Permanency Plan for Adults with Mental Illness : Focused on Mental Health System of New Zealand (성인정신장애인의 평생계획모형 : 뉴질랜드 정신보건서비스를 중심으로)

  • Primary care takers, especially older parents, who live with and care for an adult child with mental illness struggle with the dilemma of who will provide for their child's social and emotional needs and physical care requirements when they can no longer care so. Therefore, 'Permanency plan(financial, residential, legal plan)' is very important for social integration and normalization of mental illness adults. This study aims to introduce the mental health systems in New Zealand and to investigate the permanency plan strategies(benefit, supplements, and the laws) of the government and community support services of NGOs through the interviews with team leaders of representative NGO, Te Korowai Aroha. Permanency plan strategies of New Zealand Government and NGOs are as follows. 1) Financial plans for adults with mental illness include main benefit(invalid benefit), various allowances(family allowance and disability allowance), and wage subsidies for employment. 2) The Government provide accommodation supplement and re-establishment grant for residential plan. And NGOs have supported accommodation program to provide support and accommodation that are important for social integration. 3) Adult mental illness is provided the support of welfare guardian and property manager under the Protection of Personal and Property Rights Act. According the results, this study concluded that social services for the mental illness which secure supported accommodation and benefits is strongly needed. At the same time, mental health delivery system is needed to make distinction between social services and clinical services.

Characteristics of Lifelong Learning Policy and Developmental Tasks of South Korea (한국 평생교육 정책의 유형화와 발전과제)

  • The purpose of this study is to classify the lifelong learning policy implementation process of lifelong learning in Korea according to the policy making decision models and to suggest developmental tasks. Korea's lifelong learning policy came to a full-fledged start with the enactment of the Lifelong Education Act in 2000. The Lifelong Education Act proposed the establishment of an open educational system as a strategy to realize the lifelong learning society. According to the Lifelong Education Act, the Korean government has developed several lifelong education policies such as providing learning opportunity for the underprivileged, facilitating lifelong learning city project, building lifelong learning culture, recognizing of experiential learning result, funding lifelong learning hub university, launching lifelong learning supporting administrative etc. The Korean lifelong system is characterized as Allison's (1971) governmental/bureaucratic, Ziegler and Johnson's (1972) legislative, Griffin's(1987) social control and Green's (2000) state-led models which make policy through the coordination between the government and the parliament and control bureaucratic power and educational qualifications. Lifelong learning policies should be managed in terms of supply and demand at the learning market. In addition, the state has to strengthen lifelong learning through supporting NGOs' activities and adult learners' tuition fee for the disadvantaged group of people.

An analysis of Chinese Policy for Establishing the World Class University and the characteristics of 'Double First Class University Plan' (중국의 세계일류대학 육성정책의 성과 및 '쌍일류' 건설의 주요 내용과 특징 분석)

  • This study examines the contents and characteristics of 'Double First Class University Plan', which is conceived by Chinese government in 2015, following the current 211, 985 projects to develop comprehensively a group of elite Chinese universities and individual university departments into world class universities and disciplines by the end of 2050. For this study, we used the literature analysis method and collected various policy documents, research papers, newspapers and books published in China regarding this plan. First, this study looks at the development process, performance and limitations of 211, 985 projects. Second, it defines the concept of the world class university mentioned in China, and looks at the objectives and highlights of the plan. Finally, this study summarizes the characteristics of 'Double First Class University Plan' and the results such as focusing on the university's tradition and characteristic, cultivation and attraction of human resources, intensive financial support, and the introduction of a competitive system. Based on the results, this study proposes several implications such as establishing and implementing long-term and comprehensive higher education policies, inducing local government participation and support, focusing on fostering talents and developing disciplines, and putting emphasis on Korean characteristics in developing world class universities.

  • The issue of child care in family policy is one of the most important agendas. It is the primary task for a welfare state to form such conditions as socializing it to ensure labor rights and parental rights. The aim of this study is to review any controversies in the agenda of free choice in child care. But real 'free choice' comes true when all community members as individuals are able to enjoy their rights as both workers and parents without any restriction and sexual discrimination in the labor market. But in reality 'free choice' has not been realized in our society. This study is based on the analysis of these issues in free choice - the concepts of liberty, equity and equality, the role of the state, financial efficiency and the status of women in the labor market. Based on the analysis of the issues in accordance with the criteria, I suggest some policy recommendations: adequate and sufficient child care services, the introduction of univer sal child benefits and the expansion of public child care facilities.

An Analysis and the Improvement of Jeju Self-Governing School Policy (제주형 자율학교 정책 분석 및 발전방향)

  • The purpose of this study is to analyze comprehensively Jeju Self-Governing School Policy (JSSP) by using the four dimensional views of policy theory frame and to suggest its improvements. The results are as follows: First, JSSP should improve differentiation of curriculum and locality centered on local basis, wide application of the special laws, and professional accountability. Second, JSSP should improve the policy structure of educational governance and differentiated standard of students achievement assessment, resolve equity issue, and secure the self-finance of the schools. Third, JSSP should improve localization of educational administration, administrative and financial support for teachers, parent's empowerment, and students understanding of the policy, and expand principal invitation system, Fourth, JSSP should improve public relations, the roles of the Council and professionalism of assessors, and adopt efficiency approach into the assessment system.

The IIN consists of five areas of key infrastructure, such as, education, R&D, labor market, school-industry cooperation, and lifelong education information infrastructure. Based on the analysis of current situations and problems of each information infrastructure, this paper raises variety of issues and solution for the IIN model. Directions for building up the IIN includes both information base infrastructure and information support infrastructure.

  • In the information society there the utilization of digital resources via networks has increased, expanded are the pole of special libraries and information centers as specialized channels for communicating research information. This study examines the current development ind cooperation among special libraries and information centers and the problems relating to their concepts, scopes, regulations, and policies. In order to strengthen the activities of special libraries and information centers, reviewed are: (1) how to redefine the concept of special libraries and information center, 2) to establish an organization for co-ordinating research information at national level, 3) to support systematically the activities of special libraries and information centers in the private sector, and 4) to resolve the problems in improving efficiency and effectiveness of their information activities.

  • In an increasingly digital world, knowledge and information accessibility is becoming a key factor to personal, professional and national development. But only 5% of the world's publishing output is made accessible in alternative formats for people who cannot use print. People with disabilities say that the biggest barrier to access to the material they want or need to read is a lack of accessible information. This study aims to analyze the development policies(governance and role, funding and support, production and distribution system, etc.) of alternative formats for people with disabilities in major countries(Australia, Canada, Japan, Korea, Sweden, UK, and USA). And result of this preliminary study will be used as background information for development of the national plan and role model for production and distribution of the alternative formats in Korea.

사회간접자본투자(社會間接資本投資)(1970~85)가 지역성장(地域成長)에 미친 효과(效果)

  • 본고(本稿)에서는 1970년 이후 한국(韓國)의 사회간접자본투자정책(社會間接資本投資政策)이 지역간 균형발전(均衡發展)에서 담당한 역할과 그 투자현황(投資現況)을 분석하였다. 이론적 분석에 의하면 사회간접자본투자(社會間接資本投資)는 지역발전의 주요정책수단이 되고 있다. 그러나 1970~85년의 기간에 도로(道路), 통신(通信) 등 주요 사회간접자본(社會間接資本)의 지역간 격차는 현저히 감소되었음에도 불구하고 성장(成長)의 지역간(地域間) 불균형(不均衡)은 크게 개선되지 못하였다. 이는 사회간접자본(社會間接資本)의 지역격차 완화로 수도권(首都圈)을 중심으로 하는 성장지역(成長地域)의 입지여건(立地與件)의 비교우위성이 약화되었으나, 수도권지역(首都圈地域)의 입지적(立地的) 이점(利點)을 상쇄할 만한 투자환경(投資環境)이 지방에 조성되지 못하였기 때문이다. 따라서 실질적인 지역발전을 도모하기 위하여는 입지여건(立地與件)이 상대적으로 불리한 지방에 기업투자(企業投資)를 유인(誘引)할 수 있는 세제(稅制), 금융(金融) 및 행정절차상(行政節次上)의 지원책(支援策) 등을 강화하여 해당지역의 산업활동(産業活動)을 촉진할 수 있는 정책이 함께 추진되어야 한다. 또한 지역의 필요성에 부응하는 사회간접자본투자(社會間接資本投資)를 도모하기 위해서는 지역의 특수성과 주민의 여론을 반영하여 지방정부(地方政府)가 투자결정을 주도할 수 있도록 지방정부의 재정지출 재량권이 제고되어야 한다.
