A Study on the Preparation of Contents for Promoting the Establishment of a Disaster Safety Village in Rural Areas (농촌지역 재난안전마을 만들기 활성화를 위한 컨텐츠 마련에 관한 연구)

  • Purpose: The purpose of this study is to promote the disaster safety village establishment project that fits the characteristics of rural areas by investigating and analyzing the operation cases of contents with regard to disaster safety villages in Korea and Japan. Method: The contents of project related to disaster safety villages in Korea and Japan were classified into resident participation contents, structured contents and unstructured contents, for examining the characteristics of such contents through investigation and analysis, and the contents (draft) of disaster safety village that fitted the characteristics of rural areas were presented. Result: The contents of resident participation include basic safety education, CPR education, life experience training of evacuation shelter, evacuation training, concurrent training of farming activity and disaster activity and creating a village safety map in connection with competent authorities. The enactment of an act and an ordinance for the establishment of disaster safety village, expert dispatch system, storm and flood insurance system and funding system to raise the fund for establishing a village were presented as unstructured contents. In addition, the production of self supporting evacuation shelter, wireless evacuation announcement system, disaster prevention system for a river, emergency evacuation sign, village safety map sign and the establishment of disaster prevention park were presented as structured contents. Conclusion: The unstructured contents are the establishment of foundation for preparing laws and institutions and the structured contents should be installed by utilizing eco-friendly methods in consideration of the environments of rural areas along with securing the safety. Moreover, resident participation should utilize the contents by considering various items such as age, characteristics and environments of residents in rural villages.

Characteristics Analysis of Seasonal Construction Site Fall Accident using Text Mining (텍스트 마이닝을 활용한 계절별 건설현장 추락사고 특징 분석)

  • The death rate of industrial accidents per 10,000 people in Korea is two to three times higher than that of major countries. Falling accidents at the construction site happened to have caused the most deaths. Analysis of existing research and measures by national institutions showed that the industrial accident management concentrated on falling accidents was insufficient and the seasonal safety management measures were not enough. There is thus the need for research that provides detailed and enough information on falling accidents. This study, therefore, aims to overcome the limitations of existing research and safety management accident response using a methodology that provides the necessary information for the prevention of fall accidents by deriving seasonal crash characteristics of the construction site. In order to provide enough information, 387 cases of seasonal construction site falling were collected, which describes the causal relationship of accidents. Text mining using principal component analysis and cluster analysis was carried out. The analysis showed that: In the spring, snowfall and unreasonable operation of equipment including lifts were the major cause. In summer, most accidents were caused by form, insufficient safety inspection, and installation work. In autumn, weather factors such as wind and typhoon were the cause. In winter, material transportation, exterior wall work, and ignore safety precautions were the cause of the crash.

  • Global governments and initiatives have attempted and integrated various organizational efforts to implement the 17 Sustainable Development Goals (SDGs), presenting a new paradigm of sustainable development to address global issues (climate change, poverty eradication, and human rights). Recently, investment in sustainable finance has expanded to finance the attainment of goals set out in the Paris Agreement and SDGs. Non-financial factors such as environment, social responsibility, and governance (ESG) have become intangible assets that determine the future competitiveness and profitability of companies. Domestic and foreign institutional investors and asset management companies have been expanding their investments based on the ESG performance of companies. In this study, we aim to derive international standards and initiatives that require disclosure of information on corporate social responsibility activities and ESG performance and analyze construction companies' ESG activities and performance levels. The results of this study can be used as the basis to develop platforms for the construction industry ESG ecosystem and the measurement and management of intangible assets. These could ultimately contribute to overcoming the crisis in the future due to the outbreak of the COVID-19 pandemic, fostering net-zero emissions, and preventing fatal workplace accidents in the construction industry.

Analysis of the Spread of Issues Related to COVID-19 Vaccine on Twitter: Focusing on Issue Salience (코로나19 백신 관련 트위터 상의 이슈 확산 양상 분석: 이슈 현저성을 중심으로)

  • This study conducted a network analysis to determine how COVID-19 vaccine-related issue spread on Twitter during the introduction stage of the COVID-19. Issue diffusion tendency is analyzed according to the time period: phase 1 (initiation of vaccine introduction: March 7 - April 3, 2021), phase 2 (stagnant period of vaccination: April 4 - April 22, 2021), and phase 3 (increase of vaccination: April 23 - May 5, 2021). NodeXL was used for data collection and analysis. Daily Twitter network data were collected by entering search terms highly related to the COVID-19 vaccine. This study found that side effects-related opinions were repeatedly formed throughout the analysis period. As the vaccination rate increased and death cases were reported on media, death-related issues also emerged on Twitter. On the other hand, vaccine safety did not receive much attention on Twitter. The results of this study highlight the role of social media as a channel of issue diffusion when a national disaster strikes. We emphasize the need for the government to monitor public opinions on social media and reflect them in crisis communication strategies.

A Study on How to Lower the Grounding Impedance by Needles-typed Grounding Rods (접지침봉에 의한 접지임피던스를 낮추는 방안 연구)

  • Purpose: One of the methods for preventing disasters such as fire, explosion, and electric shock caused by electricity is to perform grounding. In case of the grounding current includes a frequency component having a high, it is preferable to measure grounding impedance rather than grounding resistance. This study proposes countermeasures to reduce grounding impedance to suppress an ground potential rise due to a grounding current having a frequency component of several kHz or more. Method: General grounding rods and needles-typed grounding rods were buried in the ground, and grounding resistance and grounding impedance were measured, respectively. The characteristics of grounding impedance according to frequency were identified. Result: There was little difference in the measurement results of the grounding resistance between general grounding rods and needles-typed grounding rods. In a frequency range lower than 62.5kHz, there was little difference in the measurement results of the grounding resistance between general grounding rods and needles-typed grounding rods. In a frequency range higher than 62.5kHz, the grounding impedance of needles-typed grounding rods was reduced by about 15% than the grounding impedance of general grounding rods. Conclusion: In the commercial frequency domain, it is effective to connect several grounding rods (common grounding) to lower the grounding resistance value. In the frequency domain of several kHz or more, it is expected that needles-typed grounding rods can effectively reduce the ground potential rise due to the grounding current.

A Study on the Flooding Risk Assessment of Energy Storage Facilities According to Climate Change (기후변화에 따른 에너지 저장시설 침수 위험성 평가에 관한 연구)

  • Purpose: For smooth performance of flood analysis due to heavy rain disasters at energy storage facilities in the Incheon area, field surveys, observational surveys, and pre-established reports and drawings were analyzed. Through the field survey, the characteristics of pipelines and rivers that have not been identified so far were investigated, and based on this, the input data of the SWMM model selected for inundation analysis was constructed. Method: In order to determine the critical duration through the probability flood analysis according to the calculation of the probability rainfall intensity by recurrence period and duration, it is necessary to calculate the probability rainfall intensity for an arbitrary duration by frequency, so the research results of the Ministry of Land, Transport and Maritime Affairs were utilized. Result: Based on this, the probability of rainfall by frequency and duration was extracted, the critical duration was determined through flood analysis, and the rainfall amount suggested in the disaster prevention performance target was applied to enable site safety review. Conclusion: The critical duration of the base was found to be a relatively short duration of 30 minutes due to the very gentle slope of the watershed. In general, if the critical duration is less than 30 minutes, even if flooding occurs, the scale of inundation is not large.

A Study on the Performance Degradation Pattern of Caisson-type Quay Wall Port Facilities (케이슨식 안벽 항만시설의 성능저하패턴 연구)

  • Purpose: In the case of domestic port facilities, port structures that have been in use for a long time have many problems in terms of safety performance and functionality due to the enlargement of ships, increased frequency of use, and the effects of natural disasters due to climate change. A big data analysis method was studied to develop an approximate model that can predict the aging pattern of a port facility based on the maintenance history data of the port facility. Method: In this study, member-level maintenance history data for caisson-type quay walls were collected, defined as big data, and based on the data, a predictive approximation model was derived to estimate the aging pattern and deterioration of the facility at the project level. A state-based aging pattern prediction model generated through Gaussian process (GP) and linear interpolation (SLPT) techniques was proposed, and models suitable for big data utilization were compared and proposed through validation. Result: As a result of examining the suitability of the proposed method, the SLPT method has RMSE of 0.9215 and 0.0648, and the predictive model applied with the SLPT method is considered suitable. Conclusion: Through this study, it is expected that the study of predicting performance degradation of big data-based facilities will become an important system in decision-making regarding maintenance.

A Study on the Application of Object Detection Method in Construction Site through Real Case Analysis (사례분석을 통한 객체검출 기술의 건설현장 적용 방안에 관한 연구)

  • Purpose: The purpose of this study is to develop a deep learning-based personal protective equipment detection model for disaster prevention at construction sites, and to apply it to actual construction sites and to analyze the results. Method: In the method of conducting this study, the dataset on the real environment was constructed and the developed personal protective equipment(PPE) detection model was applied. The PPE detection model mainly consists of worker detection and PPE classification model.The worker detection model uses a deep learning-based algorithm to build a dataset obtained from the actual field to learn and detect workers, and the PPE classification model applies the PPE detection algorithm learned from the worker detection area extracted from the work detection model. For verification of the proposed model, experimental results were derived from data obtained from three construction sites. Results: The application of the PPE recognition model to construction site brings up the problems related to mis-recognition and non-recognition. Conclusions: The analysis outcomes were produced to apply the object recognition technology to a construction site, and the need for follow-up research was suggested through representative cases of worker recognition and non-recognition, and mis-recognition of personal protective equipment.

A Real-time Correction of the Underestimation Noise for GK2A Daily NDVI (GK2A 일단위 NDVI의 과소추정 노이즈 실시간 보정)

  • Normalized Difference Vegetation Index (NDVI) is utilized as an indicator to represent the vegetation condition on the land surface in various applications such as land cover, crop yield, agricultural drought, soil moisture, and forest disaster. However, satellite optical sensors for visible and infrared rays cannot see through the clouds, so the NDVI of the cloud pixel is not a valid value for the land surface. This study proposed a real-time correction of the underestimation noise for GEO-KOMPSAT-2A (GK2A) daily NDVI and made sure its feasibility through the quantitative comparisons with Moderate Resolution Imaging Spectroradiometer (MODIS) NDVI and the qualitative interpretation of time-series changes. The underestimation noise was effectively corrected by the procedures such as the time-series correction considering vegetation phenology, the outlier removal using long-term climatology, and the gap filling using rigorous statistical methods. The correlation with MODIS NDVI was higher, and the difference was lower, showing a 32.7% improvement compared to the original NDVI product. The proposed method has an extensibility for use in other satellite products with some modification.

Application and Analysis of Remote Sensing Data for Disaster Management in Korea - Focused on Managing Drought of Reservoir Based on Remote Sensing - (국가 재난 관리를 위한 원격탐사 자료 분석 및 활용 - 원격탐사기반 저수지 가뭄 관리를 중심으로 -)

  • In modern society, human and social damages caused by natural disasters and frequent disaster accidents have been increased year by year. Prompt access to dangerous disaster sites that are inaccessible or inaccessible using state-of-the-art Earth observation equipment such as satellites, drones, and survey robots, and timely collection and analysis of meaningful disaster information. It can play an important role in protecting people's property and life throughout the entire disaster management cycle, such as responding to disaster sites and establishing mid-to long-term recovery plans. This special issue introduces the National Disaster Management Research Institute (NDMI)'s disaster management technology that utilizes various Earth observation platforms, such as mobile survey vehicles equipped with close-range disaster site survey sensors, drones, and survey robots, as well as satellite technology, which is a tool of remote earth observation. Major research achievements include detection of damage from water disasters using Google Earth Engine, mid- and long-term time series observation, detection of reservoir water bodies using Sentinel-1 Synthetic Aperture Radar (SAR) images and artificial intelligence, analysis of resident movement patterns in case of forest fire disasters, and data analysis of disaster safety research. Efficient integrated management and utilization plan research results are summarized. In addition, research results on scientific investigation activities on the causes of disasters using drones and survey robots during the investigation of inaccessible and dangerous disaster sites were described.
