An Analysis on the Results of the Operation for Library Remuneration System (도서관보상금제도의 운영성과에 대한 분석)

  • This study analyzed the contracts for library remuneration, amount of the remuneration, average amount of the remuneration in relation to kinds of libraries, distribution of the remuneration, and types and publication year of the works to be collected remuneration based on the data during 2004~2014 from the KORRA. As results, current library remuneration system has limitations for libraries to digitize and transmit to the public their collections, Also, there are some limitations to the protection for copyright holders because the amount of the remuneration collected from libraries has declined and non distribution remuneration has been so high. This study suggested that the library remuneration system needs to be revised considering the scope of library materials to be digitized and predicted frequency of use. Also, the better practical solution to protect copyright holders is not a raise of the library remuneration but the efficient use of the non distribution remuneration.

  • The market size of immersive 360-degree video contents, which are noted as one of the main technology of the fourth industry, increases every year. However, since most of the images are distributed through illegal distribution networks such as Torrent after the DRM gets lifted, the damage caused by illegal copying is also increasing. Although filtering technology is used as a technology to respond to these issues in 2D videos, most of those filtering technology has issues in that it has to overcome the technical limitation such as huge feature-point data volume and the related processing capacity due to ultra high resolution such as 4K UHD or higher in order to apply the existing technology to immersive 360° videos. To solve these problems, this paper proposes a feature-point recognition ratio improvement method for immersive 360-degree videos using deep learning technology.

Video Copy Detection Algorithm Against Online Piracy of DTV Broadcast Program (DTV 방송프로그램의 온라인 불법전송 차단을 위한 비디오 복사본 검출 알고리즘)

  • This paper presents a video copy detection algorithm that blocks online transfer of illegally copied DTV broadcast programs. Particularly, the proposed algorithm establishes a set of keyframes by detecting abrupt changes of luminance, and then exploits the spatio-temporal features of keyframes. Comparing with the preregistered features stored in the database of DTV broadcast programs, the proposed scheme performs a function of video filtering in order to distinguish whether an uploaded video is illegally copied or not. Note that we analyze only a set of keyframes instead of an entire video frame. Thus, it is highly efficient to identify illegal copied video when we deal with a vast size of broadcast programs. Also, we confirm that the proposed technique is robust to a variety of video edit-effects that are often applied by online video redistribution, such as apsect-ratio change, logo insertion, caption insertion, visual quality degradation, and resolution change (downscaling). In addition, we perform a benchmark test in which the proposed scheme outperforms previous techniques.

A Discriminating Mechanism of Suspected Copyright Infringement Video with Strong Distortion Resistance (왜곡 저항력이 강한 저작권 침해 영상 저작물 판별 기법)

  • The increase in number of streaming platforms and contents thereof, owing to an advancement of cloud environment, has triggered the rapid proliferation of illegally replicated contents as well as legal contents. This necessitates the development of technology capable of discriminating the copyright infringement of various contents. The Korea Copyright Protection Agency operates a video content demonstration system using AI, but it has limitations on distortions such as resolution changes. In this paper, we propose the powerful mechanism using skeleton, which is resistant against distorted video contents and capable of discriminating copyright infringement of platforms streaming illegal video contents. The proposed mechanism exploits the calculation of Hamming distance to the original video by converting collected data into binary ones for the efficient calculation. As a result of the experiment, the proposed mechanism have demonstrated the discrimination of illegally replicated video contents with an accuracy of 94.79% and average magnitude of 215KB.

  • These days the number of copyright issues concerning libraries is increasing. The reason is a library is the place that collects and uses copyrighted materials. The copyright issues that libraries face will be more radical, because of the growing number of digital media especially appearance of a digital library. To make the current situation better, this study suggests the standard of copyright compliance policy for university libraries in order to serve within the range of copyright law. Copyright compliance policy is a reasonable guideline meeting user's intellectual needs and protecting a copyright holder's right.

  • The distribution model of multimedia content is proposed, This solves the problems which are occurred by various multimedia content and the complex distribution structure. The online distribution processes in wireless environments contain many different, companent from the of offline and wire networks. The multimedia content can be very easily propagated illegally. Under these environments the seneme to protect the copyrights of multimedia content and rights of distribution entities is needed. In this paper a distribution framework of content in wireless environment based on MPFG-21 framework if proposed. This model can be adapted to DRM(digital rights management) and utilized to protect the rights of distribution entities.

  • Although the primary liability for online copyright infringement may fall on the individual who illegally copies, transfers, and/or distributes the copyrighted content, the issue of indirect liability for Online Service Providers (OSPS) that provide a channel for the distribution of illegal content has recently come under the spotlight. Currently, in an effort to avoid liability for indirect copyright infringement and improve their reputation, most OSPs have voluntarily applied filtering technology. Under the Copyright Act of Korea, special types of OSPS including P2P and Web-based Hard Drive (WebHard) are required to incorporate filtering technology, and may be charged with penalties if found without one. However, despite the clear need for filtering mechanisms, several arguments have been set forth that question the efficacy and appropriateness of the system. As such, this paper discusses the liability theory adopted in the US. -a leader in internet technology development-and analyzes the scope of liability and filtering related regulations in our copyright law. In addition, this paper considers the current applications of filtering as well as limits of the applied filtering technology in OSPS today. Finally, we make four suggestions to improve filtering in Korea, addressing issues such as clarifying the limits and responsibilities of OSPS, searching for cooperative solutions between copyright holders and OSPS, standardizing the filtering technology to enable compatibility among different filtering techniques, and others.

  • A work as human's creatures are transformed to bits and multimedia. In the modem society which is governed by simulation, infornlation is symbolized and becoming easily reached to anyone. Thus, collections of image and composition can show a new world beyond the ethical viewpoint. The problem with worries about the differnce between the original and a copy and disappearence of the meaning in postmodern era is the problem of how to set the intellectual properties and copyrights.In this situation, sharing of information according to the theoretical concepts and process of digitalization of photos in the era of information-intensive society was presented. The ethics of intellectual properties and copyrights and in postmordern era were driven. After reviewing the intellectual properties in the era of national information infrastructure of twenty-first century and by identifying the problems, the directions of what we have to do as image makers, and the intellectual properties and copyright.
