대학부설연구소의 현황과 활성화 방안

  • 우리나라 대학부설연구소는 적어도 양적인 면에서는 괄목할만한 성장을 하였다. 그러나 연구소가 운영되는 양상을 내부적으로 살펴보면 상당한 문제점을 내포하고 있다. 즉, 연구소의 난립화, 윳겅정책의 미흡, 재정 취약, 활동 미약, 평자체제의 미비, 전임연구원의 부족, 연구소장에 대한 동기부텨 미흡 등이 지적된다. 이러한 문제를 극복하여 연구소가 경쟁력을 갖추고 활성화하기 위해서는 다음과 같은 방안이 강구되어야 한다. 첫째, 평가제도를 도입하여 차별적 지원과 통합의 기준으로 삼는다. 둘째, 연구소를 주제와 지역적 관점 등에서 특성화하고 기능적 관점에서 개성화시킨다. 셋째, 목적과 기능이 중복되거나 성과가 미미한 연구소는 평가결과에 따라 통합한다. 넷째, 정부와 대학 당국의 재정 지원 강화와 관리 감독 기능을 강화한다. 다섯째, 개별 연구소들의 지구적 노력이 반드시 뒤따라야 한다.

  • 전남대학교는 사회적 요구, 수요자 중심의 교육과 연구 체계로의 변화, 사회 필요의 인력 양성을 위하여 통합을 통해 지역 사회 요구에 부응하는 강력한 하나의 국립대를 구현하였다. 통합으로 인한 구조 변화의 유도는 지역 혁신의 핵심 중추로서 기여도가 증대될 것이며, 거버넌스의 통합에 따라 대학 운용 비용을 줄여 재정 효율화를 기할 수 있다. 또한 양 캠퍼스 간 자원의 공동 활용, 단과대학 및 학부(과)의 통폐합을 통해 인적.물적 자원의 증대를 기할 수 있게 되었다. 반면 통합에 대한 부정적 영향에 대한 해결은 양 대학의 적극적인 배려뿐만 아니라 정부의 일관성 있는 정책 실현과 정책 추진을 위한 법제화가 필요하며, 무엇보다도 충분한 재정의 절대적 지원이 필요하다고 본다.

  • To achieve a data-driven policy decision-making system, the Ministry of Strategy and Finance has formed a marketing team and is actively building upon it. This system, currently under construction, will enable data-driven financial tasks beyond simple financial administration. The U.S. has already enacted The Foundations for Evidence-Based Policymaking Act in the process of similar pursuits. Since last year, the data-driven system administrative law has been enacted in Korea, and a legal framework has been established for data-driven administrative work. The next-generation budget accounting system to fulfill its role as a data-driven system needs public policy support to operate. Innovation and transformation are needed in various areas such as data management, legal system, and installation of related systems. Accordingly, it is very timely to analyze the financial systems and policies of advanced countries such as the U.S. and U.K., which already have established and operates such a financial system. By benchmarking and applying existing financial information systems to the next-generation budget accounting system, a better system will result. In this study, major developed countries, including the U.S., U.K., France, and Canada were benchmarked and analyzed in terms of the main elements of data governance: public policy, systems, legal framework, promotion system, and service level. It was discovered that the role and direction of the national fiscal policy system that the people favor should be able to respond quickly to the recent difficult economic crisis environment such as the digital transformation trend and COVID-19.

Characteristics of Social Service Provision According to the Community Size and Financial Provision Types (지역적 환경과 제도적 특성을 고려한 사회서비스 공급체계 분석)

  • This study investigates the current features of social service provision system focusing on the core institutional traits of the system and community environment. Specifically, the study analyzes the differences in the contents and characteristics of social service provision, according to the community types, such as metropolitan area, medium size cities, and rural area. Also, the study explores the relationships among the three major subsystems in the social service provision system based on the types of financial provisions. Furthermore, the interaction effects between the community factors and financial traits on the relationships among sub- components in the service provision system are investigated. In this study other organizations, service users and public sector are regarded as three major sub-components in the provision system. The study utilizes the raw data from '2015 Social Service Demand and Provision Survey', which interviewed 4,100 social service organizations. Results from analyses show that the gap among metropolitan area, medium cites, and rural area is not so much bigger in the diverse provision features(e.g. the competition level, the major focus on the users, and policy demands on public sector) of provider-provision-organizations than in those of both of user-provision-organization and of market-way-organizations. User-provision organizations show the distinct differences in terms of the focus points on the users, while marketed organizations do in terms of the policy demands to the public sector. In rural area, user-provision organizations act like provider-provision-organizations whereas they do market-way-organizations in the urban area. Research findings show that the social service provision types utilizing market mechanism(such as user-provision, and market-way) are not so well fit into the characteristics of rural area.

An Investigation of the Effect of Government Subsidy Scheme to Bus Industry on the Efficiency of Inner-City Bus Route System (버스 재정지원체계 변화가 버스노선 효율성에 미치는 영향 분석)

  • This study is focused on the effect of reformation of public transportation system on the efficiency of bus route system as a result of change of government subsidy scheme. Two types of government subsidy scheme has been considered and before and after analysis by Data Envelopment Analysis technique has been carried out for bus routes in Ulsan Metropolitan City. The analysis output has shown that there is no clear evidence to clarify the relationship between the change of government subsidy scheme and the efficiency of bus route system. There are two types of backgrounds may be suggested for this situation such as more longer period necessary to identify the policy effect and limitation to increase the number of passenger in a provincial city. Tobit regression analysis has also been conducted to discover the most effective variables for maximum efficiency and three variables including route length, frequency per vehicle per day, and headway are found to be influential. It is also seen that strategy to minimising input factors and service upgrade plan such as shortened route length and headway, increasing frequency per vehicle are necessary to develop the efficiency of bus routes operated in Ulsan city.

  • 본 연구는 급변하는 환경 속에서 전문대학 디자인교육의 새로운 교육모델을 모색하고자 디자인 교육현장의 실태를 중심으로 디자인교육의 문제점 및 원인과 개선방안을 모색한 논문이다. 이를 위해 디자인교육의 핵심주체인 교수와 학생, 행정 및 교육, 실습지원부서, 산업체, 정부 및 지원기관에 대한 실태를 살펴보았다. 그 결과 입시제도의 개선, 재정지원의 집중화, 교수자의 연구지원, 학생의 인식전환, 산업체와의 실질적 협력강화 및 전문대출신에 대한 인식 및 대우개선, 정부지원기관의 차별화된 지원정책 발굴, 대학별로 특화된 교육과정운영 등이 필요한 것으로 나타났다. 앞으로 전문대학의 디자이너양성 교육은 급변하는 대학환경을 고려하여 교육주체의 내실화 및 관계집단의 인식전환을 고려한 새로운 직업교육모델을 개발, 운영해야 한다.

Needs Assessment of Administrative and Financial Support for Effective Performance of Teacher Professionalism of Gifted Education (영재교육 교사 전문성의 효율적 실천을 위한 행.재정 지원의 요구분석)

  • The study aims to assess needs of administrative and financial support for effective performance of teacher professionalism of gifted. For this end, practicing teachers of gifted education were nationwide selected for survey questionnaires. The first survey of five-scale Likert item was conducted in July 2005 with 236 teachers and the second survey of open-ended item was done in November 2005 with 123 teachers. All the respondents provided their perceptions to current status of administrative and financial support for gifted education and needs for their effective performance of professionalism. Suggestions for improving conditions of administration and finance in terms of effective performance of teacher professionalism in gifted education were as follows: First, teachers should be assigned as full-time for gifted education. Otherwise, their teaching hours and other related jobs should be, reduced Second, the financial support for gifted education should be increased, in particular, more in provincial areas than metropolitan cities. Third, appropriate grouping and counseling according to diverse differences of students should be done. Fourth, understanding of principals and teachers in general education as well as parents and general public toward gifted education should be improved through inservice education program and other education programs. Further, teachers of gifted education should be provided with more frequent opportunities for participating inservice programs in quality, share knowledge and experiences among teachers through network systems, and be given appropriate incentives for better performance of professionalism.

Government Support for Animation as Audiovisual Policy (방송영상 콘텐츠로서의 애니메이션 지원제도 연구)

  • The crisis in profit and funding for animation is in evidence around the world. The change in media environment has forced broadcasting advertising revenue down and animation viewers spread out. Now, animation players in the strongest position are either the US major studios, or producers benefiting from domestic support schemes. Government support is available in many countries because many governments believe that support for domestic animation carries both economic and cultural benefits. This paper is designed to suggest new policy schemes for Korean animation industry. The new paradigm of animation policy needs a new perspective on content industry as a whole, not centered on the animation itself. The researchers on public policy for culture, audiovisual and content industry argued that the government should, (i) play the role of facilitator for virtuous cycle of industry value chain, (ii) provide fiscal support through automatic and selective schemes, (iii) provide tax benefit to strengthen the competitiveness of industry, and (iv) enforce the broadcasters to contribute to domestic programming and financing. Comparative analysis on French and Canadian audiovisual policy supports such arguments, and animation industry of two countries are enjoying the high audience ratings and sustainable production volume. From the analysis, this paper suggests the new government schemes for Korean animation industry, which are, (i) securing the public funding for fiscal support, (ii) introduction of automatic production support, (iii) modification of broadcasting quota, (iv) broadcaster's performance envelope and production quota, and (v) tax benefit as indirect support.
