each province is designed to ensure that there is a possibility that a mixed side effect between ministries and agencies will arise. Fourth, it was found that there was a limit to prepare the evaluation standards for the evaluation and return of domestic security policies in the country. Therefore, in order to establish a policy for the response of domestic cyber terrorism, we set up a vision from long-term perspectives and concrete targets based on the strategic approach of the security policy, It is necessary to present an assignment and formulate an efficient execution plan. It is necessary to maintain and improve the domestic safeguards in order to be able to complement the problems through evaluation and feedback.

  • In this study, we studied strategic directions of urban management through evaluation the value of the investment with the consideration of the development plan, the condition of the location, the potential of the site, green and disaster prevention infrastructure, focused on Gugal-dong(Gugal Station area) and the region of Bora, Jung-dong, in Yongin city. In terms of the methodology, we tried to decide using Analytic Network Process which can consider the relation between the evaluation items. In conclusion, for the development plan, the order of evaluation items is development purpose, key tenant, fund raising and marketing, and for the condition of the location, the order of evaluation items is land use, surrounding environment, and traffic environment, and for the development potential, the order is marketability, identity, and historic character, and for the green and disaster prevention infrastructure, the order is prevention of human, natural, social disaster. The significance of the conclusion of this study is that it can be utilized in pre-evaluation in planning the urban development.

  • 베트남은 1991년 이래로 지속가능한 개발을 국가계획에 반영하여 온 최초의 몇 안 되는 실행국가이다. 2004년 4월에는 베트남의 수상이 베트남 아젠다 21의 지속가능성과 연계한 전략적 접근에 대한 결정을 문서화하고 있다. 아젠다 21의 제28장에서 언급된 바와 같이 지역 자치단체장은 지역 아젠다 21을 실행하기 위한 과정에 참여하고 있으며 이는 지역사회, 지역의 정책 및 프로그램이 국가계획과 연계되어야 하며 지역의 단체들은 이 부분에 준비 및 참여를 수행하였다. 본 논문은 이러한 국가 계획하에 아젠다 21을 수행한 2개의 지방자치단체에 대한 참여프로그램 분석을 수행한 연구이다. 랑손시의 대중위생관리 및 미칸마을의 녹색성장에 대한 참여프로그램을 분석하였다.

Identification of Strategic Fields for Developing Smart City in Busan Using Text Mining (텍스트 마이닝을 이용한 스마트 도시계획 수립을 위한 전략분야 도출연구: 부산 사례를 바탕으로)

  • The purpose of this study is to analyze bibliographic information of Busan and other cities' reports for urban development initiative and identify the strategic fields for future smart city plan. Text mining method is used in this study to extract keywords and identify the characteristics and patterns of information in urban development reports. As a result, in earlier stage, Busan city focused on service creation for industrial development but there are lack of discussions on the linkage of information systems with ICT technology. However, recent urban planning in Busan contained various contents related to integrated connections of infrastructure, ICT system, and operation management of city in the specific fields of traffic, tourism, welfare, port/logistics, culture/MICE. This results of study is expected to provide policy implications for planning the future urban initiatives of smart city development.

  • Considerable amount of resources on roads, basic infrastructure, to promote economic development and distribution of goods is invested. Despite the necessity, its undesirable side effects are various environmental problems In order to efficiently evaluate these problems more than before, planning indictors for environment-friendly road constructions is proposed in this study. First, we make an investigation into real-life cases where the extracted planning indicators were applied. Second, it is suggested that an alternative assessment method efficaciously evaluate and/or adopt extracted planning indictors on road construction projects. Finally, criteria to determine environmental impacts with respect to planning indicators and apply them into real cases is proposed. This study has its significance in upgrading past pro-environmental indictors for road construction, suggesting reasonable applications of planning indicators, and setting criteria to determine environmental impacts based on planning indicators.
