Scenarios are an effective tool for supporting a company to be successful in its increasingly complex, changing business environment. They are especialy effective in dealing with uncertainties. This paper show how business managers or supervisors can develop scenario-based business strategies. This is explained by the case study of MVNO (Mobile Virtual Network Operator) in Korean mobile service market. In addition, we discuss on theoretical background of scenario- based management and describe the integration of scenarios into process of strategic management. This includes specific methodological approaches to identify the key factors and logics for scenario building, to develop new strategies.

지속가능 에너지원인 원자력은 또한 글로벌 에너지원의 특성을 갖추고 있다 핵연료는 원자로에 장전되는 신규 핵연료를 구성하고 있는 우라늄 채광 단계에서부터 연소 후에 발생하는 사용후 핵연료 (SNF 또는 SF) 관리 단계에 이르는 전과정에 걸쳐 핵연료 사이클로 파악되고 있다. 이러한 전과정 관점에서 볼 때, 핵연료 사이클에 관여하는 이해관계자는 자국뿐만 아니라 다국가 (multination)를 포함하고 있다. 특히, 후행 핵연료 사이클인 사용후 핵연료의 저장, 처리, 처분 단계에서는 다국가 시나리오를 배제하지 않는 사용후 핵연료 관리 전략의 도입이 고려될 수 있다. 여기서 다국가는 접경 국가, 인접 국가, 핵연료 공급 국가, 재처리 제공 국가, 재처리 위탁 국가, SNF 통과 허용 국가, SNF 저장 부지 제공 국가, SNF 향후 이용 국가 등이 될 수 있다 [김성호 2006]. 현재 우리나라에서는 여러 국가로부터 수입되고 있는 신규 핵연료 물질을 연소시켜 나온 사용후 핵연료를 부지내에 임시 저장하고 있다. 사용후 핵연료 발생량의 추산에 따르면, 2016년쯤에 현재 임시저장 용량이 포화될 예정이다 이러한 상황에서 다국가 시나리오를 포함한 관리 전략은 다국가 시나리오를 배제한 관리 전략과 다각적인 측면 에서 비교 검토될 필요성이 있다. 사용후 핵연료의 영구 처분장 부지 확보를 해결하기 위한 선행 단계로 공론화 단계가 지금 준비되고 있다. 예컨대, 단기 공론화 관리 방안의 하나로 비록 소극적인 입장이지만 타국 위탁 재처리 방식이 고려되고 있다 [KRS 2009] 이 연구에서는 단기적인 사용후 핵연료 관리 전략으로 여러 가지 다국가 수준의 저장, 처리, 처분 방식으로 바탕으로 다국가 시나리오들을 제안하려고 한다. 이들 다국가 시나리오를 포함한 관리 전략은 현재 다국가 시나리오를 배제한 국내 사용후 핵연료 처분장 부지 선정이 정치적/사회적 수용성 문제로 어려운 상황에 처할 경우에 해결책을 찾는 데에 기여하리라 본다. 또한, 부지 선정 단계에서 바라지 않는 난항이 나타나는 경우에 국가 차원의 한 대비책으로 다음을 제안한다: 한편으로는 자국 저장 시설이 추진되면서, 다른 편으로는 타국 저장 부지를 확보하는 전략이 검토되어야 한다. 이러한 이중 노선 (dual track) 전략은 여러 유럽 국가에서 이미 고려되고 있는 방안이다 [Greenpeace 2005] 다양한 다국성 정도 (a degree of multinationality) 의 저장, 처리, 처분 방식을 연결하는 가능한 다국가 시나리오 구조가 Fig.1에 제시되어 있다. 다국가 시나리오를 구성하는 기본 요소는 다음과 같다’ 1) 자국 임시 저장; 2) 자국 재처리; 3) 자국 중간 저장; 4) 자국 영구 처분; 5) 다국가 중간 저장; 6) 다국가 재처리; 7 ) 다국가 영구 처분. 이들 기본 요소들을 다국성 정도에 따라 결합하면 다양한 다국가 시나리오들이 얻어진다. 이들을 포함한 SNF 관리 전략은 크게는 1) 다국가 재처리 전략， 2) 다국가 저장 및 재처리 전략， 또는 3) 다국가 처분 전략 등으로 분류될 수 있다.

Currently, advanced countries are absorbed in vision research related to 'Technology Convergence', which is a 21 century Megatrend. They establish Technology Convergence strategy based on information and communication technology (ICT), and vision research that utilizes the scenario method is actively progressing. In this paper, scenario-based vision research case study using WWRF (Wireless World Research Forum), AmI (Ambient Intelligence), and mITF (mobile IT Forum) is conducted. The proposed 'engineering scenario method' is based on the case study results. Therefore, a future strategy study using the proposed scenario-based method is analyzed. The 'engineering scenario method' can provide a new direction in vision strategy research.

예전에도 본 칼럼에서 한번 소개했지만 변화가 많을 것으로 예측될 경우에 유효한 경영 전략 중의 하나가 시나리오 경영이다. 즉, 미래에 관하여 몇 가지 경우의 수를 상정하고 시뮬레이션을 해본 후 각 상황에 맞는 가상 시나리오를 만드는 것이다. 미국의 쉘 정유사 등이 석유 파동시 큰 효과를 보아 유명해진 전략으로 자재 가격 변동이 심할 것으로 보이는 우리 설비 업계에도 적용해 볼 만하다. 본문에서 구체적으로 살펴보도록 하겠다.

The purpose of this study was to develop a long-term future scenario model of the brain implant industry that can be used for the industrial policy and corporate strategy. There are many discussions about the possibility of the brain science industry as a future core industry, but researches on specific industrial development policies and corporate strategy fields are very lacking. This is because this field has not yet accumulated the necessary information to create industrial growth policies or corporate strategies. In order to overcome these limitations, this study developed future scenarios using the system dynamics model for the brain implant industry and proposed a strategy suitable for each scenario. This study can be used as the main data for the policy development of the brain science industry and the strategy development in individual companies. There is a need to study the signal that can identify the future scenario of global market development in the future.

This study conducted a qualitative analysis on the Korea's nuclear energy sector in 2030 through scenario-based strategic foresight method. Specifically, the relationships between environmental influencing factors of the future nuclear energy sector was examined from a multi-dimensional perspective on the basis of STEEP analysis and network analysis. In addition, scenario planning method was used with key uncertainty factors (KUF) to create three predictable strategic scenarios including optimistic, business as usual, and pessimistic. Common strategies that need to be urgently pursued as well as the maximum risk avoidance strategies for each scenario were also presented. This study further identified energy pricing, global economic trend, competitiveness in nuclear technology, and marketing capability as key uncertainty factors in the future nuclear energy industry sector. In order to furnish effective export strategy in the future nuclear energy sector, it was also suggested that government policy should adopt following measures as top priorities: securing nuclear safety technology, educating nuclear engineers, securing nuclear resources such as uranium, increasing nuclear capability and so on. The implications and limitations of this study were then discussed based on research findings.

본 연구는 우편물류에 대해 RFID 도입시의 다양한 시나리오별 프로세스 영향과 경제성을 평가하여 RFID의 단계적 도입 전략을 제시하는 것을 목적으로 한다. RFID 도입 업무, 도입 대상 객체, 대상서비스, 도입 대상 사이트 범위 및 주파수 대역을 고려하여 총 112가지의 도입 시나리오 대안을 정의하였다. 각 대안별의 To-Be 프로세스 및 도입 장비의 분석을 위해, 우편물의 접수에서 배달에 이르는 전체 프로세스를 계층적으로 모형화하고, 서브프로세스를 모듈화 하였으며, 도입 시나리오와 서브프로세스 모듈간의 매핑관계를 정의함으로써, 임의의 도입 시나리오에 대한 To-Be 프로세스 및 장비를 분석할 수 있도록 하였다. 마지막으로, 프로세스 및 장비의 비용요소를 산정하여 각각의 도입 시나리오에 대한 경제성분석을 수행하였으며, 이를 토대로 단계별 RFID 도입 전략을 도출하였다.

발전부문 배출권 모의거래는 배출권 거래제 도입시 발전부부문에 미치는 영향 분석을 통해 발전부문의 대응전략을 수립하기 위한 목적으로 2008년에 전력거래소가 주관하여 발전5사(남동, 중부, 서부, 동서, 남부)가 주요 참여사로 하여 국내최초로 국내실정에 맞는 배출권 모의거래를 시행하였다. 모의거래에서는 2가지의 시나리오를 설정하였다. 시나리오 I은 최소발전량 발전, 시나리오 II는 총발전운영계획량과 발전실적량을 일치토록하는 전제조건을 설정하였다. 그 결과 시나리오 I에서 모든 참여사는 최소 조건을 충족하도록 발전하는 전략적 행위로 인하여 전력공급지장이 발생하였고, 시나리오 II는 온실가스 배출량이 적은 LNG발전소의 발전량은 증가시키고, 온실가스량이 많은 석탄화력은 증가 운전토록하는 전략적 행위를 취함으로써 발전원가의 상승으로 인하여 전력가격이 상승하는 결과를 초래하였다. 따라서 향후 우리나라에 배출권 거래제 도입될 경우에 대비하여 전력시장과 연계한 배출권 거래제의 다양한 시뮬레이션이 필요하다.

전세계 국가는 21세기 메가 트렌드인 기술 융합(Technology Convergence) 추세에 발 맞춰 미래비전 및 전략수립에 몰두하고 있다. 그리고, 공통적으로 정보통신(IT)기술 및 서비스를 기반으로 한 자국의 국부 증대와 신산업 창출을 시나리오 기법을 활용하여 이야기 하고 있다. 하지만 국내의 경우 비전연구 및 전략수립에 대한 연구가 초보단계로 기존의 IT 단독 기술에 의한 연구개발 방법을 그대로 활용할 경우, 기술 융합 메가 트렌드 연구개발에 능동적으로 대처하기에는 미흡하다는 지적이다. 따라서, 본 논문에서는 시나리오 기법을 활용한 비전연구 사례를 분석하고, 향후 시나리오 비전연구 방향을 제시한다.

The Korean on-line game industry is going through a rapid change. The future business environments for potential on-line game companies are very uncertain due to the new service and the different market trends. In this paper, I propose the use of morphological analysis approach for scenario generation about the future of the On-line game industry. The stages of research process were as follows; Firstly, digital contents analysis and key issues were drawn on IPTV in the on-line game industry. Secondly, each key issue was analyzed and the influence factors and directivity flow were found. Thirdly, highly probable future on-line game industry scenarios were derived. In this case, morphological analysis. On the basis of the developed scenarios, I formulated some implications for business strategy of a potential on-line game companies.
