The objective of this research is to develop an assesment system for BTL Project. A new method for the prediction of construction and maintenance cost in the educational facilities has been considered and under development by the authors. This paper explains the current BTL assesment method used by most local district office of education and lists its potential problems. Main conceptual modules in the new Assesment System are shown in this paper. Also, viable results of each module are discussed in this paper.

This study examines the dynamic hedging performances of the Black-Scholes model and Heston model when stock prices drift with stochastic volatilities. Using Monte Carlo simulations, stock prices consistent with Heston's(1993) stochastic volatility option pricing model are generated. In this circumstance, option traders are assumed to use the Black- Scholes model and Heston model to implement dynamic hedging strategies for the options written. The results of simulation indicate that the hedging performance of a mis-specified Black-Scholes model is almost as good as that of a fully specified Heston model. The implication of these results is that the efficacy of the dynamic hedging performances on evaluating the specifications of alternative option models can be limited.

As the law on the private sector investment in social infrastructure was amended in January of 2005, the government is aggressively promoting BTL projects but many trials and errors and problems are occurring. Especially, the Value-For-Money evaluation conducted by the responsible agencies to judge the appropriateness of the project found there was a conspicuous difference between the computed cost and the final contract sum. Accordingly, this study is aimed to grasp the problems in the current Value-For-Money evaluation and to improve it in order to proceed with BTL projects efficiently. To achieve this, through a relative comparison to the final contract sum, a clear standard for the items of Value-For-Money evaluation was presented and thus, a model that can ensure accuracy in computing the Value-For-Money was established so that a delay in negotiations can be avoided. If the Value-For-Money evaluation established in this study is used in assessing the appropriateness of unit prices for BTL projects for education facilities, a reasonable result can be expected to be drawn in selection and negotiations with contractors, and maintenance and Post-Operation-Evaluation(POE) of education facilities as well.

This paper proposes a way to a risk quantification of public sector comparator in the value-for-money test of the BTL (Build-Transfer-Lease) scheme in rail investment projects. Two principal risks that are project delay and budget increasing costs are identified and are empirically quantified with a case study of the Haman-Jinju link. The methodology suggested is expected to be a good reference for the similar research afterwards and also to help in settling down the scheme that is only an early stage.

지구온난화 완화를 위한 세계적인 활동에 부응하여 우리 정부는 "저탄소 녹색성장 기본법" 및 동법 시행령을 제정, 공표하고 지구온난화의 주범으로 지목되고 있는 온실가스 배출을 줄이기 위해 "온실가스 에너지 목표관리제"를 도입하였다. 온실가스 에너지 목표관리제는 일정량 이상의 온실가스를 배출하는 사업체가 의무 보고 대상이 된다. 대상 사업장은 온실가스 배출 감축목표에 따른 이행계획을 수립하고 명세서를 매년 제출하여야 한다. 따라서 대상 사업장은 온실가스 에너지 관련 데이터를 관리하고 목표달성을 위해서 온실가스 및 에너지 관련 전문성을 가진 인원이 필요하며 이러한 인원에 대한 적격성은 개별 사업장에서 정의하고 양성하기에는 어려움이 따르기 때문에 온실가스 배출량 정량화 및 평가, 보고 및 내부 검증에 대한 전문가 자격제도의 도입이 필요하다. 본 논문에서는 온실가스 에너지 관리자 자격제도를 도입하기 위한 방안을 연구, 온실가스 관리자의 역할 및 적격성, 자격구분 및 검정기준, 검정체계를 제시하고, 향후 도입 단계에 대한 방안을 제시한다.

The purpose of this research was to develop Public Service Aptitude Test(PSAT) in order to select high performer in the public sector of the government. Based on both literature review and job analysis using the interview with job incumbents, the test which measured verbal ability, situational judgment ability, data interpretation ability, and knowledge on common sense was prepared. The items was administered in undergraduate students, job incumbents, and trainees of public service officers to obtain information about the goodness and appropriateness of items. Base on the results of the item analysis, new items were made and administered in another undergraduate students, job incumbents, and trainees of public service officers to select the final test items. The reliability and validity of the developed PSAT were acceptable level. Finally, the impact of the PSAT on potential applicants and future suggestions were discussed.

During the progression of this study, we visited 17 medical institutions. These medical institutions underwent inspection for facility eligibility of national inpatient isolation units to care for patients. Seventeen consultation meetings were held to gather expert opinions, and conferences were held with the medical institutions and local levels of government. Based on these facts, we established a field application model of the criteria of safety-management and conducted a study on this method in order to create more scientific and systematic safety-management criteria including criteria regarding facilities maintenance and methods of equipment inspection. According to an analysis on the 17 medical institutions examined, facility eligibility of 17 national inpatient isolation units was found to be 78.3% on average. Through analysis of the present domestic and foreign conditions of medical institutions, we proposed improvements for when remodeling becomes necessary and established criteria for safety-management in national inpatient isolation units for the care of patients in accordance with the domestic healthcare system.

As BTL(Build-Transfer-Lease) private investment business benchmarking PHI(Private Finance Initiative) of USA and Japan is introduces to Korea since 2005, as a part of supplying high leveled public service and early expanding required facilities for SOC, Value for Money on private investment business from treasury investment business at the beginning gets to be needed. Accordingly, this survey has been conducted in order to analyse BTL projects status, propriety of economic analysis method(VFM analysis, calculation of estimated business expenses, valuation of bidding price, etc.) by business advance phases from the viewpoint of person in charge, necessity of improvement and alternative plants. As the result of conducting cross tabulation analysis and correlation analysis by occupational group, BTL project advance phases and alternative plans for improvement, it is necessary ye prepare standardized service level against business expense and basis for calculating and evaluation operation expenses. Based on the necessity of quantitative analysis (LCC analysis) of VFM, standard for calculating management, maintenance and administration expenses is required. In addition, reliable economic valuation system considering domestic BTL environment should be setup, for business efficiency.

The study classified speech styles of shopping hosts and tried to examine how the classified speech styles have an effect on the evaluation of shopping hosts and the purchase intentions. In the evaluation of speech styles of shopping hosts, except customer-oriented confutative style, credibility, descriptive relevance, other speech styles are analyzed to have an impact on the styles. When we investigate the influential relations between speech styles proved by a theory and the evaluation of shopping hosts, the demonstrative style comes first, the expressive style is next and the descriptive follows in terms of influential power. In terms of the purchasing intention, speech styles of shopping hosts have an effect on the demonstrative and expressive types rather than the elucidative and descriptive ones. Namely, the analysis shows that the speech style which is logically persuasive and expresses the contents in detail is preferred to the descriptive and leading speech style.

PFI(Private Finance Initiative) Project is carried to expand infrastructure effectively through participation of private investment. From the year 2005, the range is expanded not only industrial infrastructure such as made road, harbors and so on but living infrastructure such as school facilities, environmental facilities. For this reason BTL(Build-Transfer-Lease) system is mainly used in new private finance initiative project but in existing private finance initiative project BTO(Build-Transfer-Operate) system was used. BTL system is operated to judge fitness of private investment and classified into quantitative VFM(Value for Money) and qualitative VFM. In this research the estimation item of qualitative VFM which is hard to deduce the effect is created and after surveying of questionnaire in target of experts, relative importance and weight is established with AHP(Analytic Hierarchy Process). By estimating efficiency and benefit of quantitative VFM and qualitative VFM aspect effectively it is expected to support a rational making decision for operating BTL.
