The purpose of this study is to develop indicators for assessing korean youth lifelong learning competency and to validate the structure of the competencies. To achieve this research aims, the indicators for assessing life-long learning competence were drawn by systemic literature review and they were validated and modified by expert review method and two surveys targeting youth. 28 youth experts participated in the expert review. Participants were 333 middle or high school students for the first survey and 791 middle or high school students for the second survey. As results, the 3 competencies and nine sub-competencies were developed: thinking(wholistic thinking, critical thinking, emotional thinking), intellectual tools use(language, mathematic and science, information and communication technology), learning adaptability(change capacity, intellectual curiosity, learning-direction). The results of this study will provide the fundamental guidelines for developing various activities and establishing youth policies related to korean youth life-long learning competency.

The rapid growth of technology for network and terminal devices is able to service multimedia contents in mobile environments. But as the environment of networks and the performance of devices is varied, the same quality service is very difficult to be provided for user in internet and mobile environment. Therefore, multimedia streaming system must provide an adaptive service in considering network and device environment. Video transcoding techniques are the good solution that can provide video streaming service in various network environments adaptively. This paper proposes a dynamic frame-skipping transcoding scheme to provide adaptive streaming service in various network environments. This scheme uses the prediction period for transcoding. A proposed transcoding scheme can reduce time complexity through combination of prediction period and skipping period to control frame-skipping rate in encoder. In simulation results, the performance of proposed scheme is similar to the performance of a traditional dynamic frame-skipping scheme in PSNR value. But the performance of proposed scheme outperforms the performance of traditional scheme in time complexity.

This study was to minimize the trial and error in the primary step of the C4I system(ATCIS) of the each army corps on the front line, and test the economy and efficiency was tested by reviewing related papers and the system characteristics of other countries. The relationship was researched by analyzing the collected survey data and survey data related to the user's requirement level such as the army standards, that is, commonality, timeliness, simplification, automaticity, field availability and viability, multi-stage security and interoperability, unification. The result showed that the C4I system was efficiently operated through the system reliability for the specification of the system and operation manual, maneuverability and security, adaptability of the war field and system support and management, and good education and training about system operation, and less system maintenance and supplementary element. As a result, the development plan confirmed that the continuous operator education and the construction of the maintenance, and the upgrade digitalization(C4ISR+D) with the korean characteristics based on IT of network systems, and system development of the measurement model of the operator performance must be continuously supplemented in the near future.

In the smart media environment, magazine industry has been experiencing a transition to ecosystem of value network, which includes high complexity and ambiguity. Using case study method, this article conducts research on digital convergence, the model of magazine ecosystem and adaptation strategy of global magazine companies. Research findings have it that the way of contents production of global magazines has been based on collaborative production system within communities, expert communities, creative users, media contents companies and magazine platform. The system shows different patterns and characteristics depending on magazine-driven platform, Platform-driven platform or user-driven platform. Collaboration system has been confirmed in various cases: Huffington Post and Zinio which collaborate with media contents companies, Amazon magazines and Bookish with magazine companies, Huffington Post and Wired with expert communities, and Flipboard with creative users and communities. Foreign magazine contents diverge into (paper, electronic, app and web magazine) as they start the lively trades of their contents on the magazine platform. In the area of contents uses, readers employ smart media technology effectively such as cloud computing, artificial intelligence and module individualization, making it possible for the virtuous cycle to remain in the relationship within communities, expert communities and creative users.

This study focused on the reality that the necessity to professionalize women marriage immigrants is increasing. The purpose of this study is to analyze the determinants of rural female marriage immigrants' entry into the specialized field. The factors are categorized into social and institutional factors. Based on the labor market segmentation theory, which finds the imbalance of the labor market in terms of institutional and structural factors, factors affecting rural female marriage immigrants entering managerial or professional occupations were set as social relation factors, cultural adaptation factors, and policy support experience factors. As a result of analysis, they are all found to have a statistically significant effect on rural female marriage immigrants entering managerial or professional occupations. The policy implications are that for rural immigrant women to grow into professionals, social relations and cultural learning capabilities, including language skills, need to be strengthened, as well as continued governmental support.

Based on the case study methods, the study analyzes that the countless UCC Cloud cloud is the niche creation by the lead users make process. This research show as follows. First, The Drama lovers and fan fiction writers are not only drama consumers but UCC creators/producers. By the process that the UCC and fan fiction is tailored to meet the needs of their users create fan fiction in fandom community, they create an entirely different niche from original drama. Second, the flow(drama consumption/evaluation, viewers needs/adaption, the user's creation/production) which community's creative users make sequentially coevolutes with the flow(drama information offer, intentionally supply/diffusion, derivatives production) of media companies. Third, the drama fandom community activities which is non-commercial activities form the drama ecosystem with a new paradigm, as well as form a virtuous cycle inked to the market continuously beyond fun, play, empathy.

In this paper, a low-complexity embedded compression (EC) Codec algorithm for the wavelet video coder is applied to reduce excessive external memory requirements. The EC algorithm is used to achieve a fixed compression ratio of 50 % under the near-lossless-compression constraint. The EC technique can reduce the 50 % memory requirement for intermediate low-frequency coefficients during multiple discrete wavelet transform stages compared with direct implementation of the wavelet video encoder of this paper. Furthermore, the EC scheme based on a forward adaptive quantization and fixed length coding can save bandwidth and size of buffer between DWT and SPIHT to 50 %. Simulation results show that our EC algorithm present only PSNR degradation of 0.179 and 0.162 dB in average when the target bit-rate of the video coder are 1 and 0.5 bpp, respectively.

As for the software development, it is complicated, and size of software is growing larger. And contraction of a software development period is required acutely because it is short a period of software life cycle. Also, it becomes harder development and a maintenance because it is short a life cycle of developed software. According to this an effort is increased in order to reduce a development cost and time as using a component to have been implemented previously in development of software. A current component technology is developing into a very fast speed and is bringing a large change into development of a Web base system in addition to existing software development method. In this paper, we were handling a related technology for Web system development of a CBD base systematically and derived an issue to apply it to development of a Web system and presented an efficient practical use method of a component technology. First of all we looked into a component technology and a CBD methodology systematically and described a component technology in Web. Also, we proposed a method to increase development and efficiency of practical use of a Web system based on a component. The this study result can decrease a development cost of a Web system and a load of maintenance management through the re-use of a code.

This study made fundamental approaches on the significance of social enterprises on minority protection policies. In particular, it offered discussions focused on the relationship between social enterprises and North Korean defectors which greatly affect minority policies. Study results can be summed up as follows. First, the greatest difficulties for North Korean defectors in their adjustment to Korean society are economic activities and a sense of social differences and social enterprises are a policy which can resolve these problems in the most effective way. Second, existing social enterprises were excessively run by the central government and they were support models which lacked creativity and development. To resolve such problems, a lesson was learned that these must change into policy models with local coproduction. Third, a lesson was learned that social enterprises offer more than simple economic activity, offering the proper functions of society, culture, living, and language, and thus the participation of North Korean defectors in social enterprises should be made mandatory in certain sectors. Such research results will contribute to theoretically explaining the relationship between North Korean defectors and social enterprises as minority policies.

According to the rapid changing of modern Society, the portion and influence of the industries which are related to IT(Information Technology) have being Increased. Therefore, we need to recognize and learn to the new technologies such as ITS (Intelligent Transport Systems) because they are very closely related to our living environments. Unfortunately, people who are not expertized to the ITS have had hard time to understand these systems. In this paper, we introduce a multimedia courseware which requires only simple operations of mouse and keyboard for education of ITS. This courseware includes not only the areas of services for user but also scopes and components, and applications of ITS, which make possible to understand what the ITS are When we apply this courseware to the people who we not specialized to ITS, they can understand the ITS more easily.
