e-navigation은 2006년부터 국제해사기구(IMO, International Maritime Organization), 국제항로표지기구(IALA, International Association of Lighthouse Authorities), 국제수로기구(IHO, International Hydrographic Organization) 등의 국제기구를 주축으로 한국, 일본, 영국, 노르웨이 및 독일 등 해운선진국에서 활발하게 개발되고 있다. IMO에서는 2012년까지 e-navigation 전략이행 계획 개발을 완료할 예정이며, 이후에는 전략이행 계획에 따라 e-navigation은 이행될 예정이다. 본 연구에서는 e-navigation개발에 대한 국제동향을 파악하고, 그 개발 내용을 분석하였으며, 육상측 e-navigation시스템으로써 중추적 역할을 하게 될 VTS의 발전 전망에 대하여 연구하였다.

본 논문에서는 IMO e-Navigation 전략이행계획 구현의 일환으로 시작된 한국형 e-Navigation 사업과 관련하여 전자해도 스트리밍 서비스 개발방안을 연구하였다. 이를 통하여 ECS 의무탑재 대상이 아닌 소형 선박 운항자들이 모바일 단말을 이용하여 S-101 차세대 전자해도 기반의 모바일 전자해도 스트리밍 서비스를 이용할 수 있을 것으로 예측된다.

IMO는 선박의 안전항해와 해양환경보호를 위해 e-Navigation의 개념을 채택하였고 이를 위한 구체적인 전략이행계획(SIP, Strategic Implementation Plan)작업을 수행하고 있다. IALA는 IMO의 NAV의 e-Navigation 실행계획을 완성하기 위해 7개의 작업반(WG)을 운용하고 있다. e-Navigation의 개념을 구현하기 위해서는 첨단 IT 전자장비의 개발도 필요하지만 이러한 장비를 이용하여 항해안전을 향상시킬 수 있는 다양한 IT 서비스, 즉 MSP(Maritime Service Portfolio)가 필요하다. 모든 선박에서 MSP을 이용하기 위하여서는 MSP의 구조와 데이터가 표준화되어야 한다. 또한 항해안전에 효과적인가를 검증할 수 있는 방법이 제시되어야 하며, MSP가 남용되지 않도록 관리되어야 한다. 본 연구에서는 선박의 사고사례와 기존 항해통신시스템과 e-Navigation SIP의 갭 목록, 갭 분석 및 갭 해결책을 활용하여 선박의 안전과 보안에 입각한 MSP 구조에 대해서 고찰해 본다.

RFID를 활용하여 기업 공급망의 효율성을 향상하고자 하는 기업들이 늘고 있지만, 이들이 적용할 만한 가이드라인이 부재한 실정이다. 이에 대하여 본 연구에서는 물류/유통산업의 RFID 기반 u-Business 전략계획 방법론을 제시하였다. 본 방법론은 기존의 정보화 전략계획 방법론의 기본 절차를 따라 '도입전략 수립-현행체계 분석-목표체계 수립-통합 이행계획 수립'의 단계(Phase)를 기반으로 하여, 유비쿼터스 컴퓨팅 환경의 적용을 위해 기술도입 타당성 분석, 공급망 분석, 목표기업 벤치마킹, Pilot테스트, u-Business 전략계획 평가에 관하여 특화되었다. 제시된 방법론은 기존의 정보화 전략계획 방법론과의 비교를 통하여 타당성을 검증하였다.

The purpose of this study is to evaluate the level of implementation of the Incheon Strategy and to develop measures for effective implementation. This research method used literature review and monitoring method. The results of the study are summarized as follows: First, 9 key indicators and 7 supplementary indicators, which are classified into implementation and non-implementation, 3 key indicators have been implemented, one indicator has been partially implemented, 5 indicators have not yet been implemented, Also, In the case of supplementary indicators, five were implemented and two were not. Second, the ten target areas are lacking in implementation, but the objective of 7 is to ensure the comprehensive disaster risk reduction and management, the ratification and implementation of the Convention on the Rights of Persons with Disabilities and the harmonization of the Convention with the domestic law, Also, it is analyzed that the level of implementation is in the order of improving the reliability and comparability of the data of goal 8, ensuring gender equality of goal 6 and strengthening the capacity of women. Based on these results, we propose an improvement plan for implementation. First, it is necessary to formulate policy issues and implement measures for the implementation of Incheon Strategy. Second, it is necessary to establish a system to implement and monitor for Incheon strategy. Third, Korean standards for goals and targets, key indicators and supplementary indicators are needed. Fourth, it is necessary to prioritize the target implementation and to take preemptive action. Lastly, it is necessary to educate and publicize for the Incheon strategy.

2000년 문제해결을 위한 접근방법으로는 우선 고객이나 모든 경영자들, 실무자들이 문제를 인식하고 비즈니스 측면, 시스템 측면, 어플리케이션 측면에서 영향평가를 한 뒤에 그 결과에 맞게 규모나 비용, 범위를 산정하여 계획을 수립하고 대응전략의 선정 및 전략계획을 수립하고 이에 패키지 시스템의 업그레이드를 통한 설치 및 조정작업과 수정작업, 그리고 재개발 등의 상세분석 및 이행작업이 이루어져야 한다.

Due to habitat damage associated with climate change and human activities, biodiversity has decreased all over the world. In order to prevent further reduction in biodiversity, the international community has endeavored to establish a cooperative system, such as the Convention on Biological Diversity (CBD). Until now, most biodiversity strategic planning has been led by the national government. However, the National Biodiversity Strategy and Action Plan is conservative and its strategic plan is vague. Therefore, we propose a method for managing local biological resources called the Local Biodiversity Strategy and Action Plan. In order to provide the strategic plans and detailed plans for the Local Biodiversity Strategy and Action Plan, the report has examined several cases including Convention on Biological Diversity, Strategic Plan for Biodiversity 2011-2020, and the biodiversity strategies and action plans of the Republic of Korea and several other countries. As a result, the report demonstrates the survey and protection of bio-species, the designation and monitoring of conservation region, the management of the integrated eco-network, the establishment of biodiversity organizations and capacity building, the methods to promote networking and traditional knowledge, and the strategy for development in bioindustry. Consequently, the implementation of biodiversity management strategies by local governments will play a significant role in preserving and increasing biodiversity by realizing the goals of Strategic Plan for Biodiversity 2011-2020.

Typical areas of recent changes in IT field is the progress of the Green & Smart IT. The primary purpose of this study is to establish information strategic planning for Green & Smart IT of government-supported research institutes. To this purpose, we developed the information strategic planning for Green & Smart IT environment based on the comprehensive analysis about the status of the related policy trends and relevant organizations' business. In particular, the establishment of information strategic planning was to target K research institute, a representative institute in the field of information analysis and distribution in Korea. And we developed implementation projects and long-term road-map for its effective and efficient promotion. Through the evaluation of priority testing based on their importance and viability of business to targe derived implementation projects, 12 critical implementation projects were selected. Then the target system and concrete action plan for each critical implementation project were presented. Based on the results of this study, we provide government-supported research institutes with useful implications for establishing a correct orientation for the introduction and promotion of Green & Smart IT in the future.

스마트 시대의 대학 정보화 일환으로 스마트 캠퍼스 구축이 추진되고 있다. 구축을 보다 계획적이고 체계적으로 수행하기 위해서는 정보 전략 기획(ISP)을 필요로 한다. 이에 본 연구에서는 스마트 캠퍼스 구축을 위한 정보 전략 기획을 수행하기 위한 방법론을 환경 변화 분석, 현황 분석, To-Be 설계, 이행 계획 수립 등의 Flow 모형에 기반을 두고 설계하고자 한다.

IMO established an e-Navigation Strategy Implementation Plan(SIP) in 2014 and they aim to enforce in 2019. Accordingly, korean government also prepared e-Navigation SIP as the Next Maritime Safety Comprehensive Management System in 2015. The main content is to promote R&D by putting 131 billion won over the next five years from 2016 to 2020. On the other hand still in a situation that staying at the conception level of Korean e-Navigation System, by study the architectural design requirements of the Korean e-Navigation system, so we will be able to establish future research directions.
