A Study on Suitability of Training Facilities and Equipment used on Seafarer's Sea Survival Training (선원 해상생존교육 실습시설 및 장비의 적정성에 관한 연구)

  • Seafarer sea survival training, such as basic safety refresher training and advanced safety refresher training, in accordance with the STCW Convention, is an indispensable program that can increase the crew survival rate during emergency situations at sea. It is important for crew members to carry out theoretical and practical training with various safety equipment in order to effectively train according to IMO model courses. Therefore, this study suggests the following measures to improve safety training facilities for seafarers by reviewing survival training requirements based on the IMO model course and comparing and analyzing related facilities based on operating cases from domestic and overseas training institutes. First, it is necessary to establish a training environment where seafarers can practice utilizing various, updated safety equipment such as marine evacuation equipment (slides, chutes, etc.). Second, it is necessary to construct an educational environment in which learners can directly or indirectly experience realistic emergency situations by installing marine environment simulation facilities with such equipment as a wave generator, rain fall device, wind generating device, etc. Third, it is also necessary to develop and expand customized training using virtual reality equipment in addition to experiential training, audiovisual training and simulation training.

  • 2001년 경찰청 $\ulcorner$2001년판 교통사고통계$\lrcorner$ 자료에 의하면 사고피해의 정도를 나타내는 치사율에 있어서 중앙선침범사고가 과속사고와 함께 가장 높은 수치를 보이고 있으며, 대형 교통사고의 39.5%가 중앙선 침범에 의해 발생한 것으로 나타났다. 실제로 2000년 한 해 동안 총 사고건수 290,481건 중 중앙선 침범에 의해 18,931건 (6.52%)의 교통사고가 발생하여 사망자 1,472명, 부상자 35,046명으로 전체 교통사고 사망자의 14.38%, 부상자의 8.21%를 점하고 있는 것으로 나타났다. 이와 같이 전체 교통사고에서 중앙선침범사고가 차지하는 비중 이 높아지고 있어 중앙선침범사고를 줄이기 위한 대책의 일환으로 중앙분리대, 표지병, 시선 유도봉 등과 같은 중앙선침범 예방시설물을 설치하고 있으나, 해당 시설물에 대한 설치기준이 없는 실정이다. 이렇듯 중앙분리대 설치기준의 부재로 인해 중앙선침범사고 발생과 이에 따르는 경제적인 교통사고 비용손실, 그리고 중앙분리대의 과다설치로 인한 국가 재원의 낭비는 간과할 수 없는 문제점을 내포하고 있다. 이러한 점에 착안하여 기존에 지방부 2차로 도로의 직선부에 대한 중앙선침범사고 예측모델이 개발되었고 본 연구에서는 그 연장선상에서 지방부 2차로 도로의 곡선부에 대한 중앙선침범사고 예측모델에 대한 중앙선침범사고 예측모델의 개발을 통해 중앙선침범사고에 대한 사회적 비용을 산정하고, 현재 설치하여 운영중인 중앙선침범 예방시설물의 설치비용간의 비용-편익분석을 통해 얻어진 기준으로 중앙선침범 예방시설물 설치의 가부에 대한 보다 현실적이고 비용-효율적인 중앙선침범 예방시설물 설치기준을 제시함으로써 교통사고 비용손실을 최소화하고, 중앙분리대의 효율적 설치방안의 도입을 통한 경제적 이익창출을 도모하고자 한다.

  • The purposes of this study is development of information security evaluation model for governments to analyze domestic and foreign existing models. Recent domestic information security certification systems have several problems, because shortage of organic connectivity each other. Therefore we analysis on domestic and foreign existing models, specify security requirements, evaluation basis and other facts of models, optimize these facts for governments, and develop new model for domestic governments.

Application Plan of Goods Information in the Public Procurement Service for Enhancing U-City Plans (U-City계획 고도화를 위한 조달청 물품정보 활용 방안 : CCTV 사례를 중심으로)

  • In this study, a reference model is constructed that provides architects or designers with sufficient information on the intelligent service facility that is essential for U-City space configuration, and for the support of enhanced design, as well as for planning activities. At the core of the reference model is comprehensive information about the intelligent service facility that plans the content of services, and the latest related information that is regularly updated. A plan is presented to take advantage of the database of list information systems in the Public Procurement Service that handles intelligent service facilities. We suggest a number of improvements by analyzing the current status of, and issues with, the goods information in the Public Procurement Service, and by conducting a simulation for the proper placement of CCTV. As the design of U-City plan has evolved from IT technology-based to smart space-based, reviews of limitations such as the lack of standards, information about the installation, and the placement of the intelligent service facility that provides U-service have been carried out. Due to the absence of relevant legislation and guidelines, however, planning activities, such as the appropriate placement of the intelligent service facility are difficult when considering efficient service provision. In addition, with the lack of information about IT technology and intelligent service facilities that can be provided to U-City planners and designers, there are a number of difficulties when establishing an optimal plan with respect to service level and budget. To solve these problems, this study presents a plan in conjunction with the goods information from the Public Procurement Service. The Public Procurement Service has already built an industry-related database of around 260,000 cases, which has been continually updated. It can be a very useful source of information about the intelligent service facility, the ever-changing U-City industry's core, and the relevant technologies. However, since providing this information is insufficient in the application process and, due to the constraints in the information disclosure process, there have been some issues in its application. Therefore, this study, by presenting an improvement plan for the linkage and application of the goods information in the Public Procurement Service, has significance for the provision of the basic framework for future U-City enhancement plans, and multi-departments' common utilization of the goods information in the Public Procurement Service.

  • For efficient development of rural facilities, 4 step optimum locational decision model was developed using agricultural-cum-industrial complex as a representative one ; formulation of locational goal system, ranking tabulation on components, determination of their significance values, calculation of their scores. The application results of the model to 3 typical case study areas(peri-urban flat, mountainous, coastal areas) showed relatively good representation of their areal characteristics.

  • This paper presents a numerical model of the optimal operation pattern of the CHP system built for duel-purpose of power generation and district heat production. The model can be differently formulated in accordance with the view of planner: society, electric utility or district-heating company. Here, the operation pattern of the system components and the effect of heat price are of major interest in the study. From the case study, it was found that the optimal use of auxiliary heating equipment is very important to achieve the minimum societal cost. And, the multi-step heat pricing scheme is desirable to induce the voluntary behavior of both companies towards the societal optimal pattern.

  • The purpose of this dissertation is to build a development density control model and estimate optimum developmental density level for a sustainable urban growth management. To develop the model, system dynamics modeling approach was used. The model was developed to analyze how urban growth, transition, and decay occur depending on the interaction among population, houses, industry structure, land and urban infrastructure such as road, water supply, and sewage treatment facilities. The model was applied to Anyang city to estimate optimum density level. Extensive computer simulation was conducted to find out the maximum numbers of population, industry structure, houses, and cars that can be adequately sustained with the current Anyang city's infrastructure capacity. The computer simulation result shows that the city is overpopulated by some 90,000 people. It nab analyzed that 20% increase of existing capacity of urban infrastructure is necessary to support current population of Anyang city. To reduce the population to the adequate level whereby the current urban infrastructure can sustain, the current city regulation on floor area ratio needs be strengthened at least 20% to 35%.

  • Micro climatic conditions within the livestock facility are affected by various factors such as ventilation, cooling, heating, insulation and latent and sensible heat generation from animals. In this study, numerical BES method was used to simulate energy flow inside the poultry house. Based on the BES method and THI concept, degree of thermal stress of poultry was evaluated according to the locations in South Korea. Comparison of THI values within the poultry house was also carried out according to the stocking densities to reflect recent animal-welfare issue. Significant decrease in thermal stress of poultry was observed when the stocking density of $30kg/m^2$ was applied in the change of the seasons(p<0.05) however, there was no statistically significant difference in summer season(p>0.05). It meant that installation of proper cooling system is urgently needed. For Iksan city of Jeollabuk-do province, total 252 hours of profit for thermal stress was found according to decrease in the stocking density.

  • Once baggage demand of passengers is forecast, BHS requirements must be analyzed, i.e., the number of originating/transferring/terminating bags to be handled, the number of conveyor lines to be installed, the number of containers for baggage make-up, the number of claim devices for baggage claim, and so on. Therefore, the determination of the baggage traffic volume is one of the most important analysis components for the airport design. Accordingly, this research proposes time-based distribution table models in order to accurately estimate BHS requirements to obtain design criteria in airport design phase. As the BHS requirements are ascertained, related requirements of the facilities can be determined by applying actual specifications of devices, i.e., throughput. This research found that the proposed mathematical model gives a good reflection of IIA (Incheon International Airport)'s operational condition. That means the model provides apparent reliability and feasibility. Furthermore, the specifications of devices are the newest figures. This fact supports that the research provides more effcient and reliable results.

Development of Air Flow Simulator in Agricultural Facility based on Virtual Reality (가상현실 기반 농업시설 공기유동 시뮬레이터의 개발)

  • Using virtual reality technology, users can learn and experience many interactions in virtual space like the actual physical space. This study was conducted to develop air flow simulator that allows farmers and consultants to consult air flow through VR devices by creating a greenhouse or pigpen model. It can help educate farmers about the importance of ventilation effects for agricultural facilities. We proposed CFD visualization system by building a virtual reality environment and constructing database of CFD and structure of agricultural facilities. After consultants can set up situations according to environmental conditions, the users experience the visualized air flow of agricultural facility according to the ventilation effects. Also it can provide a quantified environmental distribution in the agricultural facility. Currently, the CFD data in agricultural facilities are established during winter and summer. In order to experience various environmental conditions in the developed system, The experts need to run CFD data under various environmental conditions and register them in the system requirements.
