An extensive effort is actively being made to implement permeable pavement systems in urban or residential areas of South Korea in order to achieve efficient water circulation system based on low impact development (LID) design concept. This study aims to establish the design factors and procedure for permeable asphalt pavements structural design. Based on the review of previous studies, the 1993 AASHTO design method is found to be adequate for permeable pavements structural design. In this study, the design program based on 1993 AASHTO design procedure in conjunction with domestic roadway design standards was developed to accommodate the characteristics of permeable asphalt pavements. Primary design parameters such as structural layer coefficients of permeable materials were successfully quantified based on literature reviews and parallel analyses. Comparable design thicknesses were obtained between the developed permeable pavement design (PPD) program and Korea pavement research program (KPRP) under different levels of traffic and subgrade load bearing capacity.

최근 도시의 왜곡된 물순환 문제를 해결하기 위해서 저영향개발(Low Impact Development, LID) 기법을 적극적으로 도입하고 있다. 저영향개발은 자연의 침투, 증발산, 여과 등의 자연기작을 모방하여 강우유출수를 침투 및 저류시키는 기법으로 물순환 체계를 회복시킬 수 있다. 저영향개발 기법의 하나인 벽면녹화는 건축물이나 기반 시설물의 벽면과 같은 인공지반에 기반을 조성하고 식물을 식재하는 시설로 짧은 시간에 녹지 면적을 만들 수 있다. 또한, 건축물로 인해 생겨난 수직적인 면을 녹지로 활용할 수 있어 도시에 매우 특화된 시설이다. 본 연구는 벽면녹화의 저영향개발 시설로서의 성능을 확인하기 위해 실내 실험을 진행하여 강우유출수 저감효과 및 지체시간 지연효과를 확인하였다. 강우유출수 저감효과는 유입량 대비 저류량을 기준으로 유출저감률을 산정하여 분석하였으며, 총 유출시간을 측정하여 지연효과를 판단하였다. 벽면녹화 현장실험 대상지는 경상남도 양산시 물금읍 부산대학교 양산캠퍼스에 위치한 한국 녹색인프라저영향개발센터이며, 실내에 플랜터형 벽면녹화 시스템을 적용하였다. 부산시 금정구 2012년~2021년의 강수량을 사용해 백분위수 강우사상을 기준으로 30, 50, 70mm/hr의 강우 시나리오를 선정하였다. 물순환 효과를 판단하기 위해 불투수면을 대조군으로 설정하여 불투수면의 유출이 종료되는 시점까지 지표면 유출을 모니터링 하였다. 그 결과, 30, 50, 70mm/hr 시나리오별 유출률은 91.76%, 92.18%, 94.54%로 불투수면과 대비하여 유출이 적게 발생하였으며 총 유출시간은 불투수면대비 47분, 88분, 58분 증가하여 지연효과가 있음을 확인하였다. 본 연구는 실험을 통해 벽면녹화의 수문학적 성능을 분석하고자 유출량 저감효과와 지연효과를 확인하였다. 추후 다양한 강우 시나리오와 제원에 따라 실험이 수행된다면 더 정확히 벽면녹화의 물순환 효과를 확인할 수 있을 것이다.

LID (Low Impact Development, 저영향개발)는 산업화 및 도시화 진행 지역에서 비점오염원으로부터 배출되는 오염물질을 제어해 개발지역 내 자연순화 기능을 최대한 유지하고, 물순환 기능증대를 통해 강우 유출수를 지역 내에서 관리하는 것을 목표로 한다. 비점오염원 저감 LID 시설에는 자연형과 장치형 시설이 있다. 자연형 시설에는 저류형, 침투, 식생형 시설 등이 있다. 특히, 침투시설에는 대표적으로 투수블럭이 있으며, 이는 투수성 포장재를 통해 강우 유출수를 지하로 침투시켜 여과나 흡착 등으로 비점오염물질을 제어하는 시설이다. 장치형 시설로는 여과재나 망을 이용해 비점오염물질을 분리하는 여과형 및 스크린형 시설, 응집과 침전을 통해 비점오염물질을 분리하는 응집·침전 시설 등이 있다. 이에 본 연구는 2016년부터 2018년 3년간 전주 서곡지구 지역 내 설치된 필터형 투수블럭, 틈새형 투수블럭에서 진행했다. 각각의 투수블럭에서 총 19회, 20회의 강우 모니터링을 실시했고, 오염물질 유입 및 유출 EMC 등의 분석을 통해 유출 및 오염물질 저감효과를 분석했다. 연구 대상 각 투수블럭의 주요 제원은 시설 용량 14.4㎥, 시설 면적은 14.4㎡이다. 모니터링 결과값을 분석한 결과 필터형 투수블럭의 경우 유출 저감율은 17.4 ~ 100%, 틈새형 투수블럭은 29.6 ~ 100%이었다. 필터형 투수블럭과 틈새형 투수블럭의 단위면적당 유량 저감량은 각각 0.014 ~ 0.583㎥/㎡, 0.035 ~ 0.588㎥/㎡이었다. 오염물질 저감효율을 분석한 결과 유기물 항목(BOD, TOC)의 경우 틈새형 투수블럭에서의 저감효율(BOD 93.59%, TOC 90.39%)이 필터형 투수블럭에서의 저감효율(BOD 89.99%, TOC 86.94%) 보다 다소 높게 나타났다. 영양염류 항목(T-N, T-P)의 경우 필터형, 틈새형 모두 비슷한 저감효율(필터형 T-N 89.02%, 필터형 T-P 98.12%, 틈새형 T-N 90.41%, 틈새형 T-P 98.04%)을 보였다.

최근 지역의 발전으로 인한 도시화로 인해 수문순환에 많은 변화가 생기고 있다. 이와 더불어 기후변화로 인해 강우의 패턴이 변화하면서 연간 강우량은 증가하고 있는 추세로 나타나고 있다. 또한 무강우일수가 증가하여 강우가 특정기간에 집중되어 내려 도심지에서는 유출량과 첨두유량이 급격하게 증가하고 도달시간이 짧아졌으며, 지하로 함양되는 수자원이 줄어들고 있다. 이와 같이 변화하는 수문순환으로 인해 수자원 확보에 대한 문제가 발생하고, 2차적으로 지하수위의 저하 등으로 지반침하, 싱크홀 등의 피해가 발생하고 있다. 이와같은 피해를 방지하기 위해 최근 LID(Low Impact Development, 저영향개발) 등의 기법을 이용하는 연구가 활발히 진행되고 있다. 본 연구에서는 현재 도시화가 진행 중인 평택지역을 대상으로 지하수자원 관리를 위해 LID 기법 중 투수성 포장재를 적용하고 이에 대한 효과 분석을 Visual MODFLOW를 통해 진행한다. 각 지역의 효과 분석 결과로 TOPSIS를 이용하여 투수성 포장재 우선 적용 지역을 선정한다. 이를 통해 한정된 자원 내에서 우선지역을 선정하여 최선의 효과를 나타내도록 한다.
The future water management needs decentralization of facilities, diversity of technology and integration of management to overcome the waste of financial resources and increase in scale of facilities that occurred from centralized water management. In addition, citizen's environmental awareness and participation is important because all infrastructure installed in the watershed where citizens live should have the function of water management. Therefore, the research was performed by investigating the citizen's recognition about urban environment와 LID application to analyze citizen's perceptions and analyze the feasibility and possibility of LID application. The LID awareness of citizens was about 59%, but only about 46% of citizens agreed on the extension of application. However, after contacting LID photographs and information, 90% of respondents agreed on the application of LID, and 94% of respondents were able to distinguish between grey infrastructure and LID infrastructure. Citizens appeared to have a tendency to recognize green spaces as multi-functional LID infrastructure or green infrastructure. If citizens recognize multi-functional LIDs only as landscapjng area, it will be very difficult to extend the LID on the city areas. Therefore, for the extended application of the LID facilities, it is necessary to use public relations strategy to utilize the results and visual data on the actual effect verification. In addition, as every social infrastructure is formed in watershed where citizens live, it is necessary to plan and manage the infrastructure through governance with citizen participation.

As the storm water runoff characteristics in urban areas have changed owing to urbanization, centralized facilities to reduce the urban flood runoff had been implemented. On the other hand, because they have their limitations, LID (Low Impact Development) of the distributed facilities for storm water runoff reduction is being actively planned and applied. The purpose of this study was to analyze the runoff characteristics for the spatial distribution of typical LID element techniques. This study set a study basin consisting of the five subbasins with the same basin and drainage systems, and analyzed the flood runoff characteristics from the two scenarios, one is for the locations and the other is for the number of green roofs (GR) and permeable pavement (PP), respectively, selected as typical LID element techniques. The SWMM implementation results showed that GR reduces 11.07% of the total and 3.42% of the peak amounts of storm water runoff, and PP leads to 18.09% of the total and 17.94% of the peak discharge reduction for a subbasin. Such a reduction rate is constant regardless of the LID locations, and increases linearly with the number of LID applications. The different runoff reduction rates between the GR and PP applications appear to be due to the effects of the different hydraulic conductivities in the control parameters for each LID.
We've compared and conceptually evaluated the newly emerging concept of nature-based solutions (NbS's), in the aspect of water management, and existing similar solutions of different naming, all of which are based on ecosystem functions. In this study, it is found that NbS's seem significant and meaningful both educationally and understandably in the aspect that it can comprehensively cover and include the existing methodologies and solutions using the functions of natural ecosystem to socio-environmental challenges. It, however, seems not quite different from the broad-meaning of green infra, including Eco-DRR, in terms of the approaching methodologies in water management. The conceptual and spatial hierarchy of each practice in water management considered in this study can be expressed in the narrowing order of NbS-(EE)-BGI-(CRT)-GI-LID. Last, the term LID, which is the best management practice for storm water management in the development project, can be replaced with the term GI for clarification and less confusion both in academia and practice.
As urbanization and impermeable areas have increased, stormwater and non-point pollutants entering the stream have increased. Additionally, in the case of the old town comprising a combined sewer pipe system, there is a problem of stream water pollution caused by the combined sewer overflow. To resolve this problem, many cities globally are pursuing an environmentally friendly low impact development strategy that can infiltrate, evaporate, and store rainwater. This study analyzed the expected effects and efficiency when the LID facility was installed as a measure to improve hydrologic cycle and water quality in the Oncheon stream in Busan. The EPA-SWMM, previously calibrated for hydrological and water quality parameters, was used, and standard parameters of the LID facilities supported by the EPA-SWMM were set. Benchmarking the green infrastructure plan in New York City, USA, has created various installation scenarios for the LID facilities in the Oncheon stream drainage area. The installation and maintenance cost of the LID facility for scenarios were estimated, and the effect of each LID facility was analyzed through a long-term EPA-SWMM simulation. Among the applied LID facilities, the infiltration trench showed the best effect, and the bio-retention cell and permeable pavement system followed. Conversely, in terms of cost-efficiency, the permeable pavement systems showed the best efficiency, followed by the infiltration trenches and bio-retention cells.

최근 도시화에 따른 투수면적의 감소인한 우수 유출량의 증가로 비점오염 및 도시 침수피해에 대한 문제가 증가하고 이에 따른 유역관리에 대한 관심이 높아지고 있다. 불투수면적의 특성으로 인한 도시 비점오염의 축적량 증가와 함께 적은 강우에도 유출이 발생되고 이로 인한 세척효과에 의해 고농도의 비점오염원을 하천으로 유출시키게 된다. 이러한 우수 유출 및 비점오염원 관리방안으로 저영향개발(LID;Low Impact Development) 기법에 의한 우수유출량의 저감과 수질개선효과를 연구할 필요가 있다. 따라서 본 연구에서는 전주시 송천동 지역을 대상으로 관측자료를 이용하여 SWMM모형을 구축하였고, 그 결과를 바탕으로 LID기법 중 하나인 Bioretention과 저류조용량(900, 1050, 1200, $1350m^3$)을 고려한 수질개선 효과를 분석하였다. 송천동 지역에 대한 저류조 및 Bioretention 적용에 따른 수질 개선효과를 비교한 결과 SS는 무시설의 경우 평균 100.08mg/L에서 1) 저류조의 경우 83.40mg/L(17% 감소), 2) 식생저류지의 경우 86.27mg/L(14% 감소), 3) 저류조와 식생저류지 연계 적용의 경우 79.43mg/L(21% 감소)로 평가되었다. BOD는 무시설의 경우 평균 15.24mg/L에서 1) 저류조의 경우 13.37mg/L(12% 감소), 2) 식생 저류지의 경우 12.29mg/L(19% 감소), 3) 저류조와 식생저류지 연계 적용의 경우 11.81mg/L(22% 감소)로 나타났다. T - P는 무시설의 경우 평균 1.09mg/L에서 1) 저류조의 경우 0.96mg/L(12% 감소), 2) 식생저류지의 경우 0.84mg/L(22% 감소), 3) 저류조와 식생저류지 연계 적용의 경우 0.78mg/L(28% 감소)로 수질이 개선되었다. 저류조와 식생저류지 적용에 따른 SS의 경우, 식생저류지를 적용했을 경우보다 저류조를 적용했을 경우 수질농도가 더 많이 저감되는 것으로 산정되었다. BOD와 T - P의 경우 저류조를 적용했을 경우보다 식생저류지를 적용했을 경우 수질농도가 저감 되는 것으로 나타났다. 또한 저류조와 식생저류지를 연계 적용했을 경우 각각 적용했을 경우보다 수질농도가 더 많이 저감되는 것으로 평가되며, 향후 유역 내 LID기법과 저류조 위치에 따른 효과에 대한 연구가 필요하다.
Urbanization has led to extreme changes in land use on urban watersheds. Most cities are becoming residential, commercial and industrial areas, making infiltration and storage of rainfall less favorable. The demand for LID (Low Impact Development) technology is increasing in order to mitigate this water cycle distortion and return to existing hydrological conditions. The LID technique is effective in reducing runoff by permeating the urban impervious area. However, considering the limit of the installation area and the financial requirement of the installation, there is not much research on the linkage of each LID component technology for optimum efficiency according to the appropriate scale. In this study, the effects of the LID facilities applied to the target site were simulated using the SWMM model, suggesting the optimal linkage method considering interconnectivity, and applying the effects as an existing installation of individual facilities. The water balance at the time of application of the LID technology, short-term and long-term rainfall event were compared. Also, the individual application and the linkage application were compared with each other. If each component technology has sufficient processing size, then linkage application is more effective than individual application.
