Assessment of the Non-point Source Pollution Control Strategies for Water Quality Improvement in the Haeban Stream of West Nakdong River Watershed (서낙동강 유역 해반천의 수질 개선을 위한 비점오염관리대책 효과 분석)

  • In this study, a HSPF model was developed to simulate runoff and water quality in the Haebancheon watershed, which has a high land area ratio and population density among the West Nakdong River watersheds. Various non-point source pollution control strategies were applied, and the reduction in pollutant loads and the exceedance rate of water quality standards were analyzed. The scenarios included basic road cleaning for reducing pollutant loads, runoff reduction measures considering extensive low-impact development techniques, and inflow reduction measures to mitigate non-point source pollution entering the river. In the first step, practical conditions such as the number of vehicles for road cleaning in Kimhae City were considered, while for the second and third steps, it was assumed that 50% of the applicable land use area was used to be applicable for the LID techniques. As a result of applying all three measures, it was analyzed that the BOD pollutant load could be reduced by 58.28%, T-N by 58.49%, and T-P by 51.56%. Furthermore, the 60th percentile of water quality measurements accumulated over 5 years was set as the target water quality, and a flow-duration curve was constructed. The exceedance rate of the flow-duration curve before and after applying non-point source pollution reduction measures was analyzed. As a result, for BOD, the exceedance rate decreased from 41.57% before applying the measures to 16.32% after, showing a 25.25% reduction in the exceedance rate. For T-N, the exceedance rate decreased significantly from 40.31% before the measures to 22.84% after, and for T-P, it decreased significantly from 62.43% to 27.22%.

  • Recently, large scale concrete structures exposed to severe environment are increasingly built in various locations. The corrosion may severely affect the durability and service life of such a concrete structure. It is, therefore, necessary to develop durable concrete to enhance the corrosion resistance. The corrosion resistance of concrete can be identified through accelerated corrosion test. The purpose of the present paper is, therefore, to devise a reasonable and accurate method to predict the amount of corrosion of reinforcing steels. The proposed method which is basically based on the concept of Faraday's Law, determines the corroded amount of a rebar according to accelerated corrosion time. The corrosion is accelerated by employing the potentiometric corrosion test arrangement. The effects of admixtures in concrete including fly ash and silica fume have been also studied to explore the relative corrosion resistance of concrete.

  • This paper presents the control and guidance algorithm of a KAU-SPUAV(Korea Aerospace University - Solar Powered Unmanned Aerial Vehicle) which is designed and developed in Korea Aerospace University. Aerodynamic coefficients are calculated using the vortex-lattice method and applied to the aircraft's six degrees of freedom equation. In addition, the thrust and torque coefficients of the propeller are calculated using the blade element theory. An altitude controller using thrust was used for longitudinal control of KAU-SPUAV to glide efficiently when it comes across the upwind. Also describes wind estimation technic for considering wind effect during flight. Finally, introduce some guidance laws for endurance, mission and coping with strong headwinds and autonomous landing.

  • 물정보 중 가뭄 정보가 상대적으로 부족한 원인은 무엇을 가뭄으로 볼 것인지 정의하기 어렵기 때문이다. 특히 우리나라와 같이 댐 및 저수지, 광역상수도 등 수자원시스템 네트워크를 기반으로 물공급이 이루어지는 경우, 개별 요소만을 고려한 기존 가뭄모니터링 및 전망은 현실적이지 못하며, 가뭄 위험도 관리 측면에서도 부족한 부분이 있다. 가뭄 현상의 경우 기상학적 영향인 강수의 부족이 가장 큰 요소로 기여하지만 실질적으로 국민에 필요한 양보다 적은 양의 물이 공급될 때 국민들은 가뭄을 체감한다. 이러한 점을 보완하기 위하여 지역별로 사용하는 수원 및 물수급 시설 등을 세분화하고, 실적기반 분석을 통해 분석대상 지역의 가뭄을 정확히 판단하기 위한 합리적인 물수급 분석 모형 개발이 필요하다. 즉, 공간분석단위를 표준유역 단위 이하의 취방류 시설물을 기준으로 구성하고, 이들 시설물의 운영정보와 수문기상 빅데이터를 연계한 물순환 모형을 구현함으로써 댐, 저수지, 하천 등 다양한 수원을 가지는 유역 내 가용 수자원량을 준실시간 개념으로 평가하는 시스템의 개발이 필요하다. 본 연구에서는 하천을 중심으로 물수급 관련 수요·공급 시설의 위치를 절점으로 부여하고 연결하는 물수급 네트워크 알고리즘을 통해 빅데이터 기반 물수급 분석 모형을 개발하였다. 주요 모니터링 지점 및 모든 이수 시설의 위치를 유역분석 기법을 통하여 점(point), 선(line), 면(shape)으로 구성된 지형공간정보의 위상(topology) 관계를 설정하여 물수급 분석의 계산순서를 선정하고, 시계열 DB를 입력하여 지점별 물수급 분석 결과를 도출하였다. 권역별 주요 수위-유량관측소 1:1 Nash 계수를 검증한 결과 저유량에서 0.8 이상의 높은 재현 성능을 보이는 것으로 나타났다. 이에 따라 본 연구에서 개발된 물수급 분석 모형은 향후 물관련 이슈 지역의 용수공급능력 평가 및 수자원장기종합계획 등 다양한 수자원 정책평가에 활용될 것으로 기대된다.

Benefit Cost Analysis on Mitigation of Environmental Impacts Using Contingent Valuation Method : The Kwangyang Habor Case (환경저감화 시설에 대한 비용편인분석 : 광양만 사례연구)

  • This study is to investigate the effect of environmental mitigation in relation to the construction of quay structures for containers and to estimate economic values of environment-friendly structures using CVM. The result shows that the B/C ratio of environment-friendly quay structures designed to mitigate environmental impact is 4. That is, environmental improvement work proves to generate environmental benefit over 4 times as much as the construction cost. Considering the results of the study, environmental improvement work is of great benefit to citizens, and CVM is expected to become an efficient method to measure a proper size for a large construction project as well as to forge public consensus.

투명방음벽 : 설계, 분석 및 효과예측

  • 도시 주거지의 소음은 주로 자동차와 철도 등에 의한 교통소음이 주류를 이룬다. 저소음 차량 개발 등 국가적 차원의 노력은 차량소음을 줄이는 원천적이고 장기적 대책이 되겠지만 방음벽의 설치가 현실적으로는 최선의 방법이 될 수 있다. 이러한 제반 여건을 감안하여 대전시 중촌동 일원에 새로 건설되는 고가도로 구간의 인근에 거주하는 사람들의 소음대책을 위해 도로교통 소음 및 철도소음에 대한 영향을 컴퓨터 시뮬레이션 기법을 이용하여 예측하였으며, 이 결과에 따라 방음벽을 설치하였다. 또한 방음벽 설치시 주민의 여론을 수렴하여 방음벽은 투명방음판과 흡음형 방음판을 조합하여 설치하였다. 교통소음에 대한 컴퓨터 예측결과에 따라 설치된 방음벽에 대한 효과는 방음벽이 설치된 후 실측을 통하여 상호 비교하고 주민의 반응에 대해서도 알아보았다.

  • 최근 급격한 기후변화와 도시화로 인하여 강우량 및 강우강도는 약 20% 증가하고 강우일수는 14% 감소하며 도시 기온이 최대 $3^{\circ}C$까지 증가하는 등의 현실적인 문제가 발생하고 있다. 이로 인한 도시 물순환체계의 파괴는 도시물관리 여건의 악화로 이어지고 특히 불투수면적 증가로 인한 도시 홍수 및 침수의 증가, 잦은 도시 고온 현상, 도시하천의 건천화로 수질 악화를 야기하는 실정이다. 이에 국토의 자연자원을 보전하고 기후변화에 적응하면서 도시의 안전도와 가치를 높이기 위한 물관리 정책은 먼저 물을 순환을 보다 적극적으로 반영하고 통합적인 물관리 체계 확보를 요구한다. 이를 위해서는 발생원 관리를 포함한 소규모 분산관리 체계로 변화하여야 하며 이들 시설에 대한 네트워크화를 통해 기후변화에 강건하고 통합관리쳬계를 구축하는 것이 중요하다. 이를 위해서는 저영향개발(LID, Low Impact Development) 및 그린인프라(GI, Green Infrastructure) 기반의 분산식 빗물관리기법의 도입이 절실하다. 현재 국내에서는 제도적으로 기후변화 대비, 지속가능한 도시환경 구축을 위한 물순환 건전화를 위해 100대 국정화제에 포함시키는 등(2013.2) 도시계획 및 기반시설 설치 LID기법의 법제적 산업적 도입을 추진중에 있으나, LID 기술의 수자원 치수, 이수 및 환경 효율성에 대한 객관적인 정보의 부재, LID 기술에 대한 효율성 검증 및 인증시스템의 부재, LID 기술의 무분별한 국외기술 도입으로 인한 효과 저감, LID 기술의 설계, 시공, 관리를 위한 매뉴얼 및 가이드라인의 부재, LID 기술에 대한 지자체 지원 및 전문가 양성 시스템의 부재 등 복합적인 문제를 안고 있어 GI 및 LID 기술의 적용을 통한 새로운 도시 및 유역차원의 수자원확보와 재해경감기술 패러다임 확보가 용이하지 않다. 이를 위해 본 연구에서는 강우유출수 관리를 위한 LID기술 신뢰도 향상 및 단일화, 표준화된 효율성 검증 기술 개발과 더 나아가서 도시-건축-수자원-도로-조경 등의 종합적인 인프라를 바탕으로 LID기술 통합관리 및 기술 고도화를 위해 부산대학교 GI LID 물순환 실증단지의 계획 및 구축을 수행하였다.

Reliability Analysis with Space Radiation of Low-Cost COTS Small Satellite (우주방사능 효과를 고려한 저가 COTS 소형위성의 신뢰성 분석)

  • The reliability and failure mode effect analysis are effective means to achieve efficient and cost-reduction design for satellite development. The failure rate of COTS (Commercial-Off-The-Shelf) parts required for reliability analysis is not usually provided from the manufacturer. Space environment factors based on empirical data obtained from MIL-HDBK-217F can be applicable to the reliability calculation. As a radiation environment factor, the occurrence rate of SEL (Single Event Latch-up) is additionally incorporated for the failure rate prediction. In this paper, the statistical reliability analysis method for low-cost small satellite using COTS parts is suggested. This statistical reliability analysis was applied to HAUSAT-2 small satellite whose electronic boxes are consisted of many COTS parts to calculate the system reliability at the end of design mission life.

LIDMOD3 Development for Design and Evaluation of Low Impact Development (저영향개발기법 설계 및 평가를 위한 LIDMOD3 개발)

  • In this study, the LIDMOD3 was developed to design and evaluate low impact development (LIDMOD). In the same fashion, the LIDMOD3 employs a curve number (NRCS-CN) method to estimate the surface runoff, infiltration and event mean concentration as applicable to pollutant loads which are based on a daily time step. In these terms, the LIDMOD3 can consider a hydrologic soil group for each land use type LID-BMP, and the applied removal efficiency of the surface runoff and pollutant loads by virtue of the stored capacity, which was calculated by analyzing the recorded water balance. As a result of Model development, the LIDMOD3 is based on an Excel spread sheet and consists of 8 sheets of information data, including: General information, Annual precipitation, Land use, Drainage area, LID-BMPs, Cals-cap, Parameters, and the Results. In addition, the LIDMOD3 can estimate the annual hydrology and annual pollutant loads including surface runoff and infiltration, the LID efficiency of the estimated surface runoff for a design rainfall event, and an analysis of the peak flow and time to peak using a unit hydrolograph for pre-development, post-development without LID, and as calculated with LID. As a result of the model application as applied to an apartment, the LIDMOD3 can estimate LID-BMPs considering a well spatical distributed hydroloic soil group as realized on land use and with the LID-BMPs. Essentially, the LIDMOD3 is a screen level and simple model which is easy to use because it is an Excel based model, as are most parameters in the database. This system can be expected to be widely used at the LID site to collect data within various programmable model parameters for the processing of a detail LID model simulation.

  • Rapid urbanization has elevated the risk of urban flooding due to the increase in the impervious surface, causing environmental disasters and environmental pollution problems, such as lowering the groundwater level and increasing water pollution. In Korea, low impact development (LID) techniques have been introduced to minimize these environmental impacts and maintain the water cycle soundness. However, most small-scale development projects are in blind spots because there is no legal basis for rainfall runoff management. Small-scale development projects that increase the surface runoff of rainwater are required to mandate the application of LID facilities in accordance with the polluters' responsibility principle. Therefore, it is necessary to implement a preliminary consultation system for water cycle recovery. This study focuses on the cost-benefit analysis on the application of LID techniques for small-scale development projects. The scale of nationwide small-scale development projects used for cost-benefit analysis were defined as buildings with a land area of more than 1,000 ㎡ or a total floor area of 1,500 ㎡. As a result of analyzing the cost-benefits from the installation of LID facilities, they were found to be much lower than the economic standard value of 1. This might be due to the high cost of facilities compared to the scale of the project. However, considering the overall environmental value of improving the water environment and air quality by the installation of LID facilities and the publicity of reducing the operating cost of sewage treatment facilities, the introduction of a prior consultation for small-scale development projects is inevitable. In the future, institutional and financial support from local governments is required to improve the cost-benefits with the introduction of a prior consultation for small-scale development projects.
