친환경에너지에 대한 관심이 높아지고 있다. '저탄소 녹색성장' 정책을 채택 후 친환경에너지 사용을 통한 $CO_2$ 감축 및 관련사업 육성을 추진 중인 행정안전부 회계공기업과를 찾아가보았다. 회계공기업과는 범정부적으로 추진하고 있는 '에너지 수요관리대책'의 지역단위 확산을 위해 체계적인 에너지절약방안의 필요성을 절감하고 현재 지방자치단체 에너지절약 추진사업을 진행 중이다. 지방자치단체(이하 지자체) 에너지절약 추진방안, 그 핵심이 무엇인지 회계공기업과 이우종 과장을 통해 들어본다.

Recently, the most important paradigm is to prepare future and to protect the environment through the carbon savings occurs in everyday life and whole industry. For the success of this new paradigm, Korean government encourages the green certification and the development of green technologies and green growth as one of the important policies are adopted and implemented. Public agencies and companies establish the plans about the carbon savings and implement a lot of research has moved on using IT technology. There are some attempts in Korea to use as an electronic document instead of the use of paper document using these green IT and mobile devices. In this paper, the waiting sequence system using mobile phone is proposed as an example of practical engineering education for 'Low carbon, Green growth'.

Global village warming and carbon dioxide CO2 gas, and the human efforts for their healing and necessary alternative technology would be much more difficult things than that of making necessary funds and efforts to lay to sleep angry nature on the earth. The limited natural resources of fossil fuel would be dried up in several decades, and the intensity of diplomatic negotiations for natural resource guarantee among countries may be showed looking alike an war. The drain of fossil fuel called a new word of alternative policy like an environment-friendly green-growth, and the solar-cell and lighting technology for the solar energy applications were developed still more repeatedly day by day from oil lantern to LED high-tech illumination in great economy. Therefore, it was studied that the low-carbon green-growth illumination technology in cave applications with SOLAR-LED system which was produced and unified in connection with solar-cell and LED from the semiconductor production technology, and it was also clarified in necessary with useful cave lighting in heatless and with no photosynthesis of plant production in underground space.

This study analyzes United Nations Framework Convention on Climate Change and domestic-foreign support policy for renewable, also confirms the need for sound and sustainable development to minimize adverse impacts on the environment. Main source of greenhouse gas emissions leading to global warming needs to be resolved through the introduction of renewable energy system by developing low-carbon city. Case studies show the directions for practical response to climate change on the basis of introduction of renewable energy. This case studies can be served as the base model that reduces greenhouse gases with the introduction of renewable energy facilities in the new land development project and obtains economic benefits from CDM project.

This papers aims to focus on the city marketing as the green growth policy strategies using a case study of Gangneung City, Republic of Korea. In the case study it was verified the fields of urban growth including ecology, culture, alternative and recycled energy, green transportation system. The implications of the study were as follows: First, the city government had regenerated the coastal pine forest through removing unlicensed buildings which were squatted down in decades. Secondly, the city government has recognized the value of culture that possessed various types of cultural asserts. Thirdly, it is possible to use and produce the ocean energy with the tidal power plant, wind power plant and green deep water because Gangneung City has the ocean-oriented image and is located the coastal region. Lastly, the city government has been utilizing the LED traffic light using solar heat and is going to apply the green car like an electric car. This paper indicates the importance of the alternatives of the green growth-oriented policy through city marketing using the concept of culture and ecology. The city government will strive after an advanced triple bottom line with the ecological sustainability, cultural diversity and economic effectiveness in the near future.

Recent days, the global warming problem due to excessive use of fossil fuels has been the world wide issue so that Korea government and developed countries make an alternative plan for eco-friendly and transportations by utilizing bicycles for health promotion. Existing Public Bicycle Rental Service Systems provide simple service such as bicycle rental management and tracking the location. However there is no user-side service for the information of the measure of carbon reduction, or use of bicycles. The proposed system in this paper provides users' health information, environmental information, personal information, counseling services and the measures of carbon reduction. The new system has been developed to carry out reducing carbon and growing green in terms of using bicycles by adopting Web 2.0 technology.

Today, because the international community recognized happing of environmental crisis on the world the international environmental agreements and advanced country's environmental regulations are very tight. Especially, port cities are posed strong threats to the environment due to receiving high pollution from ships and cargo vehicle emissions. So many advanced country (ex. United States, Japan, EU) implement Natural-friendly Port Policy and Program. Low-carbon Green Growth is highlighted as the main issue from in and outof Korea. Recently Korean government and local goverment constructed a master plan and related database. Considering this as a starting point the carbon gross emission has become an important factor in the city planning and management of local goverment unit. This research was focused on the analysis of carbon gross emission and the environment of carbon occurrence using statistics and digital forest map for the Gyeonggi-do. Further research need to analysis the carbon absorption using satellite image for periodic database. These database will be available basic data for the policy making.
