The Distribution of Injuries by Hours of the Day in Construction (건설공사 재해의 시간대별 발생빈도)

  • 수년간 건설업은 제조업을 비롯한 다른 산업에 비해 높은 재해율을 보이고 있다. 건설투자의 증가는 2001년과 2002년 각각 7.4%와 12%씩 증가하였으나, 재해발생건수는 2001년(16771건)은 2000년(13500건)에 비해 24% 증가하였고 2002년 상반기(8853건)는 2001년 상반기(6636건)보다 33%나 증가하여 건설투자의 증가율보다 높았다. 더욱이 건설취업자수가 2001년(1581천명)의 경우 전년(1575천명)에 비해 0.4%가 감소되었음을 감안할 때 건설물량의 양적 증가에도 불구하고 안전관리에는 소홀한 면이 많았으며 재해예방을 위한 적극적인 노력이 요구된다.(중략)

  • 최근 산업재해가 기업의 경영에 직.간접적으로 많은 손실을 끼치고 있는 가운데 협착 등의 재래형 산업재해는 감소하는 한편 용통 등의 근골격계통 직업성 재해가 급격히 증가하고 있는 추세이다. 이는 전공정에서 운반작업은 이루어 지고 있으며, 운반대상물, 기계설비, 작업방법 등이 작업자의 신체조건 을 고려하지 않은 부적절한 설계에 의한 무리한 동작의 유발이 그 원인으로 볼 수 있다. 따라서 본 연구에서는 현장의 데이터를 미국 및 일본의 인력작업기준 으로 한 기계설비의 인간공학적인 설계와 생체역학적인 인체의 요추부하의 분석을 통하여 중량물 취급 기준을 마련하여 작업공정 개선전과 개선후비를 비교 검토하고자 한다.

  • 대부분의 건설현장에서 채택하고 있는 안전시공 사이클(안전시공일과)활용에 대하여 보다 더 나은 효과를 얻기 위하여 그 정확한 내용을 소개하고자 한다. 이 기법은 일본에서 80년대부터 적용을 시작하여 지금 현재 일본의 전 현장에서 활용되고 있고 이로인한 재해예방 효과도 큰 기법이다. 현대 일본에서의 건설업재해예방을 위한 운동은 크게 3가지로 볼 수 있는데 첫째는 안전시공 사이클운동이고, 둘째는 3대재해(추락, 토사붕괴 및 건설기계 재해)감소운동, 셋째는 안전교육 추진운동이다. 안전시공 사이클 운동은 이 3기둥 중 하나인 것이다.

The Distribution of Natural Disaster in Mountainous Region of Gangwon-do (강원도 산지지역의 자연재해 분포 특성)

  • This study analyzed distribution of natural disaster and trend of related climatic elements in mountainous region of Gangwon-do. In mountainous region of Gangwon-do, there have been 27 natural disasters of which heavy rainfall have the leading cause for the last 5 years(16 times in 2003-2007). It has been 9 natural disasters in Jinbu-myeon Pyeongchang-gun, the most frequent area. The mountainous region has been larger natural damage than its surrounding regions and there has been more damage at higher altitudes. While the heavy rainfall have caused damage over the northwest of mountains, most typhoons have damaged southern part of mountains. Most mountainous region suffers from strong wind but damage by snow is small. In mountainous region of Gangwon-do, annual precipitation, intensity of precipitation and heavy rainfall days have been increasing since 2000 and this tendency is significant in its intensity. However, annual snowfall, snowfall days and heavy snowfall days have been clearly decreasing since 2000. In case heavy rainfall accompanies strong wind, the damages are larger in mountainous region of Gangwon-do. Therefore it is important to be prepared for heavy rainfall and strong wind.

Case Study for Preventing Construction Site Fall Accidents (건설현장 추락사고 예방을 위한 사례 연구)

  • Recently, the government has shown a decrease in disaster accidents throughout the industry and construction industry due to various efforts to reduce disasters. However, the fall accidents in the construction industry are not decreasing but increasing. In particular, the fall accident caused by scaffolding is low each year, but the disaster intensity is very high in that it directly leads to the death of workers. Scaffolding working environment in domestic construction industry is very poor. Moreover, scaffold workers in small construction sites are not subject to safety oversight and control. Therefore, this study is the installation and non-installation of the vertical lifeline, which is the most fundamental problem to be prevented during the study, to prevent the fall of the moon scaffold. In addition, it is hoped that it will be a solution for preventing accidents in construction site construction through the identification of various causes of disasters such as rope loosening, rope breaking, and fixed point failure.

  • 지난해 산업재해율은 2012년과 동일한 0.59%를 기록했다. 2006년(0.77%) 이후 6년 연속 감소하던 재해율이 주춤하긴 했으나 2012년 사상 처음으로 0.6%대를 돌파한 이후 그 성과를 유지했다는 점에서 긍정적인 평가를 내릴 만하다. 지난해 연초부터 화학물질 누출, 붕괴 사고 등 대형재해가 빈발하면서 재해율이 크게 상승할 것이라는 우려가 있었지만 노 사 민 정 모두가 강한 재해예방 의지를 갖고 안전활동을 전개하면서 0.5%대를 유지하게 된 것이다. 하지만 내면을 들여다보면 여전히 문제점들이 발견된다. 특히 업종별로 건설업 재해가 지속적인 증가추세에 있고, 55세 이상 연령층의 재해자수가 늘어나는 등 안전관리체계의 부실점이 나타난 것이다. 이에 본지는 김규석 고용노동부 산업안전과 과장을 만나 문제점을 개선하기 위해 정부가 추진 중인 방안을 들어봤다.

A Study of Improvement on Accident Rate Index of Construction Industry (건설업 산업재해발생율 평가지표 개선방안)

  • Since the introduction of the converted accident rate in Pre-Qualification(PQ) process in 1992, the safety evaluation system has contributed to a reduction of construction accidents and development of the safety management system in public construction projects. As the comprehensive evaluation method the government plans to introduce includes the indicators 'accident rate' and 'death rate per 10,000 workers', the influences on the safety evaluation in the bidding process would be broader in public sector construction projects. However, the current safety evaluation system is operated by different estimating standards in the bidding process. At this point, a study of improvement on the safety evaluation index is required to review its current conditions and to propose its efficient operating method. Therefore, the purpose of this study is to analyze problems of the current safety evaluation system through the questionnaire survey on the qualified workers in construction safety management and to propose an improvement plan for the problems noticed. Our results suggest the standards of the unified process for the safety evaluation index, the size of construction firms needed for accident rate estimation, and the improvement plan for unreported accidents. The proposed improvement plan enables the reasonable estimation and efficient operation of the safety evaluation index, and further, it would contribute to reducing construction accidents through the activation of voluntary safety management by construction firms.

  • This paper presents the findings that may be useful for establishing safety policies involved with safety plan, program, and control relative to fatal accidents in construction job site. The fatal accident investigation database maintained by Korean Production Household Mascot Safety Industrial Complex is accessed. The 5 years fatal accidents occurred in 2002 to 2006 were analyzed. The statistic relative to the fatal accidents in different project types is obtained using different classifications such as occupation, years of experience, accident type, and time in a day. This research would contribute to ensure the effectiveness of safety policy so as to enhance worker safety.

  • As human factors are the most important cause of construction accidents, it is important to reduce human error in construction work to reduce accidents. However, the error forcing context in organizational situations acts as a factor behind human error. Therefore, fatal construction accidents were analyzed using the m-SHEL model, which can identify the factors behind human errors. Through such analysis, it was found that there are differences in the detailed factors behind human errors according to the type of fatal accidents in construction, This study is meaningful in that it confirmed through accident cases that it is important to understand and respond to organizational situations in order to reduce human error in construction work.

  • Many disaster monitoring systems are constantly studied to prevent disasters such as environmental pollution, the breaking of a tunnel and a building, flooding, storm earthquake according to the progress of wireless telecommunication, the miniaturization of terminal devices, and the spread of sensor network. A disaster monitoring system can extract information of a remote place, process sensor data with rules to recognize disaster situation, and provide work for preventing disaster. However existing monitoring systems are not enough to predict and prevent disaster, because they can only process current sensor data through utilizing simple aggregation function and operators. In this paper, we design and implement a disaster prevention system to predict near future dangerous area through using outside sensor network and spatial Information. The provided prediction technique considers the change of spatial information over time with current sensor data, and indicates the place that could be dangerous in near future. The system can recognize which place would be dangerous and prepare the disaster prevention. Therefore, damage of disaster and cost of recovery would be reduced. The provided disaster prevention system and prediction technique could be applied to various disaster prevention systems and be utilized for preventing disaster and reducing damages.
