Since 2017, the Occupational Safety and Health Act has been fully applied to school food services, and risk assessments have been implemented since 2019. The introduction was slow compared to other industries and was evaluated by non-professional nutritionists, so there was a limit to establishing the system. All schools under the Seoul Metropolitan Office of Education apply the KRAS every year in accordance with the OSH Act for school foodservice and a notice from the Ministry of Employment and Labor. A risk assessment is applied according to legal regulations. On the other hand, the effectiveness of risk assessment has been questioned because the frequency and intensity criteria of the risk are qualitative and subjective. Based on the accident statistics of catering workers, the frequency and intensity criteria of risk were presented quantitatively and objectively, and a risk assessment was conducted by applying a new calculation standard for some work during the catering service and compared with current risk assessment results. The risk was increased, and the improved effectiveness was confirmed by the specific suggestions for improvement. Thus, the pilot evaluation for the entire food service should be expanded, and the feasibility confirmed. The pilot evaluation should be applied to all schools to enhance the effectiveness and operability of the risk assessment.

정보통신 인프라를 운영하고 있는 조직은 주요 점보자산의 위형, 취약성 및 위험 분석.평가에 많은 관심이 고조되고 있다. 위험 분석.평가는 다수의 평가자(전문지식을 가진 평가자)의 주관적인 관점이 많이 작용하며 평가결과들 간에 평가 결과에 대한 문제를 야기 시킬 수 있다. 따라서 다수의 평가자들의 평가의견을 보다 효과적으로 결합(적용)할 수 있는 절차 및 방법이 요구된다. 본 논문에서는 분산 환경에서 다수의 평가자들의 평가의견을 집합개념 중 서로 다른 집합끼리의 합을 구하는 절차에서 착안하여 이를 적용한 실용적인 위험분석 방법론을 제시한다.

The purpose of this study is to suggest a model for evaluation of a risk based value index for modular design alternatives in plant construction projects. Accordingly, 1) Setting the basic project cost and the scope to apply the module, 2) Evaluating the importance, easiness, and effectiveness index for Engineering, Procurement, Fabrication, transportation, and construction work, 3) Estimating the total project cost by analyzing the risk reserve Step, 4) Comparing the effectiveness index and total project cost for each modular design alternative, it was composed of the steps of deriving RVI. To verify such a model, Plan-A, which applied a module to one process, and Plan-B, which applied a module to three processes, were composed to evaluate RVI.

급속한 정보화의 사회적 확대는 정보화가 기업의 성패를 좌우하는 중요요소가 되었다. 이로 인해 효율적 정보화를 위한 정보화전략계획의 중요성은 증대되고 있다. 그러나, 많은 기업들이 정보화전략계획의 실제 수립과 적용 과정에서 많은 어려움을 겪고 있다. 이는 정보전략계획평가를 통한 계획의 내실성확보가 학계는 물론 실제 기업에서도 주요관심사가 되고 있다. 본 연구는 이러한 필요성에 평가영역을 정보화전략계획 평가와 정보화지원평가의 2개 영역으로 가지는 정보화전략계획 평가체계를 개발하였다. 정보전략계획평가는 정보화전략계획 자체의 완결성을 확보하고 문제점을 최소화하는 역할을 수행하게 된다. 더불어 정보화지원 평가를 통해서 기업이 가지고 있는 정보화에 대한 역량과 환경을 평가 및 분석할 수 있다. 본 평가체계를 17개 공기업의 정보화전략계획평가에 실제 적용하여 각 기업에게 검토의견서를 제공하였다. 이를 통해 평가 체계의 실무 적용 가능성을 확인할 수 있었다.

국내에서는 1999년부터 국가수자원관리종합정보시스템(WAMIS) 구축 및 운영을 통해 물관리정보화사업을 추진하고 있으며 기초정보분석 중심에서 수자원 계획 수립과 정책 결정을 지원할 수 있는 시스템으로 확대하여 대국민 수자원 정보 제공과 홍보를 활성화하려고 노력하고 있다. 하지만 지금까지 국내에서는 수자원 현황을 평가하기 위해 상수도보급율, 하천개수율 등을 이용하여 수자원의 단편적인 분야만을 평가하여 왔으며 이들 개별지표들만으로 국내 수자원 상황에 대해 국민들이 체감하는데 한계가 있어 이들 사업의 성과를 지수화하여 수자원 정책과 사업의 효과를 국민들에게 적극적으로 홍보할 필요가 있다. 이를 지원하기 위해 2007년부터 2009년까지 수자원 각 분야별 수자원계획수립 업무지원체계를 구축하였으며 수자원 현황 평가를 위해 분야별 평가지수를 개발하고 수자원 통합지수를 선정하여 중권역별로 산정한 바 있다(건설교통부, 2007; 국토해양부, 2008, 2009). 보다 합리적인 수자원 평가를 위해서는 분야별(물이용, 치수, 하천환경) 평가 지수의 공간적 범위 확대 및 세부지표를 추가 고려함으로써 과거에서부터 현재까지의 분야별 변화 패턴을 파악해야 한다. 이를 통해 수자원 관련 정책 및 사업의 성과를 평가하고 구축된 기초자료 및 분석정보를 제공해 줄 수 있는 도구의 개발이 무엇보다 중요하다고 하겠다. 따라서 본 연구에서는 기 개발된 분야별 평가지수 산정 결과와 분야별 현황과의 비교 분석을 통해 지수의 현장 적용성을 검토함으로써 기 개발된 지표의 취약점 및 한계점을 제시하였다. 보다 합리적이고 타당한 분야별 평가를 위해 세부지표를 추가로 선정하였으며 선정된 분야별 세부지표를 PSR 구성체계에 맞추어 구성하였다. 또한 분야별 현황 및 특성을 평가할 수 있는 분야별 평가지수를 개발하였으며 물이용 특성을 평가할 수 있는 지수를 '물이용안전성지수', 치수 특성을 평가할 수 있는 지수를 '홍수안전성지수', 하천환경 특성을 평가할 수 있는 지수를 '하천환경건강성지수'라 명명하였다. 또한 분야별 평가지수를 통합하여 수자원 현황을 평가하고 관리할 수 있는 수자원 통합지수인 '물만족지수'를 개발하여 제시하였다. 분야별 평가지수를 구성하는 각 세부지표의 특성을 파악하여 지표 산정 범위를 점, 선, 면으로 확대하여 제시하였으며 세분화된 공간단위별로 기초자료를 조사, 수집하여 시계열 DB를 구축하였다. 개발된 분야별 평가지수 및 물만족지수를 연도별 표준유역별로 구축된 DB를 이용하여 산정하고 비교 분석하였으며 상대적인 분야별 안전성 및 건강성을 평가하여 지수의 적용성을 검토하였다. 지표 관련 기초자료 및 분석을 통해 생성된 정보자료는 수자원정책 수립과정에서 매우 유용한 정보를 제공해 줌으로써 정책결정을 지원할 수 있고, 일반인과 관련 전문가들에게 수자원 관련 다양한 정보를 제공할 수 있다.

현재 설치되어 있는 교통신호기의 차량등과 보행자등은 전력소모와 유지관리 측면에서 매년 많은 비용을 지불하고 있는데 서울시의 경우 '97년 1년동안 전기요금 15억원, 유지관리비용 70억원을 지불하고 있는 실정이다. 따라서 에너지 절약 및 유비보수비용 절감을 이한 방안중의 하나로써 LED 교통신호등에 대한 산·학·연의 관심이 고조되고 있다. 그러나 국내에서는 LED신호등에 대한 현장평가실험 및 규격서 제정작업 전혀 이루어지지 않은 상황으로 LED 신호등의 기술개발 및 상용화에 대비한 평가실험 및 기준정립이 요구된다. 본 연구는 한국에너지기술연구소에서 개발한 LED 보행자 신호등을 대상으로 보행자의 인지반응시간, 전력소모량, 시인성, 판독성 등에 대한 현장조사를 실시하여 안정성 및 적용성을 평가하였으며, 경제성분석을 통해 보급타당성을 제시하였다. 본 연구결과는 향후 제정될 LED 교통신호등 규격작업의 기초자료로 활용되며, LED 신호등의 현장적용시 기술적 안정성을 추구하는데 일조를 할것으로 판단된다.

The Secretariat of the Convention on Biological Diversity (SCBD) encourages the use of the City Biodiversity Index (CBI) as a monitoring tool to assist local authorities in evaluating their progress in urban biodiversity conservation. The CBI has been applied to conserve the city biodiversity. This study has developed the City Ecological Soundness Index (CESI) based on the CBI and Korean city characteristics. The CESI includes total of 12 indicators grouped in three categories, which are 'biodiversity,' 'ecosystem services' and 'governance and management.' 85 cities in Korea were classified according to the city size and type. 18 cities have applicable biotope map, which were analyzed in the CESI pilot study. The CESI will contribute to collect and manage biodiversity data systematically and to promote biodiversity-related actions.

This study aims to establish and apply a drought vulnerability assessment plan including various factors related to drought. The evaluation technique consisted of three stages: evaluation factor and weight selection, evaluation data database construction, evaluation data and weight combination, and Delphi investigation method was applied to evaluation factor and weight selection. As the evaluation method, the TOPSIS method, which is a widely used MCDM method, was used. The results of the drought vulnerability assessment were applied to the administrative districts of Sigun-gu, Korea from March 2016 to September 2019. As a result of the evaluation, drought vulnerable areas were identified in Chungcheongbuk-do, Gyeongsangnam-do, and Jeollanam-do, and it was analyzed that it is necessary to establish drought response plans for these areas.

항공기반시설(공항, 기상 서비스, 항로 항행시설)에 대한 보안사고 대응을 위한 보안체계는 수립단계에서부터 착수하여 분석이 진행됨에 따라 세부적인 평가가 수행되어야하며, 시설변경이 발생하는 경우 변경된 시설에 대하여 재평가를 하여야 한다. 또한 항공기 운용과정에서 발생 가능한 각종 사고에 대한 사전 예방 및 정비를 위해서도 체계적인 보안성 평가가 필수적이다. 보안성 평가에는 계획(Plan), 활동(Do), 그리고 평가(Check), 조치(Action)업무가 네트워크 구조로 통합되어 적용되며, 과거의 사용 또는 경험에 따라 세분화된 보안성 평가 요구조건을 구분하여 적용한다. 특히 항공기반시설에 대한 보안성 입증과 안전한 운항을 보장하기 위하여 실시간 지원체계와 국가 차원에서 이를 관리하여야 한다. 이는 공공의 안전을 확보하기 위한 것으로서, 민간항공업체는 해당 법규, 표준서 및 지침 등에 따라 최소한의 보안성을 입증하여야 한다. 따라서 본 논문에서는 항공기반시설에 대한 보안사고 대응을 위한 보안체계를 위해 설정된 보안의 목표를 충족하고 있는지를 확인 평가하고, 분석 등을 고려하여 종합적인 보안성 평가기법을 적용할 수 있도록 하는 보안체계 네트워크 모델에 대해 제시하고자 한다.

Reviewing the previous researches related to SW quality, we find that they are mostly quality evaluation models for SW quality improvement and maturity-design models for software project management evaluation. There are few studies for the appropriateness of SW quality management by Quality Control(QC) functions. Moreover, they are bound for government's SW R&D projects in the view of the third party. Therefore, we propose means for the objective evaluation of SW quality management's appropriateness by QC functions. For this reason, there are three research proposes in our study as follows. Firstly, we produce problems for the evaluation of the existing government's SW R&D project management's appropriateness. Secondly, to overcome the drawbacks for the evaluation of the appropriateness of SW quality management, new appropriateness evaluation methods are proposed. Lastly, we investigate the availability and effectiveness of the appropriateness evaluation methods for WBS projects.
